The urgency and scale of the climate challenge is clear, reinforced by the recent IPCC Special Report on Global Warming of 1.5°C (IPCC, 2018). Achieving the goals of the 2015 Paris Agreement requires unprecedentedly rapid economic, social and technological transformations to steer countries onto low-emissions, climate-resilient development pathways that are consistent with keeping the global average temperature increase well-below 2°C above pre-industrial levels, and pursuing efforts to limit it to 1.5°C. OECD work focuses on the environmental, economic, financial and social dimensions that are critical to the creation of low-emissions, climate-resilient development pathways.
