Things you need to know about e-bikes

Whye-bikesafetymatters:

Electricbikes(ore-bikes)havegrownincreasingly popularinrecentyears—andasaresult,accidentsand deathsinvolvingtheuseofthesedeviceshavealsorisen significantly.A2023ConsumerProductSafetyCommissionreportfoundthatinjuriesassociatedwithdevices likee-bikesincreased21%between2021and2022,andat least233deathsbetween2017and2022were micromobilitydevice-related—andthisnumbercontinuestogrow.

Withsomanypeopleinthecommunity(including manychildrenandadolescents)usinge-bikesnowadays, itisincreasinglyvitaltoeducateourselvesaboute-bikes, especiallywhenitcomestounderstandingthelawssurroundingtheiruse,andthesafetyprecautionsthatare imperativeinkeepingboththe communityand e-bikeuserssafe. Operating e-Motorcycles: know the law

Electricmotorcycles(ore-motorcycles) resembleconventionalstreetor off-roadbikesbutare poweredbyelectric motors.Unlikeelectric bicycles,e-motorcyclesareidentifiable byalackofoperationalpedals(ie. thesedevicesoperateexclusivelybythrottle).Inaddition,e-motorcyclescanreach speedsthatfarexceedthatofe-bicycles.Moste-m otorcyclesareabletoachievespeedsof45mph,andsome higher-ende-motorcyclesarecapableofexceeding100 milesperhour.

Interestedinridingane-motorcycle?Unlikee-bikes,e-motorcyclesareclassifiedasvehiclesintheCaliforniaVehicleCode.As such,thelegalrequirementsfore-motorcyclestobeoperated onpublicstreetsincludeallofthefollowingrulesandregulations:

E-motorcyclesmusthavecurrentandvalidregistrationwith theCaliforniaDMV.

E-motorcycleridersmustbeinpossessionofacurrentand validdriver’slicensewithamotorcycleendorsement.

E-motorcycleridersmustcarryinsurance.

E-motorcycleridersmustwearaU.S.DOT-compliantmotorcyclesafetyhelmet.

E-motorcyclescanONLYberiddenonstreets(prohibitedin bikelanes)orinoff-highwayvehicleparks.

PerCalifornialaw,nooneunder16yearsofagecanoperate ane-motorcycle.Individualswhoareatleastage16butunder theageof21yrsandseektooperateane-motorcycleare requiredtotaketheCaliforniaMotorcyclistSafetyProgram (CMSP),priortoapplyingfortheirDriver’sLicensewithaMotorcycleEndorsement.

Penaltiesforvehicleviolations(suchasridinganunregisterede-motorcycle,operatingonewithoutavaliddriver’s licenseand/orwithoutamotorcycledriver’slicenseendorsement)mayincludefinesandimpounding.

Make a difference on Community Service Day

ResidentsofPleasantHillareencouragedtocomeoutand givebacktotheircommunityastheCityholdsitsannualCommunityServiceDay.Thisyear,CommunityServiceDayisbeing heldfrom9:00a.m.–12:00p.m.onSaturday,September27.

Nowinits21styear,CommunityServiceDayencouragesresidentsandgroupsintheCitytoproposeimprovementprojects forvolunteerstotakeon.

ThedaybeginsatPleasantHillParkwiththeannualVolunteerBreakfast,providedbytheLionsClub.Atthepark, volunteerscanmeetupwiththeirprojectleaders,haveatasty breakfast,andpickuptheirFREEvolunteert-shirts.Afterwards everyonewillsplitupandheadtotheirprojectsites.

Time for Lid Flippin’!

PleasantHillworkshardtobeawelcomingcity,andour understandingofinclusioncontinuestogrow.Onearea gainingmoreawarenessisneurodiversity—thenatural differencesinhowpeoplethink,learn,andexperience theworld.

Forsomeresidents,especiallythosewhoare neurodivergent,inclusioncanlookalittledifferentandmay notalwaysbeimmediatelyvisible.That’swhyasubcommitteefromtheEducationCommissionisplanningeventsthat highlightthemanywayswecanfosterconnectionand belonging.

Diversityandequityencompassmanydimensions—includingrace,aswellasthedifferentwayspeople’s mindswork.Individualswithautism,ADHD,learningdisabilitieslikedyslexiaordyscalculia,andsensoryprocessing differencesmayfaceexclusionsimplybecausetheirneeds aren’twidelyunderstood.

Diversitymeansmorethanappearance;italsoincludes themanywayspeoplelearn,communicate,andengage. Embracingneurodiversityhelpsuscreatespaceswhere everyonecancontributeandthrive—notbychangingwho theyare,butbyvaluingwhattheybring.

Equitymeansensuringeveryonehasthesameopportunities,regardlessofraceorhowtheirbrainworks.Forsomeone whoisbothneurodivergentandapersonofcolor,overlappingbiasescancreateaddedchallenges.Forexample,a neurodivergentpersonofcolormayfacebothracialstereotypesandmisunderstandingsabouttheircondition.Atruly inclusivecommunitysupportsallaspectsofidentity. Theseconversationscanbecomplex,buttheymatter. PleasantHillisfullofpeoplewhocare.Together,wecanbuild astronger,moreconnectedcity—onewhereeveryonefeels theybelong.
