Multiple-venue festival For the first time, Buglasan Festival of Festivals was dispersed in different venues due to what the governor describes as “will of the people,” but never politics. But it’s healthy, giving peope a free choice. That’s the essence of democracy.

T

he Negros Oriental Provincial Police Office (NOPPO) is considering four areas in the province as hotspots in the forthcoming local and national elections in May 13, 2013. Philippine National Police provincial director PSrSupt Edward Carranza disclosed that the four areas are all in the first district of Negros Oriental, two of which are the municipality of Tayasan and Guihulngan City.

He said, in Guihulngan, the mayoralty race is hotly contested by former three-termer congressman Atty. Jacinto Jing Paras and incumbent Vice-Mayor Guido Reyes, son of last-termer Mayor Ernesto Reyes. Noted also is the coalition of the combined forces of Jerome Paras, Gary Teves and Rep George Arnaiz. This has effectively drawn the battle lines between the Liberal Party within the first district against the coalition of forces of the Teves, Paras and Arnaiz clans.

Carranza said parameters for a declaration of hotspots are already present in those areas, and based on past incidents in the district, these are the presence of armed partisans supporting political candidates and the possible exchange of fires when provoked unceremoneiously by each of their supporters. Only the first district is known for violent elections, including ambushes and killings. To page 19
