BetweenDecember31,2022andJanuary12,2023,theBayAreawasslammed byaseriesofstormsbringingseveral inchesofraintothearea.Thisheavyrain resultedinsomefloodedareas,power outages,downedtreesandlandslides. Throughoutthestorms,PleasantHill PublicWorksstaffworkedhardtomake sureissuesweredealtwithquickly,as wellascontinuouslyrefillingtheCity’s threesandbagstationssothatresidents couldsafeguardtheirpropertiesfrom flooding.

Dispatchersareoftenreferredtowithinthelawenforcementindustryas“thecalmvoiceinthedark.”Formostpeople experiencinganemergency,thevoiceofadispatcherwillbe thefirstpoint-of-contactthey’llmakeinseekinghelp.The responsibilityofadispatcherinthatmomentistofindout wheretheindividualis,whatisoccurring,andgatherasmuch informationaspossible(asquicklyaspossible),todispatch emergencypersonneltothescene.
Whenacallcomesinto9-1-1,dispatchersneedtoworkwith thecallertogettheimportantinformationonthesituation, inputitintoacomputerdispatchsystem,andgetfirstrespondersrollingasquicklyaspossible.Thiscanbecomplicatedas mostpeoplecallinginto9-1-1aredistraughtandundergreat stress.Dispatchershelpcalmthechaosandgethelpontheway throughnext-levelmulti-taskingskills.

ThisspringtheCitywillintroduceanewdigitalpermitting platformthatwillhelpimproveservicetothecommunityand augmentthetransparencyandavailabilityofCityrecords. ThischangeispartoftheCity’simplementationofEnerGov,a permitmanagementsoftwaresystemdesignedtoimprove efficiency,providegreatertransparencyintoCityprocesses andaccesstorecords,andfurtherimprovecustomerservice. ItalsopromotestheCity’scontinuedpursuitofgoing paperlessandsupportingtheenvironment,apriorityforour Cityasweworktowardbecomingcarbonneutral.

Oneofthemostimmediatetriggerswasthe 1969SantaBarbaraoilspill,pumpingmorethan3 milliongallonsofcrudeoilintothePacific.Itwas becomingcleartomillionsofpeople(onbothsides ofthepoliticalspectrum)thatchangewasneeded inhowwetreatedourenvironment.SotwoU.S. Senators,oneRepublicanandoneDemocrat,proposeda“teach-in”thatwasorganizedbyDenis Hayes,anactivistandrecentStanfordgraduate, whosecoordinatingeffortsled20millionAmericans tomarchandgatherinprotestofpollutionandthe otherharmsthatoursocietywasdoingtotheearth.
ThefirstEarthDaywasfollowedinthesame yearbythecreationoftheEnvironmentalProtectionAgency,andsoonthereafteradditional legislationaimedatsupportingahealthierenvironmentwaspassedatthenationallevel.

CERT helps Pleasant Hill during winter storms
DuringJanuary’srainydeluge,18CommunityEmergencyResponseTeam (CERT)volunteersmetattheCity’sCorporateYardtofillsandbags.Workingin twoteams,theyformedassemblylinesto pass,fill,andstackoverathousandbags intwohours.Thebagswerethenstored forfuturedistributiontoresidentsas needed,toprotecthomesandproperty fromflooding.

PleasantHillCERThasbegunholding trainingcoursesagain.CERTstartedthe yearwithatrainingcoursefromJanuary –March,withasecondcoursecomingup inthefall.Datesforthenewcoursewill beannounced.
