BUSINESS OUTLOOK RESULTS
Our Business Outlook Survey results were presented in partnership with the University of Minnesota Extension . Thank you to all those who participated in the 2024 Business Outlook Survey. Your contribution provides valuable insights to understand better both the positive aspects and challenges in our local business community. Knowing the specific concerns across different sectors is crucial for targeted support and identifying solutions.
KEY TAKEAWAYS FROM THE 2024 BUSINESS OUTLOOK SURVEY:
• Businesses are optimistic for 2025, more so than reported in last year's survey. Expectations around sales may be driving this optimism, with nearly 2 in every 3 businesses anticipating sales increasing in 2025.
• Responding businesses are looking to make more capital investments in 2025 vs last year.
• The increase in sales does not necessarily translate into hiring new positions. The majority of responding businesses plan to maintain staffing levels.
• Retaining employees and employee costs remaining top of mind may be two factors that are driving businesses to be cautious about expanding employment.
• The tourism industry has shown subtle signs of distress in 2024 and has heightened concerns for 2025.
• Compared to other state, multi-state, and national surveys, Rochester businesses appear to be slightly more optimistic about business and sales in 2025.
As we navigate 2025, identifying challenges in hiring, employee costs, and customer sales is pivotal. This awareness equips the Rochester Area Chamber of Commerce and business community with the information to adapt and sustain success.

While more than a third of the businesses reported increased sales of 5-25%, a fourth of businesses noted sales were mostly unchanged. Top concerns shared by respondents included hiring and employee costs.

Tell us about the United Way of Southeast Minnesota.
United Way of Southeast Minnesota, formerly United Way of Olmsted County, is driven by a vision to create a resilient region defined by care and collective action, where every person can thrive. We meet basic needs today while working to create a better tomorrow. We mobilize people to action so that together, Southeast Minnesota residents are healthy, households are financially secure, and young people succeed in school and life. We have seen how our communities’ greatest challenges are connected — and how we can bring people and resources together to address them.
Since 1925, fueled by hundreds of thousands of contributions from individual donors, we have invested more than $150 million into addressing our communities’ most pressing issues, provided free resources and referrals to anyone who may need them, and convened with multiple sectors to address local challenges. Working with our partners across Southeast Minnesota, we impact over 37,000 individuals annually.

What inspired the founding of United Way here in 1925?
United Way of Southeast Minnesota was first established in 1925 as the Community Chest of Rochester. Rochester community leaders saw the need for an organization that could efficiently and effectively collect and distribute local resources to local charities. The Community Chest was established to meet this need, and our first partner organizations were the Red Cross, Civic League, Salvation Army, Rochester Park Band, Boy Scouts, and the YMCA.
How has your organization evolved in the past 100 years?
We have evolved to meet changing needs in our community, from mobilizing the flood response in 1978 to pioneering classroom mental health services in 1989. More recently, we invested over $1 million into critical community support during the COVID-19 pandemic and supported the health of our neighbors experiencing houselessness in 2023. We also invest in the future of kids and youth in our community through initiatives such as Dolly Parton’s Imagination Library and our annual Running Start for School supply drive.
Throughout our history, we supported local programs that make a difference. In the early 2000s, we conducted community needs assessments that helped refocus our efforts on creating measurable and data-

driven community impact. This approach strengthened our effectiveness and continues to ensure our work has the greatest local impact. In the past few years, we've also implemented new grantmaking strategies, including a participatory grantmaking process and funding for culturally specific organizations.
2024 United Way BIPOC Community Involvement Event
Please share a highlight of how your organization has impacted the region. United Way builds a resilient Southeast Minnesota by addressing urgent needs while also affecting long-term change. To address urgent needs, our 211 resource and information line is a lifeline during times of crisis. Anyone in our community can dial 211 at any time of day to speak with a specialist who has access to the most comprehensive database of information to help with anything from utilities payments to childcare to food. In 2024 alone, United Way’s 211 responded to over 5,000 calls in our region.
To affect long-term change, we strive to build solutions to the most challenging issues facing our community. As inflation affects all Southeast Minnesotans, we recently released an ALICE (Asset Limited, Income Constrained, Employed) report that highlights the 33% of local households that are unable to meet their basic needs. ALICE households represent the growing number of families unable to afford basics such as housing, childcare, food, and transportation, but make too much to qualify for many public benefits. By highlighting the challenges these households face, we aim to inspire additional action and generate innovative solutions that promote financial security across our region. Recognition and awareness are the first steps to improving.
How can the community become involved in the important work United Way of Southeast Minnesota does?
There are many ways to get involved with United Way! Give, advocate and volunteer.
Anyone can participate in their Workplace Giving Campaign or start one at their workplace. The Campaign is the most prominent United Way fundraising effort – in 2024 alone, United Way Campaigns raised nearly $2 million.
We also invite community members to make a gift at www.uwsemn.org/donate and to find volunteer opportunities through our Get Connected volunteer portal at www.volunteer.uwsemn.org. Every dollar and every minute counts when it comes to supporting our neighbors.
What’s an interesting fact about United Way of Southeast Minnesota that most people don’t know? While United Way is a global network, United Way of Southeast Minnesota is entirely independent with our own local leadership. Our fully autonomous Board and organizational leadership are based in our region and have deep roots within our communities. We know our area best, and we have the flexibility to take the actions that will have the greatest impact for our neighbors.

Construction is more than just building structures; it’s about creating strong foundations for communities to grow and thrive. For over a century, Carl Bolander & Sons, Co. has been a trusted name in civil construction, delivering high-quality projects with a focus on safety, integrity, and innovation. With expertise in earthwork, deep foundations, demolition, underground utilities, and more, Bolander has played a role in shaping Rochester’s landscape. We spoke with Carisa Johnson, Head of Marketing, and Quint McDermand, Rochester Regional Manager, to learn more about Bolander’s impact, history, and vision for the future.
Q: Tell us about Bolander. What does your company offer to the Rochester region?
A : Carl Bolander & Sons, Co. is a trusted civil contractor with a legacy of over 100 years in the construction industry. Our mission is simple: “We build families and communities by safely delivering premier civil construction solutions and customer experiences.” We offer a wide range of construction services, including earthwork, deep foundations, demolition, underground utilities, and seeding restorations with a focus on highquality execution and customer satisfaction.
Our expertise shines in complex Rochester projects, but we also take on commercial, heavy civil, industrial, and highway/street construction. In addition, we offer engineering and design services, as well as design-build solutions, to meet the diverse needs of our clients. We also provide essential materials, including sand, gravel, crushed recycled rock, concrete, and bituminous products. Above all, we take great pride in completing our projects safely, ahead of schedule, and under budget, making us a reliable partner for the Rochester region.
Q: How did it start for Bolander?
A: Over the years, Bolander has performed projects in the Rochester Area. We have enjoyed working in the city on public and private projects. These were singular projects that we were invited to bid from our general contractor clients as well as public works projects that fit our company profile.

HEART OF THE CITY (DMC)
One of the first projects was the Mayo Civic Center Project. Bolander was hired by Knutson to do Demolition, Utilities and Earthwork in 2015. Following the completion of the Civic Center Project in 2016, Bolander management recognized that opening a Bolander Office in the Rochester Region would help our company be more competitive in our bids for upcoming projects. We saw the opportunity to hire local construction talent to build our foundation in our maiden voyage in starting a 2nd office and not managing projects from our St Paul Headquarters. We made the commitment to be part of the Rochester Community in 2018. Since then we have been a part of some large projects in town, working with Rochester Public Utilities on Marion Road, DMC projects like Heart of the City and Two Discovery Square, The Berkman, and many hospital projects to mention a few.
Q: Bolander has been a member of the Rochester Area Chamber of Commerce for a year. What do you find valuable in your membership to the organization?
A: Visibility, networking, community engagement and increased exposure.
Q: What is a unique fact people should know about Bolander?
A: Carl Bolander & Sons, Co was established in 1924. Bolander has been providing civil construction projects for over 100 years. There have been four generations of the Bolander family at the helm of the company. In 2001, Mark Ryan was the 1st Non – Bolander family member to become president of the company. In 2005, Mark Ryan and
Rick O’Gara purchased the company from the Bolander family. In September of 2022, Mark Ryan became sole owner as Rick O’Gara retired. Today, Ryan is working with 5 members of the management team to transition the company to current employees. Succession of the company is very important to maintain our core values of Safety, Loyalty, Integrity, and Integrity.
Q: What is the outlook for your organization and industry?
A: Bolander sees the next generation of our construction professionals growing and becoming the management and ownership of our company. Our team has the passion and dedication to bring our company solidly into our next 100 years. Cultivating and developing a skilled workforce to meet the challenges and opportunities facing our country. Our people are our most important and valued resource, we will continue to develop and train construction professionals to meet the needs of our clients. It’s the “Bolander Way”.
The construction industry outlook for the United States shows optimism about the growth across almost all sectors but concerns about the impacts of import tariffs and immigration policies have a cloud lingering over our heads. Health care, infrastructure projects, and bridge and highway work show promising growth. The industry is keeping a close eye on labor shortages and interest rates that could cool the growth quickly.

Lemonade Day is a free, fun, experiential learning program that teaches local youth entrepreneurial and life skills as they learn how to start their very own business. The foremost objective of Lemonade Day is to empower youth to take ownership of their lives and become productive members of society – the business leaders, social advocates, volunteers, and forward thinking citizens of tomorrow.

The LGR network stretches across the community, present in almost every sector.
This 10-month program immerses three dozen leaders in sessions examining everything from economic development and the local arts scene, to workforce development and building a sustainable community. Through enriching conversations, behind-the-scenes tours, and work on the Community Impact Project, the LGR experience builds lifelong relationships and provides opportunities for business and community leaders to shape and contribute to the fabric of the greater Rochester area.

Mayo Clinic Ranked as ‘World’s Best Hospital’ for the Seventh Straight Year
Mayo Clinic has again received the No. 1 ranking in Newsweek's list of the "World's Best Hospitals." This is the seventh straight year Mayo Clinic has received the top ranking.
"This continued recognition is a tribute to our dedicated staff who consistently deliver unparalleled, compassionate care to our patients," says Gianrico Farrugia, M.D., president and CEO of Mayo Clinic. "We remain committed to delivering Category-of-One experiences for each patient who seeks our care while simultaneously working to transform healthcare to enable more care and more cures to reach more people."
The annual Newsweek rankings are based on patient survey results, an international survey of more than 85,000 healthcare professionals, key performance metrics — such
as patient safety and quality of care — and implementation of patient-reported outcomes.
Newsweek's latest recognition of Mayo Clinic comes as the organization makes continued and significant investments to transform healthcare for all including through Mayo Clinic Platform, seamlessly integrating physical spaces and digital capabilities and harnessing artificial intelligence, robotics and automation to meet patients' unmet and evolving needs.
DMC EDA Awarded Main Street Economic Revitalization Grants
Destination Medical Center Economic Development Agency (DMC EDA) has been awarded $750,000 in funding for a third round of the Main Street Revitalization Grant program. The funds, awarded by the Minnesota Department of Employment and Economic Development (DEED), will support economic development efforts in the DMC District and the Lowertown neighborhood.
DMC EDA will work closely with DEED in the coming weeks to prepare for program administration, with an anticipated launch in early April. More details, including application guidelines, will be made available on the DMC Main Street Grant website at https://dmc.mn/main-street-grant
“Main Street businesses are an important part of Rochester’s economy. They create jobs and contribute to the unique character of our city,” said Patrick Seeb, Executive Director of DMC EDA. “This funding will allow us to continue supporting business owners as they invest in their spaces, attract customers, and build a thriving community.”
DEED awarded a total of $6.2 million in this round to nine organizations across Minnesota. In the first two rounds, DMC EDA distributed nearly $4 million to more than 70 businesses and organizations. The program has already had a significant impact—creating 300 permanent jobs and helping to fill 22 vacant storefronts in Rochester.
The Main Street Economic Revitalization Grant program is designed to provide matching grants for business property improvements, renovation, and development, helping to ensure Rochester remains a vibrant and attractive place to live, work, and visit.
DEED Confirms Paid Leave Premium Rate at 0.88 Percent
Paid Leave at the Minnesota Department of Employment and Economic Development (DEED) confirmed on February 21, 2025 that when Paid Leave begins for Minnesotans in January 2026, the premium rate will be 0.88 percent. The agency also released a calculator to help Minnesotans estimate their costs.
Like unemployment insurance, ongoing Paid Leave program expenses are funded by premiums paid by employers and individuals. The premium rate is a percentage of an employee's wages that will be paid by the employee and their employer to fund the program, split evenly between the employee and the employer. The 0.88% rate is based on recommendations from independent actuaries.
The new calculator tool will help Minnesota employers and individuals understand what their costs will be under Paid Leave. The tool gives an estimate of the premiums that will be first due in April 2026, after the program launches in January 2026. After the first year, the premium rate will be set annually.
