The Parow Community Policing Forum (CPF) has said it is deeply concerned about the act of violence which played out on Friday 15 August in the area in which an adult male lost his life
"We do not condone any form of violence in our community, and we stand firmly in support of efforts to ensure safety, justice, and peace for all residents
"Incidents like this are a stark reminder of the challenges we face and the urgent need for continued collaboration between community members, local organisations, and law enforcement partners," said CPF chair Bronwin Daniels
Daniels was referring to the shooting incident in Francie van Zijl Drive, Parow in which a father was gunned down The incident occurred metres away from the entrance to the Tygerberg Hospital
Daniels said the matter is currently under investigation and that as the CPF they are not in a position to comment on the details or speculate the possible motives
She said however that as the CPF they urge anyone with information that could assist in the investigation to report it via the appropriate platforms
A similar call was made by the Western Cape police who is currently investigating the matter
WO Joseph Swartbooi, police spokesperson, said on Friday they are investigating a murder case following the shooting incident
He said the motive for the attack was believed to be gang-related and that the Parow police detectives had combed the crime scene for clues According to the police the suspects fled in an undisclosed direction and had yet to be arrested
Swartbooi said the police rushed to the scene at around 07:50, and on their arrival found the body of an adult male in a motor vehicle He had sustained gunshots The victim was declared dead on the scene
According to media reports, the victim is identified as Tino "Oudste" Mentoor from Belhar, an alleged member of the Mobster gang
The reports indicate that he had just dropped off his children at school when he came under attack Several photos of the crime scene were shared since on social media of the victim's car, a grey VW Polo, at a set of traffic lights, surrounded by police vehicles

He says Sapoa’s case has no substantial legal grounds, as the tariffs are fair and rational, as well as being constitutional in that the metro has a constitutional duty to provide water, sanitation and cleaning services and to establish the right or levies to pay for them
Pointing to South Africa having the highest inequality in the world, he said, the budget encapsulates the principle of equality within the current social context "In an ideal world the City's revenue would meet all the City's needs, but this is not the case There are obvious tensions between policy priorities and financial realities," he stated
The mayor says Sapoa does not argue that the tariffs are excessive and that the court application is therefore limited to one issue, namely that it is unlawful to link the fixed tariffs to property values In this respect he argues that property values in this instance are merely used as a measure to determine the tariffs that are not in essence a property tax
He furthermore stated that municipalities across South Africa are
caught in a financial vice, driven by rapidly growing populations and the urgent need to expand infrastructure to maintain basic services Without raising funds from residents, the only alternative is the decline and eventual collapse of public services and infrastructure
He said the tariffs are needed to set the city on a "new path" to combat poverty in the face of a massive population growth in Cape Town Hill-Lewis cited census data showing Cape Town’s population grew by 27% between 2011 and 2022, now officially at five million
He believes the true figure is higher due to undercounting in informal settlements, where over 1,2 million people live in some 800 such settlements with only shared taps or toilets
"I do not in any way wish to suggest that I regard concerns raised over the budget as trivial The concern which almost all residents in this country raise in relation to relentless increases in municipal bills, food and fuel is real and acknowledged by the City and has been taken into account " The urgent court challenge is set to be heard on 17 and 18 September in the Western Cape High Court

The draft Traffic Calming Policy outlines guidelines that will assist the City in assessing and managing applications for traffic calming measures (such as speed bumps and road signage) across the metro
The City of Cape Town is calling on residents and all interested parties to comment on its updated draft Traffic Calming Policy The public participation process opened on Friday 15 August and will close on Saturday 13 September
The draft policy outlines guidelines that will assist the City in assessing and managing applications for traffic calming measures (such as speed bumps and road signage) across the metro
According to Mikhail Manuel, chair of the Urban Mobility Portfolio Committee, the policy reflects input received during the City’s previous public consultation efforts
“The draft 2025 Traffic Calming Policy proposes the widest set of sustainable parameters to date by which the City can use traffic calming measures to make our roads safer for all users,” said Manuel
“The Urban Mobility Directorate was inspired by the public input during the Call for Ideas campaign We thank the public for their innovative concepts and call on the citizens of Cape Town to engage with this draft policy proposal ”
Rob Quintas, the City’s Mayco member for urban mobility, emphasised that the policy aims to safeguard the most vulnerable “Key objectives of the draft policy include establishing a sustainable programme that protects the most vulnerable road users, especially where they are most at risk, and recognises roadways as public assets meant for all users,” said Quintas

The draft policy introduces several significant updates:
.Greater flexibility to accommodate environmental differences, especially in high-pedestrian areas, through policy exceptions;
.Expanded scope for the design and implementation of traffic calming measures, under the City’s oversight;
.An increase in the baseline number of traffic calming interventions per financial year; and
.Proactive planning for traffic calming in new developments and land use applications

The rezoning of an Oakdale property from a home to a guesthouse caused controversy after TygerBurger reported that some guesthouses and student residences were accommodating prostitutes.
Residents were unhappy about the rezoning without public participation and an enquiry was sent to the City of Cape Town to clarify why properties in Oakdale are rezoned and why there was no public participation

Researchers from Stellenbosch University (SU) found first evidence of rare phenolic compounds in cannabis leaves These are sought after in the pharmaceutical industry for their antioxidant, anti-inflammatory, and anticarcinogenic properties
The SU analytical chemists have provided the first evidence of a rare class of phenolics, called flavoalkaloids, in cannabis leaves Phenolic compounds, especially flavonoids, are well-known and sought after in the pharmaceutical industry because of their antioxidant, anti-inflammatory and anti-carcinogenic properties
The researchers identified 79 phenolic compounds in three strains of cannabis grown commercially in South Africa, of which 25 were reported for the first time Sixteen of these were tentatively identified as flavoalkaloids which, interestingly, were found mainly in the leaves of only one of the strains The results were published in the Journal of Chromatography A recently CHALLENGES
Dr Magriet Muller, an analytical chemist in the LC-MS laboratory of the Central Analytical Facility (CAF) at Stellenbosch University and first author of the paper, said the analysis of plant phenolics is challenging due to their low concentration and extreme structural diversity
“Most plants contain highly complex mixtures of phenolic compounds,” she explained, "and while flavonoids occur widely in the plant kingdom the flavoalkaloids are very rare in nature
“We know that cannabis is extremely complex It contains more than 750 metabolites, but we did not expect such a high variation in phenolic profiles among only three strains, nor to detect so many compounds for the first time in the species ”
For her postgraduate studies in SU’s Department of Chemistry and Polymer Science Muller developed powerful analytical methods combining comprehensive two-dimensional liquid chromatography and high-resolution mass spectrometry for the detailed characterisation of phenolic compounds
“We were looking for a new application for the methods that I developed, after successfully testing them on rooibos tea, grapes and wine I then decided to apply the methods to cannabis because I knew it was a complex sample, and that cannabis phenolics have not been well characterised "
According to Prof André de Villiers, her study leader and main author on the paper, he was blown away by the chromatographic results she had obtained: “The excellent performance of two-dimensional liquid chromatography allowed separation of the flavoalkaloids from the much more abundant flavonoids, which is why we were able to detect these rare compounds for the first time in cannabis”
De Villiers said it is obvious there is still much to gain from studying this controversial plant, as the bulk of research into it to date has been focused on the pharmacological properties of the moodaffecting compound in it, cannabinoids
“Cannabis also exhibits a rich and unique (non-cannabinoid) phenolic profile, which could be significant from a biomedical research perspective ”
New land-use rights to build affordable rental flats in identified neighbourhoods with highest demand in Cape Town will be effective as from 1 September, affording thousands more to make the leap from informal housing to City rental flats.

These additional land-use rights will enable micro-developers to deliver affordable housing in townships, informal and lower-income suburbs at a far faster rate
. New provisions will see incentive overlay zonings for development focus areas in Athlone, Maitland, Parow/Elsies River, Bellville and Diep River This zoning assign additional and enhanced development rights to properties that fall within certain areas in these overlay zonings
. Additional use rights for Residential Zoning include affordable rental flats, supplementary dwelling units and place of instruction
. An affordable rental flat is a new additional use right to enable the development of small scale affordable rental accommodation in identified areas The number of small-scale affordable rental units on a single property may not

exceed eight units plus a dwelling house, or 12 units if there is no dwelling house on the land

New additions under Section 135 allow the City to impound moveable property that is being used for illegal building or demolition work if an order to stop work is being disobeyed This amendment intends to address the challenge of owners and contractors continuing illegal work without tangible consequences
. Single residential zoning is renamed "Residential Zoning" (R1) and provides for single-family dwelling houses and additional use rights in low- to mediumdensity residential neighbourhoods
. Amendments to the emergencyhousing provisions, now called "temporary-disaster housing", under Section 68 to enable the City to provide temporary housing on land that may not be zoned for such purpose for a period of 12 months without needing to undertake a public participation process beforehand if it is reasonable and justifiable, and complies with the Promotion of Administrative Justice Act The amendment allows for those who are left homeless due to emergencies such as fires and floods to be temporarily relocated to an alternative site in a timeous manner
. Amendments under Section 111 to allow the City to use email as the method of contacting and notifying interested and affected parties; parties must provide the City with their email addresses and update these; and anyone who doesn't have access to email may apply for notification by other means If a resident already has their latest email address with the City, they do not have to update it again . A new rectification chapter combines the existing regularisation provisions with new revocation and amendment provisions to provide an internal remedy for irregular decisions

Two educators from Kasselsvlei Primary School in Bellville-South were recipients of this year’s 2025 Western Cape Provincial Teaching Awards held last week

The annual Kenridge Wildflower Walk is being presented as three guided walks on Sundays 24 August, 21 September and 19 October to experience the beauty of the local wildflowers
The walks are hosted by the Wildflower Stepping Stones Project The three-hour walks will start at 11:00 in the park opposite Vineyard Deli
The walks will offer tours through the wildflower "stepping stones" (or conservation circles) of Kenridge
The route will take participants through three indigenous park gardens and 11 conservation circles (stepping stones for pollinators and birds) along the way
One of the gardens on view during the walk is a pollinator garden planted on Mandela Day with grant money received from Nature Connect, which is affiliated to the Table Mountain Fund The grant also makes provision for a garden planted at The Valley Primary School and an educational programme that benefits Valley Primary and Kenridge Primary learners through various events
The circular walk covers just a little bit less than 5km and is done at a leisurely pace
Kenridge also boasts three nearthreatened species that are now protected year-round in the parks, thanks to the Wildflower Stepping Stones Project

A concert in aid of cochlear implant patients will be taking place next month
The event is organised and hosted by the non-profit organisation HearUs, a South African Cochlear Implant Association
This year's concert, HearUs, A celebration of Sound, the third annual concert, will be held on Saturday 6 September at the Endler Hall in Stellenbosch
The mission of HearUs is to secure financial sustainability of all cochlear implant patients, who are in financial need to maintain their cochlear implant functionality, which is a lifelong journey, explains dr Sucari Vlok, a radiologist and clinical trainer at the University of Stellenbosch, Tygerberg Hospital
The programme for this year's fundraiser features the Heydeburg Symphony Orchestra, and the soloists are Chris van Straten (clarinet), Etienne van der Walt (tenor), Dumisa Masoka (tenor), Alida
Scheepers (soprano), José Dias (piano) and Mario Nell (organ) Vlok, a fellow organiser, says they are delighted to have the Stellenbosch Youth Orchestra on board and several cochlear implant recipients who will also participate

Since early July, a new outbreak of high pathogenicity avian influenza (HPAI) has been confirmed in wild seabirds across the Western Cape
These are the first wild–bird detections in the province since April 2024 The public is therefore encouraged not to touch sick or dead birds and to report them to the authorities
Wild seabirds infected with HPAI often develop neurological signs such as tremors, head twitches and seizures
Although HPAI occasionally infects mammals and humans, the risk to the public remains very low when basic precautions are followed
WHATISHPAI?

within 10 days of contact with a sick or dead bird, and inform your healthcare provider about possible HPAI exposure
WHATIFIHAVETOUCHEDASICKORDEADBIRD?
. Remove any droppings (guano) or other bodily fluids from the affected bird using a disposable paper towel
. Disinfect your hands with soap and water or use an alcohol-based hand sanitiser
. Disposable items that were in contact with the bird can be packaged in a plastic bag and sent with the bird for safe disposal when collected
. Surfaces should be cleaned with soap and water, then disinfected with a diluted household bleach solution (120ml of bleach per litre of water, 30ml per cup of water) Wash and disinfect your hands again after cleaning
. Change your clothes and wash your hair before making any contact with domestic birds
. Any clothing exposed to a potentially affected bird should be washed normally and dried in the sun or in a tumble-dryer
