Camp Sec Ruperto Kangleon, Campetic, Palo, Leyte – The Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, secured the 9th Anniversary Commemoration of the Super Typhoon Yolanda.

In an effort to secure the safety of the public, security plan has been laid out by the PRO for the series

of activities organized by various organizations to commemorate the fateful day. Sustained police presence throughout the entire event with the augmentation of 1,738 PNP personnel from Leyte Police Provincial Office (LPPO) and Tacloban City Police Office (TCPO) deployed in the different places of convergence specifically in Tacloban City and Palo, Leyte.

Security coverage was also

provided during the attendance of President Ferdinand Marcos Jr. and House Speaker Ferdinand Martin Romualdez in the 9th Super Typhoon Yolanda Commemoration held at the Holy Cross Memorial Mass Grave in Tacloban City. The police force in the region remained on alert against lawless elements and other threat groups which deterred the occurrence

LAUNCHING OF DILG's B.I.D.A. PROGRAM

Camp Sec Ruperto K Kangleon, Palo, Leyte- The Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, together with the Department of the Interior and Local Government (DILG) joined in the nationwide conduct of simultaneous grand launching of B.I.D.A. Program held at the Astrodome Convention Center, Tacloban City on November 26, 2022.

The activity started at about 4:00 AM with a unity walk starting from Coca-Cola Junction, Brgy. Fatima, Tacloban City going to the venue. It was participated in by government agencies, academe, religious sectors, non-government organizations, PNP KASIMBAYANAN Advocacy Support Groups and other stakeholders as an expression of support to DILG's BIDA Program against illegal drugs. It was then followed by a Zumba fitness exercise at about 5:00 AM at the Astrodome grounds.

The launching ceremony ensued around 6:00 AM with a Welcome Remarks by Engr. Vicitation R. Giva, DILG-Tacloban City Director. RD Marbil highlighted the event with his keynote message enjoining each and every person to have A. R. T. S against illegal drugs. "Life is colorful just like a movie with a bida (protagonist) and kontrabida (antagonist) where the bida has hope and eagerness to win. Pag may bida, may pag-asa. To win against illegal drugs, everyone should have A.R.T.S. Awareness of the ill effects of illegal drugs, respect to life, trust to authorities and support to the anti-illegal drug campaign, "RD MARBIL emphasized.

TDCO PLTGEN BENJAMIN D SANTOS JR VISITS PRO 8

Camp Sec Ruperto K Kangleon, Palo, Leyte- The PNP Deputy Chief for Operations, PLTGEN Benjamin D SANTOS JR visited the Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, on November 24, 2022.

PLTGEN SANTOS JR purposely came to PRO 8 to cascade and reiterate the guidance and directives of PNP Chief Rodolfo S Azurin Jr especially on the compliance of M+K+K=K, the PNP's Peace and Security Framework and the KASIMBAYANAN, its crime prevention strategy.

In his message, he emphasized the significance of aligning all the programs and directives of the CPNP to all levels of Police units. "I hope in your shop everything is aligned with the M+K+K=K and the KASIMBAYANAN. Let us be efficient and the only way to be efficient is for us to know our job and by doing our job well," he said.

Also discussed during the conference were the PRO 8 operational accomplishments covering

the period from August 1 to October 31, 2022, quad issues/concerns and the status of Police Operations Management Information System (POMIS) and PNP Drug-Related Data Integration and Generation System (DRDIGS).

ESCAPED PDL CAPTURED BY NOTHERN SAMAR COPS

At about 6:00 o’clock in the morning of November 7, 2022, said suspect escaped from Dancalan Provincial Jail, Brgy.Dancalan Northern Samar.

Operating unit immediately conducted a hot pursuit operation, which resulted to the arrest of the escaped PDL.

The arrested person was apprised of his constitutional rights and was brought to Bobon Municipal Police Station for documentation and proper disposition prior turn-over to Northern Samar Provincial Jail.

Authorities of Bobon MPS led by PCMS Guillermo M Oliverio together with NSPSOG led by PLT MANUEL B TADEO JR., RSU 8, and Dancalan Provincial Jail Personnel led by Emerita A. Dorias, arrested Cerlito Obediente y Esidera ,35 years old, single and a resident of Brgy.Salhag, Rosario Northern Samar charged for homicide with criminal case no.7950 under RTC Branch 19 on November 8, 2022 at Brgy. Dancalan, Bobon, Northern Samar.

The Bobon MPS headed by PLT PATERNO P NAGA JR. assures the community that he will continue the campaign against all forms of illegal activities and criminalities.

Moreover, this Station asks for the support and cooperation of the public to report any crime, illegal activities and wanted persons immediately to this office.

TACLOBAN COPS ARREST HVI DURING BUY-BUST OPERATIONS

Elements of SDEU TCPO-PS2 led by PLT REY BALDICANO JR, under the direct supervision of PCPT JOSELITO B AMISTOSO, Officer In-Charge, Police Station 2 with the security support of Tacloban City Mobile Force Company in coordination with PDEA RO8 conducted Buy-Bust Operation which resulted to the apprehension of Alias “BUTCHOK” nabbed on 10:00 o'clock in the evening of November 2, 2022 at Barangay 91 Abucay, Tacloban City.

Confiscated items during the operation were; a. one (1) pc. transparent plastic cellopin; b). fifteen (15) pieces heat-sealed transparent plastic sachets containing white crystalline substance of suspected shabu (subject of possession); c. one (1)

piece subscribed Five Hundred Peso Bill (Php 500.00 Php) with serial number N901073 used as buy-bust money together with the twenty five (25) pieces of one thousand peso bill boodle money; d. One (1) pc. motorcycle key; e. one (1) pc. blue helmet; f. one (1) unit single motorcycle;

Recovered drug items are weighing more or less 50 grams with estimated market value of Three Hundred Twenty Five Thousand Pesos (Php 325,000.00).

The suspect are now under the custody of said station and appropriate criminal charges for violation of RA 9165 Section 5 and 11 are being prepared for filing in court against him.

PRO 8 CELEBRATES NATIONAL CHILDREN'S MONTH

This PRO recognizes the value of each child in the development and betterment of a community, thus, the Bidang Kabataan Caravan was conducted in relation to this year’s theme, “Kalusugan, Kaisipan, at Kapakanan ng Bawat Bata ating Tutukan!”

RFSO 8 LAUNCHES ICT SYSTEM ENHANCEMENT PROJECTS

Camp Sec Ruperto Kangleon, Palo, Leyte- The Regional Finance Service Office 8 headed by PCOL VERONICA T AGUSIN, launched their innovative projects, the Information and Communication Technology (ICT) System Enhancement Projects held at the PRO 8 Multi-Purpose Hall, Camp Sec. Ruperto K. Kangleon, Palo, Leyte on November 25, 2022.

PBGEN BOWENN JOEY M MASAUDING, Director, PNP Finance Service graced the said activity being the Guest of Honor and Speaker. He congratulated all the personnel behind the projects. "Congratulations to RFSO 8 and those who have helped in the materialization of these projects, " he said. He also emphasized the upgrading of information dissemination in terms of pay and allowances by each PNP member. Likewise, he reiterated the guidance of CPNP for all the police personnel to be financially stable. Among the computer-based system innovations of RFSO 8 are the Check Issuance and Indexing System (CIIS), MOOE Liquidation Monitoring System (MOOE LMS) and Collection Process System (CoPS). These projects are initiated by RFSO 8 purposely to provide better, effective and efficient quality service to its clientele. Likewise, said innovative projects are aligned

with the PNP Chief's Peace and Security Framework and promote transparency and real-time outputs of this PRO.

PRO 8 STARTS 5-DAY SEMINAR ON DISASTER PREPAREDNESS,

SEARCH, RESCUE AND RETRIEVAL OPERATIONS

Camp Sec Ruperto Kangleon, Palo, Leyte- The Police Regional Office 8 has started conducting the 5-day seminar on Disaster Preparedness, Search, Rescue and Retrieval Operations at the Regional Special Training Unit 8 on November 14, 2022 and lasted on November 18, 2022.

The first batch was participated in by six (6) teams with seven (7) members having a total of 42 PNP personnel coming from six (6) Police Provincial Offices of PRO 8, namely: Eastern Samar Police Provincial Office, Northern Samar Police Provincial Office, Samar Police Provincial Office, Leyte Police Provincial Office, Southern Leyte Police Provincial Office and the Biliran Police Provincial Office.

Among the topics discussed were Emergency Medical Action Mass Casualty Incident; Basic Rescuer's Survival Techniques; Knot Tying and Rappelling Technique; Basic Fire Fighting Technique; Collapsed Structure Search and Rescue; Urban Navigation and Boat Handling and Life-Saving Technique. Personnel from the Bureau of Fire Protection, Regional Maritime Unit, Regional Medical and Dental Unit 8 and Regional Special Training Unit 8 were the instructors of said seminar.

additional knowledge and skills in the Search, Rescue and Retrieval of victims in times of calamities or disasters.

PCOL SALVADOR T. ALACYANG, Deputy Regional Director for Operations, PRO 8 graced the closing ceremony.He has high hopes that all the participants have learned enough about disaster Preparedness. Also, he emphasized that there will be another batch for the said seminar in the weeks to come to complete the four (4) batches.

9TH YOLANDA COMMEMORATION: HOW READY IS PRO 8

FOR ANOTHER SUPER TYPHOON

victims who perished on the onslaught of said typhoon. It was held at the Holy Cross Memorial Garden in Tacloban City with the presence of His Excellency President Ferdinand ‘Bongbong’ Romualdez Marcos Jr.

In light of this, PRO 8 outlined security preparations to warrant safety of everyone and prevent some occurrences that might hamper the observance along with set of activities planned for the event.

This 9th commemoration, more than a thousand PNP personnel from Leyte Police Provincial Office (LPPO) and Tacloban City Police Office (TCPO) had been augmented. These personnel were deployed to different places of convergence particularly in the municipalities of Tacloban City and Palo, Leyte. Security coverage was also provided to PBBM alongside House Speaker Ferdinand Martin G. Romualdez, Sen. Francis N. Tolentino, SILG Atty. Benjamin Abalos Jr., Mayor Alfred S. Romualdez of Tacloban City and other guests and visitors who participated in making the event a successful one.

Seeing in bare eyes the upsetting Yolanda aftermath, PRO 8 cops had a taste of the disturbing denoucement of the supertyphoon.

Hence, as part of PRO 8 disaster preparedness and readiness, EV police undergone some drills, seminars and trainings alongside other members of the Regional Disaster Risk Reduction Management Council (RDRRMC) to be equipped with disaster-related information, procedures and protocols honing them to be extra cautious, alert and proactive on matters relative to life-threatening catastrophes as the region is expected to be prone to typhoons and other destructive natural calamities given its geographical location.

November 8, 2013–the date Supertyphoon Yolanda made devastating history leaving terrifying mark to the lives of many.

Nine years had passed since the tragic event happened, the strongest and most powerful tropical cyclone ever recorded made its landfall ravaging mercilessly some parts of Eastern Visayas.

As the commemoration of ST Yolanda took its course this year, a solemn mass rite has been offered to the

EV Cops Arrest 32 MWPs, Other Law Violators

Authorities of Police Regional Office 8 under the leadership of PBGEN ROMMEL FRANCISCO D MARBIL, Regional Director, arrested 32 Most Wanted Persons and Other Law Violators during the region-wide conduct of police operations in the whole month of November 2022.

During the month-long intensified implementation of Warrants of Arrest, PRO 8 recorded a total of 32 arrests of Most Wanted Persons from the Regional/Provincial/City/Municipal level and 396 Other Wanted Persons were also apprehended.

In the implementation of anti-illegal drug operations, 72 drug personalities were arrested with Php 1,086,066.21 worth of confiscated illegal drugs. Likewise, PRO 8 recorded 5 drug personalities who voluntarily surrendered.

Meanwhile, 148 individuals involved in illegal gambling were arrested with Php 60,120.00 worth of confiscated bet money. Also, 180 illegal fishers were nabbed and confiscated a Php 7,128,820 worth of fish and fishing paraphernalia during antiillegal fishing operations.

In anti-illegal logging operations, 45 personalities were arrested with Php 268,979.66 worth of confiscated products.

In Oplan Kontra Boga, 14 illegal gun owners were arrested. Authorities were able to recover and confiscate 289 different firearms including those which were surrendered and turned in for safekeeping.

“We are exhausting all our efforts to put an end to all criminal activity in the region with the active and unwavering support of the community,” RD MARBIL said.

It was followed by the Mass Singing of BIDA Song, Intermission Number from the PRO 8 Dancers, reading of Unity Statement and a Closing Message by Atty. Benjamin C Gaspi, PDEA 8 Assistant Regional Director.

Buhay Ingatan, Droga'y Ayawan (BIDA) Program of DILG is an intensified and more holistic campaign against illegal drugs in order to reduce drug demand in the communities.

A total of more or less 1,200 participants coming from various agencies and sectors attended the activity which ended at 8:45 AM. All City and Municipal Police Stations under this PRO also joined the said simultaneous launching in their respective Area of Responsibility (AOR).

Regional Community Affairs and Development Division (RCADD); food packs distribution from the Regional Intelligence Division (RID) , Regional Comptrollership Division (RCD) and Regional Engineering Unit (REU); toys from the Regional Personnel and Records Management Division (RPRMD) and Regional Learning and Doctrine Development Division (RLDDD); slippers from the Regional Operations Division (ROD); toiletries from the Regional Logistics and Research Development Division (RLRDD); school supplies from the Regional Information and Communications Technology Management Division (RICTMD) , RLDDD and Regional Plans and Strategy Management Division (RPSMD) and drinks from the PNP Retirement and Benefits Administration Unit (PRBAU).

Personnel from the Regional Medical and Dental Unit (RMDU) 8 discussed proper hygiene and health management among the participants. Likewise, they distributed vitamins and oral hygiene essentials. Moreover, participants are encouraged to visit the Dental Section for free dental services.

The children enjoyed the games facilitated by the Office of the Regional Community Affairs Development Division 8. They were cheerfully entertained by the dance presentation of the PRO 8 dancers.

A total of 3, 228 PRO 8 uniformed men and women have been deployed along routes to and from all private and public cemeteries to include all seaports, terminals and airports in the entire EV while 491 Police Assistance Desks have been established to different places of convergence.

Likewise, augmented units particularly from the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP) and Philippine Coastal Guard (PCG) tallied to 860. PRO 8 also recorded in total 2,956 members from Advocacy Groups as force multipliers in ensuring safety and security during the holiday.

RD MARBIL mobilized PRO 8 personnel to intensify incident monitoring information awareness campaign thru implementation of security measures and other public advisories such as installation of checkpoints all throughout Eastern Visayas. Correspondingly, no significant UNDAS-related incident reported regionwide.
