Former Governor George Ryan dead at 91

Ryan imprisoned for bribery scheme while serving as Secretary of State

Former Illinois Gov. George Ryan died Friday morning at 91, more than two decades after leaving office for the last time and 12 years after his release from federal prison.

He died just one day after being put into hospice care in his native Kankakee.

Ryan, a Republican, served one term as governor from 1999 to 2003, and spent the last decade or so of his life speaking about and ultimately writing a book on his 2000 decision to put a moratorium on Illinois’ death penalty and then commuting the sentences of 167 death row inmates in the state’s prison system to life sentences.

“I can’t really believe that there’s ever gonna be a system devised where an innocent person couldn’t be executed,” Ryan told Capitol News Illinois in a 2020 interview. “You gotta have a perfect law if you’re gonna have ... death as a penalty. So I just figured the best way to do it was to do away with that opportunity.”

But Ryan’s time as governor — and his entire 35-year career in politics — was ultimately overshadowed by his time as secretary of state in the 1990s. During his two terms leading that office, Ryan oversaw a license-for-bribes scheme that led to the deaths of six children in a fiery vehicle explosion and 79 federal indictments, including his own.

Before that, Ryan served as lieutenant governor alongside Gov. Jim Thompson, whose law firm would later represent Ryan pro bono in his corruption case. He also spent two years as Illinois House speaker, capping a decade in the General Assembly.

A pharmacist by trade, Ryan began his political career in the late 1960s on the Kankakee County Board.

License-for-bribes conviction

The former governor spent nearly six years in prison and on home confinement after his 2006 conviction on corruption charges stemming from an investigation into a freak accident on a Milwaukee expressway in 1994.

The Willis family, who’d been driving from Chicago to a vacation in Wisconsin, were engulfed in flames when their minivan exploded after a taillight fell off a semitrailer truck and punctured the van’s fuel tank. The explosion killed the six Willis children, while the Rev. Duane Willis and

his wife Janet were badly burned.

An investigation into the crash revealed that other motorists had tried to warn the semi driver about the dangling vehicle part, but he didn’t understand English, even though federal law requires truck drivers be proficient in English to get a commercial license.

After Wisconsin authorities passed along the information to the Secretary of State’s office, an internal investigation found the truck driver may have paid a bribe to get his license. But Ryan squashed the probe and fired the investigators.

The feds, however, picked up the investigation while Ryan was running for governor, finding a systematic operation in which bribes paid for commercial driver’s licenses were funneled into Ryan’s campaign fund.

Even as secretary of state employees were being indicted in what came to be known as Operation Safe Roads, Ryan claimed to know nothing about the scheme and was elected governor over Democratic then-U.S. Rep. Glenn Poshard in 1998.

But as the investigation reached a fever pitch and the cloud of suspicion over Ryan grew, he chose to not run for a second term as governor in 2002. That paved the way for Democrat Rod Blagojevich’s victory over Republican Jim Ryan, who suffered from sharing a surname and party with the then-governor.

Ryan was indicted in 2004, convicted in 2006 after a lengthy trial and went to prison in 2007 following a monthslong appeals process, making him the third Illinois governor to serve time. Several years later, Blagojevich would follow.

Death penalty moratorium

Since his 2013 release from prison and subsequent stint on home confinement, Ryan dedicated the last years of his life returning to a subject he’d become passionate about as governor: the death penalty.

Ryan parlayed his speaking engagements into a book, co-authored with a former Chicago Tribune reporter and published in 2020. The book, titled “Until I Could Be Sure: How I Stopped the Death Penalty in Illinois,” detailed the former governor’s debates and deliberations leading up to his decision to put a moratorium on the state’s death penalty in January 2000.

Just before leaving office three years later, Ryan commuted the death sentences of 167 Illinois prisoners, which garnered international attention.

Ryan’s ascent to the governor’s office coincided with emerging DNA evidence technology and a wave of exonerations

across the country, including in Illinois. The state would later become known as an outlier for false confessions and exonerations. But at the time, Ryan’s stance was controversial in a tough-on-crime era of politics.

In his 2020 interview with CNI, Ryan said the majority of his staff tried to dissuade him from making moves on the death penalty, which wouldn’t be officially abolished in Illinois until 2011.

But Ryan said the uncertainty of decisions made under the death penalty system bothered him, especially in the wake of the exoneration of death row inmate Anthony Porter in February 1999, when Ryan was a month into his term as governor. Porter was freed after journalism students at Northwestern University uncovered evidence of his innocence.

“The whole system was just prone with error,” Ryan said. “It’s just — you got error in every corner.”

Former Illinois House GOP Leader Jim Durkin, who in 2023 stepped down from the post Ryan held decades before, told CNI he’d gotten to know the former governor better in his later years through Ryan’s son Homer.

Durkin said when he’d meet up with the Ryans in Kankakee while campaigning for fellow House Republicans, their lunches would often be punctuated by locals who’d wanted to say, “‘Hello, governor’ — not ‘Hello, George’ ... They loved him.”

“He made a mistake and he did his time,” Durkin said. “And he didn’t express or show any bitterness toward anyone involved in his case. Just wanted to get on with his life. That shows a strong man who takes responsibility.”

Illinois Senate Minority Leader John Curran, R-Downers Grove, echoed Durkin’s accolades that Ryan was a “master of bridging the gap” both between Republicans and Democrats and between organized labor and management.

“He was a bold leader who wasn’t afraid to reach across the aisle and bring people together for the greater good,” Curran said. “His investments in infrastructure, technology, and education to help create a brighter future for Illinois will long be remembered.”

Kevin Wiener of ‘All Bugs Go to Kevin’ to speak at Wild Ones program on May 15

Creator of the popular Facebook Group “All Bugs Go To Kevin” Kevin Wiener is set to appear at several events in the Rock River Valley from May 15-17, 2025. Wiener will share vital information about the spiders in this area and host several family-friendly spider and insect hunts alongside educational programs.

“Why are spiders so often feared, and why should we care about them?” Kevin asks. “Despite their undeserved reputation, these eight-legged arthropods play a crucial role in maintaining a healthy planet,” he says. Through spending more

than 12 years in pest management, Kevin realized that almost all “bugs” were not pests and they still added a huge benefit to the environment. He made an important part of his job educating customers on how their “pest” benefits nature. After rekindling a passion for photography, Kevin founded the Facebook Group “All Bugs Go to Kevin,” which now has over 260,000 members who share photos and information about the bugs they see. He has now embarked on a whole new journey of doing conservation work, research, education, and photography all over the world with the help of his followers.

Wiener will first appear as the featured speaker on May 15 at Wild Ones Rock River Valley’s monthly educational program, “Web of Lies: Myths and Misinformation About Spiders,” at Cherry Valley Public Library (755 E State St, Cherry Valley, IL). The program is free and open to the public, with a social time starting at 5:30 p.m., Wiener’s presentation at 6:00 p.m., and a guided hunt for spiders, insects, and more on the library’s grounds at 7.00 p.m. The presentation will also be livestreamed on Zoom for those who pre-register on the chapter’s website. Next, on May 17, Wiener will speak at Rockton’s Annual Pelican Fest. He will present at 1:00 p.m at Rockton Village Hall (110 E. Main St., Rockton, IL) and then lead a guided bug hike at 2:30 p.m. at Nygren Wetland Wildlife Overlook (3714 W. Rockton Rd., Rockton, IL). These events are free and pre-registration is not required. Buffett will remain chairman at Berkshire Hathaway when Greg Abel takes over as CEO in 2026

OMAHA, Neb. (AP) —

Warren Buffett will remain chairman of the board at Berkshire Hathaway when vice chairman Greg Abel takes over for Buffett as CEO at the start of 2026.

The board of directors at the cash-rich conglomerate voted Sunday to keep the legendary 94-year-old investor as head of the board, a decision likely to relieve investors worried about maintaining Berkshire’s remarkable winning streak as U.S. and global economies are beset by tariff shocks, financial turmoil and a growing risk of recession.

The board in the same meeting also approved Buffett’s chosen successor as CEO, veteran Berkshire executive Greg Abel, 62. In a surprise announcement Saturday, Buffett said he would step down from that top spot at the end of the year.

Berkshire Class B shares fell 4% Monday morning after hitting an all-time high Friday.

Macrae Sykes, portfolio manager at Gabelli Funds, praised the company’s transparency after Buffett announced the succession and does not believe Buffett is going anywhere.

“I think it gives Warren a little more bandwidth instead of running this conglomerate,” Sykes said in an interview with The Associated Press. “It gives Greg more transparency on the opps with also Warren still being his mentor as chairman,”

Unmatched track record of success

In six decades at the helm, Buffett turned a Massachusetts textile company into a sprawling but nimble conglomerate that owns everything from Daily Queen and See’s Candies to BNSF Railway and massive insurance companies. As the company grew, Warren’s reputation grew with it as shares of Berkshire Hathaway climbed steadily, exceeding major indexes by wide margins and returning an average 19.9% each year to investors versus 10.4% for the Standard & Poor’s 500.

The decision to continue with the Oracle of Omaha, as Buffett is known, as head of the board differs from the succession plans laid out in the event of Buffett’s death. The billionaire has long said that

Abel will take over in a precarious time as the U.S. launches trade wars against friend and foe alike, which Buffett has called a mistake. But Abel has managed all of Berkshire’s non-insurance businesses since 2018.

So much money, so few places to put it

Then there is Berkshire’s $348 billion in cash.

Buffett says he doesn’t see many bargains to invest that money in now, not even Berkshire’s own stock, but he assured some of the estimated 40,000 attendees of the company’s annual meeting in Omaha, Nebraska, over the weekend that one day the company would be “bombarded with opportunities.”

Abel, a low-key Canadian with a love a hockey, is a more hands-on manager than Buffett, asking managers tough questions and encouraging them to collaborate with other subsidiaries when it makes sense. He will now take on oversight of the insurance businesses and responsibility for investing the company’s cash. Vice Chairman Ajit Jain, 73, will stay on for now to help manage the insurance businesses that include Geico and massive reinsurers like General Re.

Abel said Saturday that he wouldn’t change the Berkshire’s approach to investing, which he learned from Buffett. Maintaining Berkshire’s fortress-like balance sheet will always be a priority, he said.

Eventually, Berkshire might have to consider paying a dividend, which Buffett always resisted because he believed he could deliver better returns by reinvesting the cash. For now, Buffett and Abel want to keep building cash, so they are prepared when opportunities arise.

High praise for Abel

Buffett endorsed Abel, vowing to keep all of his shares that give him control of 30% of Berkshire Hathaway.

“It’s way better with Greg than with me because I didn’t want to work as hard as he works and I can get away with it because we’ve got a basically good business -- a very good business,”” Buffett said.

He also said Abel brings new strengths to the company.

“The fact that you can do pretty well doesn’t mean you couldn’t do better, and Greg can do better at many things,” he said.

The CEOs of Berkshire subsidiaries who report to Abel have praised his management style of personal accountability, but also autonomy. See’s Candy CEO Pat Egan worked with Abel at Berkshire’s utility unit for years before he took over six years ago and said Abel makes sure he’s considered every contingency.

“He’s allowed me to make a lot of decisions that he may or may not have agreed with, but he’ll support us at the end of the day, no matter what as long as we’re operating with integrity and principles and the long game,” Egan said.

But Morningstar analyst Greggory Warren wrote that Buffett’s succession announcement left him with plenty of questions and Abel will have to prove himself.

“Abel, in our view, will be held to a different standard than Buffett, with a greater focus on how well Berkshire is performing—especially with it being likely that there will be some churn in the company’s shareholders as we move past the end of an era for the firm,” Warren said.

Buffett’s philanthropy continues

Buffett has always delegated the decisions about how to distribute his fortune, worth nearly $170 billion, to others through annual share donations to the Gates Foundation and four family foundations run by his children.

The Gates Foundation has received the biggest donations worth more than $40 billion since he started giving away his fortune in 2006.

He said last summer that his three children will decide how to distribute his remaining fortune after his death, but donations to the Gates Foundation will end. Buffett has said he expects it to take a decade to give away all his shares after his death, ensuring extended support for Abel from the family.

Israel plans to seize Gaza under a new plan, officials say

TEL AVIV, Israel (AP) — Israel approved plans Monday to seize the Gaza Strip and to stay in the Palestinian territory for an unspecified amount of time, two Israeli officials said, a move that, if implemented, would vastly expand Israel’s operations there and likely draw fierce international opposition.

The new plan, which was approved in an early morning vote by Israeli Cabinet ministers, also calls for hundreds of thousands of Palestinians to move to Gaza’s south. That would likely amount to their forcible displacement and exacerbate an already dire humanitarian crisis.

Details of the plan were not formally announced, and its exact timing and implementation were not clear. Its approval came hours after the Israeli military chief said the army was calling up tens of thousands of reserve soldiers. The plan may be another measure by Israel to try to pressure Hamas into making concessions in ceasefire negotiations.

A third person, a defense official, said the new plan would not begin until after U.S. President Donald Trump wraps up his expected visit to the Middle East this month, allowing for the possibility that Israel might agree to a ceasefire in the meantime. All three officials spoke on condition of anonymity because they were discussing military plans.

Israel withdrew from Gaza in 2005 after a decades-long occupation and then imposed a blockade on the territory along with Egypt. Capturing and potentially occupying the territory again for an indefinite period would not only further dash hopes for Palestinian statehood, it would embed Israel inside a population that is deeply hostile to it and raise questions about how Israel plans to govern the territory, especially at a time when it is considering how to implement Trump’s vision to take over Gaza.

Since Israel ended a ceasefire with the Hamas militant group in mid-March, Israel has unleashed fierce strikes on the territory that have killed hundreds. It has captured swaths of territory and now controls roughly 50% of Gaza. Before the truce ended, Israel halted all humanitarian aid into the territory, including food, fuel and water, setting off what is believed to the be the worst humanitarian crisis in nearly 19 months of war.

The war began when Hamas-led militants attacked southern Israel, kill-

ing 1,200 people and taking about 250 hostages. Israel says 59 captives remain in Gaza, although about 35 are believed to be dead.

Israel’s offensive has displaced more than 90% of Gaza’s population and, Palestinian health officials say, killed more than 52,000 people there, many of them women and children. The officials do not distinguish between combatants and civilians in their count.

The Palestinian Health Ministry in Gaza said Monday that the bodies of 32 people killed by Israeli strikes have been brought to hospitals over the past 24 hours. An additional 10 people were killed in strikes on Monday afternoon, according to local hospitals. The Israeli military offered no immediate comment on the strikes.

Israel is trying to ratchet up pressure on Hamas

Prime Minister Benjamin Netanyahu said Monday cabinet ministers had decided on a “powerful operation in Gaza,” including “a movement of the population to protect it.”

The plan also imposes Israeli control over aid distribution. Israel accuses Hamas of diverting aid for its own use or to distribute to strengthen its rule in Gaza, though Israel has not provided evidence. A spokesman for the U.N. humanitarian office, Jens Laerke, denied there was significant diversion of aid, saying the U.N. employs “a solid system to monitor and prevent” such theft.

The officials said Israel was in touch with several countries about Trump’s plan to take over Gaza and relocate its population, under what Israel has termed “voluntary emigration.” That proposal has drawn widespread condemnation, including from Israel’s allies in Europe, and rights groups have warned it could be a war crime under international law.

For weeks, Israel has been trying to ratchet up pressure on Hamas to get the group to agree to its terms in ceasefire negotiations. But the measures do not appear to have moved Hamas away from its negotiating positions.

The previous ceasefire was meant to lead the sides to negotiate an end to the war, but that has remained elusive. Israel says it will not agree to end the war until Hamas’ governing and military capabilities are dismantled. Hamas, meanwhile, has sought an agreement that winds down the war without agreeing to disarm.

Israel’s expansion announcement

angered families of hostages who fear that any extension of the conflict endangers their loved ones. The Hostages and Missing Families Forum, which supports families, urged Israel’s decision-makers to prioritize the hostages and secure a deal quickly.

At a Knesset committee meeting Monday, Einav Zangauker, whose son Matan is being held hostage, called on soldiers “not to report for reserve duty for moral and ethical reasons.”

Some reservists have indicated they will refuse to serve in a war they increasingly view as politically motivated.

Israel wants to prevent Hamas from handling aid

The defense official said the plan would “separate” Hamas from the aid by using private firms and by using specified areas secured by the Israeli military. The official added that Palestinians would be screened to prevent Hamas from accessing the aid.

According to a memo circulated among aid groups and seen by The Associated Press, Israel told the United Nations that it will use private security companies to control aid distribution in Gaza. The U.N., in a statement Sunday, said it would not participate in the plan as presented, saying it violates its core principles.

The memo summarized a meeting between the Israeli defense body in charge of coordinating aid to Gaza, called COGAT, and the U.N. It was written by a group briefed on the meeting and sent Sunday to aid organizations.

According to the memo, under COGAT’s plan, all aid will enter Gaza through the Kerem Shalom crossing, on approximately 60 trucks daily, and be distrib-

uted directly to people. Some 500 trucks entered Gaza every day before the war. The memo said that facial-recognition technology will be used to identify Palestinians at logistics hubs and text message alerts will notify people in the area that they can collect aid.

COGAT did not immediately respond to a request for comment.

The UN accuses Israel of wanting to control aid as

a ‘pressure tactic’

After Israel said it was going to assert more control over aid distribution in Gaza, the U.N. Office for the Coordination of Humanitarian Affairs sent an email to aid groups, urging them to reject any “draconian restrictions on humanitarian work.”

The email, which OCHA sent Monday to aid groups and was shared with the AP, further stated that there are mechanisms in place to ensure aid is not diverted.

Earlier, OCHA said in a statement that the plan would leave large parts of the population, including the most vulnerable, without supplies. It said the plan “appears designed to reinforce control over life-sustaining items as a pressure tactic — as part of a military strategy.”

Aid groups have said they are opposed to using any armed or uniformed personnel to distribute aid that could potentially intimidate Palestinians or put them at risk.

Hamas decried Israel’s efforts to control distribution of humanitarian aid in Gaza as a violation of international law.

In a statement Monday, the militant group said the effort is “an extension of the starvation policy” adopted by the Israeli government in Gaza.

The Rockford Symphony Orchestra season comes to a triumphant close with Beethoven’s joyous immortal classic, Symphony No. 9, performed by the Nielsen Chorale, and featuring world-class soloists Elena Negruta, soprano, Ashley Becker, mezzo-soprano, Rodrick Dixon, tenor, and Nicolai Janitzky, baritone.
