REFERENDUM
Although the results of the community survey indicated strong support for an outdoor aquatic facility and a willingness to incur a tax increase for its construction, the City felt that the next step should be to hold an advisory referendum. On December 10th, the Common Council approved by a unanimous vote to add the following referendum question to the ballot for the April 2025 election:
“Should the City of Platteville borrow up to $6.9 million for the construction of a replacement aquatic center?”

FREQUENTLY ASKED QUESTIONS
As the Platteville Aquatic Creation Subcommittee (PARS) has continued to work to develop a plan that meets the community’s needs and desires for aquatic recreation, a number of questions have arisen. Answers to these questions as well as additional information can be found at the website www.plattevillepoolsurvey.com.
1. What caused the Platteville Family Aquatic Center (PFAC) to be unusable? In October 2024, a geotechnical survey was conducted by Chosen Valley Testing (CVT) which attributed the failure of the existing structure to construction methods that were used during the 1992 project and possibly the failure to remove certain sections of the subsurface and replace them with the appropriate type of fill.
Pool Facts
Age: The pool was constructed in 1996.
Leaks: Water usage data show increases starting in 2014. In the fall of 2022 and spring of 2023 all the grates were removed and broken pipes and cracks within the gutter and pool walls were repaired.
Pool Failure: In the spring of 2024, while City staff were filling the pool, the shallow portion of the pool settled over 2 inches overnight. The abrupt settlement broke pipes and caused major concrete fractures within the gutter grates, pool floors and walls.
2. Can the pool be repaired without complete replacement? It is impractical to repair the pool with the current subsoil conditions. Through conversations with engineers and construction industry professionals, it was a consensus that any repair conducted that excludes additional work on the subsoil would have a high probability of future settlement and structural failure.
3. Why are we not considering a YMCA? The committee evaluated the option of a YMCA but decided it wasn’t the best fit for Platteville’s specific needs. YMCA facilities are typically multi-purpose and may not meet the dedicated aquatic recreation and community gathering functions that a public pool provides. Additionally, establishing a YMCA involves unique funding and operational requirements that differ from those for a public aquatic center, making this option less viable for our goals.
4. Why is the committee not recommending an indoor pool? The committee’s recommendation for an outdoor pool is based on multiple factors:
Community Preference: Survey responses show that 92% of respondents agree that Platteville needs an outdoor aquatic center.
Desired Features: Residents favored outdoor features like water slides (83%) and a zero-depth entrance (74%).
Cost: An indoor facility would cost significantly more than an outdoor pool and require year-round staffing and maintenance, which could place a financial burden on the community.
Existing Facilities: UW-Platteville already offers an indoor pool, which sees limited attendance in the summer and has struggled to attract lifeguards. These factors make an outdoor pool a more feasible and community-aligned choice.
5. Why not just build a splash pad? A splash pad alone doesn’t fully meet the community’s aquatic needs. While splash pads are great for younger children, a full pool offers more diverse activities, such as lap swimming, water slides, and spaces for families to gather. Survey results indicated a preference for a broader range of features, which a splash pad alone would not provide.
6. What is the recommended location for the new pool and how did we decide on that location? After careful evaluation, the recommended location for the new pool is the current site of the PFAC. The subcommittee assessed five other potential locations; however, the current site emerged as the best choice due to its central location, accessibility to parks and schools, and the reduced need for modifications compared to other sites. Other sites posed challenges such as elevation issues, parking limitations, and the loss of existing recreational spaces. Results of the Geotechnical survey conducted in October 2024 indicated that the current site would accommodate a new aquatic center.
7. How much is a new pool going to cost? The cost for the new pool is still being estimated. Precise figures will be available as we proceed with planning and design.
8. What efforts are being made to reduce the cost of the new aquatic center? PARS is committed to minimizing the tax impact of the new aquatic center. To achieve this, the committee has recommended several cost-saving initiatives, including:
• Reuse some or all of the exterior portions of the bathhouse and mechanical building, saving an estimated $1-3 million;
• Refurbish and reuse (if feasible) the existing waters slide for an estimated cost savings of $400,000;
• Initiate design and concept work in early 2025, which could enable construction bidding to begin in 2025, realizing an estimated savings of $500,000 or more due to inflation.
9. How does the City plan to pay for a new outdoor aquatic center? The city intends to use multiple funding sources to pay for a new aquatic center including grants, donations,
fundraisers, and borrowing.
10. Why can’t the project be funded entirely through private donations and grants? PARS has evaluated grant opportunities and fundraising options to minimize reliance on tax dollars. While the City will actively pursue all available grants, funding for projects like the aquatic center is limited, highly competitive, and not guaranteed. Community fundraising and private donations are also vital to the project but are unlikely to generate the significant amount needed to bridge the funding gap. As a result, a combination of funding sources, including tax support, is essential to move the project forward. Survey results indicate that the majority of community members support the use of tax funding for the new aquatic center.
11. How much would a new aquatic center raise taxes? The City has received a report from Ehlers Public Finance Advisor estimating the tax impact of a twenty-year general obligation note of $6.9 million at a projected interest rate of 4.5%.
According to the report, the annual tax impact on a home assessed at $300,000 would begin at $175 and decrease over the next nineteen years to $76, for an average annual tax impact of $120, or $10 per month. Similarly, on a home assessed at $200,000, the annual tax impact would range from $117 to $50, for an average of $80, or $6.67 per month for twenty years. On a home valued at $150,000 the average annual impact would be $60, or $5 per month for twenty years.
The U.S. Census Bureau reports that the median value of owner-occupied housing units in Platteville from 20192023 is $189,900, so the above figures for a home assessed at $200,000 would be close to the median tax impact for our community.

PLATTEVILLE

The City is excited to provide an update on the progress of the new fire facility construction. Owen’s Excavating and Trenching has completed the demolition and cleanup of the O.E. Gray Building, marking a key milestone in the project. During this process, the Corner Stone and time capsule of the O.E. Gray were carefully recovered. The time capsule was returned to the school district.
Construction, under the management of Kraemer Brothers, is anticipated to begin in March or April of 2025, with the project completion anticipated for the Summer of 2026.
In addition, commemorative bricks were made available for those who wanted to keep a last memento. We hope all interested community members were able to retrieve one before the pile was removed at the end of cleanup.
We want to take this opportunity to express our gratitude to the many partners who have contributed in this continued voyage. The taxpayers of the City of Platteville, as well as those from the townships of Belmont, Elk Grove, Ellenboro, Harrison, Lima, Platteville, and Smelser, have all made essential contributions to the construction costs. We are also grateful for the support from the United States Federal Government through Congressionally Directed Spending.

Volunteer Spotlight: THANKING THOSE WHO SERVE OUR COMMUNITY
The City of Platteville would like to thank those who devote their time and talent to many aspects of our community, in a new "Volunteer Spotlight" feature in the 53818 newsletter. This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community


Broderick is studying Social Studies education with an art history minor at the University of Wisconsin Platteville. He began to volunteer after his Public History class visited the museum. He is helping the Museum Collections Manager (Christina Grev) catalog items in the museum's collections. He decided to start volunteering here because he always enjoyed museums and other public history spaces. He especially has a passion for local museums as they help tell often overlooked regional stories. Broderick says, "Having the chance to volunteer has allowed me to help out with something I am passionate about." We are thankful to have such a passionate student in our community that is helping our museum preserve the past.

Zavier is a local scout from Platteville. Zavier spent his summer and fall raising money and building four free little libraries for the public. Those libraries can be found in Sherman Park, Valley View Park, West View Park, and Legion Park. In his efforts, Zavier was able to achieve his Eagle Scout award.

Budden is deeply involved in the community, holding leadership roles in several local initiatives. He co-chairs the Platteville Fire Facility Fundraising Committee, that has successfully raised funds for a new fire station and is now restoring features previously cut due to budget constraints. A retired firefighter with nearly 30 years of service, he remains dedicated to supporting the volunteer fire department. He also serves as the commander of American Legion Post 42, where he strengthens ties within the local veteran community and is instrumental in organizing fundraisers, and is a member of the Platteville Honor Roll Committee, which recently refurbished memorial statues at City Park. Additionally, Budden is an active member of the Platteville Optimist Club, contributing to youth and community development. His leadership across these roles showcases his commitment to serving and improving his community.

Since December 2023, Lou Ann Blackburn has been a dedicated volunteer at the Platteville Public Library, where she has made a significant impact on our community. She assists in organizing the library's collection and ensuring that books and resources are easy for patrons to find. This task requires a keen eye for detail and an understanding of our cataloging system, both of which Lou Ann has consistently demonstrated.
Beyond organizing, she also assists with various library programs and events, bringing her positive attitude and enthusiasm to every task. Whether she's helping to set up a window display or aiding staff in preparing for programs, her commitment to service is evident. The entire library staff greatly appreciates her hard work and the optimistic energy she brings to the library.

CITY LOOKS AHEAD TO FUTURE TRAIL VIEW DEVELOPMENT

The City of Platteville is excited to share updates on the ongoing work surrounding the Trail View Development project. In 2024, the city purchased approximately 30 acres of property located on the Eastside, adjacent to Lincoln Street, Jackson Street, and E. Madison Street. This area is slated for residential development, and city staff have been actively engaging with adjacent property owners to explore opportunities, challenges, and shared visions for the future of the site.
What’s Happening Now?
Preliminary discussions have been underway to understand the future goals of adjacent property owners and how these can be aligned with city planning efforts. Key conversations are focusing on potential street and utility designs that will best support the needs and interests of all parties involved.
Additionally, the city is working to engage neighborhood members and the
broader community in neighborhood planning efforts. These discussions are part of the city’s broader comprehensive planning process, which is anticipated to move forward in 2025. As part of this, specific efforts will be dedicated to creating a vision for the Trail View Development.
The city remains committed to ensuring that the development process is
inclusive, thoughtful, and responsive to the needs of the community. We look forward to continuing to work closely with property owners, residents, and developers to create a vibrant, sustainable neighborhood for the future.

CITY OF PLATTEVILLE ADJUSTS COMPOST SITE HOURS AND IMPLEMENTS NEW PERMIT REQUIREMENTS FOR CONTRACTORS
Effective January 1, 2025, the City of Platteville has updated the operating hours for the Compost Site at 1670 Stumptown Road, and introduced a new permit system for commercial contractors utilizing the site. These changes are designed to continue access for residents and better manage materials brought to the site.
The Compost Site will now operate under the following hours:
Monday–Friday: 7:00 a.m.-3:30 p.m.
Saturday: 7:00 AM - Noon
Closed Sundays and City Holidays
This change will help ensure that city residents have access to dispose of brush and yard waste at
no cost, while limiting non-residential use of the site.
Permit Requirement for Contractors
All contractors wishing to utilize the Compost Site must secure a permit and display it prominently while onsite. This policy has been implemented to manage the volume of unacceptable materials being brought to the site. Contractors are only permitted to dispose of Brush and Yard Waste from City of Platteville residents, and only after receiving the appropriate permit and payment of the associated permit fee.
Permits can be obtained at Platteville City Hall, located at 75 N. Bonson
Street, during regular business hours (8:00 AM – 4:30 PM, Monday through Friday).
Monitoring and Enforcement
To prevent unauthorized use, surveillance cameras are now in place at the Compost Site to detect any potential violations of this policy. Platteville citizens and City staff are encouraged to report any suspected violations to the Street Superintendent for investigation and appropriate action.

CITY SEEKS REPRESENTATIVES FOR BOARDS AND COMMISSIONS

It provides an opportunity to develop firsthand knowledge of the operating policies and challenges of municipal government in general. The City of Platteville recently said farewell to a long-time employee. Dan Allen retired on February 1, 2025 after 30 years with the city. He served as an Engineering Technician I and II from 1994 to 2013 providing technical skills in drafting engineering plans and maps. He was also a construction inspector on many city projects. He served as Assistant to the Director of Public Works from 2013 – 2018. While in this position, he not only updated maps and plans, but also supported contracting in Public Works, plus upheld community standards. In 2018 he reinvented himself as a Water Plant Operator and served until his retirement. While learning new skills, he kept public health paramount in his efforts to provide safe drinking water to the citizens of Platteville. Best wishes in your well deserved retirement!

ORDINANCE REMINDER REGARDING ANIMALS IN PARKS
As a public information reminder, pursuant to City Ordinance 6.02(a)(5), there are certain parks and areas that prohibit any domestic animals including dogs. Those parks include City Park and Harrison Park. The areas that prohibit animals include Platteville Family Aquatic Center, Smith Park's Inclusive Playground, Legion ball diamonds and soccer fields, as well as within 20 feet of playgrounds. Please keep children and all patrons that visit these parks safe by honoring the ordinance.

The Platteville Farmer's Market will move from its winter location at Rountree Gallery, to City Park - North Bonson Street, starting the first weekend in May (Saturday, May 3). From May to October, the Outdoor Market takes place every Saturday morning from 8:00 a.m. to Noon.

2025 CITY-WIDE ANNUAL SPRING CLEAN-UP TO BE HELD APRIL 7 & 8
The City of Platteville annual Spring Clean-up will be held on Monday, April 7 and Tuesday, April 8, 2025, with pick up the same day as your normal refuse collection. Items must be placed neatly at the curb by 7:00 a.m. on the day of pick up. This service is provided to one and two-family dwellings only. All items must be stacked neatly and be in a pile no larger than 10’ x 4’ x 4’. Scrap metal should be stacked neatly separate from other refuse. Scrap metal and yard waste does not count toward the maximum size limit.
Specific items that will not be picked up include: batteries and tires, appliances including microwaves, refuse from major construction and remodeling projects, oil, anti-freeze, insecticides, and hazardous chemicals. Scout Troop 82 will collect appliances for a donation. Please call (608) 778-0707 and leave a message to arrange appliance pick up. Electronics (computers, printers, computer monitors, computer mouse, keyboards, and all accessories, televisions, DVD players, VCR’s, DVR’s, fax machines and cell phones) will not be picked up. If you need to dispose of an electronic item, please contact Faherty Recycling at (608) 3489586 for additional information.
Garden and yard waste is included in the Spring Clean-Up. Please have these items to curbside by Sunday evening and placed separately from weekly garbage. City $1.00 bags are not required during this special pick up only. If you have questions concerning the garden and yard waste clean-up, please contact the Department of Public Works at (608) 348-9741, extension 2238.
BRUSH/LIMB DISPOSAL
The City of Platteville picks up brush and limbs the week of the first and third Monday of the month from spring through fall. Please have your brush/limbs out early as once the chipper has cycled, it will not return until the next scheduled week.
This service is limited to limbs up to 12 inches in diameter and a length that requires no more than two people to pull it from the curb to the chipper. Brush and limbs must be placed at the curb with the cut end toward the curb and stacked in a neat and orderly fashion.
YARD WASTE DISPOSAL
Yard waste is to be placed in the $1.00 Platteville bags and laid at the curb for pick-up on Thursdays starting in the spring. Bags can be purchased in the Finance Office
at City Hall, Heiser Hardware and Piggly Wiggly.
CEMETERY CLEAN UP
A general clean-up of Hillside and Greenwood Cemeteries will begin on Monday, April 7, 2025. Please remove any flowers or decorations you wish to save by Sunday, April 6, 2025. During clean-up, cemetery personnel will discard any flowers or decorations remaining after April 6, 2025. Flowers and decorations may again be placed after Friday, April 11, 2025.
You are reminded that flowers and decorations should be placed on either end of the headstone and not in front of or behind. This allows equipment access for digging future graves. All Cemetery rules will be enforced during the 2025 Season. Please take this time to review the rules listed below.
Guidelines for City Owned Cemeteries
• No trees or shrubs or ground displays are to be planted or established.
• Artificial and cut flowers are permitted if clamped to the monument, or on a one-legged stand directly over the monument, or in a non-breakable container adjacent to the side of the monument. No glass containers are to be used in the cemetery.

• Flowers may be planted at the side of monuments.
• All floral urns must be placed at the side of monuments.
• No new monuments shall be erected that are larger than the largest monument in that section of the cemetery.
• The City reserves the right to remove or dispose of any unsightly arrangements.
• Cleanup days – first week in April. All floral and memorial displays are to be removed prior to cleanup.

How Do I Register?
Register online by following the ActiveNet link at www.platteville.org/recreation. If this is your first time using ActiveNet, you will need to create an account. Once your account has been approved, you will receive a confirmation email providing instructions on activating your account. Please allow at least one business day for this to occur. Once activated, you may register for programming online using a credit card. Transaction fees are collected by ActiveNet for all online payments.
We can also assist with the registration process in the Recreation Office on the second floor of City Hall at 75 N. Bonson Street, Platteville, WI 53818. Our office is open Monday - Friday, 8:00 a.m. to 4:30 p.m. We can help create an account, register for programs, and collect payments in the form of cash, check or credit card.
Age Guidelines
When registering for youth programming, use the current school grade. When between grades in the summer, use the grade the participant will be entering in the fall. Programming listed as Pre-K is open to children age 3 and 4. Children must be toilet trained or in pull-ups. If a child is in pull-ups, the parent or caregiver must stay at the location for the duration of the program.
Residency Requirement
RESIDENT (R): A resident resides within the City of Platteville and pays property tax to the City of Platteville.
NON-RESIDENT
(Non): A non-resident resides outside the City of Platteville and/or does not pay property tax to the City of Platteville. Non-residents can include residents living in the Township of Platteville and Platteville School District.
Refund Policy
All fees are due at the time of registration. No refunds are issued unless a program is completely canceled. The Recreation Department will make a reasonable effort to reschedule make-up programming; however, this may not always be possible. No partial refunds will be issued.
