Role Overview

Title: Technical Compliance Director

Package: Up to £79,000 (Dependent on experience)

Working Pattern: 37 hours per week, Monday to Friday

Location: This role is an agile post and will be assigned to the nearest Norse Group office

Role Purpose

The Technical Compliance Director is a senior leadership role responsible for ensuring that the organisation maintains full compliance with the new legislation brought about by the Building Safety Act 2022 (BSA) and the subsequent changes to the Building Regulations 2010, via The Building Regulations etc. (Amendment) (England) Regulations 2023 with particular focus on the Principal Designer duties. This role involves overseeing the application of building safety regulations, ensuring the organisation's competency in building safety practices, and driving cultural and procedural changes to meet the rigorous requirements set out in the legislation. The postholder will lead the development and implementation of strategies, policies, and processes that ensure safe design, risk management, and regulatory compliance across all Construction projects and stages.

The Group Lead will work closely with senior management, project teams, and external regulators to deliver on the BSA’s focus on higher standards of safety, transparency, and accountability. This role is vital in ensuring that the organisation is fully equipped to meet the new and evolving challenges of building safety, with a specific focus on meeting the expectations of the Dutyholder obligations under the Building Regulations.

The interview process will be defined in full with the selected candidates and this will involve a two-stage process.

If you are shortlisted for interview, you will be asked to provide original documentation pertaining to your entitlement to work in the UK in line with a list of acceptable documents which will be provided during the interview process.

As part of the interview process candidates will be asked to complete a psychometric test, this measures things like personality, aptitude and general intelligence. In addition to this we also will ask candidates to create and deliver a presentation - further details of this will be provided.

Key Responsibilities

Leadership in Building Safety in Design

 Lead the organisation's compliance with the Building Safety Act 2022 and Building Regulations, particularly with respect to the Principal Designer Building Regulations role.

 Ensure that the design teams are aware of and are undertaking duties under the Construction (Design and Management) Regulations (CDM)) 2015.

 Ensure that all design and construction activities have the framework and checking to ensure alignment with the new legislative framework established by the BSA, including the management of risks related to safety, structural integrity, and fire safety.

Compliance and Regulatory Oversight

 Monitor and interpret changes in Building Regulations and safety legislation and ensure that these are effectively integrated into organisational practices.

 Provide expert guidance and advice to senior management, design teams, and project stakeholders on how to navigate and comply with the BSA, Building Regulations, and associated safety legislation.

 Develop and implement a robust competency framework to ensure that the organisation’s team is equipped to handle building safety and regulatory requirements in line with the Building Safety Act.

 Design and oversee training programs, CPD initiatives, and other resources to ensure that all employees, contractors, and subcontractors understand and can fulfil their roles under the BSA.

Risk Management and Safety Planning

 Support the identification, assessment, and mitigation of safety risks in the design process, with a focus on fire safety, structural integrity, and safe systems of work and CDM.

 Oversee and support the integration of safety risk management strategies at all stages of project planning, ensuring safety is a core consideration from design through to occupation.

Stakeholder Engagement and External Collaboration

 Engage with external auditors and regulators to ensure that the organisation meets the expectations of building safety and regulatory compliance including CDM.

 Support the (BPG) coordination of project managers, architects, building surveyors and engineers to ensure all parties are aligned with building safety requirements and responsibilities.

Communication and Reporting

 Develop and maintain clear documentation and reporting systems for managing and tracking safety and compliance throughout the project lifecycle.

Continuous Improvement

 Identify opportunities for continuous improvement in building safety, risk management, and regulatory compliance, fostering a culture of innovation in safety practices and policies.

 Lead efforts to implement lessons learned from incidents, audits, and safety reviews to improve processes and outcomes in future projects.

Candidate Requirements

Qualifications

 Chartered Member of the Royal Institute of British Architects (RIBA), Royal Institution of Chartered Surveyors (RICS), Institution of Civil Engineers (ICE), or other recognised professional body (essential).

 NEBOSH Construction Safety qualification or equivalent health and safety certification (desirable).

 Further qualifications in building safety, fire safety, or project management are an advantage.

Experience

 Proven experience as a Principal Designer (CDM), with strong leadership experience in managing complex projects and ensuring compliance with building safety regulations.

 Knowledge in the Building Safety Act 2022, CDM 2015, Fire Safety Regulations, and Building Regulations

 Experience in implementing safety and compliance strategies across multiple projects and departments, and in managing multidisciplinary teams to achieve regulatory outcomes.

Knowledge & Skills

 In-depth knowledge of the Building Safety Act 2022, with a strong understanding of Dutyholder responsibilities and their application to design and construction.

 Strong risk management expertise, particularly in relation to building safety, fire safety, and structural integrity.

 Excellent communication, presentation, and stakeholder engagement skills, with the ability to influence and lead at all levels.

 Strong project management skills, with the ability to oversee multiple complex projects and ensure compliance with all relevant safety legislation and regulations.
