the Communist Terrorist Group while conducting a humanitarian activity at Brgy. San Nicolas, San Jose de Buan, Samar on July 16, 2022. He took his time visiting PRO 8 and met its men and women where he laid down his guidance on policing. In his message, he emphasized the heroism of Pat Monge and that his death is an honorable one. He also highlighted the significance of

being knowledgeable enough of police personnel especially the investigators on proper handling of a case, that is, a police investigator must know the law. He shared that his Office is collaborating with the Department of Justice to come up with a program or seminar with PNP personnel that will hone their investigation skills. CTG MEMBERS SUBMIT TO PRO 8 AUTHORITIES Meanwhile on July 22, Alias Tekla/Ola/Jessa, 27 years old, with a live-in partner and a resident of Dolores, Eastern Samar surrendered to the personnel of 1st ESPMFC under the lead of PLTCOL JOY G LEANZA, Acting Force Commander, where she turned in one (1) unit of caliber pistol (paltik). On same date, two (2) other CTG members surrendered to authorities of Biliran Mobile Force Company in the name of Alias Paolo, 31 years old, single and a resident of Biliran, Biliran and Alias Ka Renato, 48 years old, married and resident of Leyte, Leyte. They turned over one (1) Ultra Carry 9mm caliber pistol with seven (7) live ammunition.

total of six (6) members of the Communist Terrorist Group submitted themselves to the authorities in different PNP Units of the Police Regional Office 8 for the whole month of July 2022. On July 13, Alias Ricks, 26 years old, single, a farmer and a resident of Gen. MacArthur, Eastern Samar voluntarily surrendered to the hands of 2nd Eastern Samar Provincial Mobile Force Company (2nd ESPMFC) under PLTCOL ROLANDO C DELLEZO, Acting Force Commander. He was an active member operating in areas of Lawaan to Borongan of the same province. He then turned over his one (1) caliber .38 revolver with four (4) pieces of live ammunition.

Moreover, Alias Inday,41 years old, married and a resident of Pambujan, Northern Samar voluntarily submitted himself to the operatives of 2nd Northern Samar Provincial Mobile Force Company (2nd NSPMFC) under the supervision of PLTCOL SETH MARK D ALOB and San Roque Municipal Police Station led by PLT NIMROD HOLARES, Officer-InCharge. Lastly, one Alias Dada, 56 years old, with a live-in partner, farmer and a resident of Dolores, Eastern Samar also submitted himself to 1st ESPMFC led by PLTCOL LEANZA on July 27. Their decision to return to the folds of law were the result of PRO 8’s intensive implementation of the National Task Force to End Local Communist Armed Conflict (NTFSEE

UGMO MEMBERS DENOUNCES AFFILIATION WITH CTG

ine (9) members of the Underground Mass Organization (UGMO) submitted themselves to the authorities of Police Regional Office 8 and denounced their affiliation with the said group in July 2022. Four (4) of them were students, namely alias Heeyon, 15, alias RG, 17, alias Jenny, 17 and alias Lemie, 15, all were single and Junior Highschool Students. They were members of the Youth Sector (Kabataang Makabayan) in Jipapad, Eastern Samar who were encouraged to return to the folds of law after having been able to attend seminars, meetings and lectures conducted by the team of PNP personnel composing the Retooled Community Support Program (RCSP). Another four (4) personalities affiliated with UGMO of CTG members of the Kalalakihan and Kababaihan Sector of Jipapad, Eastern Samar denounced their affiliation. They were identified as Alias Buloy, 53; alias Lucas, 55; alias Alma, 42; and alias Mila, 44, all are married, farmers and residents of Jipapad, Eastern Samar. They appeared to the RCSP team in the said area and vowed their alliance with the government as they realized the deception of the CTG. Meanwhile, in Jaro, Leyte, alias Paras, of legal age and a resident of Tacloban City, denounced his affiliation with the CTG. He was a member of the Katipunan Samahang Manggagawa (KASAMA), an affiliate of UGMO. Accordingly, a series of negotiations were made by the operating units that started on April 2022 with the joint efforts of Ka Estong

and Alias Benjie, former rebels. Their withdrawal of support to CTG is already an accomplishment on PNP’s campaign against insurgency. The efforts of the RCSP are being profoundly materialized with their denouncement on their affiliation with the CTG. PBGEN BERNARD M BANC, Regional Director, commended the RCSP teams deployed in the far-flung areas of Eastern Visayas in winning back the hearts of the communities. “This is indeed another remarkable accomplishment as we were able to convince personalities affiliated with CTG to choose the side of the government, “he said.

PAT MONGE LAYS TO REST

amp Ruperto K Kangleon, Palo, Leyte- Patrolman Mark F Monge was laid to his rest at the Palo Public Cemetery, Brgy. Salvacion, Palo, Leyte on July 24, 2022. It can be recalled that Pat Monge was killed in an armed encounter with the Communist Terrorist Group while conducting a humanitarian activity at Brgy. San Nicolas, San Jose de Buan, Samar on July 16, 2022. His remains was first brought to the Immaculate Heart of Mary Chapel, Camp Ruperto K Kangleon, Palo, Leyte for the burial mass. Consequently, the PNP Advocacy Support Groups staged an indignation to condemn the terroristic attack of the CTG causing the death of Pat Monge and also denounced the continuing recruitment of minors nationwide. The Advocacy Groups also called for an end to the traitorous attack of terrorists on uniformed men and their other terroristic activities such as extortion and harassment of business personalities and civilians. Pat Monge was accorded with funeral honors executed by personnel of the Regional Mobile Force Battalion 8. The entire PNP was saddened by the traitorous attack of the CTG and immediately issued a condemnation statement against them. All field units of PRO 8 were alerted and directed to be more vigilant in all of their undertakings. Meanwhile, during the wake of Pat Monge at Brgy. Pawing, Palo, Leyte, ATTY. BENJAMIN C. ABALOS JR, SILG personally extended financial assistance to the bereaved family. Also, PLTGEN JOSE CHIQUITO M MALAYO,

Commander, Area Police Command-Visayas posthumously awarded him with a PNP Medal of Heroism (Medalya ng Kadakilaan) and handed cash assistance to his family. Prior SILG Abalos and PLTGEN MALAYO’s visit, RD BANAC has already visited Pat Monge’s wake and handed a cash assistance of PHP 100, 000.00. Wreaths of condolences flooded Pat Monge’s wake coming from the Office of the President, the Secretary of Interior and Local Government; Officer-In-Charge, PNP; the Commander, APC-Visayas and RD, PRO 8. PRO 8 INITIATES COLLABORATION WITH DA 8

Discussed were the Plans and Programs of the department where line of efforts from the PNP are highly needed. One of which was the designation of “Cargo Lane” for agriculture and fishery inputs and food products transported thru all forms of conveyance across all modes of deliveries. Another was giving priority to truckers/suppliers for entry to cargo lanes. The department also seeks police assistance in the field validation/monitoring in rebel infiltrated/vulnerable areas and during the distribution of farm inputs and farm machineries.

amp Ruperto K Kangleon, Palo, Leyte- Following the pronouncement of President Ferdinand “Bongbong” Romualdez Marcos (PBBM) to head the Department of Agriculture sector, the Police Regional Office 8 under the leadership of PBGEN BERNARD M BANAC, Regional Director, initiated a collaboration with Dir. Angel C. Enriquez, Regional Executive Director, DA-Regional Field Office 8 thru a Coordinating Conference held at PRO 8 Matapat Hall on July 14, 2022.

Likewise, PRO 8 is expected to help strengthen the implementation of guidelines such as RA 7581 or “Price Act. An Act providing protection to consumers by stabilizing the prices of basic and prime commodities and by prescribing measures against undue price increases during emergency situations and similar occasions. Moreover, assistance in monitoring against hoarding, smuggling, profiteering, price manipulations and other similar unlawful acts are also needed. Same with the conduct of technology demonstrations for crops and livestock in vacant lots inside PNP camps/stations (community gardens in PNP camps or “Gulayan sa Kampo”). SEE

PRO 8 LAUNCHES TOPCOP IN EV

amp Ruperto K Kangleon, Palo, Leyte- The Police Regional Office 8 thru the leadership of PBGEN BERNARD M BANAC, Regional Director, launched the Enhanced Tourist Oriented Police for Community Order and Protection (TOPCOP) with Dir. Karina Rosa S. Tiopes, Regional Director, Department of Tourism-Regional Office VIII as Guest of Honor and Speaker (GOHS) at the PRO 8 Matapat Hall, Camp Kangleon, Palo, Leyte on July 18, 2022. The TOPCOP is being revived to encourage movement in the tourism industry in EV as quarantine restrictions have been eased. With the reopening of tourist destinations in the Region, this program of PNP in coordination with DOT, will assure tourists and travelers, both foreign and local of their physical safety and security. This will also help promote a safer and secured tourist environment, which for one is the primary mission of the TOPCOP. In turn, travel for tourists and even none tourists will be safer having the TOPCOP around strictly enforcing health protocols and guidelines especially in addressing tourismrelated security issues. Having trained tourist police will likewise provide added police security in areas vulnerable to crimes and the like. “This is timely nowadays as we are now steadily transitioning from the pre-pandemic era to adapting to a new normal. Said recognition was given coinciding the Culminating Ceremony of the 27th Police Community Relations Month with the theme, “Ugnayang Pulisya at Komunidad Tungo sa Mapayapa, Maayos at Maunlad na Pamayanan.” PRO 8 was recognized for its contribution in alleviating the lives of the affected people and the community brought about by the onslaught of Typhoons Odette and Agaton which badly hit the Eastern Visayas leaving a large damage and losses of lives. Likewise, PRO 8 was awarded for its competence, professionalism, generous deeds and unselfish regard for the victims despite the possible danger. RD BANAC presented the plaque to the men and women of PRO 8 on July 29, 2022 and expressed his gratitude to all who were behind the recognition. “ Our genuine efforts

were recognized and I took pride in receiving such. It was a team effort, thus, I congratulate everyone of you for a job well done,” RD BANAC said. He further said that, recognized or not, a police officer must perform his mandated task tirelessly with compassion and sincerity.

“TATAK BANAC”, A LEADER WITH A KIND HEART As the current Regional Director of Police Regional Office 8, PBGEN BERNARD M BANAC’s stewardship yielded series of accomplishments both in administrative and operational fields. Recently, PRO 8 accorded with a recognition for its remarkable disaster response during the onslaught of Typhoon Odette and Tropical Depression Agaton in Eastern Visayas, acknowledging PRO 8’s contributions in alleviating the lives of the people and the affected communities. Likewise, PRO 8 received an award for its competence, professionalism, and generous deeds illustrated during said typhoons. Additionally, RD BANAC sustains his program directives in line with PNP’s mandates on preventing, preempting and solving crimes through community involvement. Likewise, regionwide mobilization of police force in aid of crime prevention has been adept and vehement leading to a significant drop on crime incidence in Region 8. In July 2022, PRO8 steered 61 anti-illegal drug operations, seized 251.82 grams of Shabu and 8.98 grams of Marijuana amounting to Php 1,637,908.25, arrested 78 drug personalities facilitated the surrender of 11 others, and filed 194 cases in court relative to Double Barrel “Reloaded” accomplishments.

man whose humility to serve inspires people to contribute in sustaining peace and order; a man who listens to and understands urgent public demands for police presence and assistance; an epitome of a devoted man who gives significance to family and loved ones with the Almighty being at the center front; a leader who has impacted the men and women of Police Regional Office 8 and the people of Eastern Visayas through his calibrated service – these are the qualities known to him; the characteristics to identify “TATAK BANAC”.

Further, this PRO recorded 492 operations in the implementation of Warrants of Arrest which resulted in the arrest of two (2) personalities included in the Regional Most Wanted, seven (7) individuals included in the Provincial Most Wanted, nine (9) in the Chartered/Component City Most Wanted, and 41 in the Municipal/Stations Most Wanted for a total of 58 arrested personalities included in Top 10 Most Wanted Person. In addition, 434 other wanted persons were also apprehended. Said report indicates RD BANAC being ardent and capable of contributing and intensifying community development and improvement of service to the whole of Eastern Visayas. In the leadership helm, TATAK BANAC signifies hope and inspiration, showcasing a man with an incomparable wisdom and kind heart who reaches out to people, particularly those who had been left out in the midst of distress and upheavals.

You should read Section 21 of RA 9165,” SILG Abalos said. Moreover, SILG Abalos advised the PRO 8 personnel to master their issued firearms and that they should have constant practice to acquire skills and improve their shooting capabilities. He further said that he will be asking for support from the private sector to be of help in the provision of proper equipment and free bullets to be used by each member of the PNP. EV Cops Arrest 58 MWPs, 1,077 Other Law Violators

A

uthorities of Police Regional Office 8 under the leadership of PBGEN BERNARD M BANAC, Regional Director, arrested 58 Most Wanted Persons and 1,077 Other Law Violators during the region-wide conduct of police operations for whole month of July 2022. During the month-long intensified implementation of Warrants of Arrest, PRO 8 recorded a total of 58 arrests of Most Wanted Persons from the Regional/Provincial/City/Municipal level and 434 Other Wanted Persons were also apprehended. In the implementation of anti-illegal drug operations, 78 drug personalities were arrested with Php 1,637,908.25 worth of confiscated illegal drugs. Likewise, PRO 8 recorded 11 drug personalities who voluntarily surrendered. Meanwhile, 194 individuals involved in illegal gambling were arrested with Php 58,464.00 worth of confiscated bet money. Also, 314 illegal fishers were nabbed and confiscated a Php 11,447,040 worth of fish and fishing paraphernalia during antiillegal fishing operations. In anti-illegal logging operations, 46 personalities were arrested with Php 1,199,792.28 worth of confiscated products. In Oplan Kontra Boga, 11 illegal gun owners were arrested.
