No significant incidents recorded since the declaration of Full Alert status in all of Eastern Visayas which officially started from 5:00 in the afternoon of October 14, 2022 except for the slight traffic congestion along Maharlika Highway and re-routing schemes established in some parts of Tacloban City.

PRO 8 has staged its security plan and undertook police operations and security-related activities and/or measures in close coordination with the PSG, AFP, and other concerned government agencies to ensure the safety and security of the President and other VIPs and guests.

PRO 8 ACHIEVES GENERALLY PEACEFUL ORMOC PLEBISCITE

Camp Sec Ruperto K Kangleon, Palo, LeyteAuthorities of the Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, achieved a generally peaceful Plebiscite held at Ormoc City Central School, Ormoc City on October 8, 2022.

The casting and canvassing of votes for Ormoc Plebiscite turned out generally peaceful with no untoward incident or Election-Related Violent Incidents (ERVIs) recorded upon deployment of 211 personnel throughout the city.

PRO 8 has deployed said personnel to provide area security at the designated voting centers, Ormoc City Treasurer’s Office, New Ormoc City Hall, Command Post, COMELEC Office and all border control within the AOR.

Around 7:37 PM of same date, the COMELEC Chairman George Erwin M. Garcia with other Comelec Commissioners witnessed the proclamation on the Merging of Barangay Districts 1-28 into Brgy. South, East and West and the Renaming of Brgy. District 29 into Brgy. North with 5, 315 total number of votes

casted or 52.06% voters turn-out gathered from 35 total number clustered precincts.

"With your all out cooperation and support, the conduct of said Plebiscite came out successful and with positive result," RD MARBIL said.

PSA CELEBRATION

EV COPS ARREST 228 PERSONALITIES THRU SACLEO

Camp Sec Ruperto K Kangleon, Palo, Leyte- LeytePolice authorities in Eastern Visayas under the leadership of PBGEN ROMMEL FRANCISCO DAYLEG MARBIL, Regional Director, successfully conducted a region wide one-day Simultaneous AntiCriminality Law Enforcement Operations (SACLEO) on October 27, 2022.

Based on reports submitted, out of the 192 operations conducted, 228 individuals were arrested; 3 through service of Search Warrants; 9 Most Wanted Person; 143 Other Wanted Person; 16 under Criminal Gang listed/Watch listed; and 57 apprehended for violation of Special Laws.

Among the confiscated items in the implementation of Search Warrants include: two (2) units of .38 pistol without serial numbers; six (6) rounds of light ammunition; one (1) unit caliber .38 revolver without serial number; four (4) rounds of live ammunition for Caliber .38; one (1) unit caliber .45 pistol; two (2) magazines for caliber .45; 10 rounds of live ammunition for caliber .45; and one (1) piece black holster. In addition are thirty-six (36) units of loose firearms and forty (40) units of improvised firearms surrendered.

To maintain the stability of peace and order throughout the entire region, PRO8 maximized the effectiveness of its campaign against all forms of criminal activity. "The successful conduct of SACLEO proves that your police in Eastern Visayas work hard to ensure everyone's safety despite the bad weather brought about by TD 'Paeng.' We will remain alert, especially in the coming days dahil Gusto ng Police, Safe ka!," RD Marbil added.

PRO 8 STAYS FULL ALERT DURING UNDAS 2022

Camp Sec Ruperto K Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, stayed full alert during the UNDAS 2022 from October 29, 2022 - November 2, 2022.

Prior to D-day and throughout the specified period of implementation, safety and security preparations have been readied to ensure a peaceful observance of the holiday such as deployment of PRO 8 uniformed men and women to places of convergence such as public and private cemeteries to include seaports, terminals and airports in the entire Eastern Visayas region.

Likewise, mobilization of PRO 8 personnel was established to intensify incident monitoring and swift response to issues on the ground, amplifying information awareness campaign thru implementation of security measures and other public advisories such as installation of checkpoints or Public and Motorist Assistance Centers (P/MACS) and the establishment of police help desks.

EV cops also strictly implemented prohibition of liquor consumption, gambling, bringing of sharp objects and/or firearms, playing loud music and doing other impermissible activities inside the cemeteries. Penalties will be charged to any person caught in the act of violating set guidelines. Also, this PRO will help implement the Minimum Public Health Standards (MPHS).

"PRO 8 ensure a peaceful and orderly UNDAS 2022 with the support of the community and barangay volunteers in facilitating strategic measures to derail crimes and other incidents relative to the commemoration of the feast of all saints' day and all souls' day, " RD MARBIL said.

Likewise, this PRO actively disseminated infographics containing crime prevention and safety tips and mobilize Advocacy Support Groups and other force multipliers to support PNP's efforts in conveying information and in serving as marshals or patrollers.

Atty. Macariola gave his message highlighting the significant role of the uniformed men and women of the Philippine National Police in enforcing the law and sustaining peace and order in the communities.

"PNP is one of the effective law enforcement agencies in the country upholding the rule of law and essential in the realization of peace-buiding processes towards the attainment of lasting peace and development. We are gratified with the assistance extended by the police men and women to work in unison with LTO in law implementation and reinforcement, " Atty. Macariola said.

To accentuate the bridge’s astounding prestige and bolster tourism and economic activities, the Local Government engineered the San Juanico Bridge Aesthetic Lighting Project and brought to existence. With this, tourism in Eastern Visayas is expected to rise up thus, it is a challenge to the Police Regional Office 8 to maintain the peace and security of the public in the Region.

How prepared is PNP-PRO 8 for this? Well, PRO 8 has always been exerting more efforts in keeping the Region safe and peaceful. The present administration directed all the field units of PRO 8 to increase their security coverage thru steady police presence. More so, the Tourist-OrientedPolice for Community Order and Protection (TOPCOP) was activated to preempt incidents and sustain systematic guidelines and protocols as a huge number of people are anticipated to come and visit the marvelous San Juanico Bridge with Aesthetic Lights.

PNP-PRO 8 remains watchful as police personnel never cease to perform their mandates like regular conduct of Checkpoints and the establishment of police assistance desks particularly for visitors, both locals and tourists.

Region 8 is blessed to have San Juanico Bridge as a means of transportation connecting the two islands of Samar and Leyte. Aside for transportation, the bridge became a tourist spot in Eastern Visayas being the longest in the country.

With the strong support and full cooperation of the community, safety and security of Tourists in EV is highly promised, thus, the public is invited to take a look and experience the beauty of the San Juanico Bridge with Aesthetic Lights!

LAW VIOLATORS . . . from Page 1

EV Cops Arrest 889 MWPs, Other Law Violators

Authorities of Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, arrested 990 Most Wanted Persons and other Law Violators during the region-wide conduct of police operations in the whole month of October 2022.

During the month-long intensified implementation of Warrants of Arrest, PRO 8 recorded a total of 46 arrests of Most Wanted Persons from the Regional/Provincial/City/Municipal level and 347 Other Wanted Persons were also apprehended.

In the implementation of anti-illegal drug operations, 48 drug personalities were arrested with Php 4,171,876.42 worth of confiscated illegal drugs. Likewise, PRO 8 recorded 10 drug personalities who voluntarily surrendered.

Meanwhile, 187 individuals involved in illegal gambling were arrested with Php 55,025.00 worth of confiscated bet money. Also, 208 illegal fishers were nabbed and confiscated a Php 8,919,131 worth of fish and fishing paraphernalia during antiillegal fishing operations.

In anti-illegal logging operations, 31 personalities were arrested with Php 167,346.50 worth of confiscated products.

In Oplan Kontra Boga, 22 illegal gun owners were arrested. Authorities were able to recover and confiscate 313 different firearms including those which were surrendered and turned in for safekeeping.

“With our full cooperation and continual efforts in the campaign against all criminalities, we hope to have a safer and more peaceful Eastern Visayas.” RD MARBIL said.

Pangkoy A.K.A. Ryan Imfate, 44 years old, male, married, driver and a resident of Brgy 59A, Sampaguita, Tacloban City is a High Value Individual, Regional Level. He was caught inflagrante delicto selling 15 pieces transparent plastic sachets suspected to be shabu to a police officer who acted as poseur-buyer during the buy-bust.

Joint operating teams of the Regional Police Drug Enforcement Unit (RPDEU8) led by PLT MAJA C BERINGUEL under the direct supervision of PMAJ J-RALE O PAALISBO, Chief, RPDEU8 and TCPO Police Station 1 led by PLT ANULFO E ABAYAN, Chief, SDEU 1 under the supervision of PCPT CONCAS A CASTELLO, Station Commander, Pol Stn 1, OIC, carried out the said operation in coordination with the Philippine Drug Enforcement Agency Region 8 (PDEA RO8).

The search and inventory of confiscated items were witnessed by Brgy. Kagawad Renier A Reas of Brgy 18, Tacloban City and Mr. Eul A Caorte, Media Representative of FMR KAUGOP RADIO.

Seized items from the suspect’s direct possession and control were the following: two (2) pieces heat-sealed transparent plastic sachet containing white crystalline substance suspected to be “shabu”; one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance suspected to be “shabu”; one (1) piece heat-sealed transparent plastic sachet containing white crystalline substance suspected to be “shabu” wrapped in a white bondpaper; two (2) pieces heat-sealed transparent plastic sachet containing white crystalline substance suspected to be “shabu” placed inside a plastic noddle wrapper subsequently placed inside a sling bag; one (1) piece genuine P500.00 bill (marked money); 199 pieces P1,000.00 bill (Bait/Bogus money); cash money amounting to P2,699.00 in different denominations; Two (2) pieces plastic disposable lighter color blue and yellow; one (1) piece improvised water pipe; one (1) pack Winston cigarette; one (1) piece blue sling bag; and one (1) unit Honda motorcycle color black with plate Nr. 4176VL.

Arrested person is now under the custody of said unit while the confiscated/seized drug items are subject for laboratory examination and the suspect as well. Cases for Violation of Sections 5, 11, and 12, Article II of RA 9165 are now being undertaken for filing in court.

“This is another laudable joint efforts of our operatives on the ground with the PDEA 8. We will continue our operations until the very end,” RD MARBIL said.
