The Platteville Historic Re-enactment is back for a 26th year and while the traditions continue, you can look forward to some new demonstrations and stories this year! The historic encampment will once again be held at the City of Platteville’s Mound View Park September 6-8th. This three-day event featuring educators, artisans, and re-enactors in an encampment showcases our area’s early history from the mid 1700s to 1840. With one full day focused on welcoming schools and two days welcoming the general public, the Historic Re-enactment is a great opportunity for education and fun.
When looking at historic re-enactments, this one held in Platteville is unique because it is designed specifically to serve as an educational
event for our community rather than being a commercial event like many other re-enactments. Over the decades the re-enactment committee has made this an event that talented re-enactors want to be a part of and each year the committee vets and selects the best educators to participate. This ensures that everyone participating is there with the intent to educate and create a family friendly event where our shared history is presented through demonstrations and stories. While the re-enactors are focused on sharing history, that does not mean that you cannot purchase hand crafted materials. There will be a silent auction where hand-crafted history-related items ranging from cast-iron skillets to hand-carved wooden objects and other singular treasures can be purchased.
The educational experience you can expect during these three days extends beyond what you can learn from a book or in a classroom lecture. Living history events lean into using unique experiences and alternative ways of learning, which make this such a successful event for our community. While in the encampment you will be able to physically experience the past through your use of sight, taste, touch, and smell. For some people, seeing and smelling food being cooked over a campfire might help them understand what people ate and how they prepared their food. Others might be able to remember why a certain cloth was used if they are able to touch it and see how it is made. Appealing to our senses today while learning about history can serve as a way to help us

understand the people who came before us. Living history allows us to bridge the gap between us and the those in the past and it allows us to engage with those senses to truly get a feel for what is the same and what is different.
The committee is also excited about this year’s encampment because they are welcoming new and different demonstrations that will help to provide a more diverse and full depiction of our shared history. As we see in the history field, we are always uncovering new documents, artifacts, and stories that help us to learn more about our past. By adding stories that have been missing during this event, they hope to fill the gaps of history.
The first of these talented re-enactors is Noodin Niimebin Shawanda (Ojibwe, Odawa, Potawatomi) who is traveling from Manitoulin Island Ontario. He will be demonstrating Ojibwe life and crafts of the later part of the 18th to early 19th century. He will be able to talk about and demonstrate wood working, bark work, and weaving while also showing traditional forms of cooking practices.
The other new re-enactor this year is Joe Grecco who is traveling from Nekoosa, Wisconsin. He portrays a Frenchman in the 18th Century Great Lakes Region. He will be demonstrating a variety of traditional fishing techniques.
Camp hours are 8 a.m. to 4 p.m. Friday, September 6, which emphasizes student tours for schools. Weekend hours are 11 a.m. to 5 p.m. Saturday and 10 a.m. to 3 p.m. Sunday. Mound View Park is located on the city's northeast side at the intersection of Madison Street and Broadway Street (County Road B). Are you Registered to Vote?
Go online to myvote.wi.gov to check your registration status to be sure you are registered. If you have moved or changed your name since you last voted, you will need to register.
Deadlines to Register: Online at MyVote.wi.gov site or by mail is Wednesday, October 16, 2024. After this date, voters will need to register in the clerk’s office until Friday, November 1, 2024 or at the polls on Election Day. A proof of residence is required, and the individual must have resided at that address for at least 28 days before the election.
Voter Registration Drives – Caution!
Voter registration drives will increase in 2024. These organizations are not affiliated with the City of Platteville and while most organizations are legitimate, this is also an area of opportunity for scammers. Be aware that voter registration requires personal information such as your date of birth and driver’s license number. Never give personal information to anyone you don’t know and trust.

Just be sure to include a copy of your Photo ID with your request. Remember, voted ballots must be returned to us no later than Election Day (Tuesday, November 5) to be counted!
Pro Tip: When requesting an absentee ballot online, use your smart phone! This is easier than using a computer. First take a picture of your Photo ID, then go to the myvote.wi. gov website, click Vote Absentee, follow the steps, and upload the picture of your Photo ID when prompted.
We anticipate ballots to be available for mailing by Thursday, September 19, 2024. Requests for ballots are being accepted now! The deadline to request a ballot by mail for the General Election is Thursday, October 31, 2024, but don’t wait, request yours today!

New Badger Books
What is a Badger Book? It is an electronic poll book. They will be used to check in voters, print tally slips, enter registrations, and record absentee voters.
When voters check in, they will give their name and address to the election inspectors, just as they have in the past. The only difference will be that the inspectors will be looking up voter names electronically, rather than in paper poll books. Voters’ signatures will still be required, but voters will sign their names on an electronic screen using their fingers or a stylus, rather than in the paper poll book.
WHAT THEY ARE NOT:
They are not voting machines – you can’t cast votes on them. Voting will continue to be done on paper ballots.
• They are not vote tabulators – they don’t count votes. The vote tabulation process will not change.
• They are not connected to the internet or any other outside source. They are connected to a server through a router within each polling place that allows the books to talk to each other. They communicate only with each other.

City Clerk Colette Steffen and Deputy City Clerk Jerica Schultz are calling on residents of Platteville willing to serve as poll workers for the November 5 election. Anyone who is interested in working should contact visit https:// www.platteville.org/administration/webform/election-worker-application and complete the online application.
In Wisconsin, election inspectors are appointed at the municipal level. Wisconsin law also allows people to serve as election inspectors in other municipalities within their county. If you are willing to serve in a municipality outside of your own, let your clerk know and they can alert the county about your availability. You can also contact the county directly and can find contact information for county clerks at: https://elections.wi.gov/clerks/directory. Municipal clerks will provide training for any new election inspectors before the election.

The foundation of any thriving community can be seen in many factors, especially here in Platteville. We are a safe community with a thriving school system, which nurtures the minds of future generations. Integral to this system are the physical structures where learning takes place.
In November of 2022, the Platteville community supported a $36 million capital referendum that provided facility improvements at all four of our schools. Each project received a portion of these capital improvement funds: Platteville High School (40%), Platteville Middle School (11%), Westview Elementary School (3%), Neal Wilkins Early Learning Center (21%), and the Platteville
Activities Complex (25%). Investing in improvements to school facilities can significantly enhance educational outcomes, promote equity, and stimulate community growth.
Modern school facilities provide an environment conducive to effective teaching and learning. Contemporary classrooms designed with ergonomic furniture, relevant technology, and adequate lighting create spaces where students can focus better and actively engage in learning. One of the most significant improvements any school can make is integrating natural light into learning spaces which has shown to enhance concentration and reduce fatigue. This concept was adopted in the planning of the Platteville High School Commons remodel which will now feature newly installed windows in the
roofline of the existing space. It will also be seen in the Platteville Middle School learning center/restroom addition and the new culinary arts/ agriculture wing at the Platteville High School.
Investing in new school facilities is also a step toward providing educational equity. In many school districts across the state, there is a stark disparity between schools in affluent areas and those in underfunded communities. New construction can ensure that all students have access to high-quality learning environments. Modern, well-maintained facilities can help level the playing field for every student, every day, offering equal opportunities for all students to succeed academically. They also provide a safe and welcoming space for students to learn and grow.

Constructing modern, multi-use spaces is a catalyst for community development providing spaces to host events, serve as community hubs, and develop recreational activities. A school can revitalize a neighborhood, attracting families and new businesses while fostering a sense of pride, community spirit, and innovation. Throughout designing the new and remodeled spaces at our schools, a constant priority was how they can also be used by the community. Currently, our district has strong partnerships with many groups throughout Platteville including the city’s recreational programs, Power Soccer, and Special Olympics, just to name a few. The Platteville Activities Complex track is open to community members to come in and utilize when it is not being used by groups or events.
When the community made a commitment to invest in our schools, they made an investment in the
future of Platteville. These facility improvements are making a significant difference in the lives of our students and the overall learning environment. As we look ahead,
the future of the Platteville School District is bright and we look forward to achieving even greater things together as a community.

Volunteer Spotlight: THANKING THOSE WHO SERVE OUR COMMUNITY
The City of Platteville would like to thank those who devote their time and talent to many aspects of our community, in a new "Volunteer Spotlight" feature in the 53818 newsletter. This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community
Samantha Staskal is a local business owner that goes above and beyond for our seniors at the Senior Center. She is a key member of Platteville Area Senior Support and an appointment member of the City of Platteville Commission on Aging. Samantha is always the first one to jump into action to meet the needs of our area seniors. Her passion for those in our community is truly unmatched, this is apparent through her donations, time spent at the senior center, and calls to action on social media. At this year’s 90+ Party for members of the senior center of the age of 90, Samantha purchased each participate a gift which made them all feel so special. Ally & Jill cannot express their gratitude enough for Samantha and her efforts.
Kelly Podach Francis recently completed a term as the Library Board President and, within that same month, opted to join the Library Foundation. During her time on the Library Board, she oversaw the implementation of selfcheckout, ensured fiscally responsible spending, and lobbied for increased staffing levels. In addition to attending regular monthly board meetings, she kept her finger on the pulse of the library through weekly meetings with the Library Director and attendance at library events. Her involvement with the set-up and smooth operations during the Loud @ the Library event was greatly appreciated. She aims to shine a light on the good that our Library does for the community. According to Kelly, “Our library not only provides access to information and resources but also serves as a space for our community to gather, learn, and socialize.” She has been an invaluable advocate for the Platteville Public Library, and we thank her for her continued support and volunteerism.
We'd like to recognize Jason Artz for his exceptional volunteer service on the City of Platteville Common Council and subsequently, on multiple boards, committees, and commissions. From 2019 to 2024, Jason's dedication made a significant impact on the Community Safe Routes Committee: Advocating for pedestrian and cyclist safety; Grant County Economic Development Board: Driving local economic growth; Parks, Forestry, & Recreation Committee: Enhancing green spaces and recreational facilities; Tourism Committee: Promoting our city as a top destination; Taskforce for Inclusion, Diversity, & Equity (TIDE): Championing inclusivity and social justice; and Redevelopment Authority: Leading projects for community revitalization. Jason's leadership and commitment have left a lasting legacy, shaping our community for the better. Thank you, Jason, for your invaluable contributions.
Josh has been volunteering for Dairy Days for 20+ years. His volunteer efforts throughout the years have not gone unnoticed, as he has been elected as President of the organization. Josh’s primary duties as president are scheduling the vendors/carnival, coordinating the help, and overall setup of the grounds. Josh shared, “Seeing the families smile is my favorite part. Knowing that our hard work is providing entertainment for the whole family. It keeps me coming back.” Be sure to thank Josh, and all of the volunteers, this year at Dairy Days!

2024 ASSESSMENT: INTERIM MARKET UPDATE
Under state law (sec 70.05(5), Wis. Stats.), each municipality must assess major classes of property within 10 percent of full value in the same year, at least once within a five-year period. The City’s commercial class has been out of compliance in each of the last three years. In 2024, City Assessor Accurate Appraisal will perform an Interim Market Update to bring property class values back into compliance.
• An Interim Market Update is a type of revaluation but does not involve physical inspection of every property.
• Just as in a regular Maintenance year, the assessor may inspect properties which changed hands or filed a building permit.
• During an Interim Market Update the assessor will look at the assessed value of all properties in the City and will use statistical data, sales data and any other information that may impact values to determine if the assessed value needs to be adjusted.
How assessments determine property taxes:
• Many taxpayers fear that a higher assessment will automatically mean higher property taxes.
• Contrary to popular belief, higher assessments do not equate to higher property taxes. In fact, it is quite possible for a property’s assessment to increase and for the associated
property tax bill to decrease.
• The tax rate on the property tax bill is determined based on the budget requirements for the school district, city, county and technical college along with total assessed value.
• The combined budget need (levy) is spread across all property assessments in the city.
• If the combined budget need stays the same or decreases, the tax rate would decrease even as property values are increased. Changes in individual property tax bills would depend on the amount of change in the property value.
• Also changes in assessed values may be smaller or larger depending on the property type. This can result in a tax bill decrease for some properties while other property tax bills increase.

The City of Platteville would like to welcome (back) Tom Nall, Alderperson At-Large as a result of the Spring Election held April 2nd, and congratulate incumbents Bob Gates and Ken Kilian, who ran unopposed for the District 3 and District 4 Alderperson seats. Tom, Bob and Ken were sworn in at the Common Council’s annual organizational meeting held on Tuesday, April 16, 2024.
A Little About Tom: A resident of Platteville for the past 34 years, Tom has previously served on the City of Platteville Common Council from 2015 to 2018. Prior to his first term as a member of the council, Tom started getting involved as a private citizen, which afforded him the opportunity to understand why it is important to serve as a volunteer in local government.
Tom shared, "You as a citizen become a part of the decision-making process for the future of the city. You help with the formatting of solutions to the city's needs. I ask you to become a volunteer for a city board, committee or commission. Together we can help the growth of Platteville with a positive outlook for our city's citizens and businesses, and provide a positive image about our community to future businesses and residents."
The City of Platteville would like to thank former Alderperson At-Large Jason Artz for his service to the community. Jason did not seek re-election and his last official council meeting was on Tuesday, April 9th.

The City of Platteville annual Fall City-wide Clean-up will be held on Monday, October 7 and Tuesday, October 8, with pick up the same day as your normal garbage collection. Leaf pick-up will take place from the middle of October to the middle of November, or until snow covers the leaves. Please place leaves in a pile next to the curb, but not in the street.

How Do I Register?
Register online by following the ActiveNet link at www.platteville.org/recreation. If this is your first time using ActiveNet, you will need to create an account. Once your account has been approved, you will receive a confirmation email providing instructions on activating your account. Please allow at least one business day for this to occur. Once activated, you may register for programming online using a credit card. Transaction fees are collected by ActiveNet for all online payments.
We can also assist with the registration process in the Recreation Office on the second floor of City Hall at 75 N. Bonson Street, Platteville, WI 53818. Our office is open Monday - Friday, 8:00 a.m. to 4:30 p.m. We can help create an account, register for programs, and collect payments in the form of cash, check or credit card.
Age Guidelines
When registering for youth programming, use the current school grade. When between grades in the summer, use the grade the participant will be entering in the fall. Programming listed as Pre-K is open to children age 3 and 4. Children must be toilet trained or in pull-ups. If a child is in pull-ups, the parent or caregiver must stay at the location for the duration of the program.
Residency Requirement
RESIDENT (R): A resident resides within the City of Platteville and pays property tax to the City of Platteville.
NON-RESIDENT
(Non): A non-resident resides outside the City of Platteville and/or does not pay property tax to the City of Platteville. Non-residents can include residents living in the Township of Platteville and Platteville School District.
Refund Policy
All fees are due at the time of registration. No refunds are issued unless a program is completely canceled. The Recreation Department will make a reasonable effort to reschedule make-up programming; however, this may not always be possible. No partial refunds will be issued.
