Rochester-area businesses are empowered to succeed in a diverse and collaborative climate.
Here’s one thing we know: A strong economy and workforce is essential for a region’s vitality, prosperity and overall well-being.
Having a strong workforce attracts companies, allows communities to invest in education and training, all while creating a supportive environment for residents and companies alike.
Guided by its mission to empower the growth of Minnesota’s economy for everyone, the Minnesota Department of Employment and Economic Development (DEED) plays a role in supporting workforce and economic development efforts across the state, including in Rochester. We spoke with Commissioner Varilek to learn more about some of DEED's tools for businesses.
RAEDI partners with Commissioner Varilek and the DEED team to leverage key tools that help local businesses grow and prosper. DEED is a vital ally in supporting our region's economic vitality.
Two examples include the Minnesota Job Creation Fund (JCF) which provides financial incentives to new and expanding businesses that meet job creation and capital investment targets.
Another important program, the Minnesota Investment Fund (MIF), is similar to JCF but focuses on industrial, manufacturing and technology-related industries that will grow our tax base and improve economic vitality.

As Minnesota Department of Employment and Economic Development (DEED) Commissioner Matt Varilek explained, DEED’s mission is to empower the growth of Minnesota’s economy, for everyone – operating over 50 programs to support that mission.
“We are Minnesota’s primary economic and workforce development agency. To ensure our programs meet the needs of Minnesotans, we work with a network of community partners across the state,” Varilek says. “From local nonprofits to our own CareerForce offices, we work in communities to make sure DEED delivers on our promise of employment growth and economic development in every corner of Minnesota.”
DEED’s work focuses on three main goals:
• Equity in the economy – making transformative change to eliminate inequality.
• Workforce and talent attraction – growing our labor force and connecting workers to jobs.
• Economic dynamism – creating an environment where entrepreneurship can flourish and grow, from start-ups to well-established businesses.
Varilek comes from a lower-income family, which is why he’s passionate about the work of the department, trying to help others advance in their careers as others once helped him.
His earlier public service experience included several years as Economic Development Director and doing some speechwriting for U.S. Senators Tom Daschle and Tim Johnson of his birth state of South Dakota. Later Varilek worked in the federal Executive Branch at the U.S. Small Business Administration (SBA), first as Regional Administrator of a multi-state region based in Denver, and later at the agency’s DC headquarters as Chief Operating Officer.
“I’m a Minnesotan by choice: I spent my four college years in Northfield as a student at Carleton College. I also lived in Marshall for a time,” Varilek says. “And before I was appointed as DEED Commissioner, my family and I relocated to central Minnesota, where I served as the president of the Initiative Foundation in Little Falls. The Foundation supports regional economic and community development, and it gave me a firsthand look at how DEED operates in communities and works with community partners – because I was one!”
Now, as commissioner, Varilek has the privilege of representing DEED in front of the Legislature, on trade missions abroad, and at engagements with Minnesota community and business leaders around the state. “I consider it a key part of my job to connect with the people our programs serve, so I value any chance I get to hear from Minnesotans impacted by our work,” Varilek says.

Despite massive economic uncertainty associated with federal funding freezes, layoffs and tariffs, Minnesota enters this moment with momentum built up over the past few years. As Varilek explains, the state’s job market has shown impressive resilience in the face of unprecedented uncertainty, adding jobs eight out of the last 12 months. In fact, the state is adding jobs at a faster rate than the national average.
than the rest of the state, most industries saw an increase in jobs. Over the year, the industries that saw the most growth were Health Care & Social Assistance, adding 1,741 jobs (up 2.6%), and Arts, Entertainment, & Recreation, which added 360 jobs (up 8.5%).”
And despite the uncertainty associated with federal policy changes, Minnesota just experienced its largest monthly jobs gain in a year, adding 10,700 jobs in March. While

“Job growth overall was 0.4%, four times the national rate of 0.1%. More than 2,700 Minnesotans joined the labor force, making this the 10th month out of the last 12 that saw labor force growth,” Varilek says.
“We’re seeing 68.2% labor force participation, which is nearly 6 percentage points higher than the national rate of 62.5%.”
Eight of the 11 supersectors gained jobs, and all told, Minnesota has gained 37,581 jobs over the year, faster than the national rate of growth.
DEED offers a series of standout resources for businesses to utilize. As Varilek explains, some of these tools are specifically for business development, including two evergreen resources that have supported businesses across the state for years, their Job Creation Fund (JCF) and Minnesota Investment Fund (MIF).
“Working in tandem with the Minnesota Jobs Skills Partnership (MJSP) and Job Training Incentive Program (JTIP) – our job training grants – JCF and MIF invest in local communities, allowing businesses to add jobs while MJSP and JTIP prepare skilled workers to fill them,” Varilek says.
As a matter of fact, three recent projects in southeast Minnesota – Cytotheryx, Nucleus RadioPharma and Rion – have made use of these programs.
“DEED is working with businesses like these across the state to prime our economy for growth,” Varilek says.
“This fiscal year, these two programs have helped leverage nearly $1.2 billion in outside investment for business expansions around Minnesota, and helped create or retain over 4,700 new jobs – a new record.”
In the Rochester area, small businesses may be interested in two other DEED grant programs. Specifically, DEED is proud to partner with Destination Medical Center to provide Main Street Economic Revitalization awards to businessowners looking to grow and expand. And the Southern Minnesota Initiative Foundation is implementing the Minnesota PROMISE Act, which provides working capital to eligible businesses to cover expenses that occur in the regular course of business.
The resources provided by DEED are valuable tools to encourage the attraction of new business and to support existing and startup enterprises.
As the business community of the Rochester region continues to grow, resources that support business development will be critical to capturing the potential of the years ahead.

What’s more, Rochester is not only the fastest growing Metropolitan Statistical Area (MSA) in the state, but it has routinely ranked among the highest percentagegaining MSAs in the nation. It continues to impress, growing by 4.7% adding 5,790 jobs over the year.
“As the home of the Destination Medical Center, with the Mayo Clinic at its heart, it is no surprise that the region’s growth is driven primarily by employment gains in health care,” Varilek says. This growth is also supported by gains in retail, public transportation, administration, transportation and warehousing, leisure and hospitality and education.
“While there’s no telling what curveballs the future may bring, Minnesota’s diverse economy overall and the Rochester region’s unique strength in particular have positioned us well to weather these uncertain times,” Varilek says.

Tell us about your career path to your current role at GPC?
I started in 1992 with Coca-Cola Enterprises as a Retail Space Representative in Spirit Lake, Iowa.
I moved 6 times with Coca-Cola Enterprises throughout IA, MN and WI and ended up as a Wholesale Channel Director.
At the end of 2006, I moved to Twin Cities to be a Distribution Sales Manager at Miller Brewing Company which is now Molson Coors.
In 2019 I made the move to GPC (Gillette Pepsi Companies) as Director of Retail Sales. Currently, my role is Director of Revenue Management / Division Sales Manager Rochester.
What experiences have had a significant impact in shaping you as a leader?
Training a management essentials program early in my career introduced me to Situational Leadership. Understanding that you should manage people differently for every single task or action based on their job knowledge and experience has been essential. In addition, over the last 33 years, I have seen all types of leadership styles.
What changes in trends and needs within the beverage distribution industry have you seen?
• In 1992 we had paper route cards and only had carbonated soft drinks.
• In 2025 we have handheld computers and multiple different non-alcoholic categories like energy, coffee, tea, water and juices.
• In 1992 cell phones didn’t exist. We called our customers back at the end of the day between 4-5 on a landline.
• In 2025 communication is instantaneous and through email, text, cell phone and many other options.
• In 1992 companies had less than 30 brands.
• In 2025 companies have 10-20 times as many brands in multiple package sizes.
How has the GPC evolved since its beginning in 1937 to meet those changes to the industry?
Technology has become a driving force at GPC to improve communication, efficiencies, and our ability to service our customers.
As you look ahead to the future, what do you see as the outlook for the beverage distribution industry as well as for GPC?
The beer industry was once very consolidated with just a few major national brands. As prices went up there was room for more expansion by new companies with more brands. We are seeing the same trend in soft drinks and non-alcoholic beverages.

Navigating a real estate transaction can be complex, but having the right team behind you can make all the difference. In Rochester, one locally based group is redefining the closing experience with a focus on convenience, flexibility, and personal connection.
Whether meeting clients at a coffee shop or celebrating milestones with a bottle of wine, their goal is to make each transaction feel smooth, memorable, and uniquely tailored. We spoke with Sheila and her team to learn more about their journey, services, and what sets them apart in the title industry.
Q: Tell us about Near North Title Group. What does your company offer to the Rochester region?
A : At Near North Title Group, we set out to create a different kind of experience for our clients. While we serve a broad range of residential and commercial real estate needs, our focus is on personalized service and flexibility. Our local team includes Sheila, Michelle, and Nicole. Though we are small, we are mighty, highly experienced, and deeply committed to what we do. We are also very mobile and happy to meet clients where it’s most convenient for them, whether that’s at their workplace, a coffee shop, or elsewhere.
We handle much of the behind-the-scenes work involved in real estate transactions, including title research, escrow services, and more, to ensure everything runs smoothly leading up to closing. We also provide title insurance policies to protect our clients.
Q: How did it start for Near North Title Group?
A: Our journey in Rochester began in an unexpected way. Sheila was working for a title company during the COVID-19 pandemic, spending most of her time behind the scenes and a computer screen. She realized she missed connecting with people and decided to return to real estate for a while. Then one day, she received a call from a company based out of San Francisco with DOMA, asking if she would consider opening a title office, starting in Rochester. Sheila went for it in May 2021, and by June, she had signed a lease on the West Circle Drive location.
From the beginning, we set out to do things differently. Our goal wasn’t just to sign papers. It was to provide a meaningful, quality experience, one home at a time. We were incredibly grateful for every contract and every client who believed in us. In July 2023, DOMA was acquired by Near North Title Group, and we proudly transitioned to operating under that name.
Q: Near North Title Group has been a member of the Rochester Area Chamber of Commerce for four years. What do you find valuable in your membership to the organization?
A: The Chamber has been a great resource for us. It’s helped us make meaningful connections through networking events and community involvement. Being a part of the Chamber allows us to stay informed about local developments and opportunities, and it’s also a great way to support the Rochester community. We appreciate being able to refer business to fellow Chamber members and receive the same support in return.
Q: What is a unique fact people should know about Near North Title Group?
A: We don’t treat our clients like just another number. We often say that a basic white towel is the minimum, but we aim to make it the softest, fluffiest white towel possible. Every closing is a celebration. One of our signature touches is inviting clients to choose a bottle of wine from our wine closet to mark the occasion. We want each experience to feel personal and memorable.
Q: What is the outlook for your organization and industry?
A: Our mindset is to "shake the mountain." We have already built a strong presence in Minnesota, and expansion is always on the table. Our business remains consistent, and even during industry slowdowns, there’s always work to be done. We feel incredibly fortunate for every opportunity and stay focused on growth, adaptability, and continuing to serve our clients with excellence.

Emma Esteb, Member Engagement Director
Emma Esteb joins the Rochester Area Chamber of Commerce as the new Member Engagement Director.
Emma graduated from Gustavus Adolphus College where she earned a bachelor’s degree in communications and media studies. She was also a collegiate gymnast, competing on vault, beam, and floor all four years. After graduation, Emma moved to Rochester to work as a nightside reporter for KIMT News 3. In this role she interviewed, edited, and delivered news segments every night for its 6:00 pm and 10:00 pm newscasts. She met a wide variety of people within the community and reported live at various breaking news scenes and important Rochester events.
After falling in love with the city, she is excited to create more meaningful relationships and make a positive impact in the growing Rochester community. In her free time, she enjoys scrapbooking, golfing, and spending time with family.
Brady Strickland, Membership Development Director
Brady Strickland is very excited to join the Rochester Area Chamber of Commerce team as the new Membership Development Director.
Growing up in Rochester, Brady has always been proud to call this community home, and looks forward to getting to know more of the great people and businesses that also call the Rochester area their home. He is a graduate of Winona State University, where he earned his bachelor's degree in business administration, with minors in business law and political science. One of his highlights of his time at college was being a resident assistant for the students living on campus, where he spent his free time building a strong community among his peers.
Prior to joining the Chamber, Brady worked for Southpoint Motors, one of Rochester's many great small businesses. Prior to his time at Southpoint Motors, he worked as a financial analyst at IBM for four years.
Brady is looking forward to helping the Chamber grow and to connect with the Rochester business community.

Family Service Rochester’s new Family Resource Center provides families with the resources and guidance they need to thrive. Whether it's a new parent navigating the challenges of a preschooler, or seeking help raising grandkids, the Family Resource Center helps with information, connections, and support.
