Intro to

Managing property with purpose:

an insight from our Group Strategic Development Director.

Strategy &

& Growth

Within Consulting, property management is about more than just managing buildings—it’s about creating spaces that work for people and communities, now and in the future.

As part of Norse Group, we provide integrated property solutions for the public sector, supporting local authorities, housing providers, education academies, and health and care trusts at every stage of the property lifecycle.

Our journey with clients begins with strategic advisory, ensuring every project aligns with both client goals and community priorities. Whether it’s a new build or a refurbishment, we bring together our multidisciplinary team of architects, planners, engineers, and project managers to ensure a smooth transition from idea to reality. This approach allows us to carefully plan, design, and deliver projects on time and within budget.

Once a property is operational, the focus shifts to keeping it fit for purpose. Our estates and asset management team collaborates closely with clients to assess the condition, performance, and sustainability of their assets.

With a strong emphasis on carbon and energy management, we help organisations reduce emissions, drive net-zero initiatives, and cut operational costs, all while improving long-term resilience.

Supporting clients with initiatives such as the Public Sector Low Carbon Skills Fund and Public Sector Decarbonisation Scheme, we provide expert advice and practical solutions to decarbonise property portfolios and ensure they remain sustainable and costeffective for years to come.

No asset lasts forever, so we help clients make informed decisions about their property portfolios as they evolve. Whether it’s repurposing, refurbishing, or replacing assets, our holistic approach ensures we balance operational costs, carbon impact, and budgets, providing expert guidance on the best course of action for long-term sustainability.

Drawing on the wider expertise across Norse Group, from facilities management to environmental services, we ensure that every decision aligns with operational efficiency and local community benefit.

When it comes to working with local authorities on a joint venture basis, we believe in partnerships that create lasting impact. Moving beyond traditional outsourcing, our model focuses on retaining skills, investment, and expertise within local communities. This ensures that financial benefits return to the public purse, while allowing us to deliver major projects at pace and scale, developing long-term prosperity.

At Norse, it is our mission to create places where people live, learn, work, and thrive. Through innovation, collaboration, and expertise, we’re shaping the future of public sector property management, delivering holistic solutions that truly make a difference.

We are committed to building a business that is not only profitable but also ethically responsible, mindful of our impact on the Environment (Planet), Social (People), and Governance (Profit).

Over the next five years, we will continue to develop our ESG Strategy and advance our journey toward net zero.

Our commitments:

• Reducing energy consumption and waste

• Protecting air, land, and water quality

• Valuing our relationships with employees, suppliers, and customers

• Upholding transparency and fairness in our business practices

• Achieving a carbon-neutral footprint by 2050 or sooner

To ensure accountability, we monitor and report our ESG activities regularly, offering transparent data that allows stakeholders to independently review and assess our performance.

Our approach goes beyond business as usual. We are focused on giving back and making a positive difference in society. Our social impact is structured around four key areas:

Employees

We offer family-friendly policies, flexible working options, and apprenticeships to foster a supportive work environment.

Customers and partners

We strive to exceed expectations and actively sponsor local events to contribute to community life.

Suppliers

We work exclusively with compliant companies and prioritise supporting small, local suppliers to strengthen local economies.

Communities

We encourage our employees to volunteer their time and expertise to community projects that make a meaningful impact. We are already deeply involved in numerous activities that bring value to the communities we serve.

One of our challenges, however, has been tracking all these local initiatives across the Group. That’s why we’re excited to introduce SustainIQ, a new system designed to capture and report on these activities, helping us coordinate and showcase the outstanding work being done across Norse.

Supporting communities

Making a difference together

We believe in the power of community and are dedicated to giving back. Through a range of charitable initiatives, we actively invest in programs that empower local communities.

Whether through partnerships with local charities, employee volunteering, or funding initiatives that address key social issues, we are committed to creating positive, lasting change.

By focusing on community empowerment, we aim to create opportunities for growth, education, and wellbeing, building a stronger, more resilient future for all.

Community Sports Foundation

We’re proud to continue our partnership with the Community Sports Foundation. Following the success of our Active Canaries initiative in local schools, we’re excited to support ‘Onside’, a programme dedicated to helping steer young people back on the right track. Together we aim to create a positive impact across our local communities.

Good for Good programme

Our Good for Good programme is one of the ways we make a significant contribution to local communities. This initiative not only helps businesses meet their ESG goals but also supports local causes. The Good for Good quality mark is a symbol of our commitment to making a meaningful difference.

Supporting ex-offenders

Through partnerships with HMP Norwich and HMP Wayland, we offer ex-offenders training and employment opportunities, helping them reintegrate into the workforce and positively impact their communities.

The Big Tidy Up

Our most recent annual Big Tidy Up event saw Norse employees collect 101 bags of general waste and 10 bags of recyclables from parks and residential areas across the UK. The team in Newport led the charge, filling three open-back vans with rubbish and earning the Environmental Impact Award for their efforts.

Empowering employees to Make a Difference

Our commitment to community extends to empowering our employees to contribute their time and energy to causes that matter to them.

Through our Community Fund, employees can seek support for causes close to their hearts, provided they are actively involved with recognised voluntary or charitable groups. Additionally, we offer up to eight hours of paid time off annually for volunteering, enabling employees to make a tangible impact.

Norse Group’s Community Fund

The Norse Group Community Fund supports local activities ranging from sponsoring sports kits to helping grassroots clubs thrive in our communities. We’re proud to be involved in making a difference, whether it’s through financial support or volunteering our time.

Supporting the Armed Forces Covenant

Norse is proud to uphold the Armed Forces Covenant, supporting veterans and reservists in their transition to civilian employment.

We recognise the valuable skills and experience they bring to our business and are committed to providing employment opportunities that benefit both our company and the broader community.

We place people at the heart of everything we do. When you join us, you’ll become part of a team that is dedicated to making a real, positive difference in the world.

Project overview

We were proud to have been commissioned by Devon County Council (DCC) to develop a comprehensive strategy for decarbonising its school buildings. By working alongside the Council, our primary objective was to reduce energy consumption and carbon emissions, aligning with the Public Sector Decarbonisation Scheme (PSDS), which provides grant funding for energy efficiency and clean energy projects in the public sector.

The strategy involved a thorough collection and analysis of energy and estate condition data. Working with the Council we were able to prioritise the schools using criteria which included energy performance, boiler and fabric age, condition, and characteristics. The prioritisation We also considered the requirements of Salix PSDS funding, focusing on highimpact, cost-effective measures.

Using this criteria we looked to identify sites with the highest potential for energy savings and carbon reduction. Our analysis covered 59 schools, utilising energy consumption and emissions data over the past four years.

Key decarbonisation opportunities were identified, including:

• Fabric improvements: Cost-effective retrofit opportunities for roofs, walls, windows, and doors were identified. These improvements aim to enhance thermal performance and reduce energy demand.

Overview

Start date: July 2024

Completed date: February 2025

Value: £100,000

Services delivered: Feasibility and Decarbonisation

• Low Carbon heating:

The potential integration of Ground Source Heat Pumps (GSHP) and Air Source Heat Pumps (ASHP) was explored to replace fossil fuel-based heating systems.

• Heat networks:

Centralised heating solutions for clusters of buildings were considered to improve efficiency and reduce emissions.

• The top schools recommended for detailed feasibility studies were identified based on their high fossil fuel consumption, aging heating systems, and significant fabric improvement opportunities.

The DCC School Buildings Stage 1 Desktop Decarbonisation

Strategy Report provided a comprehensive and actionable roadmap for achieving significant energy savings and carbon reductions across the school estate.

By prioritising high-impact, costeffective opportunities, the strategy outlined clear steps for integrating decarbonisation efforts with ongoing capital repair programs. This holistic approach, which considers both fabric and mechanical/electrical improvements, is essential for ensuring a sustainable and energy-efficient future for DCC’s school buildings. Through diligent implementation of the recommended measures, DCC can make substantial progress towards its net-zero goals, setting a benchmark for other public sector organisations.

18 St Mary’s Road

London

and Southwark Council

Project overview

Norse Group was appointed by Atkins Realis (on behalf of Southwark Council) to develop the design for an Assessment and Rehabilitation Unit at 18 St Marys Road in Queens Road Peckham, London.

The client’s brief called for a short stay provision for young people at risk of entering care, crisis provision for placement breakdown or emergency placements. The proposed accommodation targets a mixed-age group but predominantly serves adolescents.

The existing property was in poor condition and presented a number of challenges:

• The kitchen, living and dining areas were not well integrated.

• WCs and shower facilities were not fit for purpose.

• The external spaces were not protected and poorlymaintained.

• The existing levels were not Part M compliant.

• The existing building fabric and services installations were in poor condition and not energy efficient.

The proposal called for a new extension and full refurbishment of the existing building’s interior to fulfil the client’s brief and improve long-term building maintenance. The key requirement was to replicate as far as possible a traditional home, at the same time taking into consideration accessibility, safety, and robustness. The new layout creates a logical sequence of spaces and like a typical home, the spaces have been designed to encourage social interaction while offering privacy and security.

To maintain this domestic-scale environment, open plan kitchen/ dining/living spaces are provided on the ground floor with level access to the rear garden. Most of the en-suite bedrooms are located on the upper floors with office space and meeting rooms strategically positioned away from the main entrance to maintain a ’typical’ home feel.

The proposal replaced the existing low-quality extension with a more contemporary higher quality extension while respecting the main building’s traditional features.

With future maintenance costs in mind, the new extension has been designed to exceed the Part L standards of the Building Regulations. The existing building fabric has also been significantly improved. The external doors and windows were replaced with highly energy efficient units and all external walls were internally insulated.
