When the news alert was flashed that Duterte suddenly cancelled his trip to Sagay despite a fairly good weather, well-meaning citizens surmised that Duterte’s party if on board a chopper might be hit with a simple missile and could lead into a major national disaster, God forbid. W

hen our judges are in dilemma how to de cide a certain case, their last resort is to ask: What is the intention of this law? When it was passed, what was really in the minds of its framers? On which side is the public’s interest?

ver since the Marcos years, the customs bureau has already been tagged as one of the flagships of corruption. We remember it was the late Mr. Expose Senator Manong Ernie Maceda who branded the bureau as such. Why ? Because its rules allow corruption to happen. Simple. Even our very own retired congressman Meniong Teves has been howling, since time immemorial, why the vast income of the customs bureau are not shared as among the sources of the local governments’ Internal Revenue Allotments or IRA when the money customs earns is exempt from internal revenue coverage. The Marcos boys then were often quoted as saying: if given to IRA, Mr. President, from where shall our office get our share? And there was a big laugh among cabinet members. End of story. What the customs need really is a nononesense professionalization. A Customs Academy is often recommended so that everybody knows the job of everybody who can take the place of anybody found to

be corrupt. But no. This has never been done. Then the one-time-big-time government investment of a super x-ray machine that can cover all thousands of container vans without exception—was not implemented. Today, the random test is still applied because their miniscule equipment cannot cover all container vans inside the port area. The answer is obvious if asked why. Now the x-ray issue is again on top of the P11-Billioin shabu sneak-out shipment from Vietnam, Taiwan, China, contained in magnetic lifters which were really not used to LIFT but to SHIP shabu inside. As Duterte said, no thousand x-rays will solve corruption at the customs because the people working inside (not all) have already been “customized” to engage in the culture of corruption which will remain forever unless they will stop milking the biggest office of the government and we do not have to tell you which one.

o much had happened to Manuel Navoa. He had been wrongfully imprisoned. He was sentenced to death. After three years, he was finally acquitted of all the crimes he was charged with. And yet, justice still eluded him after years of incarceration. No one would hire him because of the stigma attached to being an ex-convict despite his acquittal. In a way, he was still imprisoned, this Lea Sicat-Reyes time by how society viewed him. So Trillanes is now a free man temporarily saying that the circumstances surrounding his amnesty is valid after all. But it can still be assailed in an appeal. Trillanes thanked the citizens for their vigilance and the lawyers who were ready to defend the side of truth. Failure to resolve the issue could have compromised the political stability of the country. Going to extremes, it is still possible that certain palace officials cautioned itself ex cathedra that its adverse decision could have far reaching political consequences especially on the forthcoming mid-term elections. An adverse decision could result in an anti-administration vote on May 13. And the palace cannot afford that to happen. Yet the political woes of Trillanes are not yet over. There is still that appeal

about the constitutionality of the Duterte proclamation 572. If granted favorably, it could mean the scrapping of the effects of an amnesty that may be validly abolished by the president but that is still pending before the court of appeals. We believe its resolution also needs timing and relevance. Co-senator Bam Aquino said this is not only a personal victory of Sen. Trillanes but a victory for the rule of law in the country. The people laud Judge Soriano for siding with the truth, and for his courage amidst seemingly insurmountable pressure. In our history, we have learned that the courage of one man to do the right thing can inspire others to do and even be the same. Trillanes could have succumbed and danced with the music but he stood pat and won his case in court . His courage should be an inspiration to every Filipino. So we salute all sides of the issue between the palace and the ex mutineer-senator for bringing to the fore, the resolve of the Makati court to uphold the peace and harmony of the country as primordial and far more important in the minds of jurors and policy makers, — over and above the nitty gritty of the controversial laws of the land which, at the end of the day, should still bow to the interest of political stability and the national interest.

his six letter word strikes terror in the minds of most people. Most people see it as another word for DEATH. At least that was in my mind when I was diagnosed with this dreaded killer. The first sign I had a problem was a sore on my right ear that did not seem to want to heal. I knew failure to heal was an indication of possible cancer but I convinced myself it was not healing because I was not treating it right; denial. The real trigger was a lump on the right side of my throat. My doctor said it was “nothing” but I knew the lump was there and should not be there. I went to Silliman Medical Center and stopped a doctor in the hall and asked him to authorize a sonogram of my neck. The sonogram revealed a swollen lymph node. Say it with flowers This coming week we observe the important observation of All Saints Day and All Souls Day. We remember our loved ones who have gone ahead of us with prayers, visits to their last resting place, and flowers. Why flowers? Flowers are perhaps one of the most expressive forms of saying “We love you” as well as other messages. Whether on these holidays or on other occasions bouquets of fragrant blooms convey our love, respect and admiration as well as offering a bit of God’s beauty to the recipient. What other messages do flowers send to all who see them? Of course we know that red roses symbolize love and romance. The red color also represents strength, courage, respect, and dedication to purpose. But what about flowers of other colors? White flowers evoke simple beauty and are often associated with innocence, humility, and reverence. A fresh floral arrangement dominated by white blossoms conveys modesty and elegance. White flowers also transmit feelings of sympathy. Yellow flowers convey feelings of joy and lightheartedness and are viewed as a symbol of friendship. They are

cheerful to look at and send a message of new beginnings and happiness. Flowers with purple hues come to us from a tradition of royalty and ceremony representing dignity, pride and success. An arrangement filled with purple blooms may also send a strong message of accomplishment and admiration. Think pink and we think of grace, gentleness and happiness. Pink blossoms bring the message of youthfulness, innocence and joy to the viewer. The color pink is also often associated with femininity. And then there are blue flowers. I’m sure that when you receive a bouquet with blue flowers, you experience a sense of calmness and peace. The color blue calms worries and proto page 9

any of the soc a l l e d millennials think so. They say that prayer simply serves as a tool to calm them down, relieve them of some worries, but it hardly has any real effect. By that claim, they seem to mean that even with what they consider as their fervent prayer, life continues to go on. That is, with many of their petitions, dreams and desires unanswered and unfulfilled. This is, of course, regarding prayer from a wrong perspective. But in spite of that, I would readily reassure them that any placebo effect of prayer should not be belittled. For prayer to have a placebo effect is already a good and tremendous benefit, and should not be a reason or excuse to reject it. In fact, if only for its placebo effect, prayer should be resorted to always. Even doctors do that when the case they are handling cannot be cured so far by any drug that they know of. We should never ignore the importance of

a placebo unless we use it to deceive ourselves and to justify the lack of due responsibility. But prayer, irrespective of whether it only gives us a placebo effect, is a necessity for us. It is the basic way of relating ourselves to God who is always with us, who always loves and cares for us. It is the first thing we do to correspond to God’s love and goodness for us. The important thing to remember is that we be always sincere in our prayer. It should come as consequence of our faith in God, of our love for him. It is our way of worshipping him who is actually everything to us, of thanking him for to page 9

t’s always nice to have someone in your life, but we all need our personal space. Everybody has the right to set appropriate boundaries and have them respected. Remember that not everyone needs and wants the same thing out of a relationship. People have different ideas of what is good and healthy, and it can take some negotiation before you both come to an agreement on how much personal space you should both have. Try and redefine some space and habits as ‘yours’ as a person, as distinct from ‘yours’ as a couple. Try and make or keep something to yourself, that you can use to define who you are.

To spend all your time together is to risk getting tired of each other, and that will end your relationship. You need to give yourself some personal space through friends, a hobby, or just being away from your partner. Do you have any of your own interests, or to page 12

like how the NIV Bible translates this verse... Above all, love each other deeply, because love covers over a multitude of sins. When Adam and Eve fell in the Garden of Eden, they realized that they were naked and felt shame for the first time in their lives. It is terrible to feel uncovered and exposed. That is why so many of us try and cover our own spiritual nakedness with activities, accomplishments and possessions. I love today’s promise because it says that love actually covers us. Not only does it cover all our sin, but love covers every area in our life where we feel naked and ashamed. The best definition of love that I know of can be found in 1 Corinthians 13:4-8. It talks about how patient love is, how kind it is, how it doesn’t get easily angered, how love believes all things, hopes in all things, and endures all things. The love that we were created to receive will never fail. Ever. If you are struggling today with a feeling of being uncovered in some way, be

This was after he was caught once again in a buy-bust operation that yielded P330,000 worth of shabu. Suspect Archie Alviola, 40 years old, and a resident of the Cadawinonan housing site was arrested late Tuesday night through buy-bust conducted by operatives of the City Drug Enforcement Unit (CDEU) headed by PS/Insp Vann Joel Tingson under the supervision of the chief of police PSupt Jonathan Pineda, along the road in Junob. During a body search, the suspect yielded five bultos of shabu and 5 other small sachets aside from the target of the buy-bust or an estimated weight of 28 grams more or less which roughly translates to a dangerous drugs board value of P330,000. According to Tingson, the suspect was reported to be back in business after he was released from the Bureau of Jail Management and Penology. Tingson further said the suspect is part of the Domen group who was also arrested recently through buy-bust along the road in Bantayan. In an interview, the suspect who is known by his colleagues as “champion” said he was forced to sell because somebody just delivers the stuff to his residence without knowing the real identity of that person. he Bangko Sentral ng Pilipinas (BSP) Dumaguete Branch has warned credit card users not to entrust their cards to any shops or restaurants for swiping without them watching. BSP Financial Literacy Learning Center Manager Dr. Greg Baccay III cited this advice in a Kapihan forum on ‘Consumer Protection’ in observance of the National Consumer Welfare Protection Month this October. Baccay pointed out that the personal information details in the card might be copied and gives the pilferers or thieves an access to use the card for online purchases. Baccay also addressed several issues regarding common frauds and scams including text scams, ATM skimming, ponzi/pyramiding scheme, spurious investments, identity theft, phishing, spoofing, Nigerian scams, budol-budol, and dugo-dugo scams.

arangay Guincalaban in Tayasan, Negros Oriental is the first barangay in the province to create a barangay convergence committee (BCC). Council members of Guincalaban headed by Barangay Captain Lera Bureros unanimously agreed to adopt the resolution creating a barangay convergence committee that will serve as governing body to collaborate with the Department of Social Welfare and Development (DSWD), other government line agencies, stakeholders and local government unit of Tayasan in implementing poverty alleviation programs in their barangay. The presence of the Provincial Convergence team composed of Department of Health (DOH), DSWD, Technical Education Skills and Development Authority (TESDA), Visayan Forum and Philippine Information Agency (PIA) assessed their objectives in relation to the delivery of government programs and services.

Prohibitions during election period include: alteration of territory of a precinct or establishment; transfer or movement of officers and employees in the civil service; bearing, carrying or transporting of firearms or other deadly weapons, unless authorized in writing by the commission; use of security personnel or bodyguards by candidates; organization or maintenance of reaction forces, strike and other similar forces and suspension of elective officials. Meanwhile, campaign period (February 12, 2019 to May 13, 2019) for candidates for senator and party-list groups participating in the party-list system, however, campaigning on Holy Thursday (March 28) and Good Friday (March 29). The campaign period for candidates for Member House of Representatives and elective regional, provincial, city and municipal officials commences on practically on March 30 until May 11, 2019. Additional prohibited acts during the campaign period for both national and local candidates are: giving donations or gift in cash or in kind, appointment or use of special policemen, confidential agents and the like; illegal release of prisoners; appointment or hiring of new employees, creation or filling up of new positions; promotion or giving of salary increases, remuneration or privilege. Election Fever: Smart Voting

S

oon, it will be elections in the Philippines. Already, senatorial candidates are studying surveys revealing their chances of winning while candidates for local government office are preparing to prove their excellent performance (for incumbents) and their suitability and potential to do the job (for aspiring rival candidates). It is thus incumbent for voters to know how to vote: register early and confirm well in advance from the COMELEC office if your names are on the voters’ list to avoid a waste of time. In past elections, many voters have been turned away on the actual day upon finding out that their names were not on the voters’ list, thus denying them their right of suffrage. Next is knowing which candidates to vote for. It is not enough to go by “name recall” as most voters do and just check the list of candidates they have heard about from their neighbours or from the TV commercials. I actually know of some people who have no clue who to vote for. They ask others in their circles whom they perceive to be knowledgeable and just vote for whoever he/she recommends. As we know, the qualifications for eligibility to run in public office are very basic and minimal, perhaps to allow for a wider, democratic selection process, e.g. for Senators and Congressmen: “the candidate must be a natural-born citizen of the Philippines; at least 35 years old (Senators) or 25 years old (Congressmen) on the day of election; able to read and write; a registered voter, must be a resident of the Philippines not less than two years (Senators) or one year (Congressmen) immediately preceding the day of election” For Philippine local officials, they must be: a citizen of the Philippines, at least 23 years old for governor, vice governor, members of Sangguniang Panlalawigan… able to read and write Filipino or any other dialect, registered in the constituency of the locality and resident of not less than one year immediately preceding the day of election.” (Philippineelectionlawyer.com). With these qualifications, so many Filipinos would qualify to run. No wonder we have numerous nuisance candidates throwing in their hats into the ring. After the nuisance candidates are eliminated, how do we weed out the undesirables from the ones who deserve to be voted into office? Or more simply, how do we vote for the right candidate? For me, educational requirements up to the graduate level may have a bearing; previous demonstrated excellent and above-par public service experience; ability to flesh out the basic needs of his/her constituency and address them in a timely manner without getting snagged in the usual red tape; integrity in the face of pressure and approachability to his/her constituency. But more important than these is determining if they have a vision for their constituencies; if they do (and this is not the usual copy-cat visions from previous incumbents), then what strategies will he/she use to make these visions a reality? How will he/she deliver the milestones from this point to the next until To page 16
