AN EULOGY A TRIBUTE We had just recently celebrated Papa’s birthday last 25 April, so it is rather painful to be delivering this eulogy today, just a few weeks after our family celebrated his 99th year. Papa’s secret to longevity was quite simple: good genes (my Lolo Titoy died at 88 years old), a healthy diet that included eating a banana after a meal, playing golf regularly, reading and a game of chess to keep the brain sharp. A few years ago, in a meeting with the Department of Energy officials in Manila, Papa and I were told that it would take a long time to fully develop the jatropha industry in the Philippines. But that did not

I plan to live beyond a hundred years.” Papa may not have reached the 100 mark, but he had accomplished far more than any of us could imagine doing during one’s lifetime. Papa was capable of doing many things competently. He was a nautical engineer, educator, farmer, businessman, provincial governor, and legislator. His propensity for careful study and diligence in attending sessions in the House of Representatives prompted his fellow lawmakers to call him the “Dean of Legislators.” He was also the oldest congressman in the House then but he still managed perfect attendance and was always on time. Papa was incredibly smart and kept a curious mind. Armed with only a calculator, he came up with the formula for allocating the IRA for local government units, down to the barangay level. It was included in the Local Government Code approved by Congress. He spent long years of careful study on taxes and systems. In fact, he had written a book, “Ways and Means to Improve Tax Collection Efficiency,” a testament to our shared advocacy for better fiscal management. Although I was the Secretary of Finance when my father was Chairman of the House Committee on Ways and Means, I recognized he knew more about how to collect more taxes than I did. D

id you ev er wonder why the millennial-famous-Otso-Derecho lost and got zero win in the last senatorial mid-term elections? For the un-informed, “otso derecho” is the party of the opposition with brilliant candidates whom many people pinned their hopes on for a balanced Senate and Lower House , but failed. Instead, who won were ten pro-administration candidates, and two actors, one with an infamous plunder and graft case before the elections, but still innocent unless proven otherwise. Why did OTSO lose? Admittedly, money talks in Philippine elections and the OTSOS did not have enough to match the huge cavan of money from the pro-adminstration bets. The OTSOS had “suboptimal use …of limited resources.” Second, the OTSOS even failed to coin magic specific words to recall their candidates. All they projected was “vote OTSO derecho” but who in Otso Derecho? People could not even recall a name, as against the massive media buys and exposures of the admin bets. High recall was their common enemy.

The “Dutertesimo” factor versus the OTSOS who did not have a worked matching center of gravity as alternative. Then the OTSOS did not have a solid advocacy since they were split among, either as liberal centrists, liberal democrats or progressive leftists. They hardly campaigned together on the same note, save on the end-days of the campaign. The OTSOS truly did have much ammunition for intelligent debates but they were not given the chance by the Comelec to hold public debates, and you know why. One OTSO bet spent much more in contrast to some poorer comrade, thus spelled their doom and the obvious lack of volunteers especially from local governments who mostly gave lukewarm reception for fear of post-election reprisals in many ways. Finally, let us call a spade a spade, there was no loyalist vote for the admin bets, it was simply traditional politics and the usual temporary alliances mostly due to money and favors that spelled victory for Hugpong. Sorry but that is just how the game is played. And Hugpong played their part pretty well.

Our only hope is that the death of the old political dynasties, will not be replaced by yet another new sets of dynasties that will eventually evolve among the new political powers that be. We believe that the entry of a young batch of new voters called the millennials and the rise of many young candidates could signal the beginning of a new milestone in Philippine politics. We do not mind if it begins with piece meal demolition — of old political patriarchs and king makers of the old order called the era of the tradpols or traditional politicians, —so long as there will eventually be change. We saw the exit of many old guards from the local to the national levels. This should come as a reminder that in elections nothing lasts forever. The cliché that whatever goes up must come down means .one day you are at the zenith the next day you are down in the abyss of political oblivion. So, let’s try to make a quick swing and glance into the local dynasties that have gone in Negros Oriental: from the first district, not only during this election but in the past elections as well, in Manjuyod, the Baldados have vacated the municipal scene although Petit has moved up to the capitol; and so have the Alviolas and the Yaps and Paras in Bindoy although Valente has moved up to the provincial board ; the Enardecidos of Ayungon have gone ; and so have the Luzuriagas of Tayasan; the Lagudas and Cameros of Lalibertad now replaced by the Limkaichongs; the Dionaldos of Jimlalaud; and the Bautistas of Canlaon; the Bustamante’s and the Dela Cruzes of Amlan; have been replaced by new faces; the Ibar Teves dynasty of Tanjay is also gone; the Manaays of Mabinay, gone; although if we talk of the Teves dynasty. They are still around in congress, and the mayorships in Bayawan, and Valencia, they belong to one dynasty although their patriarch Meniong Teves has just passed away at the age of 99, two days after elections;. Keeping cool in the summer heat

or tropical climate countries like the Philippines, summers are both loved and dreaded at the same time. People love to go to the beautiful beaches to swim, snorkel or go diving with family and friends. But others dread the summer months because of the intense humidity they bring. Depending on where we are in the country, temperatures could soar to as high as 42 deg Celsius, which could be intensely uncomfortable. Sometimes, the scorching noon day sun and the humidity combine to give us headaches or make us dizzy. While the rainy season is still a couple of months away, we must find ways and means of keeping our cool during the hot, summer months. The following is a practical how-to piece on surviving summer in the Philippines: first, choose summer clothing well. Wear Cotton fabrics – tee shirts, shorts, pants and even Cotton sheets/linens for sleeping. Now’s the time to ditch the Satin or Polyester Chiffon fabrics in favour of Cotton. Choose light-colored fabrics since dark fabrics absorb more heat as they absorb more light energy.

Second, place ice packs or cold, damp towels on our temples, foreheads, necks and shoulders. Remember the professional tennis players who compete in the grand slams such as The US Open in Flushing Meadows (New York) or Roland Garros (France)? They have ice packs and damp towels which they place on their necks and shoulders in between sets or during breaks in the game. We could do this trick too. Third, now’s the time to wear loose clothing. Forget the tight-fitting leggings or shirts in our closet. Give them a rest and opt for loose clothes for more comfort. We could bring two-three other tee-shirts in our back packs/bags for when we need to get changed. Fourth, stay hydrated. Drink at least 8-10 glasses of water or even more. Always carry a filled-up water jug/tumbler with you wherever you go so you won’t get dehydrated. Fifth, keep up with your regular workout routine whether it’s walking, running, biking, swimming or working out at the gym. The extreme heat is no excuse to forget about getting fit. his six letter word strikes terror in the minds of most people. Most people see it as another word for DEATH. At least that was in my mind when I was diagnosed with this dreaded killer. The first sign I had a problem was a sore on my right ear that did not seem to want to heal. I knew failure to heal was an indication of possible cancer but I convinced myself it was not healing because I was not treating it right; denial. The real trigger was a lump on the right side of my throat. My doctor said it was “nothing” but I knew the lump was there and should not be there. I went to Silliman

God wants us to be completely free because where the Spirit of the Lord is there is liberty! Christ promised as much when he said: “Everyone who has left houses or brothers or sisters or father or mother or wife or children of fields for my sake will receive a hundred times as much and will inherit eternal life.” (Mt 19,29) In another occasion, Christ also said: “Whoever has will be given more, and they will have an abundance. Whoever does not have, even what they have will be taken from them.” (Mt 13,12) It is clear that Christ wants us to be generous and not sparing in our love for God and service for the others. We have to be wary of the strong influence of today’s temper that encourages everyone, especially the young ones, to be selfcentered and self-absorbed. It’s an evil spirit that tempts people to be wasteful of what they have just to satisfy not their needs but their wants, their whims and caprices. It’s a spirit that traps them in the logic of the

flesh and of the world. We have to find ways of how to overcome this predicament. That is why Christ told us clearly that we practice self-denial and all forms of sacrifice. These practices are not meant to demean or debase us, but rather to free us from the many snares of the devil that are thrown on us everyday, so we can affirm our true dignity as children of God. We need to teach everyone to practice generosity while avoiding prodigality. We have to learn how to be big-hearted in our love for God and others, unafraid of the cost and effort that may be involved. We also have to know how to combat prodigality that can now trap us in very subtle if not strongly attractive and irresistible ways. We have to learn how to deal with the waves of materialism, commercialism, egoism, and all forms of addiction, that surely lead us to be wasteful and prodigal of our resources, talents and endowments.

he Diocesan Electoral Board (DEB) of the Diocese of Dumaguete has noted several technical errors in some Vote Counting Machines (VCMs) used in the recently held National and Local Elections in Negros Oriental. Based on the reports sent to the DEB command center at the Marian Priests’ Center, Cathedral Compound, this city, some of the technical errors noted today range from paper jams to malfunctioning VCMs. Meanwhile, a report from the Philippine National Police - Provincial Election Monitoring Action Center (PEMAC) also revealed that a total of 15 malfunctioning VCMs were recorded as of 3:58 p.m. on May 13.

AN EULOGY By : GARRY TEVES From page 3 that public officials should disclose in their annual Statement of Assets of Liabilities and Net Worth (SALN) the amount of taxes they paid the previous year. He observed that many of those who had a large Net Worth, meaning their assets far exceeded their liabilities, paid a very small amount of income tax. He also suggested that the BIR field personnel and monitoring team should regularly visit villages and subdivisions, where reportedly the rich and famous reside like Forbes Park in Manila, and check on the number of vehicles they possessed, Many of them had about 4-6vehicles. Yet, a

large number of these individuals were paying very minimal income tax. Finally, and this might sound funny and amusing to some of us, my father also recommended that the BIR should collect more taxes from motels based on the number of towels used daily. Some of my father’s suggestions are being implemented by the BIR. But there is still some resistance on the part of Congress to include income tax paid in the annual SALN. Allow me to share some more fond memories and why I can only aspire to be half the man my father was. Papa always had a practical way of dealing

with things. He didn’t graduate from a prestigious university. Economics, he’d always say, is only a matter of common sense. This still makes me wonder why he sent me to Spain and London to study economics; perhaps he found my common sense lacking when I was a teenager. Papa was easy-going, with a good and healthy sense of humor. I wish I had inherited that talent from him, too. When I was 27, I overheard Papa’s golf buddies ask him how he was able to produce a son like me. He cheerfully replied, “I was also goodlooking when I was younger.” Papa was extremely generous. He funded my education abroad when I could have just studied here in the Philippines. He also helped capitalize his children and grandchildren’s business

While commercial rate of such is double like P48 per cubic meter for those consuming over 5l cubic meters and more. CHOICE Moreover, the people have a choice where to connect. The Water Districted also has Metro Pac which also partners with the DCWD in the same manner. This way, people will have a choice as to which

And, many of them, after the war, were very entrepreneurial, having started many of the businesses that we now see and hear about. Perhaps, the secret is in the bananas? I recall Meniong always insisting on a banana after a meal. But, seriously, I suppose the continuous search for “new” things to do is what actually keeps them ticking. They are not really motivated by profit or wealth, not even the prospect of living longer than most. It is, simply, the opportunity to do or work on something new. Retirement was never in Meniong’s vocabulary — not until recently, anyway. Given the opportunity, I guess he would have actually wanted to make “retirement” an industry, or another business opportunity for his family. It would have been something “new” after having operated a sugar mill, his farm, and his Jatropha plantation, among others. I first met Meniong while he was in Congress. He was a credible and reliable news source. Later on, in 2011, he asked me to edit his book on legislating tax laws. It wasn’t Meniong’s perfect attendance or punctuality in Congress that I remember the most. What I truly admire about him is his common sense and practical approach to things, and his effective use of simply logic.// I recall one conversation he had with a US official regarding Public Law 480, a commodity grant program of the US government. This US food aid program started in 1954 as a

means for the US to dispose costly domestic agricultural surpluses. Food-deficit “friendly countries” were given the privilege of purchasing US agricultural commodities with local currency or receive them as a form of loan or grant or aid. While thankful for the US assistance, Meniong noted that it was simply too expensive for the US to keep stockpiling and warehousing surplus perishable farm goods, thus it was more practical for the US government to give them away. By doing so, they establish goodwill with friendly countries, and at the same time help maintain the prices of US farm products. And, during a debate on whether motels and inns were paying the correct taxes, Meniong suggested that BIR could resort to counting towels and bed sheets laundered on a daily basis to determine actual motel occupancy vis-à-vis revenues and tax payments. He noted that given shorttime rates, motel rooms have turnover rates three to four times higher than hotels. Meniong had also suggested that people seeking public office should be made to submit their tax returns to the Comelec when they file their certificates of candidacy, and that BIR should be allowed to scrutinize these tax returns. Simply put, those who evade taxes should not be allowed to run for office and should not qualify for any government appointment. Moreover, those seeking to buy motor vehicles should be registered taxpayers as well, and thus should be able to supply to authorities a legitimate taxpayer’s identification

number when registering a new motor vehicle. The logic is that if one can afford to buy a car, then one is presumed to have income, and is further presumed to have paid income taxes. I admire Meniong the most for his wisdom. But wisdom, of course, is not something that comes naturally to all those who age. Meniong’s good judgement results from his broad experience and his thirst for knowledge and having lived long enough to learn from what he has seen and experienced.
