This year’s festival promises to be more colorful and exciting than ever, inviting artists of all ages and abilities to transform our sidewalks into a stunning open-air gallery. Watch as professional chalk artists, commissioned from across the region, create breathtaking largescale artworks while local community members join in the fun, showcasing their creativity alongside seasoned artists. MUSEUM CONTINUES TO SERVE THE COMMUNITY WITH PROGRAMMING


Children born in the 1980s, 1990s, 2000s, and 2010s, have experienced The Mining & Rollo Jamison Museum Young Pioneers Camp. First started in 1993, this day camp has helped our local youth have the opportunity to experience history through hands on activities Throughout the decades young pioneers have cooked food, made crafts, dug for galena, and learned
about local animals. Today, the Young Pioneers program is one of the most meaningful for our museum staff and we often hear from those who participated, saying that it was such a meaningful experience for them too. The museum staff are grateful to be able to provide such an opportunity for our community and they hope your children get to experience it too!

This year the Museum will host its Young Pioneers Camp from July 15 through July 18. This camp is a weeklong day camp where children aged 2-12 gather and learn how residents of our area lived over 150 years ago. CITY LOOKS FOR POSSIBLE SOLUTIONS TO WATER STREET WATERSHED

Current Challenges
The Water Street Watershed covers a little over 10% of the City, but impacts so many people. It runs along Water Street from just north of the High School to the Rountree Branch stream at the Super 8 hotel.
As Platteville grew over the years, the drainage-way was enclosed in culverts of varying sizes and materials. Some are concrete boxes of sufficient size and in very good condition. Some are metal tubes. Most are sufficient size for the storms of the 1950’s, but are undersized for the extreme rain events due to climate change. Many of those metal tubes are rusting and in poor condition. As you continue back upstream, the water is in open ditches across backyards. Due to development and larger rain events, these backyards flood more often and the waterway is deeper and wider. Attached are photos from July 2009. One is looking
upstream from the Armory, the other is facing east on Furnace Street between Water and Broadway Streets.
Low areas, like behind 250 E. Main Street will flood due to the amount of water coming down from upstream, the small culverts and the bends in the channel.
Back in the 1950’s – 1980’s, this happened so rarely that the thoughts were that it was acceptable to have flooding once or twice in a lifetime –compared to spending a large amount of money to handle these rare events. Unfortunately, climate change has increased the chances of extreme rain events where these same rainfalls are happening much more frequently.
Possible solutions
What do we do? Do we say it is too expensive and let these properties flood? Let streets flood?
If we had all the money in the world, we could start at the bottom and increase the size of the culverts and increase the number of inlets to capture the water so that even extreme flooding can be handled. Another solution is to start at the top and capture water in ponds where it will hold water back such that the downstream pipes can handle these events. This takes undeveloped land or removes taxpaying homes and businesses from the tax roll. Another concern about ponds is that the water does not disappear. In a rain event now, the water comes up fast, gets deep and fast for a few hours, then it goes down. If there are not repeat events, the areas dry out. With ponds, it holds water and releases it over a period of 2 – 3 days. The people with the waterway in their backyards would see less water during the event, but a steady stream over the next few days as the pond releases the water.
We could do a combination of these. Ponds in open areas like at the High School to hold back water. We could increase the size of pipes or have a parallel pipe under Water Street to capture and transport a portion of the rainfall to make the current ditch more manageable. This would be a solution that will take a few decades to fully implement, including getting Federal or State grants. Costs could be as much as $37 million, plus inflation for doing the project over multiple years. We tentatively have this split into 10 smaller segments.
One partial solution we have right now is to fix the section under 250 E. Main Street as part of the 2027 E. Main Street reconstruction project. The culvert alone is estimated to cost $500,000 of the $1.5 million project. Fortunately, we have an agreement providing 80% of the cost of the project (up to a capped amount) from a Federal grant.
Possible Timelines
Phase 1 is the work for the East Main Street project. It will need to be de signed in 2025, any real estate purchased and water-sewer work completed in 2026, and construction in 2027. We hope to do Phase 2, the pond at the High School, in 2028.
Any future projects will be determined by funding. There is a tentative State project for Water Street between Pine Street and Business 151 for 2033. This may be an opportunity to include segments 2 and 3 in the project.
Possible Costs
Phase 1: About $1.7 million for City, including water and sewer from 2024 – 2027. The Federal Government is providing almost $1.5 million.

If we are to do Phase 2, it will need to be budgeted for 2028. We can begin working with the School District to meet the needs of the City and School District between now and 2028.

KEEP PLATTEVILLE BEAUTIFUL AND SAFE
The City of Platteville Municipal Code has regulations dealing with the maintenance of private property. The rules are designed to set minimum standards for the maintenance of property and to prevent unsafe and unsightly conditions. Properties that do not meet these minimum standards are considered to be in violation and a public nuisance.
Our code enforcement staff conduct both proactive and reactive inspections to ensure compliance with these standards. It is the goal of the program to draw the property owner’s attention to any existing code violations which could have a negative impact on their property, their neighborhood, and the City of Platteville as a whole.
Please take a few moments to familiarize yourself with these common code violations:
Buildings and Structures
• Deteriorated wood or other siding materials, roofs, foundations or floors, peeling paint or lack of paint causing dry rot, warping or deterioration. Dirty aluminum or vinyl siding.
• Broken doors and windows, or buildings left in a state of partial construction.
• Fences or retaining walls in a hazardous condition or in a state of disrepair.

Consequences for Non-Compliance
After an inspection is done by the Code Enforcement Officer, you may be given a written notice to comply by a certain date. If compliance is not obtained within the time frame, or an extended period of time if provided by the inspector, a municipal citation may be issued.
What You Can Do to Help
The basis of the code enforcement program rests upon each of us acting as good neighbors. We all have property rights that protect us; however, the term “property rights” also implies that a property owner has certain responsibilities. The success of this program rests upon each resident and business owner, acting as a good neighbor by properly maintaining his/her property.

The City of Platteville would like to remind residents about open burning regulations as described in the Municipal Code, Chapter 24.95 OPEN BURNING:
(a) Except as provided in sub-paragraph (b) below, all persons shall obtain a permit from the Fire Chief before kindling or maintaining of any open burning or authorizing the kindling or maintaining of any open burning within the limits of the City of Platteville, Wisconsin.
(b) No permit shall be required for recreational fires. Recreational fires shall be defined as a fire in an enclosure specifically designed for ember and flame containment, such as, rocked-in pits, outdoor fireplaces, and barbecue grills, which allow a fire area of no more than thirty-six inches in diameter. No more than one recreational fire or fire area may be constructed or maintained upon any premises. In addition, such fire shall:
(1) Use only clean wood or charcoal as the material to be burned; scrap lumber, wood treated with preservatives, construction or demolition debris, furniture, fencing material or any other treated, coated, varnished, painted, glued or resin impregnated, or finished wood is prohibited.
(2) Be maintained so that flames do not exceed 4 feet in height or excessive smoke produced.
(3) Be under the supervision of and attended by an adult at all times until the fire is extinguished. No fire may be left unattended at any time.
(4) Be no closer than 15 feet from any building or structure. Fires which do not comply with these regulations shall be extinguished at the discretion of the Fire Department or Police Department.
STAFF CITY-WIDE SPRUCE-UP DAY SET FOR MAY 29, 2025 ORDINANCE REMINDER REGARDING ANIMALS IN PARKS
As a public information reminder, pursuant to City Ordinance 6.02(a)(5), there are certain parks and areas of parks that prohibit any domestic animals, including dogs (with the exception of trained service animals). Those parks include City Park and Harrison Park. The areas that animals are prohibited by signage include, the Platteville Family Aquatic Center, Smith Park's Inclusive Playground, Legion ball diamonds and soccer fields, as well as within 20 feet of playgrounds. For full regulations, visit Chapter 6 of the Platteville Municipal Code.

Please keep children and all patrons that visit the parks safe, by honoring this ordinance. Look for new signs that were recently installed by the Platteville Parks Department.

Platteville City Hall will be closed on Thursday, May 29, 2025, (weather permitting) for the staff annual citywide Spruce-Up Day.
This all-day group event will allow City employees the ability to participate in supporting the Parks crew in getting the City spruced up for the summer season! This includes various cleaning, planting, painting, and maintenance activities on selected public grounds and facilities. *Please note that during this time, Water Utility payments can be placed in the drop box located outside of City Hall.

The City believes that there is value in registering bicycles by obtaining a bicycle license. Although not required, registering your bicycle greatly increases the chances of recovering your bicycle in the event that it goes missing.
Bicycle licenses are sold at the Police Department during business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday. They are $5 each and are non-expiring. If possible, please bring the bike with you when registering. Information needed includes: Serial Number, Make, Model, Color, Wheel Size, Speed and Owner Name/Address/Phone Number.

This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community

UW-P Human Growth & Development Class Volunteers
The Platteville Public Library is featuring our student volunteers who run programs for us each semester. Education majors from the university come to the Library to run programs for kids and teens as a learning opportunity to practice classroom management and work with their target age groups. The students come up with fun program ideas, do all of the program planning, and run the programs with enthusiasm and creativity. The Library is privileged to work with these students to develop their skills and to offer more opportunities for the community to attend great programs.

James is a local eagle scout that constructed bat houses for Mound View Park. West View Park, and Prairie View Park. His idea to build bat houses came from his passion of the outdoors. Bats play a very important role in our environment. And James wanted to be sure that we could assist in their role as much as much as possible. James planned, fundraised, and constructed 4 different bat houses in hopes to grow the local bat population. He also built the houses and placed them to encourage everyone to help in preservation of our local parks and forests. James now is a music major at UW-La Crosse. His bat houses have been great additions to our local parks. Thank you, James!
Kiersten Prom is an environmental Science & conservation and German double major. She began volunteering in February after visiting the museum with the UW-P Public History class. She wanted to volunteer at the museum because she loves history and plans to earn a PhD in archeology. Kiersten expressed her excitement for the projects she is working on stating that, "getting hands on experience with artifacts is beyond cool, especially as an undergrad." She is working with collections manager Grev to create the inventory of items that need to be cataloged. We hope that Kiersten continues to find a passion for history in our collections!


Josh DeSmith and Cody Bochenek both graduated from UW-Platteville and decided to stay in Platteville and work in the surrounding area. Cody is a product engineer at Andersen Corporation in Dubuque and Josh is a financial analyst for Lands End in Dodgeville. As new residents of Platteville, they wanted to become involved in the community and seized the opportunity by volunteering with the Platteville Aquatic Recreation Subcommittee (PARS). Together, they have become a two-man technology force, creating the community survey and flyer, digital renderings of the current pool, a Facebook page, and a website with a tax-estimator and a link for public interaction. In addition to bringing positive energy and new ideas to the PARS meetings, they have both dedicated hours of their own time in support of the pool. PARS and the City of Platteville are lucky to have Cody and Josh as new members of the Platteville community.

Summer Swim is hosting a Co-Op with Lancaster summer swim. Practices will be held Monday-Friday, 8am-10am at the Lancaster Community Pool. Swimmers will compete in the SWC. Which hosts weekly meets, invitationals, and an end of the year conference meet. It costs $40 to participate in swim. Registrations will be taken through the city of Lancaster.
A team meeting will be held at 6pm at The Broske Center on April 17, 2025. During the meeting, Coach Fecht will go over the season details, and equipment orders.

How Do I Register?
Register online by following the ActiveNet link at www.platteville.org/recreation. If this is your first time using ActiveNet, you will need to create an account. Once your account has been approved, you will receive a confirmation email providing instructions on activating your account. Please allow at least one business day for this to occur. Once activated, you may register for programming online using a credit card. Transaction fees are collected by ActiveNet for all online payments.
We can also assist with the registration process in the Recreation Office on the second floor of City Hall at 75 N. Bonson Street, Platteville, WI 53818. Our office is open Monday - Friday, 8:00 a.m. to 4:30 p.m. We can help create an account, register for programs, and collect payments in the form of cash, check or credit card.
Age Guidelines
When registering for youth programming, use the current school grade. When between grades in the summer, use the grade the participant will be entering in the fall. Programming listed as Pre-K is open to children age 3 and 4. Children must be toilet trained or in pull-ups. If a child is in pull-ups, the parent or caregiver must stay at the location for the duration of the program.
Residency Requirement
RESIDENT (R): A resident resides within the City of Platteville and pays property tax to the City of Platteville.
NON-RESIDENT
(Non): A non-resident resides outside the City of Platteville and/or does not pay property tax to the City of Platteville. Non-residents can include residents living in the Township of Platteville and Platteville School District.
Refund Policy
All fees are due at the time of registration. No refunds are issued unless a program is completely canceled. The Recreation Department will make a reasonable effort to reschedule make-up programming; however, this may not always be possible. No partial refunds will be issued.
