Groundbreaking Ceremony
The City held a groundbreaking ceremony for the new fire facility project on April 16, 2025. The event celebrated the collaboration of the City, Townships, Capital Campaign Committee, the Community, and many individuals and groups who have helped in making the project a success.
The groundbreaking ceremony marks a momentous milestone in this project that began in late 2019. Construction

on the new fire facility began in May with site work and storm water work. Foundation and building construction is scheduled to begin in late June. The new facility will begin to take shape as the walls and roof are constructed. The construction will take approximately 15 months to complete with substantial completion scheduled for Summer of 2026 with plans for an open house in the Fall of 2026.

THANKING THOSE WHO SERVE OUR COMMUNITY

The City of Platteville would like to thank those who devote their time and talent to many aspects of our community, in a "Volunteer Spotlight" feature in the 53818 newsletter. This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community.
My name is Maria Schmitt and I graduated from Platteville High School in 2025. I will be attending the University of

has been instrumental in guiding important decisions and supporting the city’s mission. His work on the Plan Commission and Board of Appeals helped ensure responsible growth, while his service on the License Committee contributed to maintaining the integrity and transparency of local licensing processes. Thank you, Todd, for your dedication and service. Your efforts have made a lasting impact on our community.
Abigail and Garrison Ledbury look for any opportunity to assist the Mining & Rollo Jamison Museums. This year during Heritage Day, they agreed to learn about our peddle powered jigsaw so that we could continue to offer woodcutting demonstrations like we have for over four decades. We are thankful that Abigail and Garrison were willing to step up as volunteers to keep this tradition alive. Garrison was a tour guide at the museum in the past and currently works for the Wisconsin Historical Society. Abigail currently works at the University of Wisconsin Platteville. They are both dedicated to sharing their passion and knowledge and we are excited they chose to do so here at the museum.

The City of Platteville is pleased to share the latest update on the Aquatic Center reconstruction. As design development continues, the project remains focused on updating core infrastructure—including a new pool vessel, enhanced bathhouse, and upgraded pump house—while also planning for future recreational amenities through private fundraising.
We are also proud to announce the formation of SPLASH, a citizen-led campaign committee formed to partner with Inspiring Community, Inc., the City’s officially designated fundraising agency for this effort. Together, SPLASH and Inspiring Community will lead the capital campaign to support enhancements beyond the base project,
including water slides, play features, and improved amenities for families and spectators. More information will be available soon at: https:// www.plattevillepublicpool.com/.
The project design team has advanced several key elements, including:
Bathhouse Improvements: Seven additional stalls and a sink in the women’s restroom to meet code, reconfigured showers for improved privacy, added storage space at the front desk, upgraded fixtures, and a family restroom/changing room.
Mechanical and Electrical Review: Coordination on pump room layout, electrical load capacity, and water
treatment (liquid vs. pellet). Final mechanical plans are expected shortly.
Site Features and Utilities: Review of fencing reuse, ADA-compliant sidewalk adjustments, seeding specs, and drainage design modeled after successful recent projects.
Demolition Package: Estimated at $225,000, the demolition scope includes removing current vessel, salvaging usable elements (e.g., diving boards), and preparing for site regrading and foundational work.
Amenities Under Review: Water slide, elevated shade structures, play features, LED lighting,

and other enhancements—pending fundraising success.
The attached image reflects a current design rendering of the complete vision. It should be noted that the base project is limited to
reconstruction of the core facility. Additional amenities illustrated will be contingent on the success of the capital campaign.
The City of Platteville thanks all who have voiced support, contrib-

uted ideas, and expressed interest in this long-anticipated project. Together, we look forward to building a facility that reflects the needs and aspirations of our community.

As we progress, the City will continue refining the project budget and aligning priorities with both capital resources and community fundraising efforts. Updated sketches and a donation framework will be shared in the coming weeks as SPLASH begins formal outreach.

INVESTING IN OUR STREETS: HOW

Since its implementation in April 2017, the City of Platteville’s municipal vehicle registration fee— commonly referred to as the “wheel tax”—has generated approximately $912,582 through the end of 2024. These funds have been directly reinvested into the community by supporting the City’s annual street maintenance program, with a primary focus on preserving and extending the life of local roadways.
The revenue has been specifically earmarked for “Thin Overlay” treatments. This cost-effective preservation method applies a ¾-inch layer of asphalt to existing streets, resulting in a smoother, safer surface and significantly extending the pavement’s usable life. When applied to streets in good condition, thin overlays can add up to 10 years of service. For streets begin-
ning to show signs of wear, the treatment still offers an additional 4 to 5 years, allowing the City to stretch limited resources and defer full reconstructions.
In cases requiring more substantial rehabilitation, the City also employs “Mill and Overlay” treatments, where two inches of deteriorated asphalt are removed and replaced. These higher-cost applications are reserved for streets with more advanced surface degradation.
According to Public Works Director Howard Crofoot, the wheel tax has strengthened the City’s capacity to manage infrastructure proactively. “By targeting preservation early, we can reduce the frequency and cost of major reconstructions. It’s a fiscally responsible approach that improves safety for all residents,” said Crofoot.
However, the cost of maintaining this level of service has grown significantly over time. For example, the cost per ton of asphalt for thin overlays has increased over 58% since 2016— from $77.50 to $122.95 in 2025. In the same period, the annual volume of material applied has decreased, not because of reduced effort, but due to constrained purchasing power. While the wheel tax revenue has remained relatively consistent, the rising cost of materials, labor, and fuel means each dollar now covers less maintenance than in prior years.
Despite these challenges, the wheel tax program has allowed the City to complete over $1 million in combined thin and mill & overlay work since 2017— representing tangible improvements across multiple neighborhoods.
The program’s continued success underscores the City of Platteville’s commitment to efficient infrastructure stewardship and maximizing every tax dollar. As we look ahead, maintaining that momentum will require ongoing evaluation of available resources and future needs.
Residents can be assured that the funds collected through the wheel tax have been and will continue to be used exclusively for road maintenance and preservation—investments that benefit every driver, cyclist, and pedestrian in the community.
