In the history of South Africa, the year 1994 was the year of hope and despair All the citizens of South Africa eagerly expected to live in peace, prosperity and harmony with each other Alas, all this was a daydream because our country failed dismally in all the three spheres of government, which have totally collapsed There is a plethora of reasons why the three spheres of the South African government collapsed Among others, they collapsed because of the tripartite governance that messed everything up The Matjhabeng Local Municipality is a case in point What causes this municipality to be in the state in which it is, is the members of the National Union of Mine (NUM) workers, most of whom originated from the former Transkei and Ciskei homelands The NUM members who govern Matjhabeng have proven to be lacking knowledge in governance, administration, management and leadership For more than 30 years that the ANC has been in power, the members of NUM have failed to carry out the basic managerial function namely controlling, planning, organising, and leading Another misfortune is that Black Economic Empowerment (BEE) policy has rendered them useless and ineffective The BEE policy has never and will never contribute to the service delivery and the development of the Matjhabeng region Yet, the municipality has the audacity to force pensioners to pay for services they cannot afford Now, the question arises: What will happen to the property of the pensioner who was burdened with the money that (s)he couldn’t pay after her or his death?

Scathing report raises concerns

The Matjhabeng Local Municipality, it would seem, is thwarting and blocking all attempts by the Free State administrator and his team to execute the financial recovery plan.

Political commentators in Matjhabeng say the municipality, under the political leadership of Thanduxolo Khalipha, is on the verge of financial collapse with little prospect of recovery

Following the appointment of the administrator and his team, the municipal leadership has failed to cooperate and support the initiative, rendering the court order ineffective An informed source says several letters addressed to both acting municipal managers since June 2025, requesting crucial information and implementation of financial recovery measures, have not been responded to and unheeded, resulting in team despondency and further delays in executing the court order

At the special council meeting convened on Thursday, 4 September, the National Treasury’s Municipal Financial Recovery Services unit submitted a scathing report to the council, highlighting the maladministration prevalent in Matjhabeng The findings revealed that irregular appointments, including the duplicate Expanded Public Works Programme (EPWP) unit in the mayor ' s office, which led to over R10 million in unauthorised and wasteful expenditure, deprived residents of essential services

In accordance with the Treasury's instructions, the municipality is required to terminate the duplicate EPWP unit in the mayor ' s office and all illicit contracts by the end of October Furthermore, the Treasury has mandated a recruitment freeze for all new positions, excluding the Municipal Manager position, owing to the financial strain caused by the improper allocation of funds towards senior managers ' salaries that exceed the approved pay scales A prompt skills audit and employee verification exercise is necessary to validate the presence of ghost workers

by the revelations of the team "We have been consistently saying that there is a serious lack of leadership in Matjhabeng; too much political interference, no willingness or commitment to correct the situation but rather everyone who comes in serves their narrow interests If the ANC was an honest organisation, they should have removed this mayor a long time ago " He says this is a deliberate transgression of the code of conduct of councillors “We as councillors have a fiduciary responsibility to protect public purse and use it to benefit the public This is a clear scam to reward political allies of the mayor and his faction It's a total waste of money that could have maybe aided the collapsing service delivery The former municipal manager and the director of cooperative service were legally obliged to advise against this and should have informed the MEC if the mayor was ignoring their advice This money could have been used to assist in service delivery maybe it could have bought tar to seal potholes or fixed the dysfunctional sewer treatment plants We have already submitted a written question to the acting municipal manager, which was answered, and we are now following up with a motion to council which seeks to undermine the unit and shut it down We must ensure that all those involved pay back the money, " he says Maxie Badenhorst, DA councillor, says the DA in Matjhabeng is alarmed by revelations from the National Treasury that the municipality spent R14 million on an illegal EPWP unit and has blocked the Section 139 intervention team from accessing key financial documents "The DA has already raised questions in the Free State Legislature about irregular political appointments in the mayor ’ s office and will closely monitor the Financial Recovery Plan resolutions, which include halting unlawful appointments, terminating irregular contracts, and referring cases to the special investigating unit (SIU) Once again, it is the poorest and most vulnerable residents who are being denied opportunities and suffering the consequences of Matjhabeng’s mismanagement ■Tshediso Tlali, spokesperson for the executive Mayor of Matjhabeng, did not respond to a media enquiry at the time of going to press

Unlawful tariff increases were successfully blocked at the most recent council sitting The municipality attempted to adjust several tariffs affecting real estate agents and business advertising rights in the Matjhabeng area in the middle of the current financial year

The block was successfully executed by the DA, says councillor Piet Botha In a joint statement issued by Botha and Abigail Schoeman, they state that they reminded council that Section 28(6) of the Municipal Finance Management Act (MFMA) is clear: Municipal tax and tariffs may not be increased during a financial year

"South Africa’s municipal financial year runs from 1 July to 30 June, and all tariffs must be set and published during the budget process, before 1 July Once the financial year has begun, mid-year hikes are expressly prohibited except in minimal circumstances

By pursuing such measures, the council is hampering economic growth instead of fostering it The DA will not stand for it

“Currently, temporary advertising signboards in public areas cost R286 per month (R3 432 per year), but real estate agents are charged R6 000 per year per agent to display ‘for sale’ signs," says Botha

The municipality’s proposal sought to double this annual tariff to R12 000, an increase that the DA strongly opposed and prevented

"This raises the question: why would Matjhabeng seek to double the annual tariff paid by real estate agents when the cost is already disproportionately high compared to other forms of advertising?

The DA in Matjhabeng believes these lower fees encourage entrepreneurship and should remain accessible so that unaffordable tariffs do not stifle small businesses

Sanesa results show promise

The BRS Equestrian Centre in Welkom hosted the Pink Pony Interclub Team event in which 12 teams from different show jumping clubs in the Free State competed

The event took place on Saturday, 23 August

When all of the scores from the two jumping classes were tallied, the BRS Equestrian Centre's Pink team, with team members Hanno Van Jaarsveldt and his pony Storm Rider, Breeya Bortolussi and her horse Bridal Veil, Miah Erasmus and her pony Snow Ball, and Ava Adendorff and her pony Shangar came out on top

They finished in first place in the Pink Pony Interclub Show Jumping Team event, and the BRS Teal team came third

The team members are Ivanka Erasmus and her pony Little Bit of Lace, Breeya Bortolussi and Victorian Melody, and Kelsy Smith and her pony Pick Up Sticks, who won the team event day

"It was a wonderful day, with lots of fun Over 34 horses entered from clubs outside of Welkom," says Belinda Basson, coach and owner of the BRS Equestrian Centre

The next event to be held at the sports club is the Spring Show on Saturday, 20 September

There will be an equitation clinic with a national judge from the South African Equitation Federation (SAEF)

Ten horse and rider teams of the BRS were selected for the Free State Show Jumping team that took part in the South African (SA) SAEF Youth Championships that were held at the Kyalami Park Club in Midrand from Saturday, 28 June, to Sunday, 6 July

For eight of these riders, it was their first SA SAEF Youth Championships

Karlien van Jaarsveld and her horse Victorian Melody were selected for the Free State 90cm Junior team She rode very well, and it was a very tough competition

There were 104 horses in her class

Her stable mate, Kara Taute (Free State 80cm FS Junior team) with horse Volmoed Astrant, had a brilliant SA Championship, riding well and ending in the top 15 places This is a new horse and rider combination with a very bright future ahead

The Free State 80cm Show Jumping Team ended second in the team Event - an awesome result

In the 90cm Pony class, Karma Taute, on her pony Royal Dalton, was selected for the Free State 90cm Pony Rider Team The 90cm Jumping team came fourth in the provincial team event

In the Pony Rider Open Working Hunter class, Kara and Royal Dalton came sixth "This is a great achievement as Royal Dalton is turning 20 this year, " says Basson Hanno van Jaarsveldt and Storm Rider were selected for the Free State 90cm Pony Team, and they did really well

The Show Jumping 90cm Team came fourth in the inter-provincial team event

In the Free State 80cm Pony class, Ivanka

Erasmus and Little Bit of Lace rode very well In the inter-provincial team event, they were combined with Limpopo, and the team came sixth

In the Working Hunter Novice pony rider class, Ivanka and Little Bit of Lace ended sixth

On her other horse, Mederia Karros (Free State 70cm Pony Rider Team), Ivanka did extremely well

In the 70cm Pony Rider Team event, Ava Adendorff and Shangar did very well in the jumping, with brilliant times and jump-off turns

“But Ava really did herself and the BRS proud Ava helped the Free State team end in second place," says Basson She had a brilliant Working Riding Novice Class, ending in fifth place

In the 60cm Pony Rider Jumping, Ava and Princess Maruti rode well and ended second in the inter-provincial team event

For Janke Rossouw and Out of the Blue, it was their first SA Junior 70cm Jumping, and they have started working on a brilliant future together Janke and the 70cm Free State Junior Team won the inter-provincial team event

The youngest team member, Miké Calitz and Zazu (Free State 60cm Pony Rider Team), also did well, having all clear rounds in her jumping classes Her brilliant results helped the Free State 60cm Pony Rider team to end in second place in the inter-provincial team event

Welkom-Gimnasium het in die 2025-seisoen opnuut sy staal getoon deur indrukwekkende prestasies op die rugby-, netbal- en hokkieveld te behaal

Die seisoen is gekenmerk deur spanwerk, toewyding en ’ n ware Gimgees wat deurentyd gestraal het

Op die rugbyveld het die o 14A-, Ben C-, o 15B- en C-, o 16A- en o 19Aspanne die jaarlikse Gim-Goud-derby gewen, met die o 19A-span wat met 39 – 28 triomfeer het

Op streekvlak het Gim twee van die vier ligas gewen (o 14 en o 19), en twee spanne was derde (o 15 en o 16)
