PUBLIC SECTOR LEADERSHIP

We support approximately 1,700 apprentices and collaborate with over 500 employers in the North West region. Currently, more than 35% of our apprentices work in the public sector and local authorities. We are proud to offer exceptional learning opportunities for all our apprentices, delivered by an outstanding team of specialist apprenticeship delivery staff.
The Salford City College Public Sector Leadership Programme was developed with local authorities in direct response to the strategic approach of local government. The ‘Further, Faster’ model supports collaboration and integration of public services, working together in the right geographical place for residents, focusing on proactivity, prevention, and easy access to services.
The leadership skills required to support this vision have driven the course structure and content of our Public Sector Leadership Apprenticeships. Our management associates have dedicated 200 hours to spend time with local authorities to understand what it means to be a values-based leader in the public sector.
Our approach is always people-centered and designed to support aspiring, middle, service-level, and senior leaders. The approach is flexible and innovative and can be customized to meet the needs of different local authorities while also providing opportunities for crossauthority peer learning, including networking, collaborative workshops, and our annual apprenticeship conference.
A Public Sector Leadership programme helps individuals develop essential leadership skills, network with peers and experts, and gain a deeper understanding of the public sector environment to become effective leaders and advance their careers.

“LIVE” VISIBILITY OF LEARNER PROGRESS
Our Public Sector Leadership Level 3 programme is designed based on the Team Leader/Supervisor standard but with tailored additions to make it relevant for public sector organisations. We work closely with these organisations to understand their leadership values, current pressures, and priorities. This allows us to create workshops and guidance that are relatable and can be easily applied at work. Additionally, the programme offers peer learning activities to build relationships with colleagues at similar organisations. A yearly conference is also included, featuring speakers from senior leaders in the public sector and external experts who offer engaging workshops on their area of expertise to inspire and challenge apprentices.

JOANNE SPURGEON Tameside CouncilOur Public Sector Leadership Level 5 programme is structured using the Operations or Departmental Manager standard. The Level 5 programme has all the same advantages as the Level 3 programme and is aimed at more established managers who want to develop their current leadership knowledge, skills and behaviours to a higher level. The Level 3 and Level 5 learners come together at the yearly conference which is a fantastic opportunity to learn from senior leaders as well as network and building relationships with colleagues in their own organisation and other attending public sector organisations.

The role of senior leader can apply to any sector and size of organisation. Senior leaders are a key component of all types of business model where there is a workforce to lead, manage and support. The broad purpose of the occupation is to provide clear, inclusive and strategic leadership and direction relating to their area of responsibility within an organisation.
As with all apprenticeships, the senior leader standard has been designed by employers, at Apprenticeships at Salford City College we have taken this a step further. We have consulted local employers around the detail of our programme to ensure we provide current and future senior managers with high-level leadership skills, core competencies and desired behaviours to become more effective leaders.

Our team of management associates has a rich and varied background, with over 100 years of experience in leadership and management between them. The team has been a part of our apprenticeship delivery for several years, providing stability and consistency of approach.
The qualifications and experience of our management associates provide credibility in supporting the leaders of your organisation. They are all well qualified in teaching and learning up to Level 7 and have fellow membership of the Institute of Leadership and Management (ILM) and the Chartered Management Institute (CMI). Their diverse work history allows us to adapt provision to reflect different experiences.
The team spends a significant amount of time working within local authorities. They dedicated over 200 hours on secondment to create the original design of our Public Sector Leadership programmes and work with local authorities, involving council training and development sessions to understand the demands and nature of the sector. Our Management Associates continue to engage in Continuous Professional Development by regularly attending partner Councils’ internal training sessions.
Our apprentices regularly provide feedback on the quality of learning, helping us to find ways to improve, develop and adapt the provision. A standout feature of the positive feedback we receive is how well the team supports our apprentices and their individual needs, ensuring that all of our apprentices reach their full potential and achieve the best possible grades.

Apprenticeships at Salford City College proudly launched its Public Sector Leadership Conference in December 2021. The conference is the first of its kind, and was an exciting feature of the new Public Sector Leadership programme, designed in partnership with Salford City Council and Tameside Metropolitan Borough Council. The conference has expanded to encompass a week of blended, digital and in-person activities.
The programme is a unique development opportunity, for managers to gain first-hand access to senior leaders from local authority and public sector organisations and benefit from their vision, insight and experience. The course content has been developed in collaboration with several organisations to inspire excellence in public sector leadership. Participants are able to achieve either a Level 3, 5 or 7 apprenticeship, including an accredited qualification through either CMI or ILM.
