PRO 8 LAUNCHES SUCCESSFUL OTBT OPS IN EV

Ruperto Kangleon, Campetik, Palo, Leyte –Authorities of the Police Regional Office 8 (PRO 8) under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, successfully launched a region wide Simultaneous One-Time, Big-Time (OTBT) operations on August 30, 2022.

Said OTBT operations arrested 17 Most Wanted Persons (2-Regional; 3-Provincial; 12-City/Municipal Level), 192 Other Wanted Persons and successfully served 2,233 Warrants of Arrest.

Tracker teams from the Regional Headquarters and different PPOs/CPOs were dispatched all over Eastern Visayas purposely to carry out said operations against wanted persons.

The operation on OTBT was undertaken in relation to the sustained anti-criminality efforts of this PRO on wanted persons involved in illegal drugs, loose firearms, violations of ordinances and all forms of crimes.

RD MARBIL gave emphasis on the significance of police and other law enforcement operations in a given period of time. “We do operations like OTBT primarily

to get hold of said criminals from doing further harm to the society while on the loose. Expect that more of this will follow in the months ahead,” RD MARBIL stated.

He further directed them to double their efforts to maintain peace and order in their respective AORs and that he will be closely monitoring their performance every now and then.

CampRuperto Kangleon, Palo, Leyte- Authorities of Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, neutralized Ramil Taneo, DILGListed Most Wanted Person (MWP) during an armed confrontation in Brgy. Hibalagnan, Catarman Northern Samar on August 25, 2022.

Taneo, of legal age with live-in partner, and a resident of the said place has standing Warrants of Arrest for Murder and Frustrated Murder with a monetary reward of Php135, 000.00 under DILG Memorandum Circular No. 2021-022.

While serving the warrant, subject persons engaged the operatives into a shoot-out. The team defended which resulted to the wounding of the subject. Taneo was immediately brought to the nearest medical facility but was declared dead on arrival.

Recovered from the scene were one (1) unit caliber .45 pistol marked MK IV with SN 973264, one (1) unit caliber .38 revolver without marking and one (1) piece fired cartridge for caliber .45 pistol.

Joint elements of RID Tracker, 125th SAC, 12th SAB, together with 43rd IB, 8ID and Catarman MPS under the overall supervision of PLTCOL RODOLFO C ALBOTRA JR OIC, RID, carried out the said operation by virtue of a warrant of arrest issued by Hon. Alma Consuelo Desalas-Esidera, Presiding Judge, Branch 20, Catarman, Northern Samar.

“I appeal to everyone to help us pursue those who are in hiding so that justice will be given to their victims,” RD MARBIL said.

Taneo is the second MWP with monetary reward that has been arrested out of 37 MWP included in DILG MC 2021-022. The corresponding reward will be given to civilian informant/s after processing of necessary documents.

MOST WANTED PERSON WITH MONETARY REWARD NEUTRALIZED

CampRuperto Kangleon, Palo, Leyte- Authorities of Police Regional Office 8, under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, confiscated 1.7M worth of drugs in separate buy-bust operations conducted regionwide on August 18, 2022.

In Tacloban City, joint elements of Tacloban City Police Office-City Drug Enforcement Unit (DEU) and Philippine Drug Enforcement Agency (PDEA), Regional Office 8 arrested Rey March Macawile, alias Verna Macawile, (Drug Den Maintainer/HVT); Sherwin Mark L. Troyo (Co-Maintainer); Jackie M. Morales; and Jay-R Ramilo Aco (Drug Den Visitor) for Violation of R. A. 9165 at Barangay 21-A. Confiscated during said operation were more or less 200 grams of shabu worth Php 1,360,000.00; one piece five hundred peso bill with serial number KZ610241 used as buy-bust money; one piece matchbox; one piece black coin purse; coins in

different dominations amounting thirty-six pesos (Php 36.00), one (1) piece golden brown box, one (1) piece small box; eight ( pieces disposable lighter, several pieces aluminum foil strips; one (1) piece scissor; one (1) piece disposable spoon; one (1) piece aluminum rolled foil and one (1) unit iPhone 12 Promax.

Of same date, TCPO-Police Station 1-DEU together with personnel of Tacloban City Mobile Force in coordination with PDEA 8, also arrested Carlos Contillo y Sardiña alias “Longoy” for Violation of R.A. 9165. Confiscated during the operation from the suspect were: One (1) pc heat-sealed sachet of suspected shabu bought from the suspect worth five hundred pesos (Subject of Sale); and from his actual possession and control were four (4) heat sealed transparent plastic sachets of suspected Shabu (subject of possession), one (1) subscribed Php 500.00 bill bearing SN: LB859557 used as buy bust money. The recovered suspected shabu has an estimated street value of Php. 4,500 and more or less 1 gram in estimated weight.

In Eastern Samar, Wendel Bacsal y Sultan @ “Satanas”, (Newly Identified) was arrested by composite team from Dolores Municipal Police Station-MDEU, PDEU-ESPPO, personnel of 1st Eastern Samar Provincial Mobile Force Company and PDEA RO8-ESPO. Seized from his possession and control were the following: (a) two (2) pieces heat sealed transparent plastic sachets containing white crystalline substances suspected to be shabu; two (2) pieces heat sealed transparent plastic sachets containing white crystalline substances suspected OF SHABU CONFISCATED IN EV

PRO 8 RECORDS 14.04% DROP IN CRIME VOLUME

CampRuperto Kangleon, Palo, Leyte – Police Regional Office 8 (PRO 8 under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, recorded a drop of 14.04 % in Crime Volume for January-July this year as compared to the same period of last year.

This year, the latest crime data show that the Total Crime Incidents from January to July drops at 5,038 incidents as compared to last year’s 5,861 incidents covering the same period.

Likewise, there was a notable decrease in Non-Index Crimes, as reflected by the 44% drop from 200 to 113 incidents credited to Biliran Police Provincial Office (PPO); decrease of 229 incidents or 42% (from 541 to 312) in Eastern Samar PPO; and decrease from 188 to 109 incidents in Ormoc City Police Office.

Leyte PPO has the most decreased number of crimes from 1415 last year to 1032 this year or a drop of 383 incidents.

“The significant decrease in crime incidents indicate a growing peace and order in all of Eastern Visayas which connotes that the entire police force is putting its best foot forward in the aspect of crime prevention,” PBGEN MARBIL said.

CampRuperto K Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, arrested two (2) Most Wanted members of the Communist Terrorist Group (CTG) at Brgy. Siljagon, Mapanas on August 30, 2022.

Alias Anding, 35 years old, married, farmer and a resident of Brgy. Siljagon, Mapanas, Northern

Samar was arrested by virtue of a warrant of arrest for Frustrated Murder, dated February 4, 2021, issued by Hon. Ricardo E Amos, Acting Presiding Judge, RTC Branch 38, 8th Judicial Region, Gamay, Northern Samar with a recommended bail of Php 200,000.00.

Likewise, Alias Hapong Ortonio, 50 years old, married, farmer, also a resident of said barangay was arrested by virtue of warrant of arrest for Murder, dated February 14, 2013 issued by Hon. Mory A Nueva, Presiding Judge, RTC Branch 38, 8th Judicial Region, Gamay, Northern Samar with no bail recommended.

Mapanas Municipal Police Station (MPS) carried out the said operation together with Northern Samar PIU, 2nd Northern Samar PMFC as support units.

Both accused were apprised of their constitutional rights and were accompanied to Mapanas MPS for proper disposition and documentation.

CampRuperto K Kangleon, Palo, Leyte- Three (3) members of the Underground Mass Organization (UGMO) denounced their affiliation with the Communist Terrorist Group and appeared before the personnel of 4th Maneuver Platoon, 2nd Leyte Provincial Mobile Force Company, Brgy. Macopa, Jaro, Leyte at about 5:00 PM of August 4, 2022.

Alias Marky is 30 years old and resident of Tacloban City, former member, and staff of BAYAN MUNA and General Assembly Binding Women for Integrity Reform Equality Leadership and Action (GABRIELA).

Alias Makoy is 38 years old and resident of Tacloban City former member of Samahang Malayang Kabataan (SAMAKA), Ang Nagkakaisang Kabataan Para sa Bayan (ANAKBAYAN), Alyansa han mga biktima han bagyo ha Tacloban (ABBAT) PEOPLE SURGE.

Accordingly, the PNP team’s continuous efforts and series of negotiations which started in April 2022 led to their denouncement of support to CTG. They were fetched by the team in their respective residences in Tacloban City. They confessed that the reason for

their withdrawal of support from the CTG was to finally cut their ties with them and that they realized how the CTG exploited them and put their lives at risk with false promises and lies.

As of this writing, subjects are now under the custody of the 2nd LPMFC for booking and documentation.

Meanwhile, on August 2, 2022, at about 4:00 in the afternoon, one (1) male CTG member, single, 46 years old, fish vendor and a resident of Catbalogan, Samar named as alias Bagsik, surrendered to police authorities in Sitio Balirigan, Barangay Bunga, Villareal, Samar.

CTG MEMBERS SURRENDER TO SAMAR AND LEYTE COPS

CampRuperto Kangleon, Palo Leyte- Three (3) members of the Communist Terrorist Group surrendered themselves to the authorities in different PNP Units of the Police Regional Office 8 on August 25 and 30, 2022.

Alias Hazel, 23 years old, with live in partner and a resident of Lope De Vega, Northern Samar voluntarily surrendered to 1st Northern Samar Provincial Mobile Force Company (PMFC) led by PLTCOL EDWIN M OLOAN JR, Force Commander with PIT Northern Samar RIU8, 43rd IB, Catarman MPS and Northern Samar Provincial Field Unit-CIDG 8 as supporting units.

Likewise, another surrenderee in the person of Alias Pia/Nanay, 60 years old, married, Finance Secretary and a resident of Basey, withdrew her support from the CPP-NPA. She voluntarily surrendered to the elements of PIU, Samar Police Provincial Office (PPO) with Gandara MPS and Basey MPS after series of negotiation and persuasion through the aid of a Barangay Information/Intelligence Network.

Meanwhile, Ka Jerna, 50 years old, with livein partner, Farmer, and a resident of Brgy. Luneta, La Paz, Leyte surrendered on August 30, 2022 to the

composite team from 1st Leyte PMFC, Leyte PPO and personnel of Palo MPS in the hope of having a normal and peaceful life.

They are now under the temporary custody of the respective units for protection and documentation relative to the availment of the benefits of Enhanced Comprehensive Livelihood Program (E-CLIP).

PRO 8 OBSERVES NATIONAL HEROES DAY

CampRuperto K Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, observed the celebration of the National Heroes Day with the theme, “Kabayanihan Tungo sa Pagkakaisa at Pag-unlad” thru a Flag Raising Ceremony at the PRO 8 Grandstand on August 29, 2022.

The activity started with the singing of the Philippine National Anthem, short invocation led by PLTCOL HILARIO MONTERON, Pastor, followed by the recitation of Panunumpa ng Katapatan sa Watawat ng Pilipinas. The highlight of the activity was the reading of the CPNP’s message delivered by RD himself.

Likewise, a Wreath Laying Ceremony was officiated right after the flag raising at the Bantayog ng mga Bayani. A 21-Gun salute was rendered in honor of the brave individuals who selflessly sacrificed their lives in pursuit of independence and in the name of public service.

“As we pay tribute to the heroism of our forebears, we also take pride of our modern day heroes, our real-life heroes. Going above and beyond of serving the community, we can also be heroes in our own right,” RD MARBIL stated.

Said activities were attended by PCOL SALVADOR T ALACYANG, Deputy Regional Director for Operations, members of Regional Staff and the men and women assigned at the Regional Headquarters.

PRO 8 HONORS OUR HEROES AND FALLEN POLICE

PRO 8, in consonance with the said national holiday, honors our heroes and individuals who contributed and sacrificed their lives for the country’s freedom against injustice and tyranny. It is most certain that we are forever indebted to all these valiant forebears who risked their lives fighting for the independence and peace the public are now enjoying, putting halt to foreign assaults our citizens experienced beforehand.

Remembering the selfless efforts our fallen police who responded accordingly to their call of duty for the safety and security of everyone equates to honoring the act of heroism our national heroes illustrated for the advantage of the country and the general public. These slained cops are our silent heroes who unreservedly sacrificed their lives to protect the people from harm and transgressions set by fugitives and guerilla members.

From our brave Filipino heroes who heeded the call of their times and took up arms to overthrow foreign invasion and to defy the cruelty against dictatorship, nowadays we have a lot of present-day heroes our front liners during COVID-19 pandemic to include the healthcare workers and policemen and women who religiously perform their sworn duty; the teachers who are brave to help students in far-flung communities; the farmers and workers who continue to turn the wheel of economic production; our Overseas Filipino Workers who helped increase the country’s economy; and other individuals/sectors who have made good impact to others’ lives and even put their own lives on the line for others can be considered modern day heroes.

TheNational Heroes Day is being commemorated initially every 30th day of November in honor of the courageous founder of Katipunan, Andres Bonifacio, who boldly fought against the colonizers. Nevertheless, the date was revised and now being observed in the country every last Monday of August to pay tribute to our Filipino heroes who displayed gallantry and offered their last breath fighting for the nation’s liberty against the oppression of foreign invaders starting from Spanish colonization to Americans and to Japanese invasion.

Undeniably, our history is teeming with stories of bravery which should be mirrored by everyone especially by the youth believed to be the hope of the future advocating social change for an improved way of living–promoting teamwork, unity and camaraderie among the majority.

Even in the humblest possible way, we can be heroes in our own right, advocating courage within ourselves to extend support to others and make a difference to their lives and well-being.

As part of the PRO’s initiative for the said opening, a total of 2,984 personnel were deployed to man places of convergence to ensure the safety and security of the learners, teachers and guardians as well.

Likewise, 477 Police Assistance Desks (PADS) were set up to cater to concerns, clarifications or queries from the general public while 917 personnel have patrolled in key areas around the region to intensify police presence.

Meanwhile, this PRO also deployed 168 Tactical Motorcycle Riders and 28 personnel from the Explosive Ordnance Disposal Unit, 211 were installed as Bus Marshal, 215 were positioned to transportation hubs, and around 1,445 personnel were distributed as route security. The presence of force multipliers was also felt.

During the 1st day of the Brigada Eskwela, EV cops also took part in cleaning the premises of schools in their respective AORs.

“We are happy to be of help in this significant program of the DepEd along with other national agencies. We believe that such is a shared responsibility. From our end, we commit ourselves in upholding peace and order in all of EV as classes formally start,

EV Cops Arrest 79 MWPs, 959 Other Law Violators

Authorities of Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, arrested 79 Most Wanted Persons and 1,077 other law violators during the region-wide conduct of police operations in the month of August 2022.

During the month-long intensified implementation of Warrants of Arrest, PRO 8 recorded a total of 79 arrests of Most Wanted Persons from the Regional/Provincial/City/Municipal level and 620 Other Wanted Persons were also apprehended.

In the implementation of anti-illegal drug operations, 60 drug personalities were arrested with Php 4,343,637.10 worth of confiscated illegal drugs. Likewise, PRO 8 recorded eight (8) drug personalities who voluntarily surrendered.

Meanwhile, 209 individuals involved in illegal gambling were arrested with Php 55,354.25 worth of confiscated bet money. Also, 250 illegal fishers were nabbed and confiscated a Php 11,839,400 worth of fish and fishing paraphernalia during antiillegal fishing operations.

In anti-illegal logging operations, 51 personalities were arrested with Php 888,713.00 worth of confiscated products.

In Oplan Kontra Boga, 19 illegal gun owners were arrested. Authorities were able to recover and confiscate 236 different firearms including those which were surrendered and turned-in for safekeeping.

“We will not stop our police operations against these wanted persons and lawless elements until we put them behind bars to hold them liable for all their crimes and violations,” RD MARBIL said.

Based on the report, joint elements from the Regional Intelligence Division and Regional Mobile Force Battalion 8, under the direct supervision of PLTCOL RODOLFO C ALBOTRA JR, OIC, RID, conducted a series of negotiations through intelligence and information operations and were able to convince him to surrender. He also turned in one (1) unit of 12-gauge shotgun, and one (1) caliber .38 revolver with five (5) pieces of ammunition. He is now under the proper disposition and custody of 805th MC, RMFB 8.

RD lauded the initiative of RID and RMFB personnel as well as the 2nd LPMFC. “With your relentless efforts in the campaign against insurgency, more CTG members and supporters are turning their back on the terrorist group,” he said.

Meanwhile, the composite team from PDEA8-OCO/ SIU, PDEA-LPO PDEA8-RSET, 802nd Bde PA and Kananga MPS arrested Clifford Gesto Nahine (PDEA 8 HVT).During said operation, poseur buyer was able to purchase from the suspect one (1) pc small size heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu and recovered from his possession and control during search were another four (4) pcs medium size transparent plastic sachet containing white crystalline substance suspected to be shabu; four (4) pcs small size heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu; one (1) pc black coin purse; two (2) pcs orange disposable lighter; one (1) pc black leather wallet; cash money amounting to one thousand four hundred twenty pesos in different denominations; two (3) pcs identification card consisting of one (1) National ID, one (1) Driver’s License and one (1) SSS ID; and one (1) pc 500.00 peso-bill with serial number JJ987003 used as buy-bust money. The total weight of drug confiscated was more or less 50 grams with a street value of Php 340,000.00.

Search, markings and inventory of all confiscated items were done in the presence of media and Brgy. Officials.

Appropriate charges are now being prepared for filing in court against the said suspects.
