here is more than what meets the eye in the settled “conflict” between the city mayor and his vice because going down to brass tacks, the issue really boils down to law or lawlessness; order or disorder.

Valencia, Dauin back Yee to NORECO Board

I

f there is something that strongly unites the two mayors of the towns of Valencia and Dauin these days, that is in making sure that former Bacong Mayor Rudy Yee’s son is elected as member of the NORECO II Board of Directors to represent District IV. The district covers the towns of Bacong, Valencia and Dauin. Ranged against Rovic Jade Yee is Lenin Joy Alviola, daughter of Bacong Mayor Lenin Alviola.

Not surprisingly the two mayors, Rodolfo Gonzales of Valencia and Rodrigo Alanano of Dauin are political allies of former mayor Yee. They also hold the same feeling of disdain against Alviola because they intimated that the latter is too vindictive and is only after his political interests.

Further, should Alviola’s daughter win it could only mean a continuation of her

alleged neglect of the district resulting in her perceived failure to address the problems of frequent brownouts in the said towns.

Provincial Attorney Erwin Vergara said that should the young Yee win, it would result to better service and the increased possibility of Valencia sharing its Php 86 million royalty tax to upgrade the power lines of the three towns as enunciated by Gonzales.

He also denounced the alleged use of Mayor Alviola of government resources and the presence of “goons” while campaigning for her daughter.

Church, academe slam “equalizers”

Fernando Martinez, who chairs the City Peace and Order Council and the Executive Director of the City AntiDrugs Abuse Council, also strongly condemns the resurgence of the vigilante-type of killings but understands that there are many sectors of the society, “who by their silence are giving the vigilantes tacit approval.”

He believes that those who support these actions are people who are already fed up with the lapses of our criminal justice system.

Anyhow, both reconciled —and proudly, at the instance of DYEM ENERGY FM who took them both in a dialogue on the air over “Dumaguete Tonight”——and so both recanted their opposite stands on the matter and everything is now back to “normal”.

QUESTION: Is violating the law for humanitarian reasons the right thing to do or not? Is this a common LGU culture: to pity the people, and let the law be set aside? Is this how “gentle” we are in Dumaguete, so much so, that criminality is rising; that minors-felons are proliferating like anything, and worse, no witness would usually come out to testify against a crime?

ndeed, how easy is it to say, “Thank you.” But oftentimes, we fail to do so. The Bible is replete with stories of not giving thanks to the person who has done something great for them. One such story was recorded in Luke 17:11-19 Jesus wondered: “Were not all ten cleansed? Where are the other nine? Was no one found to return and give praise to God except this person?”

GREATEST OF VIRTUES. “Gratitude,” Cicero states, “is not only the greatest of virtues, but the parent of all others.” But “we often take for granted the very things that most deserve our gratitude,” Cynthia Ozick reiterates. A Chinese proverb urges that when you eat bamboo sprouts, always remember the man who planted them.

Their acts for one, tend to indicate on one hand, that they are ready anytime to submit to the people’s will , but on the other, they would not mind setting the same aside if their own constituents are not vigilant enough to see their hidden agenda.

We all love the song Amazing Grace. We all know the lyrics and we are captivated by its melody.

Yet the song is so much more. It was composed by John Newton who wrote the words of this beloved hymn in the 18th century when he was working as an evangelical pastor.

Before that, Newton was a slave trader. He was instrumental in bringing slaves from Africa who were sold, brought in chains, greeted with lashes, starved, molested and treated like animals. But after a miraculous survival from a terrible storm, he had a spiritual awakening. These people may not anymore be called as such but they experience the same pain, the same shame, the same nonexistence. Not only are they forced to work and abused mentally and physically, they are also marked as ‘property’.

They are dehumanized. Slavery exists. Whether we call it trafficking, bonded labor, forced labor, or sex slavery, it exists: globally, nationally, and locally – it is still haunting millions of lives. Moreover, it is the children that are affected most. A much more haunting statistic is that there are 126 Million children who work in the worst forms of child labor. 300,000 of them are child soldiers.

Who is to blame?

Wilberforce, in his famous speech to parliament, said, ‘We are all guilty—we ought all to plead guilty, and not to exculpate ourselves by throwing the blame on others’. With this accountability to become activists for the end of modern forms of slavery. As was done before in Newton and Wilberforce’s generation, it is time to raise a new generation of youth who care about suffering in the world. We should become engaged in the end of slavery. Honesty has a high priority in the Westernized business setting, whereas dignity and family loyalty are more prized in a Filipino setting.

Another difference that I have been at times extremely irritated by is the attitude toward punctuality and time. I was brought up to always exert effort to be on time, even 5-10 minutes ahead of time. Always! I hate being late! Here, it seems time is elastic, and any sense of urgency is lacking. “They will understand if I am late.” How often have I heard this excuse for not planning ahead and taking into consideration the probability of delays in traffic, last minute telephone calls, or a flat tire on the way to the airport.

Yes, a more leisurely pace of living minimizes stress, but it is the last minute rush-rush-rush to meet a deadline or an appointment that cancels this out and creates its own level of stress.

Can these opposing cultural attitudes ever amicably meet? The good news is that they can, once both parties exert effort to understand and look for ways to respect the others’ cultural orientation.

Is it easy? No, because it takes humility, a sincere desire to work for mutual understanding, and a healthy sense of humor. Also, I have learned that having a lot of patience helps a lot, too! Please, Lord, give me patience, right now, please, Lord!

The report also cites significant improvements in the Philippine’s war on corruption. The solicitation of bribes, in both the public and private sectors, has gone down since the 2005 report. There has also been a significant increase in honest business practices. That means the Philippines did not fail in the war on corruption but has actually been winning that war. For instance, they hark back to Section 8, Article VII of the 1987 Constitution that the President can only be replaced through, death, permanent disability, removal from Office and resigna-

tion of the President.

Well Erap is definitely alive – still drinking his Johnny Walker Blue and dancing the swing in Tanay and Erap certainly won the senate numbers when then Senate President Nene Pimentel said “The nays have it” on the impeachment trial – thus leading to former senator Tessie’s Oreta’s most expensive dance-jig – that cost her a new senate seat in 2007. So he was not removed from office by impeachment.

The Erap apologists further state that his departure from Malacañang was to save his skin and family from harm by the maddening mob coming from EDSA (and not to effectively resign forever) and that his letter to the senate and Lower House would only have made GMA merely an Acting President under the Constitution. The Supreme Court, however, ruled it was a “de facto” real resignation of the former President and installed GMA. Erap claims the resignation of his Cabinet would still have allowed him to reappoint a new set of Cabinet members and would therefore

not “permanently incapacitate him”.

The legal debate is hard to resolve – each claiming they are on the side of Rule of Law. There.

But the political cunning and Machiavellian savvy of JDV is beyond doubt even by his ardent hate-mail sender. But, unfortunately, JDV had said the Amnesty will cover only “political but not the heinous crimes.”

To our understanding, “plunder” has never been a political crime – so what gives?

This Amnesty pitch therefore only seems to expose the fact that upon seeing the twilight descend on their political careers, the Administration may be clutching at straws – any straw – which only proves rather than negate that the GMA Administration is not moving from a position of strength.

That is a very important and powerful mission. Accuracy of information and conclusions are vital. Their report can mean the difference between having a job and starving to many people in these developing countries. I join with several leading government advisors and believe there is no legitimate way to accurately evaluate or compare corruption levels. These reports are little more than the perception of a few selected people. The data is highly subjective.

The PERC report surveyed 1,476 expatriate businessmen in 13 different countries. Almost half of those surveyed were in the Phil-

ippines . PERC never explains how it compensates for this great disparity of data sources. In addition there is no model compensation for the impact of the media on the perception of those surveyed. Independent statistical data says the corruption levels in the Philippines have dropped yet those surveyed state corruption levels are higher.

I find the fact that PERC went with perception rather than the facts to be a telling piece of information.

The Philippines averages three arrests per day for corruption. In 2005 the conviction rate for these arrests was 55%.

In 2007 the conviction rate has been 77%. Over 50 government officials have lost their jobs. The Philippines even arrested a sitting President for graft and corruption. President

Arroyo has hired the man responsible for ridding Singapore of its corruption problems.

Singapore now rates number one in Asia for the least corruption. Do not know about you, but I think the Philippines is working damn hard to clean up the country and getting no credit for that work.

This beautiful country loses over 2 billion dollars each year to graft and corruption. It is impossible to estimate how many billions of dollars the Philippines lose in foreign investments and new jobs. If you want to blame someone for all the poverty in the Philippines seems like a good place to start would be those people involved in kick backs, bribes, graft and corruption. Rooted in Spirituality and Prayer (Part III)

he last reminder I would like to give is that our social apostolate should be rooted in spirituality and prayer.

Spirituality is basically a personal relationship of love with Jesus. This love becomes more intimate and true as the person progresses or matures in his relationship with Him. As Christians, the main and ultimate motive of our social apostolate, of our helping the suffering, the needy, and oppressed is our faith in, and love of Jesus. This faith and love of Jesus can be sustained only by a life of prayer.

An FABC paper, entitled “What the Spirit says to the Churches” (Rev. 2:7) teaches us “Particularly relevant for Asia means for making it such.”

Here we can learn from the example of Mother Teresa of Calcutta, “the saint of the gutters.” Her work was an example of a social apostolate rooted in spirituality and prayer. Once she asked an applicant to her congregation why she wanted to become a Missionary of Charity and the applicant answered: “I want to be a Missionary of Charity because I want to serve the poor.”

Mother Teresa corrected her, saying: “You want to be a Missionary of Charity be-

The work of mother Teresa was mainly corporal works of mercy, belonging to the first level of social apostolate. She found it difficult and sought strength and

guidance in prayer. She prayed so that she “would not destroy God’s work but make, instead, something beautiful for God.” The work of many of us encompasses the five levels of social apostolate. It is, in a sense, more difficult because it can involve conflicts and opposition. The more then should our social apostolate be rooted in spirituality and prayer so that, like Mother Teresa, we “will not destroy God’s work” but be His instruments in the building of His kingdom.

You and I face countless choices like that every day, and we eventually make some bad ones. Other than the Holy Spirit in your life, the greatest power you possess is the power to choose. Someone has said that pure Christianity lies in the exercise of the will. The animal kingdom operates out of divine instinct.

But we are created in the image of God, which means we have a self-operated, independent will.

The essence of temptation is to function independently of God. The basis for temptation is legitimate needs. Sinful behavior is often a wrong attempt at meeting your basic needs. The real issue here is are you going to get your needs met by the world, the flesh and the devil, or are you going to allow God to meet your needs “according to His riches in glory in Christ Jesus” (Philippians 4:19)?

It’s an issue of identity and maturity.

The more you understand your identity in Christ, the more you will grow in maturity. And the more mature you become, the easier it will be for you to choose to live your life in dependence on your heavenly Father.

Lord, I determine to exercise my great power of choice to live in moment-bymoment dependence on You today.

ombined elements of the 11th Infantry Battalion of the Philippine Army and Guihulgnan PNP apprehended a Barangay Councilor while trying to escape after he was implicated in the near fatal shooting of a farmer in Barangay Imelda, Guihulngan City.

Kagawad Toto Denlauso was nabbed while attempting to leave the said place but his two co-accused were able to elude the authorities. They are Vingjing Guerero and Arnel Donlauso also residents of the same place.

Robberies inside hospitals rampant

E

ven those already dealing with medical problems aren’t spared by robbers when two separate incidents of robberies in the hospitals were reported this week.

n another case of snatching with suspects riding on a motorbike, a lady lost his belongings and sustained injuries after falling from the motorcycle. Filipinos created yoyo The story is that the classic children’s toy, the yoyo, was originally created by Filipinos as a weapon and used for both hunting and jungle warfare. The truth is that story is a myth started by the Duncan Yoyo Company as a marketing ploy. Historians are not sure, but they believe the yoyo was probably invented in China . We do know that the Greeks had yoyo’s 200 years before there were people living in the Philippines The Mayans even used yoyo’s as far back as 700 AD. Over the centuries the yoyo has had a variety of names.

It was called a “Quizes” in England and “L’emigette” or “Incroyable” in France . In America , before Donald Duncan, it was called a “Whirligig” or “ Bangalore ”.

The name “Yoyo” probably comes from “Jou-Jou”, another French name for the toy. Many notable people have enjoyed playing with this toy. France ’s Napoleon and King Louis XVII relaxed with a yoyo. President Richard Nixon liked to play with them and Abbie Hoffman even used one to make a political statement while appearing before Congress.

The yoyo has become international. Over fifteen countries hold national championships. Touring Yoyo Teams draw huge crowds. Trick shots like “Walking the Dog” and “Shooting the Moon” are standard with most yoyo enthusiasts. The popularity of the yoyo has built one of the largest toy companies in the world. This company grosses billions each year.

None of this would be possible without a simple contribution made by Filipinos. While Filipinos did NOT invent the yoyo; what they did was invent the continuous loop string that allows for all the tricks. Without that simple modification none of those tricks, huge companies and tournaments would be possible.

Post office lacks one-peso stamps A

ugust 16, 1987 —- Mounting public complaints are observed concerning the lack of stamps of exact denominations at the Post Office. Thousands of letters are mailed daily at the two post offices in Dumaguete namely Butel compound near City Hall with as much as 5,000 domestic letters daily and the other at the Hibbard Hall of Silliman University.

Only the Post Office at the City Hall area has a metered machine while the one at Silliman University does not have any, worse, it does not have P 1 stamps for domestic mails. As a result people flock to

the Post Office near City Hall. One suggestion is to borrow stamping machines in the towns to accommodate more mailers here.

Renewing the Ties

he Filipinos are known for their close family ties, and this is best seen in the love and care for their family members.

We see Filipinas marrying foreigners and Filipinos marrying foreign women.

One of my good friends is a Japanese widow who was married to a Filipino marine engineer from prominent D u m a g u e t e Canlas clan. Just this week she brought her two daughters and their husbands and a grandson to visit the Canlas family.

inally, the Provincial Peace and Order Council accepted the proposal of Police Provincial Director Senior Supt. Melvin Buenafe to deputize the barangay tanods as force multipliers of the Philippine National Police but fears were also raised that arming them would pose greater threats to security.

That to safeguard the rights and interests of the plaintiff being a property covered under the Torrens System, plaintiff filed a motion on June 7, 1976, before the Court of First Instance of Negros Oriental, Branch II, asking the court that she be allowed to register and annotate at the back of the title the three (3) documents aforementioned in paragraphs 5,6 and 7 respectively and as a consequence, on June 17, 1976, the court issued and order directing the Register of Deeds of Dumaguete City upon payment of the required fees to immediately register exhibits “B”, “C”, and “D” respectively, copy of the order was formally offered as annex “D” and adapted as an integral part hereof; 9. That at this juncture, it is noteworthy to mention, that the share of Meliton Patrimonio one of the brothers of the defendants whose name does not appear on the title was likewise bought by the plaintiff herein; 10 That plaintiff have not availed of the use of the land since the time she bought the rights and interests of the co-owners in 1976, with a total area of NINETY-NINE (99) SQUARE METERS except the portion of the defendants which is equivalent only to TWENTY-EIGHT (28) SQUARE METERS because defendant Basiliso Patrimonio has a house and a store on the land which practically occupied the area belonging to the plaintiff; 11. That as early as of July 28, 1976, plaintiff wrote a registered letter with return card to the defendant Basiliso Patrimonio requesting him to vacate from the portion of the land owned by plaintiff and instead occupy only the portion of SEVEN (7) SQUARE METERS, which is his lawful share to the property but despite said demand and several demands thereafter, defendant renamed stubbornly refused to vacate the premises or sell his interest in the property to the plaintiff, copy of the letter, registry receipt and return card were formally offered as annexes “E”, and “G” respectively, and adapted as integral part hereof; 12. That likewise plaintiff had demanded since 1976 after she acquired the bigger portion the land from the other registered owners, from the defendants herein to partition the property question, for she wanted to construct a building on the portion due her but defendants stubbornly refused and refuses to accede to the request of the plaintiff for extrajudicial partition; 13. That on April 25, 1979, plaintiff, through his lawyer wrote to the defendants herein by registered mail requesting them to come to the office on May 3, 1979, at 2:30 o’clock in the afternoon, so as to agree on a partition but defendants did not appear nor had the courtesy of answering the letter of your humble representation, copies of the letters clerical error corrected and registry receipts were formally offered as annexes “H-1”, “H-2”, “H-3” and “H-4” and registry receipts Nos. “I-1”, “I-2”, “I-3” and “I4” respectively, hence this action; 14. That plaintiff is interested in the partition because she is intending to construct an apartment on the area adjudicated to her besides the fact that adjacent to this lot is her residential house where her family lives; 15. That the plaintiff is ready and willing to share in the expenses of the subdivision apportionate to her share and likewise willing to buy the portion owned by the defendant at a reasonable price; 16. That in the negative, plaintiff should be given the bigger say in the manner the lot be subdivided, considering that she owns approximately fourteen-eighteenth (14/18) share of the entire parcel of land; 17. That defendant Basiliso Patrimonio should pay for the use of the area belonging to the plaintiff at P100.00 a month from July 28, 1976, until he removes the house and vacate the premises; 18. That as a consequence of the stubborn refusal on the part of the defendant to have the parcel of land subdivided, plaintiff was constrained to engage the services of first counsel in the amount TWO THOUSAND PESOS (P2,000.00) and another TWENTY THOUSAND PESOS (P20,000.00) for the present lawyer, as attorneys’s fees, plus P1,500.00 per appearance in court as honorarium; 19. That as a consequence of the insistence and unjustifiable refusal of defendants to partition the above-described parcel of land, plaintiff suffered wounded feelings, anxiety and sleepless nights and therefore it is fair that defendants be condemned to pay moral damages in the amount of FIVE THOUSAND PESOS (P5,000.00); 20. That to reform defendants and as corrective measures for the public good defendants should be jointly and severally condemned to pay exemplary damages in the amount of THREE THOUSAND PESOS (P3,000.00); 21. That as a consequence of the filing of this suit, plaintiff incurred actual expenses in the amount of FIVE HUNDRED PESOS (P500.00) and said expenses will continue as the case progresses.

The problem here is that our politicians have now pushed the Rule of Law to the precipice with this obvious Horse Trading of political convenience. Where previously it was used to DENY access, this time it is called “tolerance” to ALLOW access with no less than the well-meaning vice-mayor becoming a victim of political maneuvering.

At the end of the day, it is not only the vice-mayor who has become the victim but the Rule of Law itself. In this latest so-called “kiss and make up” exercise with the mayor and vice-mayor, we can see that what we now have is the Rule of MEN and not of the law. So why don’t we just dispense with making laws and just continue with this convenient political arrangements if indeed it works for us?

ISAIAH told the rich hypocrites that God would not accept their fasts so long as they oppress their workers; and JEREMIAH called upon God’s curse on exploiters: “woe to him who builds his house by unrighteousness and his upper rooms by injustice, and makes his neighbor serve without wages”; and EZEKIEL rebuked the rulers of Israel: “the weak you have not strengthened, the sick you have not healed, the crippled you have not bound up, the strayed you have not brought back, the lost have not sought, and with force and harshness you have ruled them”.

But best of all leaders is Jesus of Nazareth. Sitting humbly and meekly in public places, He undermined the unjust system in which he lived by preaching against the ideals that society most loved and adored – wealth and power. Yet it was this meekness and humility which made Jesus so dangerous to the elite and privileged classes. Jesus had no backing in the military, no support in the business community, not even the Pharisees or religious sector. When Jesus advised a rich young man to sell all his goods and give the proceeds to the poor, the Holy Bible tells us that the young man went away saddened.

Perhaps he also went away angry.

His talks against Kings and Kingdoms threatened the imperial intervention from Rome – an intervention that persists even in modern times.

Oh! How wonderful and peaceful and prosperous our world could be if only we endeavor to approximate the equation between our choices and that of God’s. He has

shown and revealed to us ETERNITY as a guide-post for the choices we make, it is now ours to respond. God bless us all.

Maquiling announced that he was for a truce-verbal. It was at that point when Mayor Perdices also entered the session hall and announced his withdrawal of his order to vacate and rid all parks, plaza and boulevard with vendors by September 3.
