Greg Abbott’s ongoing policy to send undocumented immigrants to so-called “sanctuary cities.” But Illinois Gov. KYIV, Ukraine (AP) — Europe’s largest nuclear plant was knocked off Ukraine’s electricity grid Monday after its last transmission line was disconnected as a result of a fire caused by Russian shelling, the facility’s operator and the U.N. atomic watchdog said.

In some of the bluntest comments yet on the standoff between Moscow and Western Europe over energy supplies, Kremlin spokesman Dmitry Peskov said problems with pumping the gas occurred “because of the sanctions.”

Meanwhile, a senior Kremlin official blamed Western sanctions on Russia over its war in Ukraine for stoppages in Moscow’s supply of natural gas to Europe.

Peskov laid the blame for the disruption firmly at the door of the sanctions, which he claimed have prevented machinery from working properly, even though experts say that isn’t true. German officials have rejected those explanations, saying they are merely a political power play. Germany’s Siemens Energy, which manufactured turbines the Nord Stream 1 pipeline uses, said turbine leaks can be fixed while gas continues to flow through the pipeline. Elsewhere, the fighting raged on for a seventh month, with Ukraine’s presi dential office saying Monday at least four civilians were killed and seven others were wounded by new Russian shelling across several regions of Ukraine. In the eastern city of Sloviansk, personnel at the Ukrainian Red Cross Society swept up debris Monday from a second rocket attack on its premises in a Nobodyweek. was hurt in either attack, said Taras Logginov, head of the agency’s rapid response unit. He blamed Russia forces and accused them of war crimes for the attacks.

Russia and Ukraine have traded accu sations about endangering the plant, which the Kremlin’s forces have held since early March. The plant’s Ukrainian staff continue to operate it.

In a row of apartment buildings across the road, the few residents who haven’t evacuated sawed sheets of plywood to board up their shattered windows.

“There is a number of our workers there, who need some kind of protection, people from the international community standing by their side and telling (Russian troops): ‘Don’t touch these people, let them work,’” he added.

Ukrainian President Volodymyr Zelenskyy said Kyiv’s forces had liberated three settlements — two in the south and one in the east, in the Donetsk region. He didn’t provide names of the settlements in his comments on Sunday night.

The Russian military had earlier Monday accused Ukrainian forces of staging “provocations” at the plant, which lies within a Russian-installed administrative area.

Amid increased Ukrainian strikes on the occupied Kherson region, Russianinstalled authorities there said early Monday that for security reasons they were putting on hold their plans for a local referendum on whether the region should formally become part of Russia. But by the afternoon, officials had a change of heart and said the ballot would go ahead as planned, though no date has been set.

“Other reasons that would cause problems with the pumping don’t exist,” Peskov claimed.

The incident fueled fears of a potential nuclear disaster at Zaporizhzhia, which is one of the 10 biggest nuclear plants in the world. Experts say its reactors are designed to protect against natural disasters and incidents such as aircraft crashes, but leaders around the world have appealed for it to be spared in the fighting because of the huge risk of a catastrophe.

The developments at Zaporizhzhia came on the eve of a report to the U.N. Security Council by the IAEA inspectors about what they found on their visit.

Russia’s Defense Ministry claimed that Kyiv’s forces on Sunday targeted the territory of the plant with a drone, which it said Russian troops were able to shoot down.

The sanctions on Moscow and Russian companies have created problems with equipment maintenance, he said, though that claim has been refuted by Western governments and engineers.

“The line itself is not damaged, and it will be reconnected once the fire is extinguished,” the IAEA said. In the meantime, the plant’s only remaining operational reactor would “generate the power the plant needs for its safety and other functions,” the agency said.

The International Atomic Energy Agency said it was informed Monday by Ukrainian authorities that the reserve line “was deliberately disconnected in order to extinguish a fire.”

About a year ago when I heard FOX was developing a country music drama called Monarch. It was supposed to premiere in early 2022, but was pushed back several months. It will finally premiere on Sunday, September 11, 2022, after the NFL football game. I’m not a country music fan, but I loved the 2012-2018 series Nashville, and wondered if it was too soon for another show about fictional country music icons. While Nashville had Connie Britton as redheaded “Queen of Country,” Rayna Jaymes, Monarch has Susan Sarandon as redheaded “Queen of Country,” Dottie Cantrell Roman. (Wonder what Reba McEntire thinks about these other redheaded country queens?) Both shows also boast tons of original music, have central characters with trag ically inspiring stories, and expectedly soapy storylines. But Monarch adds another element: a power struggle for power and fame among the Roman clan – which includes Dottie and her husband Albie (played by actual country superstar, Trace Adkins) who seems content to let Dottie control the reins of their Monarch record company, plus their grown children Nicky (Anna Freil, Pushing Daisies), Luke (Joshua Sasse, Galavant), and Gigi (Beth Ditto, On Becoming a God in Central Florida). Another difference is Nashville was set, and shot, in Tennessee, and Monarch is set in Texas and shot in Georgia. No screeners were available at press time, so I’ve only seen trailers and a fun faux documentary on Monarch’s reigning family, the Romans, Inside the Music: Monarch (available at fox.com/monarch/) that introduces the backstory of the musical empire built by Albie and Dottie. It includes cameos by country stars like Shania Twain and Tanya Tucker, and in flashbacks, young Dottie is played by Sarandon’s real-life daughter, Ava Amurri.

VENICE, Italy (AP) — Brendan Fraser is having a moment at the Venice International Film Festival. The once ubiquitous movie star of “The Mummy” franchise and “George of the Jungle” had, in the last decade, backed away from the spotlight. But Fraser is charting what could be a major comeback starting with his transformative role in Darren Aronofsky’s “The Whale,” which had its world premiere Sunday night at theAsfestival.thecredits rolled in the Sala Grande theater, the audience gave the fi lm a long standing ovation while Fraser, on the balcony alongside his director and co-stars, wiped tears away. Fraser plays Charlie, a reclusive English teacher with a kind soul who weighs 600 pounds (270 kilograms). While the fi lm already has pundits predicting Oscar nominations, Fraser is trying not to think about whether awards are in his future. “I’m just trying to stay in today,” Fraser said before the premiere. Aronofsky has been trying to make “The Whale” for about 10 years. He vividly remembers reading The New York Times review of Samuel D. Hunter’s play, going out to see it, and knowing he had to meet theOnewriter.line in particular stuck out to him: “People are incapable of not caring.” It’s why, he said, he had to make the fi lm. But casting presented a challenge. “To a lot of Sam Hunter’s pain, it took me 10 years to make this movie and that’s because it took me 10 years to cast,” Aronofsky said. “Casting Charlie was a huge challenge. I considered everyone. Every single movie star on the planet. But none of it really clicked. ... It didn’t move me. It didn’t feel right.” Then, a few years ago, he saw a trailer for “a low-budget Brazilian movie” with Fraser and “a lightbulb went o�,” he said. Fraser, who also has a role alongside Leonardo DiCaprio in Martin Scorsese’s next fi lm, “Killers of the Flower Moon,” said he doesn’t “know an actor in my peer group worth his weight in salt who wouldn’t want to work with Darren.” Plus: “By far and away I think Charlie is the most heroic man I have ever played,” Fraser added. “His superpower is to see the good in others and bring that out of them.”Prosthetics were used to transform Fraser into Charlie, who rarely leaves his“Icouch.needed to learn to absolutely move in a new way. But I think what she’s not expecting is someone who cares so much about her,” Sink said. “For someone like Charlie to see that there’s good in someone like Ellie, it’s throwing her for a loop.” Hunter, who also wrote the screenplay, said his play is personal. He started it 12 years ago when he was teaching a mandatory expository writing course at Rutgers University that no one wanted to take and everyone resented. He also pulled from his own background, setting the play in his hometown of Moscow, Idaho, and weaving in his history of being depressed, self-medicating with food and going to a fundamentalist religious high school as a gay teenager. “I was afraid to write it,” he said. “I thought the only way I can do it is if I write it from a profoundly place of love and empathy. ... I wanted (Charlie) to be a lighthouse in the middle of a dark, dark“Thesea.”Whale” was Aronofsky’s favorite kind of challenge — in that it had so many limitations. He learned long ago on 1998’s “Pi” that boundaries are “your gateway to freedom.” On that fi lm, he only had $20,000 and a dream. In “Mother!” he was limited to a house. And, in “The Whale,” it’s not just a single apartment, it’s also a character who doesn’t move much. He and cinematographer Matthew Libatique, whose friendship stretches back to their days at the American Film Institute in 1990, spent quite a bit of time talking about “how to turn theater into cinema” and “how to make that engaging and exciting.” In the rough cut, Aronofsky said he was relieved to find that it didn’t feel claustrophobic.

By David McHugh Associated Press FRANKFURT, Germany (AP) — OPEC and allied oil-producing countries, including Russia, made a small trim in their supplies to the global economy Monday, underlining their unhappiness as recession fears help drive down crude prices — along with the cost of gasoline, to drivers’ delight. The decision for October rolls back a mostly symbolic increase of 100,000 barrels per day in September. It follows a statement last month from Saudi Arabia’s energy minister that the OPEC+ coalition could reduce output at any time.

The supply cut for October is only a small fraction of the 43.8 million barrels per day under OPEC+ production goals, but wrong-footed several analysts’ predictions of no change in output. Oil prices jumped after the announcement.

However, tensions between the U.S. and Iran appear to have risen in recent days: Iran seized two U.S. naval drones in the Red Sea, and U.S., Kuwaiti and Saudi warplanes flew over the Middle East on Sunday in a show of OPEC+force.countries’ energy ministers said their September increase of 100,000 barrels a day was only for that month and that the group could meet again at any time to address market developments.

Oil Prices

U.S. crude rose 3.3%, to $89.79 per barrel, while international benchmark Brent was up 3.7%, to $96.50, after the decision.

Contributors Peak oil advocates marked 2005 as the year conventional oil supplies peaked and 2018 as the year that unconventional supplies such as fracked oil peaked. The arrival of peak oil indicates we will be faced with an energy crisis that forces changes in the global economic system. French President Macron has declared we are living at the end of abundance which will necessitate the public’s accepting the need to adjust to the new reality. Cutting off energy supplies in response to the Russian invasion of Ukraine is producing economic hardship across western European countries and driving up global energy prices. Another perspec tive on the energy crisis is characterized by Engdahl as an effort to break the long term natural gas contracts between Russia and western European countries so that markets can control the price of natural gas in the same way as oil. The current energy shortage is a seen as a result of government policies but appears to have set in motion long term changes in global energy consumption. Controlling emissions from burning fossil fuels remains important to address climate change. This could be delayed or accelerated depending on governmental policy responses. Accelerating the instal lation of cleaner energy sources such as wind and solar still relies on fossil fuels essential for making, shipping, installing and servicing such power systems. If oil supplies have peaked, the remaining supplies should be used to make the transition to cleaner energy sources. The energy loss impact now being experienced in the EU could be an early signal of what might happen globally. On a smaller scale, the US is experiencing what the EU is undergoing with rising energy and food prices, delays in receiving parts to keep industry running and tight supplies of fertilizers. We will eventually know whether the stressful situation is only temporary or long lasting. There are several potential responses to an energy crisis. One is to curb energy use by simply using less energy. Driving less, cooling less, heating less and light ing less can be done at a personal level. Governments can help by putting energy savings policies in place such as those recently being implemented in Germany. These are similar to what individuals can do but are focused on the society in general. There are also longer term government policies such as those enact ed via the recent U.S. Inflation Reduction Act. There are a number of home improve ment incentives to cut home energy consumption starting with energy audits. A summary of the provisions of the Act is available at RenewWisconsin.org. It has been described as an effort to decarbonize the energy sector, stimulate clean energy investments and grow the clean energy economy. It provides investment tax credits for residential and commercial solar installations with production tax credits for solar, wind, geothermal, biomass and hydropower along as for several other energy sources. New and used EVs will be provided with incentives, along with EV charging, battery storage, energy efficiency and electrification. Incentives will also apply to manufacturing, production and technologies supporting the transition to cleaner energy sources. Additional provi sions will cover carbon sequestering, clean hydrogen, aviation fuels, biodiesel andThemethane.Actisgenerally seen as good news for the energy transition and reducing reliance on fossil fuels. It is also a contin uation of economic growth with adverse environmental impacts portrayed as far less environmentally damaging than are existing energy policies. A related ques tion is whether the energy transition can be scaled up quickly enough to replace the energy provided by fossil fuels. Beyond that, what will be the size of the economy that can be powered by cleaner energy sources? If the energy system is unable to support the current scale of production an economic downsizing will occur.

The amount of oil per day “may seem negligible, but the message from today’s cut is clear: OPEC+ thinks they’ve fallen enough,” Columbia University energy policy expert Jason Bordoff tweeted.

In June, fears that U.S. and European sanctions would take Russian oil off the market helped push Brent to over $123. Prices have fallen sharply in recent weeks as it became clear that Russia is still managing to sell significant amounts of oil in Asia, albeit at sharply discounted prices. But concerns about the loss of Russian supply are still out there because European sanctions aimed at blocking most Russian oil imports won’t take effect until the end of the year.

Other factors are lurking that could influ ence the price of oil. For one, the Group of Seven wealthy democracies plan to impose a price cap on Russian oil aimed at battling high energy prices and reducing oil profits that Russia can use for its war in Ukraine. That’s if the cap works as intended. Russia could refuse to supply oil to countries and companies observing the cap, which would take barrels off the market. The price cap has not been set, and its influence on the global price remains unclear. Meanwhile, a deal between Western countries and Iran to limit Tehran’s nuclear program could ease sanctions and see more than 1 million barrels per day of Iranian oil return to the market in coming months.

OPEC+ makes small trim to world oil supplies as prices fall

Oil prices have gyrated in recent months: Recession fears have pushed them down, while worries of a loss of Russian oil because of sanctions over its invasion of Ukraine pushed them up. Recently, recession fears have taken the upper hand. Economists in Europe are penciling in a recession at the end of this year due to skyrocketing inflation fed by energy costs, while China’s severe restrictions aimed at halting the spread of the coronavirus have sapped growth in that major world economy. Those falling oil prices have been a boon to U.S. drivers, sending gasoline prices down to $3.82 per gallon from record highs of over $5 in June and offering a potential boost to Biden as his Democratic Party heads into midterm elections. “The President has been clear that energy supply should meet demand to support economic growth and lower prices for American consumers and consum ers around the world,” White House press secretary Karine Jean-Pierre said. “President Biden is determined to continue to take every step necessary to shore up energy supplies and lower energy prices.”
