NEW FIRE FACILITY PROJECT PROGRESSING THROUGH DEVELOPMENT

The new fire facility project is progressing through plan development. Fire Chief Ryan Simmons, City Manager Clinton Langreck, Fire Inspector Casey Pickel, Facilities Operations Manager Shannon Butson, and Public Works Director Howard Crofoot met with the design team (Wendel Five Bugles and Kraemer Brothers) several times in February and March. In these meetings, the group continued to refine the elements of civil engineering, utilities, landscaping, interior elevations, interior fixtures, interior architecture, plumbing, heating systems, and interior finishes.

As presented by Wendel Five Bugles and Kraemer Brothers, the continued alterations to the schematic design retain the approved features of a single-story facility with seven bays and finished living quarters. As the team works through the development processes, consideration for function,

longevity, costs, and aesthetics will be continually evaluated.

Architect—One of the major changes you will notice in the image above is the change from a flat/skillion roof to a gable roof on both the training tower and entryway. This change is intended to better match the designs and feel of the adjoining residential properties.

Civic Work—Significant coordination efforts are underway to link the Fire Facility Project to this summer’s (2024) reconstruction and improvements to W. Adams Street. Discussions and references on water, sewage, storm drains, curb cuts, and utility tie-ins are being discussed to help ensure that both projects complement each other. Through this work, we are also identifying duplication of expenses and allocating to city and water/sewer budgets where appropriate.

Interior Elevations and Fixtures –Extensive discussion and attention are being directed to the east wall of the apparatus bay. This location is intended to allow access to the PPE Lockers, the decontamination area, the watch room, and the training tower. This wall will also provide training space in the mezzanine. The wall is centralized, making it ideal for equipment storage and utility piping. The team is working with our architects to ensure we are maximizing the use of that wall with consideration for the safety of personnel and utilities.

Property – We continue to work with our City Attorney on ensuring that necessary steps are followed and accurate property descriptions are being prepared in efforts of adjacent property acquisition.

On March 26th the Platteville Common Council awarded a contract for the

salvage rights of limited materials of the O.E. Gray Building, to Platteville Real Estate Investment, LLC of Platteville WI, for the payment of $1,501.00. This limited salvage effort requires that the exterior envelope of the building and supporting infrastructure remain in place until demolition. The city wants to ensure that the building is secure and does not attract potential trespassing.

Engineering – Discussion continues regarding heating solutions for many different areas, and different types of areas. Discussions of in-floor, forced air, radiated, and mixed solutions continue, as we evaluate the advantages and disadvantages of individual systems and systems working in tandem.

As previously reported, our Construction Manager advises that construction be delayed until spring 2025 to avoid an additional $250,000 in estimated expenses required for sheltering and heating. Construction through the winter months would likely bring the completion date closer by several weeks.

KEEP PLATTEVILLE BEAUTIFUL AND SAFE

The City of Platteville Municipal Code has regulations dealing with the maintenance of private property. The rules are designed to set minimum standards for the maintenance of property and to prevent unsafe and unsightly conditions. Properties that do not meet these minimum standards are considered to be in violation and a public nuisance.

Our code enforcement staff conduct both proactive and reactive inspections to ensure compliance with these standards. It is the goal of the program to draw the property owner’s attention to any existing code violations which could have a negative impact on their property, their neighborhood, and the City of Platteville as a whole.

Please take a few moments to familiarize yourself with these common code violations:

Buildings and Structures

• Deteriorated wood or other siding materials, roofs, foundations or floors, peeling paint or lack of paint causing dry rot, warping or deterioration. Dirty aluminum or vinyl siding.

• Broken doors and windows, or buildings left in a state of partial construction.

• Fences or retaining walls in a hazardous condition or in a state of disrepair.

• Substantial deterioration of porches, landings, patios, stairways, or guardrails.

• Broken or defective decorative elements of a building, structure or landscape area.

Yard and Landscape Areas

• Overgrown grass, weeds, trees, or other plant materials to such a degree that it tends to depreciate the appearance of the neighborhood or blocks a public sidewalk.

• Allowing the growth of noxious weeds.

• Debris and litter not stored in trash receptacles, or interior furniture used outdoors.

• Vehicles parked in the grass.

Consequences for Non-Compliance

After an inspection is done by the Code Enforcement Officer, you may be given a written notice to comply by a certain date. If compliance is not obtained within the time frame, or an extended period of time if provided by the inspector, a municipal citation may be issued.

What You Can Do to Help

The basis of the code enforcement program rests upon each of us acting as good neighbors. We all have property rights that protect us; however, the term “property rights” also implies that a property owner has certain responsibilities. The success of this program rests upon each resident and business owner, acting as a good neighbor by properly maintaining his/her property.

Platteville will host Wisconsin's first Connecting Entrepreneurial Communities (CEC) Conference on May 30-31, 2024. Gathering entrepreneurs, business leaders, economic development professionals, decision makers, and community champions, the Connecting Entrepreneurial Communities Conference features presentations and technical programming to help small towns create environments in which entrepreneurs can thrive.

Come to Platteville this spring and explore how local entrepreneurship drives the Driftless Region’s development. Network with fellow community champions from around the state. And gain new technical skills for promoting entrepreneurship in your own small town.

An annual event in other Midwestern states, the CEC Conference is coming to Wisconsin for the first time in 2024. Business leaders, economic development professionals, local leaders, and community champions will gather in Platteville for two days of programming about strategies for supporting entrepreneurship in Wisconsin’s small towns.

Not a typical conference, CEC will tour attendees around Platteville to explore the Driftless Region’s entrepreneurial ecosystem. Local businesses will host panels and presentations, and conference attendees can check out the local food scene, visit key community sites, and network with fellow leaders in rural development. Participants will walk away with new perspectives and strategies for building entrepreneurial ecosystems in their own small towns.

ORDINANCE REMINDER REGARDING ANIMALS IN PARKS

As a public information reminder, pursuant to City Ordinance 6.02(a)(5), there are certain parks and areas of parks that prohibit any domestic animals, including dogs (with the exception of trained service animals). Those parks include City Park and Harrison Park. The areas that animals are prohibited by signage include, the Platteville Family Aquatic Center, Smith Park's Inclusive Playground, Legion ball diamonds and soccer fields, as well as within 20 feet of playgrounds. For full regulations, visit Chapter 6 of the Platteville Municipal Code.

Please keep children and all patrons that visit the parks safe, by honoring this ordinance. Look for new signs that were recently installed by the Platteville Parks Department.

STAFF CITY-WIDE SPRUCE-UP DAY SET FOR MAY 16, 2024

Platteville City Hall will be closed on Thursday, May 16, 2024, (weather permitting) for the staff annual citywide Spruce-Up Day.

This all-day group event will allow City employees the ability to participate in supporting the Parks crew in getting the City spruced up for Memorial Day and the summer season! This includes various cleaning, planting, painting, and maintenance activities on selected public grounds and facilities. *Please note that during this time, Water Utility payments can be placed in the drop box located outside of City Hall.

Armory Sale?

Library Specialist Valerie Curley retired on February 5, 2024, after nearly ten years at the Platteville Public Library. Valerie was the library's go-to early literacy person, the fish tank caretaker, and a cardboard construction queen. If you checked out something from a children's book display, danced around at storytime, used the early literacy calendars and bookmarks, enjoyed the early literacy corner at the Warsh House laundromat, or played with her creations in the Let's Pretend room, you have Valerie to thank. Best wishes, Valerie, and thank you for your dedication to the Platteville Public Library and our community!

Volunteer Spotlight: THANKING THOSE WHO SERVE OUR COMMUNITY

The City of Platteville would like to thank those who devote their time and talent to many aspects of our community, in a new "Volunteer Spotlight" feature in the 53818 newsletter. This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community

Eileen McCartney has been guiding seniors through yoga exercises for more than 10 years as a volunteer with the Platteville Senior Center. She has truly made a difference in the lives of seniors through movement and health, the impact she makes is simply unmeasurable. Her yoga classes have a great focus on strength, mobility, and balance which seniors use to enhance their day-to-day tasks. Eileen teaches yoga to more than 25 seniors every Monday and Wednesday at the Masonic Center on Enterprise Drive at 8:30 a.m. The class is taking a break for the summer, but the center is already excited to get it started back up in the fall. Thank you Eileen, the Platteville Senior Center is so lucky to have you!

Gary Munson has been volunteering for the City of Platteville since 2017. After retiring as a Teacher, Gary took to helping around the community as much as he could. His first project: Developing a recycling program for Platteville Parks Department. Gary, and former City Manager, Karen Kurt, worked diligently together to provide a better foundation of recycling in all the parks. Since the start in 2017, the Platteville Parks Department has recycled between 5,000 to 10,000 pounds of plastic from the parks. Much thanks to Gary! He also is head of the recycling and garbage crew for the Platteville Dairy Days. Gary is the first one up there to start cleaning, and one of the last ones there to stop cleaning. Gary has also helped initiate the Jenor Park Community Gardens. What once started off as four individual gardens, has now peaked to almost 15 individual gardens. Gary and the Platteville Main Street Program now help provide available in-town growing opportunities for anyone in the community. Thank you, Gary, for all the amazing help!

Abby Wackershauser is a Spring intern for the Platteville Public Library. She is currently a senior at the University of Wisconsin-Platteville and intends to graduate in May with a degree in English with an emphasis in professional writing. She has been working diligently on marketing the Loud @ the Library event by designing posters and tickets, coordinating social media posts, and assisting in planning the event. When she is not working on event planning, she has been working on a grant application, press releases, taking pictures at events and presentations, and working on small projects where she is needed. Through her different projects and opportunities she has gained knowledge and experience on what working at the library is like and has been an invaluable asset. Thank you, Abby!

Lynn has been volunteering at The Mining & Rollo Jamison Museums weekly for an average of 3 hours per week since January 2023. He has assisted Museum Technician Emma Larsen on a variety of projects big and small. Most notably, his assistance with cleaning out and re-organizing the workshop has been priceless. The shop had decades of accumulated tools, equipment, and supplies. Lynn helped Emma to rearrange, clean, sort, and organize the entire workshop. The space is now more functional and Museum staff and volunteers can find tools, equipment, and supplies more easily. Thank you for your hard work, Lynn!

Swimming Lessons

American Red Cross lessons will be held Monday - Thursday for two weeks, for a total of eight classes. Any canceled classes will be rescheduled on Friday. Participants may take multiple sessions each summer, but must pass the current level before registering for the next level. Course descriptions are available online on Active Network.

COST: $30 Resident / $45 Non-resident (Per Session)

Swim Team

A competitive swim program for ages 6 to 18. Swimmers will compete in butterfly, backstroke, breaststroke, and freestyle. Swimmers will be expected to participate in home and away meets during the summer. The swim team is not designed to be a replacement for swimming lessons. All participants are required to be able to complete the length of the pool, unassisted, prior to joining. Age groups will be capped at 16 participants. An 8th grader who has never participated on a swim team before should join the 9:30 group.

COST: $70, plus all participants must also purchase a Season Pass

Make Music Platteville is an annual one-day, citywide, free day of music held on the summer solstice, June 21. This year’s race will feature a Sprint, Super Sprint, and Tag Team Relay with one participant doing each leg of the Sprint Triathlon. How Do I Register?

Register online by following the ActiveNet link at www.platteville.org/recreation. If this is your first time using ActiveNet, you will need to create an account. Once your account has been approved, you will receive a confirmation email providing instructions on activating your account. Please allow at least one business day for this to occur. Once activated, you may register for programming online using a credit card. Transaction fees are collected by ActiveNet for all online payments.

We can also assist with the registration process in the Recreation Office on the second floor of City Hall at 75 N. Bonson Street, Platteville, WI 53818. Our office is open Monday - Friday, 8:00 a.m. to 4:30 p.m. We can help create an account, register for programs, and collect payments in the form of cash, check or credit card.

Age Guidelines

When registering for youth programming, use the current school grade. When between grades in the summer, use the grade the participant will be entering in the fall. Programming listed as Pre-K is open to children age 3 and 4. Children must be toilet trained or in pull-ups. If a child is in pull-ups, the parent or caregiver must stay at the location for the duration of the program.

Residency Requirement

RESIDENT (R): A resident resides within the City of Platteville and pays property tax to the City of Platteville.

NON-RESIDENT (Non): A non-resident resides outside the City of Platteville and/or does not pay property tax to the City of Platteville. Non-residents can include residents living in the Township of Platteville and Platteville School District.

Refund Policy

All fees are due at the time of registration. No refunds are issued unless a program is completely canceled. The Recreation Department will make a reasonable effort to reschedule make-up programming; however, this may not always be possible. No partial refunds will be issued.
