continuous heavy rains have submerged a number of towns and cities across the province last Friday and Saturday.

Besides, under the freedom of education act, schools are given the right to formulate rules and may reject students who do not meet their standards.

The proliferation of pawnshops and lending institutions not only in Dumaguetee but anywhere you go is indicative of hard times.

Hard times because pawn shops are the lifeline of those hard up in cash and they will pawn just about anything for cash, the redemption of which is hardly a reality. Most of the pawned items are gone forever, and the pawnshop operator will just sell the collateral for a profit.

In dumaguetee , the city is teeming with pawnshops. You see them in almost all major corners, where people congregate. In the towns, you can never miss a pawnshop in the central market area.

The central bank said that 26 percent of pawnshops are not registered with the central bank as required by law. But most of them have pending applications. We do not know if the ci9ty government which is renewing their permits will tolelrate pawnshops that are not regisrterd with the central bank . technically it should not tolerate unregistered pawnshops.

Nationwide, there are 14,085 pawnshops 6,000 of whom have head offices in manila. They are engaged in money changing, and or remittances, for money sent from abroad, or domestically. NEWS Briefs NGCP takes over TransCo’s power transmission grid BY: JENNIFER C. TILOS he NATIONAL GRID CORPORATION OF THE PHILIPPINES (NGCP) has offi cially taken over the nationwide transmission grid operations starting January 15, 2009.

T

According to Walter W. Brown, President and Chief Executive Officer of NGCP, this privately-owned corporation is a consortium of Monte Oro Grid Resources Corp., Calaca High Power Corp. and State Grid Corp. of China.

Brown said the corporation won the competitive public bidding in December 2007 for the 25-year concession agreement and extendable for another 25 years to operate, manage, and expand the high volt-

age power grid.

The Philippine Congress granted NGCP a 50-year franchise, which was signed into law by President Gloria Macapagal-Arroyo on December 1, 2008.

As such, NGCP is now the official operator of the franchise formerly held by the government-owned and controlled National Transmission Corporation (TransCo) to operate and maintain the country’s power transmission grid.

Kidney disease top killer in NegOr

idney disease ranks as the number 6th killer disease in Negros Oriental over the Philippine’s record as the 10th leading cause of death. This was cited by the Center for Health and Development, Region 7 during an interagency training on renal disease control program (REDCOP) of the National Kidney and Transplant Institute (NKTI) last week.

The inter-agency advocacy program on REDCOP is designed to promote and educate the preventive measures to avoid becoming afflicted by kidney-related diseases and for the participants to commit and actively support the program.

According to Dr. Remedios de Belen-Uriarte, NKTI-Redcop program man-

ager said kidney disease situation is quite alarming as at least one Filipino per hour is entering an End Stage Renal Disease (ESRD).

The leading cause now of ESRD is complications in the kidney from diabetes mellitus, followed by glomerulonephritis (GN) and kidney disorders from hypertension which usually leads to kidney failure.

DepEd’s academic “monster”

D

o you know why the Dep’t. of Education has so many so called bad books? Not bad in the sense that they write dirty topics, but Sen. Edgardo Angara, chairman of the education committee has decried that there is an “incestuous” set up within the DepEd’s book review system which is one of the major reasons why there is that perennial problem of error-filled textbooks in our school system. Thousands are being dumped into idle store rooms, unused.

The core of the problem is the Instructional Material Corporation (IMC) which at present still exercises an abolished power, that of commissioning and reviewing books which are to be used in the public school system.

Under a 1995 law, RA 8047 removes such monopolistic power of book review and commissioning from the Instructional Material Corporation and transfers such power of the IMC to the National Book Development Board which is the private sector.

IMC is now an “academic monster” within the DepEd, created during Martial Law. It is both the commissioner and the customer within the DepEd. Sen.

Angara says this smacks of an incestuous relationship, over and above a publicly known corrupt system within the DepEd. Corruption in the sense that IMC, which is a dep-ed in-house corporation, chooses the author, the topic, the printer, the examiner, and the DepEd itself disburses public funds to pay the production of many, many error-filled textbooks. It covers the areas of English, Math and Social Science. Result: poor quality text books because in many occasions the IMC just picks any Tom, Dick and Harry to write a book and phases it out almost instantly every year. There is no annual pass-on readership, and just imagine millions of pesos in wasted public funds every year by this incestuous academic relationship.

To test its monstrosity, the IMC has managed to create a lobby group within the book industry and major printers, who are always ready to rally behind the IMC. Until today, even the DepEd is in a quandary, how to stop this fake academic monster within which has grown so big, as big as their houses in Alabang, largely because of the strong lobby group within the book industry itself, acting as their protector.

If you think the Supreme Court deals only with the esoteric, you err. The high court is never detached from the mundane concerns of day-to-day life, specially on matters affecting the affairs of the heart.

Perhaps, one of the Supreme Court decisions that cannot be forgotten by law students is the case of Wassmer versus Velez, decided a day after Christmas in 1964.

This is the story of a groom who suddenly had cold feet and “chickened out” one day before his wedding day. A frustrated, dejected and angry bride sued the elusive and indecisive groom for damages.

The story of Beatriz P. Wassmer and Francisco “Pacquing” X. Velez, is indeed one for the Supreme Court books. This happened in 1954 when love birds, Bet and Pacquing, after professing their mutual promise of love for each other, decided to get married on September 4. Bet and Pacquing applied for a marriage license. Invitations were printed and distributed to relatives, friends and acquaintances. The bride-tobe’s trousseau, party dresses and other apparel were purchased. Dresses for the maid of honor and flower girl were prepared. Even a matrimonial bed, where the two were to consummate their romantic liaison, was bought. Bridal showers were given and gifts already received.

However, with all but two days before the wedding, the bride-to-be met the greatest shock of her life when the 28-year old groom-to-be left her with a note: “Dear Bet—- Will have to postpone wedding. My mother opposed it. Am leaving on the Convair today. Please do not ask too many people about the reason why—That would only create a scandal.

eing a teacher is an awesome responsibility. Imparting life altering knowledge and shaping the future of young lives and even the future of this nation is a Herculean task. Our educators deserve our support and respect. I am fortunate enough to count among my friends here in Dumaguete City some of the finest teachers I have ever met. That is why it is such a tragedy when a teacher fails in his or her responsibility.

Besides imparting knowledge, what is that responsibility? Students look to their teachers with respect and seek their counsel; follow their example. When a teacher says something from the platform the students often trusts that information / opinion without question.

But this shocks me: A short while ago a teacher at Silliman University stood in front of her class and said, “I would not go to bed with a foreigner for any amount of money. All Foreigners have HIV-AIDs !!” Besides the fact that she was not qualified to teach on AIDs or the medical condition of Foreigners, she thrust this “fact” (?) into the young and impressionable minds of her students. Her statement is factually wrong,

not only defies logic and common sense, but it slanders every foreigner residing in our city.

According to the Philippine Health office there is an estimated 8,000 cases of HIV in the Philippines. Some unofficial estimates place the number closer to 10,000. This, in itself, is a tragedy. According to the Bureau of Immigration there are 374,000 Foreigners residing in the Philippines. That means our big mouthed teacher just slandered 364,000 innocent foreigners. That is not the worst of it. Most Foreigners here are over the age of 40.

Most of them are even retired. Again according to Philippine Health, the bulk of AIDS victims are between the ages of 14 and 24. This makes it even more unlikely that any foreigner has this tragic

Saturday morning, Jan 31, we left early for Cavite City to share with the Brotherhood of Christian Businessmen and Professionals of the Imus-Cavite chapter our walk with the Lord during their Saturday breakfast. It was a wonderful reunion with friends. You see, in 1991 Jun and I brought the BCBP to Cavite, initially to the Air Force and Navy bases of Sangley Point and San Felipe. Every Saturday from then until 1996, five exciting years, we journeyed to Cavite City to evangelize and nourish our brothers and sisters there with the Good News of the Jesus Christ.

Pacquing then appealed to the Supreme Court. In the Surpeme Court Pacquing argued that his failure to marry Beatriz was due to a “fortuitous event” and/or circumstances “beyond his control.”

Pacquing, sounding smart, argued there is no provision in the civil code allowing an action for breach of promise to marry.

But the Supreme Court thrashed the argument. The Supreme Court ruled that true, breach of promise to marry is not an actionable wrong. But this is not a mere case of breach of promise to marry, the court reminded.

“To formally set a wedding and go through all the preparations and publicity, only to walk out of it when the matrimony is about to be solemnized, is quite different,” the high court said. “This is palpably and unjustifiably contrary to good customs for which Pacquing must be held answerable for damages,” said the court.

The Supreme Court cited Article 21 of the civil code which says: “Any person who willfully causes loss or injury to another in a manner that is contrary to morals, good customs or public policy, shall compensate the latter for the damage.”

The lesson for the irresolute grooms-to-be: if you chicken out, do not back out at the proverbial eleventh hour for you can be held liable for damages.

Also, don’t under-estimate dejected bride.

nd I respond: In a nutshell, life is preparation for eternity. We were not made to last forever, and God wants us to be with Him in Heaven. One day my heart is going to stop, and that will be the end of my body— but not the end of me. I may live 60 to 100 years on earth, but I am going to spend trillions of years in eternity.

This is the warm-up act - the dress rehearsal. God wants us to practice on earth what we will do forever in eternity. We were made by God and for God, and until you figure that out, life isn’t going to make sense.

Life is a series of problems: Either you are in one now, you’re just coming out of one, or you’re getting ready to go into another one. The reason for this is that God is more interested in your character than your comfort; God is more interested in making your life holy than He is in making your life happy. We can be reasonably happy here on earth, but that’s not the goal of life. The goal is to grow in character, in Christ’S likeness.

This past year has been the greatest year of my life but also the toughest, with my wife, Kay, getting cancer. I used to think that life was hills and valleys - you go through a dark time, then you go to the mountaintop, back and forth. I don’t believe that anymore.

Rather than life being hills and valleys, I believe that it’s kind of like two rails on a railroad track, and at all times you have something good and something bad in your life.

Simon and those who were with him pursued him and on finding him said, “Everyone is looking for you.” He told them, “Let us go on to the nearby villages that I may preach there also. For this purpose have I come.” So he went into their synagogues, preaching and driving out demons throughout the whole of Galilee.

What is the purpose of life?

——————————— Jesus gets involved in the lives of all sorts of people, ranging from the most ordinary to the most important men and women in His society. This is the breadth that the Gospel is meant to cover — it is not just ‘for the poor’ or ‘for the rich’; it is the same message and truth that is to be applied to all people. God does not have favorites. He pours out the blessing and gift of salvation and faith on all peoples.

A pastor present remarked: “But is this not a prayer for the inauguration of a church building?” I answered: “Yes, but this house is in a sense a church.”

You notice that in St. Paul’s letter to Philemon (1:2) he greets “the church that meets in your house.”

He wrote this word of greeting when there were as yet no church buildings. Christians met in homes, usually in the homes of devoted and respected church leaders.

It is a very appropriate thought for us today. Let us think of the home in lofty terms, for the church should be mirrored in our homes.

Think of this – that like the atmosphere of a church, ideally, the Christian home is the setting for experiencing the Presence of God. One Harvard professor spoke of the Presence as “like a quiet music playing at the background of the mind.” (To be continued)

there is always something bad that needs to be worked on.. And no matter how bad things are in your life, there is always something good you can thank God for.

You can focus on your purposes, or you can focus on your problems: If you focus on your problems, you’re going into selfcenteredness, which is my problem, my issues, my pain.’ But one of the easiest ways to get rid of pain is to get your focus off yourself and onto God and others.

We discovered quickly that in spite of the prayers of hundreds of thousands of people, God was not going to heal Kay or make it easy for her- It has been very difficult for her, and yet God has strengthened her character, given her a ministry of helping other people, given her a testimony, drawn her closer to Him and to people.

You have to learn to deal with both the good and the bad of life.

Actually, sometimes learning to deal with the good is harder. For instance, this past year, all of a sudden, when the book sold 15 million copies, it made me instantly very wealthy. It also brought a lot of notoriety that I had never had to deal with before. I don’t think God gives you money or notoriety for your own ego or for you to live a life of ease. So I began to ask God what He wanted me to do with this money, notoriety and influence. He gave me two different passages that helped me decide what to do, II Corinthians 9 and Psalm 72.

Recollects in Bayawan

n 2 July 1868, the mission-parish of Bayawan was established by a decree of Dominican Bishop Mariano Cuartero of Jaro. Its first Recollect missionary was Fray Valentin Casamayor when OMAN C. Bayawan had only a BY: REV. FRS. R AGUN. JR. Christian population of 291 inhabitants.

The establishment of the town of Bayawan included the intervention of Fray Mariano Bernad. As Recollect Provincial Vicar of Oriental Negros and Dumaguete’s parish priest, Fray Bernad on 12 March 1890 lent support to the project because of its great exigency and benefits to the inhabitants.

Writing to Governor Manuel de la Reguera in the capital town of the new province, Fray Mariano Bernad said: “… manifiesto a V. S., que, aunque dicha Mision, no cuenta todavia con un numeroso nucleo de poblacion, sin embargo, atendido el aumento que ha tenido en esto quarto ultimos a os, cuyo aumento va en progression ascendiente.” In effect, he expressed in that letter that once a new town was created there would settle from every nook and cranny more farm hands out in its very fertile plains and slopes, especially as a spur for agricultural production.

In conformity with the petition from the inhabitants of Bayawan and their Recollect missionary together with the great support of the Vicar Provincial of Negros Oriental, Tolong’s gobernadorcillo (mayor), Evangelista Melodia, expressed on 30 March 1890 the same sentiment to the Provincial Governor. Such a sentiment was shared by no less than the principalia (men of rank) in the town of Tolong such as Eu(s)ebio Electona, Salvador Nuico, Clemente Namuco, Marcelo Gaspar, Agapito Malana, and Luis Nuique.

This is what friends are for – to create memories with, to share our joys and sorrows, our challenges and trials, our expectations, fears, doubts, and hopes. Friends encourage and lend support when needed.

Friends add depth and color to our lives. They lift us up when we are down, and point us in the right direction when we stumble down the wrong paths.

Friends care! Together we can laugh and cry and giggle and gossip, and just enjoy being alive!

That inquiry found that Pestano had been murdered, Senate President and former Supreme Court chief justice Marcelo Fernan reported. Systematic tampering of evidence and evasions were pinpointed by veteran investigator: then senator, now Manila mayor, Alfredo Lim. Pestano’s alleged suicide note was shown to be a forgery. Lim flayed Lt (jg) Joselito Calico for wiping the murder weapon. Calico promptly disappeared.

“Identify the persons who participated in the deliberate attempt to make it appear that Pestano killed himself inside his stateroom,” senate directed the Military Ombudsman in January 1998. Eleven years later, the Ombudsman hasn’t budged beyond “preliminary investigation”.

He was then brought to a local hospital for treatment. A medical certificate was issued stating that Bongoyan was treated at 9:15 PM on the same night of January 20 after doctors found a 2.5 laceration posterior auricular which required some stitches.

To identify Bongoyan’s attacker, the Valencia PNP called the Dumaguete PNP on Jan. 21 (Wednesday) to invite Bongoyan’s ex-girlfriend, the supposed gang rape victim and her boyfriend to the PNP Sta-

tion of Valencia on Jan 22 (Thursday) at 9:00 am for a conference which did not happen after Bongoyan was roused from his sleep at 6:00am Thursday when the three came to his house accompanied by policemen from the Dumaguete City in an assumed hot pursuit operation for allegedly raping with his three cohorts the friend of his ex-gf Wednesday night.

We were on a sentimental journey back in time to visit Rev. Fr. ebruary 5, 1979—Mrs. Miriam Grey Gaines Palmore, chairman of the cultural affairs committee of Silliman University and Cultural Notes Columnist of the Negros Chronicle passed at the age of 60 on February 5, 1979 at the Silliman University Medical Center.

Palmores were noted to have adopted the Filipino way of life more than many Americans. Speaking fluent Cebuano, Mimi and her family have decided to retire in Dumaguete City. She was an active civic leader for having been President of the Dumaguete Lioness Club and an active member of the Dumaguete Garden Club, Silliman Women’s Auxiliary, YWCA, former director of the Silliman School of Music, past social secretary of Silliman University and former music director of DYSR.

SUMC doctors diagnosed the cause of Mimi Palmore’s death as a serious case of Hepatitis. This was also confirmed by a team of specialists from the Makati Medical Center who kept watch on Mrs. Palmore’s condition during her illness.

ebruary 6, 1999—Representative Emilio Macias II filed a bill which regulates the possible use of the human organs of death convicts who are executed by lethal injection for the benefit of medical science following the execution of convicted child rapist Leo Echegaray. This is coupled with the express consent of the death convict himself and his immediate family.

Macias, who is a medical surgeon by profession and a product of the University of the Philippines College of Medicine, stated that while the death convicts are a source of both sympathy and abomination, at least they can leave this world with a legacy by donating their healthy organs possibly for transplants to those

patients in need.

He noted that in some countries, human organs of executed criminals are utilized for transplants especially the human kidneys. There are several organs that can be transplanted through the aid of modern medical technology.

Godfrey Ramos, a defender, made the other two goals which put FU at a threepoint lead, 4-1, over SU by the end of the second half. “I felt very good and happy for myself as it was my first time to score a goal in a championship game. I also felt happier when I made the second goal because I broke the tie,” Ramos said.

Ramos said their victory was hard-earned because they had good opponents. “But we had good teamwork and cooperation. We had been practicing for two years and this is the first championship that we played in,” he said.

The championship crown was a realization of a ten-year dream.

Coach Andy Mananquil said the team was a product of a long-term program which he and FU Vice President and fellow coach Dean Sinco developed.

“It’s overwhelming that we made it — a dreamcome-true for us. The bracket of football boys had

long been the domain of Silliman, City High, Don Bosco and even the Dumaguete Science High School. But at last, we broke the record and we hope to give more honors to Foundation University,” Mananquil said.

But with good fortune coming in pairs, the FU Girls soccer teams also captured the first three places in the 1st Futsal 17-under girls invitational tournament in Tanjay City.

This victory was the first for the girls as they played their first championship in two years. Team captains Raquel Trozy, Christine Coloso and Giselle Jean Marie of teams A,B and C said they soon found themselves playing against each other after they eliminated the Don Bosco team.

A total of ten teams had been invited to the tournament but six teams backed out at the last minute leaving only the three Foundation teams and the Don Bosco team.

OPEN LETTER TO PRESIDENT OBAMA Dear Editor My Goodness, Mr. President !

Some six months ago at the Saddleback Forum when the topic of abortion was discussed, your Excellency admitted that the question of when human life begins was beyond your pay grade.

It is therefore with fear and trembling that I learned that one of your first acts as the new President was to overturn the executive orders restored by your predecessor barring U.S. government funds from any foreign or domestic agency that promoted or performed abortions.

This single unthinking act wiped away any semblance of the benefit of the doubt I willingly invested in you during the campaign: that you were the true maverick and not the impostor like your opponent. Now I know better: you look like a politician cut from the same wretched cloth.

I expected you to do better. Anyone whose mind is mired in doubt on such a vital issue as to when life begins would first seek to clear up matters. You did not.

Instead, you swallowed wholesale the unscientific argument, believed by countless people whose pay grades are much lower than yours, that a fertilized egg of twelve weeks is not human and could be disposed of medically and flushed down the drain.

The public should understand first the basic equation of how a bank works.

Because knowledge is power.

Knowledge prevents speculation and guessing. It becomes a guidepost for quick decision making.

In simple terms, how does a bank operate?

Firstly, the bank's stockholders put in capital to build offices, branches, equipments and hire people and some cash for lending. Lending money with interest is the bank's biggest source of income.

Its biggest source of money, however, is that of the depositors for which the bank pays interest.

In other words, the bank pays deposit money from Juan at 4% and lends to Pedro at 10% and makes a spread or net income with the difference. Some of the bank loans, one must note, are payable short or long term (up to five years) in many cases.

However, the depositors (including the "time depositors" who can withdraw with pre-payment penalty) can withdraw their money anytime. This is where the problems begin - since the loans are not all payable exactly on the day that the

depositors want to withdraw their cash from the bank.

When the rate of withdrawal is too fast (from normal), the bank could not provide the cash leading to a bank holiday.

Unfortunately, the mad rush to get out deposits simultaneously and in large amounts - because of the fear of bank failure to service the withdrawal requests - precisely fulfills the depositors own fear and prophecy. The Bank will indeed collapse.

There is no need therefore to anxiously withdraw deposits and transfer them into other banks (or hide in the aparador) because none of the banks here are in trouble. This panicky act only makes some banks vulnerable to a bank run (and eventually a bank holiday) because these may not be able to sustain the massive and simultaneous withdrawals.

Let everyone be assured that no one bank in Bohol is under Bangko Sentral watch list or to be sanctioned for certain risky practices and weak financials.

It is therefore futile and selfdefeating to push the panic button and start withdrawing recklessly.

Such will only be a self-fulfilling prophecy of one's fears of a bank run.

Let us avoid such mindset now.

Patriarca’s arrest was based on the standing Warrant of Arrest issued by RTC Judge Edito Y. Enemecio for the case of Rebellion under criminal case no. 3332 of Branch 25, Danao City, Cebu.

MAJ. GENERAL ARMANDO L CUNANAN AFP, the newly installed commander of Centcom lauded the efforts of the operating troops of the 78th Infantry Battalion and the Cebu Police Provincial Office for the successful arrest of Patriarca.

MGEN. CUNANAN said the capture of the top NPA leader was part of the effort of Centcom’s campaign to clear Negros Island before the end of 2009 considering that the captured person has occupied a top position in the armed movement.

Recovered from Patriarca were two (2) hand grenades; one (1) Cal.45; one (1) cellular phone; documents containing financial records; personal belongings and a wallet containing cash amounting to P11,200.00.

Not contented of robbing and shooting their victims at will, members of the so-called Martisan Boys who preyed on beach goers of Martisan in Bacong are apparently into gang rape after one of their supposed victims surfaced recently alleging that she was sexually abused by them some three weeks ago.

Bacong PNP Chief Inspector Leopold Ijan Sr. said that a woman surfaced and complained that she was gang raped by six men at Martisan Beach. The incident occurred while she and her boyfriend were strolling along Martisan Beach. Worse, her boyfriend was pinned on the ground by the suspects and forced to watch while they took turns of raping her.

Police operatives from both the Bacong and Dumaguete PNP have jointly captured two of the gang members namely Mario Dindo Tabanag of Sacsac, Bacong who yield a .22 caliber hand gun and some pieces of jewelry and Danilo Celestial, alias Enteng who was will be chiefly responsible in turning these biodegradable and recyclable wastes into fertilizers through vermi-culture, filling materials through composting and other means right in their own localities.

Second District Rep. George Arnaiz believes that through this manner, the volume of trash of the city can be easily reduced to half while giving these barangays revenues from the sale of fertilizers, filling materials and other items made out from recyclable materials akin to the experience of Barangay Calindagan which according to Mayor Perdices has now millions of pesos in the bank for their successful solid waste management practices.

larmed with the burgeoning number of Filipinos who are losing their jobs due to the global economic meltdown, civic organizations and health organizations engaged in charity work gathered for the first time to discuss ways on how to expand the coverage and expedite the delivery of health and social services to the poor.

The assembly, organized by the Philippine Charity Sweepstakes Office (PCSO) and dubbed as the First Charity Congress, drew the participation of more than 200 delegates from health institutions, government agencies, non-government organizations and people’s organizations.

PCSO Vice Chairman Rosario C. Uriarte explained that the agency convened the Charity Congress to find ways on “how to allocate more resources and provide a more efficient health delivery and social welfare system to underprivileged Filipinos.”

“This is the first time in almost 75 years of PCSO’s existence that we are gathering our partners to rationalize charity work in health and social welfare services,” Uriarte pointed out.

‘More than ever, we need to pool our resources together to address the needs of our countrymen who are feeling the pinch of the global economic meltdown,” she added.

The Department of Labor and Employment (DOLE) has disclosed that the government may be looking at 200,000 jobless workers in six months if companies continue to shed jobs at the present rate.

But Uriarte echoed President Macapagal-Arroyo’s view that the impact of joblessness may be cushioned if only government agencies and private institutions could work hand in hand to find solutions to the problem.

During the First Chairty Congress, the PCSO held a discussion workshop with its

partners to find ways on how to rationalize charity work among civic organizations and health institutions to cover the needs of more beneficiaries.

Participants to the Charity Congress included government agencies such as the Department of Health, Department of Social Welfare and Development and PhilHealth as well as government hospitals such as the Philippine General Hospital, Philippine Heart Center and National Kidney and Transplant Institute.

Also attending were representatives from civic groups such as the Philippine National Red Cross, Caritas Manila, Tahanang Walang hagdan and other organizations that have been working closely with PCSO in charity work.

“We need to review and assess our partnership with them, hoping to come up with an institutional mechanism and a database that well expedite the delivery of our services to the poor,” Uriarte pointed out.

At present, the PCSO is mandated to conduct charity sweepstakes, races and lotteries to provide for permanent and continuing sources of funds for its programs. The main products of the PCSO are the sweepstakes, the on-line lotto, the on-line keno and the small-town lottery.

PCSO Chairman Sergio O. Valencia reported that for the year 2008 alone, these games generated more than P23.04 billion in sales—30% of which went to the agency’s Charity Fund and used primarily to provide financial assistance to poor Filipinos requiring medical attention.

The agency’s biggest earner, however, is still the online lotto, which contributed more than P20 billion to PCSO’s coffers last year. The widely-popular lotto had also produced a total of 1,332 millionaires who had been lucky enough to guess the winning jackpot of the 6-pick number games.

Another PCSO gaming product fast gaining popularity is the small-town lottery (STL), which generated for the agency more than P2 billion in just more than a year of operation. From the 30% Charity Fund generated from STL, 10% goes to the city/municipality hosting the game, 5% to the provincial government, 2.5% to the congressional district and five percent (5%) to the Philippine National Police.

The fund generated from PCSO games are spent on free medical and dental missions, financial assistance to upgrade healthcare facilities, purchase of medical/surgical supplies and equipment, as well as for the construction and renovation of devolved and retained hospitals, municipal health centers, day care centers and private health institutions and NGOs implementing health welfare programs nationwide.

Aside from providing health delivery services, the PCSO also donate quarterly and monthly contributions to charitable institutions engaged in welfare services to the children and youth who are either abandoned or exploited, the elderly and the physically and mentally handicapped.
