Rockford Textile Artist Jeanne Reitsch Creates Vivid Art with Fabric and Found Objects: Rockford artist Jeanne Reitsch calls herself an unintended artist. “My happiness comes from working with bold and rich fabric,” says Reitsch. “Along with found objects I create fun and whimsical art, intending to put a smile on one’s face.” Reitsch’s vivid and captivating textile artworks will be featured a a solo exhibition, titled “Step Into Color” opening in the Kortman Gallery April 25th, ArtScene weekend. The exhibition will present Reitsch’s colorful mixed media works in both 2D and 3D. Reitsch started her art career making works with paper such as decoupage and collage which led into her interest in textiles. Reitsch’s work with fabric art started by deconstructing a cherished sweater of of her mother-in-law, Enrica Reitsch, who passed away in 2020.

“My passion for creating fabric art comes from the influence of my mother in law Enrica,” said Reitsch. She was a well known talented seamstress in Rockford. Through our close relationship I gained an appreciation for art, style and fabrics.” The deconstructed fabrics from that cherished sweater of Enrica’s became the materials Reitsch used to create some her first works of art: garden spirit dolls she created for her family and friends. “That personal and creative spirit can still be seen in her work today,” says Kortman Gallery director Doc Slafkosky. “Jeanne’s attention to detail and colorful, bold fabric combined with found objects are both whimsical and sophisticated. Her extraordinary work is really something to experience. She is a one-of-a kind talent in the Rockford art community.”

Tuition, fees rising at Illinois universities as state funding lags inflation pace

University leaders push for new way of determining funding

SPRINGFIELD – The cost to attend state universities has been rising, and some institutions have said they’ll have to continue pushing the brunt of state budget shortfalls onto students and families if there isn’t a change.

Data from the Illinois Board of Higher Education, which oversees public universities, shows university income has had to make up for the steady loss of funding from the state since around fiscal year 2009 as compared to inflation.

Since that point, state investment hasn’t kept up with inflation, and tuition and fees have risen steadily despite the fact that Gov. JB Pritzker’s administration has regularly increased higher education funding. The fiscal year 2026 proposed budget includes a 3% increase for higher education in the general fund for operating costs – which is about the same as the rate of inflation.

The cost of tuition and fees for statewide undergraduates on average has risen 10% higher since FY09 than if it had simply kept pace with inflation. For graduate students, that discrepancy is 16%.

The University of Illinois Chicago is the only school that has seen tuition and fees for both graduate and undergraduate students grow more slowly than inflation.

Administrators from many of the states’ universities have said they’re holding out hope that a new funding formula, contained in Senate Bill 13 and House Bill 1581, will alleviate some financial burden. The formula as it is currently proposed

would use data from the Illinois Board of Higher Education to determine how much money public universities would need on a per-student basis. University officials said the current system for allocating funds to universities isn’t quite as clear about determining why one university gets more funding than any other.

During a Senate appropriations hearing last week, Sen. Michael Halpin, D-Rock Island, and Northern Illinois University President Lisa Freeman each supported a data-based funding formula over the current method.

Administrators for almost every public state university who have spoken to the same committee have said they need to keep asking for more money than what the governor proposed in order to fend off tuition and fee increases.

“We understand funds are more constrictive this year than in the recent past,” said Eastern Illinois University President Jay Gatrell during the committee meeting. “That said, we do have bills to pay, and we only have two real sources of revenue: state appropriations, which cover roughly one-third of our operating costs, and student tuition and fees, which cover the remaining two-thirds.”

During fiscal year 2003, that breakdown was flipped – the state covered more than two-thirds of universities’ operating costs.

“No university really wants to increase tuition cost,” said Corey Bradford, interim president of Governors State University in an interview. “We do it in order to balance our budgets.”

The proposed funding formula hasn’t made its way through either chamber yet, though legislators generally have ways of

moving major legislation beyond stated bill deadlines, up until end-of-May adjournment. If it doesn’t move, universities will continue being appropriated funds by standards set from years past.

“Even if there are differences in dollars per FTE (full time equivalency student) after we were to implement this formula, at least those differences would be grounded in this data in the program,” Halpin said. “Right now, we have these discrepancies, but there’s … not necessarily a hard data point, or set of data points, to justify it.”

MAP grants

In his February budget plan, Pritzker proposed increased funding of $10 million for Monetary Award Program grants for students to use toward tuition and fees, matching the same increase he made for the previous year’s budget.

MAP grants can go to any student who’s eligible for financial aid across the state. Pritzker’s proposed increase would make the new MAP grants pool total $721.6 million – up from $400 million when he was first elected in 2019.

However, MAP grants don’t directly fund universities the same way money from the general fund does.

“MAP goes to all colleges,” Bradford said. “Community colleges, private colleges, it doesn’t all come to public universities.”

University building projects

Sen. Chapin Rose, R-Mahomet, asked every university president during recent committee hearings if their schools had received any funding for deferred maintenance projects on campuses for the current fiscal year.

Rose said no one has said “yes” yet.

“I think we’d like to know before we get to next year’s budget how we’re spending last year’s budget,” Rose said. The current budget year concludes on June 30.

Ginger Ostro, IBHE’s executive director, said the board is working with universities and meeting with them and the Illinois Capital Development Board to maintain lists about deferred maintenance projects and make sure funding is distributed.

Wild Ones holds spring plant sale

Wild Ones is a national nonprofit organization with local chapters that promote the many benefits of landscaping using native plants. The Rock River Valley chapter has been active for more than 30 years and holds two plant sales each year: the Native Plant Sale in the spring and the Native Tree and Shrub Sale in the fall. These sales make available a great selection of native plants that are seldom found at garden centers and big box stores. The spring native plant sale, which is the main fundraiser for the chapter’s free monthly educational programs and native planting projects, includes more than 100 species of hardy native plants including wildflowers, grasses and even a native cactus! These plants are beautiful

and beneficial for promoting healthy biodiversity in creative landscaping.

While the orders for the spring native plant sale have closed, there is still an opportunity to shop in person for select species. The sale will be open to the public for in-person shopping Friday, May 9 from 1-7 p.m. and Saturday, May 10 from 9 a.m.-2 p.m. at 4601 Paulson Rd., Caledonia, IL 61011.

Additionally, the chapter will be selling native plants at the Klehm Arboretum Garden Fair on May 31-June 1 and at Nicholas Conservatory and Gardens on June 14-15. Bring a wagon or boxes to help cart your purchases.

Why plant native?

Native plant species grow naturally in

a particular region, ecosystem, and/or habitat. The plants offered in the chapter’s sales are indigenous to Winnebago and surrounding counties. They evolved for thousands of years to survive in this area’s weather extremes and local soils, in harmony with other native flora and fauna. Once established, native species require only occasional maintenance—no fertilizers, no pesticides or herbicides, and minimal watering (after they have become established). The native birds, butterflies, bees, and mammals that evolved with native plants depend on them for food and shelter. Native plants also serve as host plants for new generations of beneficial butterflies and insects. Non-native plants usually do not meet these needs. Even cultivars of native

plants, which are bred to please humans, often lose their ability to sustain wildlife; the resulting decrease in genetic diversity impairs their ability to adapt for future survival. The plants in this sale are ideal for those new to landscaping with native plants as well as experienced native plant gardeners. Most of the species offered are easy to grow and will provide years of beauty while helping the environment. The chapter recommends incorporating natives into existing flower beds—mixed right in with other perennials. Or, create new beds of native plant species for a greater environmental impact.

Vatican Conclave to elect a new pope will start on May 7 as cardinals get to know one another

VATICAN CITY (AP) — Catholic cardinals on Monday set May 7 as the start date for the conclave to elect Pope Francis’ successor, delaying the secret voting for two days so they can get to know one another better and find consensus on a candidate before they are sequestered in the Sistine Chapel.

The cardinals set the date after arriving for the first day of informal meetings following Pope Francis’ funeral Saturday. In a chaotic scene, journalists shouted questions about the mood inside and whether there was unity. A reporter for a satirical Italian television program asked whether an Italian cardinal who has been convicted by the Vatican criminal court on finance-related charges would be allowed to vote.

The conclave could have opened as early as May 5, but the cardinals gave themselves extra time to speak in more informal sessions that include cardinals over age 80, who will not be allowed into the Sistine Chapel once the conclave begins. They will next meet on Tuesday morning,

“There is the hope of unity,” said Argentine Cardinal Ángel Sixto Rossi, the 66-year-old archbishop of Cordoba who Francis made a cardinal in 2023.

Many cardinals cited the desire to continue Francis’ pastoral focus on people who are marginalized and against war. But conservatives may be more focused on forging unity and refocusing the church back on core doctrines emphasized by St. John Paul II and Pope Benedict XVI, rather than continuing Francis’ social justice focus and outreach to women and gays.

British Cardinal Vincent Nichols, the 79-year-old archbishop of Westminster, was adamant that the church must strive for unity, and he downplayed divisions.

“The role of the pope is to essentially hold us together and that’s the grace we’ve been given from God,” Nichols said.

Venezuelan Cardinal Baltazar Enrique Porras Cardozo expressed confidence that once the conclave begins, a decision would be quick, “between two and three days.”

Cardinal electors

The College of Cardinals that will elect a new pope includes members from far-flung corners of the globe whom Francis named over his 12-year papacy

to bring in new points of view — often at the expense of traditional centers of Catholicism.

Many have spent little or no time in Rome getting to know colleagues, injecting some uncertainty into a process that requires two-thirds of the voting-age cardinals to coalesce behind a single candidate.

Nichols acknowledged that the 135 cardinal electors — 108 of whom were appointed by Francis — don’t know each other very well. The last 20 were appointed in early December.

“We’ve got all week,” Nichols said as he arrived.

Only cardinals under 80 are eligible to vote, and it is not clear how many of the 135 will participate. A Spanish cardinal has said he won’t come to Rome for health reasons.

A big uncertainty is whether Cardinal Angelo Becciu, once one of the most powerful cardinals in the Vatican, will be allowed in the Sistine Chapel. Francis in 2020 forced Becciu to resign as head of the Vatican’s saint-making office and renounce his rights as a cardinal because of allegations of embezzlement and financial fraud. Becciu denied any wrongdoing but was put on trial in the Vatican criminal court and convicted of finance-related charges in December, 2023.

He is appealing the conviction and has participated in the pre-conclave meetings, but there is a lingering question about whether he is entitled to vote. The Vatican’s official statistics list him as a “non-elector.” When he was ousted in 2020, Becciu told a hastily arranged press conference that he wouldn’t be voting in any future conclave, but recently he has insisted he is entitled to vote, and canon lawyers have been poring over the Vatican document regulating the conclave to determine if he’s right.

The case was discussed Monday by cardinals but there was “no resolution,” the Vatican said.

Papal candidates

While Francis stacked the ranks with his cardinals, it is not necessarily the case that all of them will want to see the church continue in his image.

On Monday, any glimpse of a red cap appearing along St. Peter’s Square’s stately colonnade set journalists running

with cameras and voice recorders aloft to capture the mood inside.

Italian Cardinal Matteo Zuppi, considered a contender to be the next pope, navigated the scrum of journalists with humor, joking that he was “holding his breath” as the microphones and cameras surrounded him all the way to the Vatican gate.

African voices

Nigerian Cardinal John Olorunfemi Onaiyekan, the emeritus archbishop of Abuja, was asked if the African cardinals were coalescing around a particular candidate.

African bishops had made a remarkably united stand last year against Francis’ outreach to LGBTQ+ people, refusing to implement his declaration allowing priests to offer blessings to same-sex couples. Given such a stand, there is some speculation that the 18 African cardinal electors could help block a progressive candidate from emerging.

“We have not come here for a political rally. We have come to get a pope out,” said Onaiyekan, who at 81 is too old to vote but can have a role in influencing how younger electors might.

Asian and Latin American voices

Indian Cardinal Anthony Poola, the 61-year-old archbishop of Hyderabad, said he had experienced a sense of unity among his fellow cardinals but allowed that “anything could happen.” As a relatively young cardinal, Poola is one of four Indian electors who will participate in the conclave, three of whom, including Poola, were named by Francis.

“Anyone who is coming up must be the successor of St. Peter, and we all hope that he will be a good pope,” he said.

Rossi, the Argentine cardinal, said he hoped that Francis’ message of “mercy, closeness, charity, tenderness and faith,” would accompany them in finding a successor.

But he acknowledged the job was daunting. Asked how he felt about participating in his first conclave, he responded with a laugh: “Afraid.”

Ukraine War

Russia declares a 72-hour ceasefire in Ukraine for next week to mark Victory Day in World War II

KYIV, Ukraine (AP) — Russian President Vladimir Putin on Monday declared a unilateral 72-hour ceasefire next week in Ukraine to mark Victory Day in World War II as the U.S. presses for a deal to end the 3-year-old war. Kyiv insisted on a longer and immediate truce.

The Kremlin said the truce, ordered on “humanitarian grounds,” will run from the start of May 8 and last through the end of May 10 to mark Moscow’s defeat of Nazi Germany in 1945 — Russia’s biggest secular holiday. That timing translates to start at 2100 GMT, or 5 p.m. EDT, on May 7, lasting until 2100 GMT, or 5 p.m. EDT on May 10.

Ukraine, which has previously agreed to U.S. President Donald Trump’s proposal of a full 30-day ceasefire, dismissed Putin’s move as window dressing.

“If Russia truly wants peace, it must cease fire immediately,” Ukrainian Foreign Minister Andrii Sybiha said, according to the ministry. He emphasized that Kyiv is ready for a “lasting, reliable, and complete ceasefire” for at least 30 full days.

“Why wait for May 8? If we can cease fire now from any date and for 30 days — so that it is real, and not just for a parade,” he said without specifying whether Ukraine would be ready to accept the Moscow-proposed truce.

The Kremlin had urged Ukraine to follow suit.

“Russia believes that the Ukrainian side should follow this example,” it said, warning that “in case of violations of the ceasefire by the Ukrainian side, the Russian armed forces will give an adequate and efficient response.”

Putin previously announced a unilateral 30-hour Easter ceasefire and Ukraine voiced readiness to reciprocate any genuine truce at the time, but it said Russian attacks continued. Moscow, in turn, accused Ukraine of failing to halt its attacks.

Russia and Ukraine had also earlier pledged to observe a 30-day halt on strikes on energy infrastructure that was brokered by the Trump administration, but they repeatedly accused each other of massive violations until the measure expired.

The truce attempts underlined the massive challenges for monitoring any possible halt to hostilities along the more than 1,000-kilometer (over 600-mile) line of contact.

Up until now, Putin had refused to accept a complete unconditional ceasefire, linking it to a halt in Western arms

supplies to Ukraine and Ukraine’s mobilization effort.

The Kremlin reaffirmed that “the Russian side again declares its readiness for peace talks without preconditions aimed at removing the root causes of the Ukrainian crisis and constructive cooperation with international partners.”

Just before the ceasefire announcement, Ukraine and Russia targeted each other with long-range strikes.

Russia’s drone attack early Monday damaged an infrastructure facility in Cherkasy, central Ukraine, disrupting gas supplies to households in the city, Mayor Anatolii Bondarenko said.

The Russian Defense Ministry said its forces downed 119 Ukrainian drones overnight, most of them over Russia’s Bryansk border region. In Ukraine, air raid sirens rang out across the country Monday morning. There were no immediate reports of casualties or damage.

Rubio says this week is ‘very critical’

The outcome of a push by Trump’s administration to swiftly end the fighting, which has cost tens of thousands of lives, remains unclear, clouded by conflicting claims and doubts about how far each side might be willing to compromise amid deep hostility and mistrust.

The clock is ticking on Washington’s engagement in efforts to resolve Europe’s biggest conflict since World War II.

U.S. Secretary of State Marco Rubio said Sunday that this week would be “very critical.” The U.S. needs to “make a determination about whether this is an endeavor that we want to continue to be involved in,” he said on NBC’s “Meet the Press.”

American military aid has been crucial for Ukraine’s war effort, and further help could be at risk if the Trump administration walks away from attempts to end the war.

Trump’s doubts about Putin’s intentions

Trump said over the weekend he harbors doubts about Putin’s sincerity in pursuing a deal, as Russian forces have continued to strike civilian areas of Ukraine with cruise and ballistic missiles while the talks have proceeded.

But on Friday, Trump described a brokered settlement on the war as “close.”

Western European officials have accused the Kremlin of dragging its feet on peace talks so that Russia’s larger forces, which have battlefield momentum, can seize more Ukrainian land.

Russian Foreign Minister Sergey Lavrov discussed the war in a phone call Sunday with Rubio, the Russian Foreign Ministry said. They focused on “consolidating the emerging prerequisites for starting negotiations,” the statement said, without elaborating.

Russia has effectively rejected a U.S. proposal for an immediate and full 30-day halt in the fighting by imposing far-reaching conditions. Ukraine has accepted it, Ukrainian President Volodymyr Zelenskyy says.

A French diplomatic official said over the weekend that Trump, Zelenskyy and French President Emmanuel Macron agreed “to pursue in the coming days the work of convergence” to obtain “a solid ceasefire.”

The diplomat said a truce is a “prior condition for a peace negotiation that respects the interest of Ukraine and the Europeans.”

The official was not authorized to be publicly identified in accordance with French presidential policy.

Ukraine unwilling to give up land

Ukraine, meanwhile, has balked at surrendering land to Russia in return for peace, which Washington has indicated could be necessary.

A key point of leverage for Ukraine could be a deal with Washington that

grants access to Ukraine’s critical mineral wealth.

Ukraine and the U.S. have made progress on a mineral agreement, with both sides agreeing that American aid provided so far to Kyiv will not be taken into account under the terms of the deal, Ukrainian Prime Minister Denys Shmyhal said Sunday.

“We have good progress,” he said after talks with U.S. Treasury Under Secretary Scott Bessent in Washington.

“The main thing is that we clearly defined our red lines: The agreement must comply with Ukraine’s Constitution, legislation, and European commitments, and must be ratified by Parliament,” Shmyhal said.

Russia’s full-scale invasion of its neighbor in February 2022 has developed a significant international dimension, further complicating negotiations.

Putin on Monday thanked North Korea for sending what the U.S. estimates are thousands of troops to help defeat Ukraine, as well as allegedly supplying artillery ammunition.

Iran has also helped Russia in the war, with Shahed drones, and China has sold Russia machinery and microelectronics that Moscow can use to make weapons, Western officials say.

The U.S. and Europe have been Kyiv’s biggest backers.

Springtime Greens: Growing cool-season crops in northern Illinois

As the soil begins to warm in the Rockford region, it’s the perfect time for backyard gardeners to turn their attention to cool-season greens. Hardy, nutrient-dense, and easy to grow, vegetables like kale, bok choy, swiss chard, spinach, and collards thrive in the cool, fluctuating temperatures of early spring. With the right approach, these leafy crops can provide an abundant and delicious harvest all the way into the fall.

Cool-season greens are ideally planted as soon as the ground can be worked—usually late March through May in Northern Illinois. These crops

can withstand light frosts and even benefit from chilly nights, which can enhance flavor, especially in kale and spinach. Most prefer well-drained soil rich in organic matter, and a sunny location, though spinach and swiss chard can tolerate partial shade. For optimal growth, spacing is key. Kale and collards need about 12 to 18 inches between plants to allow for their broad leaves. Bok choy prefers tighter spacing—6 to 12 inches depending on the variety. Swiss chard and spinach should be spaced 6 to 8 inches apart. Rows should be spaced 12 to 18 inches apart to allow for airflow and easy harvesting. You will commonly find swiss chard, collards, and kale as

transplants with spinach and bok choy better options as direct seeded.

Gardeners in Northern Illinois have many varieties to choose from. For kale, ‘Lacinato’ (also known as dinosaur kale), ‘Russian’, and ‘Curly’ are reliable performers. Bok choy options include the compact ‘Toy Choy’ and the classic ‘Joi Choi’. ‘Pac Choi’ is another option. ‘Bright Lights’ Swiss chard adds a colorful twist with its rainbow stems, while ‘Fordhook Giant’ offers robust yields. Spinach lovers can try ‘Bloomsdale’ for crinkled leaves or ‘Space’ for a smoothleaf option. For collards, ‘Georgia Southern’ is a time-tested favorite.

Harvesting can begin when leaves are large enough to eat, usually within 30

to 60 days depending on the variety. Cut outer leaves first, allowing the center to continue growing. Regular watering, mulching to retain soil moisture, and keeping an eye out for common pests like flea beetles or aphids will help ensure a healthy crop.

With a little early effort, Northern Illinois gardeners can enjoy fresh, flavorful greens long before tomatoes or peppers hit their stride and may even make it to Thanksgiving as I have encountered in some years. Whether raw in salads or cooked into stir-fries and soups, these cool-season crops are a springtime staple worth growing.

Columnist Bob Hill at Ethnic Heritage Museum

ROCKFORD – The Ethnic Heritage Museum will host the Ernie Pyle Legacy Award-winning columnist Bob Hill on Friday, May 9th starting at 1:00pm. Bob’s newspaper career began in the Rockford area. He started reporting and writing columns in 1967 at the Sycamore Sun Tribune and True Republican newspapers, then moved to the Rockford Morning Star (now Register Star) which sent him to cover the 1973 World Ice

Skating Championships in Bratislava (then Czechoslovakia). Bob was there to report on Rockford skater Janet Lynn who took home the Silver Medal.

In 1975, Bob moved to Louisville, KY, where he wrote thousands of columns for the Louisville Times and Courier-Journal. He includes many of these columns in his new memoir, Out Here, plus memories of his time working at Chrysler’s Belvidere Assembly. Bob was present when a deadly tornado damaged that facility in April, 1967.

Bob’s talk, which includes a slide presentation, should take 45 mins or so, followed by Q&A. Of course, he’d love to sign copies of his memoir. This presentation is free to the public but donations are greatly appreciated.

The Heritage Museum Park (located at 1129 South Main Street) is a historical campus containing the Ethnic Heritage Museum and Graham-Ginestra House. The Ethnic Heritage Museum is a cultural center and museum, featuring six ethnic galleries: African American, Hispanic,

Irish, Italian, Lithuanian and Polish. The Graham-Ginestra House, built in 1857, was Rockford’s first commissioned historic landmark and is on the National Register of Historic Places.

AN ORDINANCE ESTABLISHING RULES, REGULATIONS, CHARGES AND FEES FOR THE USE AND SERVICES OF THE WATERWORKS SYSTEM OF THE NORTH PARK PUBLIC WATER DISTRICT, WINNEBAGO COUNTY, ILLINOIS

BE IT AND IT IS HEREBY OR-

DAINED by the Board of Trustees of the North Park Public Water District, Winnebago County, Illinois, as follows:

Section 1. That there shall be and there are hereby established Rules and Regulations for services supplied by the water works system of the North Park Public Water District, Winnebago County, Illinois, as follows:

A. PERFORMANCE BOND

Contractors/developers shall provide a performance bond in favor of the North Park Public Water District in an amount equal to the Engineer’s Cost Estimate shown in Schedule A of the IEPA Construction Permit Application. This bond shall guarantee completion of all proposed facilities shown on development plans and permit applications. The bond shall cover the period of 48 months as set forth in the IEPA Construction Permit. Should the proposed facilities not be completed within a 42-month period, the District reserves the right to complete the project and collect on contractor’s/developer’s bond. Alternative bonding methods (i.e., other agency bonds covering water facilities, etc.) may be accepted at the discretion of the District. Every bond provided for in this Section shall have as security thereon one Surety Company qualified to do business in the State of Illinois and acceptable to the District.

B. MAINTENANCE BOND

Upon completion of proposed improvements, contractors/developers shall provide a maintenance bond in favor of the North Park Public Water District in an amount equal to ten (10) percent of the final contract price. This bond shall guarantee performance by the contractor/developer under Guarantee Warranty requirements detailed in the District’s Standard Specifications on file with the IEPA. This bond shall be furnished upon the District’s final acceptance and prior to submission of the IEPA Operating Permit Application and shall remain in effect for a period of one (1) year thereafter. Alternative bonding methods (i.e., other agency bonds covering water facilities, etc.) may be accepted at the discretion of the District. Every bond provided for in this Section shall have as security thereon one Surety Company qualified to do business in the State of Illinois and acceptable to the District.

C. DEVELOPMENT, CONTRACTS, AMENDMENTS REVIEW & PROCEEDINGS Applicant/petitioner/contractor/developer shall be responsible for paying for the Professional

Services Fee and costs incurred by the District as a part of each Professional Consultants’ performing their Development Review and participation in Development proceedings. No Development Review or Development Proceeding shall commence until the appropriate escrow account has been established and funded and a professional services fee agreement entered into.

D. ESCROW ACCOUNT AND PROFESSIONAL SERVICES FEE AGREEMENT

1. In order to secure payment by the contractor/developer for any Professional Services Fee and costs incurred by the District, an escrow account (hereinafter referred to as “escrow account”) will be created and maintained by the District. The applicant/ petitioner/contractor/developer shall deposit such amounts as in accordance with the schedule set forth in Section 2 and an overall cost estimate of the Professional Services Required for the project.

2. Applicant/petitioner/contractor/developer shall enter into a “Professional Services Fee Agreement (hereinafter referred to as the “Agreement”).

3. Notwithstanding anything to the contrary contained in this Section, the District General Manager shall have the right to adjust any escrow deposit amount or agreement, when warranted.

4. No construction work of any kind shall be performed on any proposed water main or other Water District improvement without an IEPA construction permit and the expressed permission of the District. The design shall be in accordance with the North Park Public Water District Standard Specifications, the Ten State Standards and the latest edition of the Standard Specification for Sewer and Water main Construction in Illinois.

5. Individual existing residential/homeowner properties on less than one acre in size, requesting to connect to the system and when it does not require any Professional Staff determination, the requirement of an Escrow Account can be waived by the General Manager.

E. PAYMENT OF FEES, BALANCE OF ACCOUNT

Upon submission of invoices for services by a Professional Consultant deemed necessary by the District, the District shall pay said invoice out of the specified escrow account. At such time as the balance of the specified escrow account reaches twenty-five percent (25%) of the original amount deposited, the District may require that an additional sum of money be deposited in the escrow account, inclusive of the present balance in the specified escrow account, which could equal or exceed the amount originally required by the District.

F. GOOD STANDING ACCOUNT STATUS

The District will conduct a monthly reconciliation of escrow account and forward its findings to applicant/petitioner. Should the account balance in escrow fall below the required amount, District shall notify the applicant/ petitioner/contractor/developer of the same and escrow account brought into good standing by applicant / petitioner / contractor / developer. Any deficiency shall be paid to the Water District prior to the issuance or release of an IEPA construction permit, NPPWD Connection Permit, or service connection to the water system.

G. REFUNDS

A. CONNECTION FEES

1. New Service Permit Deposit: $350.00 each

Shall be assessed for all new water service installations to ensure the integrity of the water service line during the construction process. Once landscaping is complete and final inspection is passed, the District shall refund this deposit in its entirety, unless additional cost has been incurred by the District to address any deficiencies*.

*Note: It is the District’s intent to have all new service installations completed and approved within six months of the substantial completion of the building. In the event the permittee fails to pass final inspection within this given time, or the property is sold prior to the six month periods completion, the District reserves the right to make any and all corrections and retain this deposit. Any costs for these corrections will be charged at Time and Material charges**, if costs beyond the deposit value are incurred, they will be billed to the owner of the property, payment will be required before the property can change hands.

2. Permit Fee: $225.00 each

The fee shall be payable upon issuance of the required Water Connection Permit and shall cover the initial installation inspection of the service connection. All connections shall remain open for inspection.

Failure to keep the connection open for inspection may result in the District requiring re-excavation of the service connection at the plumber’s expense. Permittee must give notice that the property is plumbed and ready for a meter to be installed, and said notice must be given at least 10 business days prior to property changing hands.

New Service Permits shall expire after 365 days of issuance.

If after 365 days from the date the permit was issued the service line to the permitted property has not been installed the permit will be considered void. The permit fee will be retained by the District, however the permit deposit will be returned to the permittee if said permit is void.

All services shall be, at a minimum, 1-inch. The System Development Charge for Apartments (served by a single meter), including modular (mobile) home developments and Commercial business/office, motel, manufacturing, or other commercial building (served by a single meter) shall be based upon the size of the water service or fire service, whichever is larger.

The System Developmental Charge shall be paid at the time of Water District approval of new water service construction permit applications (IEPA, if applicable) or new water service application (NPPWD).

Upon a determination being made by the District that payment of all Professional Service Fees and costs associated with a particular project or request has been made, any balance remaining in the escrow account shall be returned to the applicant / petitioner / con-

include surface restoration costs to utility easements or right-of-way areas. These additional costs, if any, will be the responsibility of the subscriber. “Connection Fees” include a water service line installed to the nearest private property line and does not include the cost of the meter. “Connection Fees” include materials and labor for a maximum service distance of 75 feet. Any service footage greater than the maximum will be subject to time and material charges**. Time and material charges** will also apply for all service installations when the frost depth is greater than 12 inches.

5. Water Meter Charge For all meters (both residential and commercial, size determined by Water District), the cost of the meter will be based upon the actual cost of the meter or materials and installation labor plus 10%**.

The Meter Charges shall be payable upon issuance of the required New Water Service Permit. Properties occupied without a North Park Public Water District meter installed will be in violation of this Ordinance and are subject to a minimum fine of $400. For any customers (both residential and commercial) wanting to upsize the meter after it has been installed, the full cost of the new meter will be owed prior to the upsized meter being installed.

In instances where a 5/8” or 3/4” meter was installed, a prorated discount for the cost of the 5/8” or 3/4” meter will be applied based on 10 years of useful life of the meter.

In instances where a 1” or larger meter was installed, a prorated discount for the cost of the 1” or larger meter will be applied based on 10 years of useful life.

6. Recapture Fee (if applicable)

Recapture fee will be dictated by the conditions of an intergovernmental agreement whereby a water stub had been installed and paid for by another government entity.

B. WATER MAIN INSPECTION FEES

For all new construction projects, developers shall be responsible to reimburse the District for inspection services during the construction of the water system being installed by themselves or their contractor. In addition, this fee shall also be applicable when contractors are working near the District’s water system and its appurtenances so as to require close inspection of the construction process in order to protect the District’s facilities. The inspection fee will be based upon actual time spent on the project multiplied by the published labor rates (regular time and overtime).

The inspection fee will be payable upon completion of the project and prior to an IEPA Water Operating Permit being issued. Estimated Construction Observation costs will be included in the Professional Services Fee Agreement and the aforementioned escrow account

C. HYDRANT METER RENTALS

1. Rental Agreement Requirements

Any individual or organization must complete a Hydrant Meter Rental Agreement and provide a photo ID (of the primary renter).

The approval process may take up to 1-2 business days to complete and is subject to the availability of a hydrant meter.

If approved, North Park Water will notify the applicant that the application has been accepted and assign a hydrant meter for pickup.

4. Water Stub Fee (if applicable)

Single family residential service (plus meter charge): $3,631

Up to 1” commercial service (plus meter charge): $4,356

Over 1” commercial service (minimum $4,231): Time and Materials**

The hydrant meter is only permitted to be used at the locations noted in the permit. Identification of meter usage on hydrants other than those noted on the hydrant meter rental agreement will result in fines. 3. Meter Reading and Reporting

The Customer is  required to contact North Park Water with monthly meter readings and for payment of the monthly billing statements.

Monthly service fees and usage will be billed each month during the rental period. Failure to pay may result in the removal of the hydrant meter and termination of the agreement. Customer must return all meter equipment no later than 30 days before the Hydrant Agreement expires.

4. Deposit, Rates, Fees and Penalties

Deposit - A deposit for the rental of a temporary hydrant meter is required prior to the hydrant meter being provided to the customer. The rental deposit will be calculated at the current cost to replace the meter and all components, labor, and a 10% administration fee.

Monthly Meter Charge - Customer shall pay to the District a monthly meter fee at double the current rate for monthly commercial meter rates.

Monthly Base and Consumption Charge - In addition, Customer shall pay for all water discharged through the temporary hydrant meter at double the current commercial usage rate as well as the monthly base charge currently in effect.

Replacement - Customer shall pay for the replacement of the meter if deemed lost as well as any damage which occurs to the meter during the rental period at the current rate for the replacement of the meter and or parts.

Any damage to the meter or its components must be reported to North Park Water immediately and returned for inspection and/ or replacement. Any misuse of the device, damage to the metering components, any other action that results in damage to the meter or obtaining water without use of the meter will result in fines & fees as provided in our Rules & Regulations.

5. Enforcement

North Park Water reserves the right to withdraw permission to use the hydrant meter in fire, weather, or water shortage emergencies or if the meter is being used in violation of this section or utilization is extended to others not specified in the application.

Section 4. The District reserved the right to withhold New Service Permits if circumstances regarding other permits to a permittee warrant such withholding.

Section 5. Applicable legal fees for any required collection proceedings will be added to amounts due.

Section 6. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed.

Section 7. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision shall not affect any of the other provisions of this ordinance.

Section 8. This ordinance shall be published within 30 days after its adoption and shall become effective a minimum of 10 days after such publication as provided by law. Passed this April 23, 2025. Guests can partake in Maypole dancing, live acoustic music, a fairy scavenger hunt, yoga, and activities with unicorn ponies. Explore 30+ whimsical vendors, including Weave Works, Lys Laugh Love Design, Honey’s Lemonade, and more, offering jewelry, flowers, food, and beverages. The day also features a wishing tree, labyrinth walk, storytelling, and a costume contest, making it a truly magical gathering for all ages.

Lockwood Park kicks off its seasonal Saturday activities on May 3, inviting the community to enjoy a day of fresh air, nature, and outdoor fun from 10 a.m. - 4 p.m. Opening day features free activities including a visit to the Sarver Children’s Farm barn, petting zoo, oxen demos, and a meet-and-greet with a baby calf. With Kentucky Derby Day also on May 3, guests are encouraged to wear festive hats. Discounted wagon rides, pony sessions, trail rides, and pony races add to the fun. Pre-registration is recommended. Visitors are welcome to picnic at the park.

The Cinco De Mayo Jeeps and Tacos Fest returns on Sunday, May 4, from 2–7 p.m. at Don Carter Lanes. This free, multicultural event celebrates Cinco de Mayo with live music, 50+ vendors, food trucks, and the exciting Torta Ahogada Eating Challenge hosted by Jaliscoast Rayo. Jeep and Bronco clubs are invited to join in the festivities. Guests 21 and over can enjoy VIP tables, micheladas, cantaritos, tequila tastings, and exclusive giveaways. Live performances by La Inkonfundible banda 30/30 and Rafael Peinado will keep the energy high all afternoon.
