Municipal staff members at Montague Township and the Town of Smiths Falls have agreed to begin negotiations over a number of items, including the ongoing water agreement, as soon as their respective budgets are finalized this spring. Glenn Barnes, Montague CAO confirmed the township’s budget process should be finished around April, while Smiths Falls’ budget has been put on hold until March when staff will return with options to reach a zero per cent mill rate increase in 2015. “Hopefully it will be good for everyone,” Barnes said of upcoming discussions. The process can’t come soon enough for residents who received their first water bill of 2015 to find no real change in the bottom line. “Mine’s still around $500,” said Stephanie Lavier of Fifth Street. She urges both communities to sit down as soon as possible and hammer out an agreement that will provide water to residents at a reasonable rate. “I think they should make a better arrangement. I don’t think it’s fair,’ Lavier said. The discovery of a valve left on but not connected to a home on Fifth Street in January has produced significant savings for the township. Smiths Falls confirmed at one of its budget sessions Kelly Kent/METROLAND the savings is in the area of $100,000.
On Thursday, Feb. 19, Chimo Elementary School competed in the Lanark County Cheerleading Championship, hosted by Naismith Memorial Public School in Almonte. “We found all of the losses that were occurring in the system,” said Barnes. This discovery has balanced the books at the township so the water leaving and coming into the system match up, and made it possible for the township to extend some of these savings to residents of Atironto. Last week the township approved its water rates bylaw that will see the removal of the $165 flat fee imposed last year on all township water bills. Atironto residents (whose infrastructure is owned by the township) will not see Smiths Falls’ 10 per cent increase in water rates this year, while residents of Rideau Avenue will see this 10 per cent increase since their infrastructure comes directly from the town. Barnes noted the savings from the leakage discovery on Fifth Street earlier this year will be used so the township “can absorb some of the cost from the Atironto side.” Victoria Murtough, Rideau Avenue resident, said she is planning to move this year, partially due to the cost of water services. “There’s benefits to being on Smiths Falls water, but then again it’s really expensive,” Murtough said. While negotiations begin this spring, residents will see some changes to their water system in the form of new water meters.
