Bicycle / Pedestrian Master Plan moves forward

FollowingactionbytheCityCouncilin February,theapprovedBicycleand PedestrianMasterPlan(BPMP)ismovingforward.ThePlanservesastheCity’s policyandprojectplanningdocumentfor thebuild-outofprojectsandprograms focusingonexpansionandpromotionof activetransportation.

In2018,theCityinitiatedanupdateof thePlan,withaneyetowardensuring consistencywiththeCity’srecently adoptedGeneralPlan2040document. Theinitialupdatewascompletedin2019, buttheCityoptedtoincorporatenew 2020censusdata,aswellascomments receivedthroughpublicoutreach efforts.

TheBicycleandPedestrianMaster Planprovidesaconsistent,long-term guidefortheCityindevelopingcon-

nectednetworksofmultipurposepaths, bikeways,sidewalks,andstreetcrossings.ThePlancomplementstheCity’s GeneralPlanCirculationElement,and providesfocusedvisionsandgoals towardsthedevelopmentofbicycleand pedestrianfacilitiesinPleasantHill.

ThePlanrepresentsashiftinthe City’stransportationdevelopmentstrategyfromanautomobile-orientedfocus toanemphasisupon“completestreets” thatbalancestheneedsofmultiple modesoftravelwithintheCity’stransportationnetwork.ThePlanprovides generalimprovementrecommendations anddesignguidelinesthatpromoteconsistent,safe,andefficientintegrationof bicycleandpedestrianfacilitiesonCity streetsandneartransitfacilities.The PlanbolsterstheCity’spursuitoffederal,

state,andlocalgrantfundingopportunities,asthepolicydocumentprovidesa cohesivevisionforbicyclepedestrian projectsthatgrantagenciestypically require.ThePlanalsoprovidespolicyrecommendationstoensurethatthe privatedevelopmentprojectsbenefittingfromnewfacilitiespaytheir fair-sharetowardstheconstructionof thosefacilitiesviatheCity’sTraffic MitigationFeeprogram.

TheCity’supdatedBicycleandPedestrianMasterPlanisanexcellenttoolfor ensuringthatPleasantHillremainsa vibrantcommunitythatprovidesalternativemodesoftransportationforallusers wholive,work,andrecreatethroughout ourcity.

Emergency preparedness training

OnJanuary17,2024,theCityofPleasantHill,CommunityEmergency ResponseTeam(CERT),andPleasantHill Recreation&ParkDistrictcametogether forascenario-basedtrainingintheCity ofPleasantHill’sEmergencyOperations Center(EOC).

TheEOCisthecentralizedlocationof emergencyresponseandrecoverysupportoperationsusedbytheCityduring largescaleincidents.IntheEOC, agencyleaderscoordinateinformation andresourcestoprovideaid,assistance, andrecovery.TheEOCmaybeactivated foravarietyofreasons,includingastate ofemergencyordisasterdeclaration.

IntheJanuary17trainingscenario therewasa7.2magnitudeearthquake, leavingpoweroutagesthroughoutthe region,collapsedroadways,fires,and muchmore.Traineesinattendance learnedhowtoworktogetherasateam andadapttoeverchangingincidents throughouttheexercise.Itgaveareal “hands-on”approachtowhattheEOC wouldbelikeduringanactualemergency.

Throughoutthetraining,therewere 35Citystaffmembers,over50CERT

membersincludingthreehamradio operators,tworepresentativesfrom PleasantHillRecreation&ParkDistrict, andfourvolunteersfromthepolice department.Theexercisewasacollaborativeeffortamongagencyand communitypartners.TheCityplansto engageinmorescenario-basedtraining toensuretheCityispreparedfor large-scaleemergenciesrequiring activationoftheEOC.

TheCOAconsidersmattersaffecting persons55+inourcommunityandprovidesawarenessofresourcesand activitiesthatbenefitagingadults.

March is Developmental Disabilities Awareness Month

DevelopmentalDisabilitiesAwarenessmonthiscelebratedandrecognizedeach March.PresidentRonaldReaganissuedapublicproclamationin1987,urgingAmericanstoprovideindividualswithdevelopmentaldisabilities“theencouragementand opportunitiestheyneedtoleadproductivelivesandtoachievetheirfullpotential.”

Sincethen,organizations,advocates,andcommunitieshavecometogetherannuallytopromoteunderstanding,inclusion,andtherightsofindividualswith developmentaldisabilities,aimingforamoreinclusivesociety.

In1990PresidentBushsignedtheAmericanswithDisabilitiesAct(ADA).Training opportunitieswereexpandedtoincludeprofessionals, paraprofessionals,family members,andindividualswithdevelopmentaldisabilitiesandadvocateforinnovativepublicpolicyandcommunityacceptance.

Eachindividual,regardlessoftheirabilities,shouldberespected,embraced,and providedwithopportunitiestothrive.DevelopmentalDisabilitiesAwareness Monthservesasareminderoftheseprinciples,emphasizingthevalue,rights,and aspirationsofthosewithdevelopmentaldisabilities.

CERTvolunteersaretrainedtowork inaspecificsectionoftheircommunity, tosearchforandassistinjuredortraumatizedneighbors,setupsafetyzones aroundseverelydamagedinfrastructure, andkeepthecity’sEmergencyOperationsCenterapprisedofthesituationin eachareaofthecity.
