AT THE HELM

VICE COMMODORE’S MESSAGE Dear Fellow Members of RSYC, As you may already know, our construction of the breakwater project is underway and the wave screen structure to reduce the wave motion within the marina will be completed by the time of the magazine publication. We are eagerly anticipating the completion sometime in the fouth quarter of 2017. With the completion of the project, we will experience calmer waters around our berths. We are pleased to share that early results of the project look impressive with comments like a “mirror” & “flat calm” circulating between boat owning members & visitors. This completes phase 3 of the major development projects that the Club has planned in the last 5 years. The first project being the multi-level dry stack for smaller boats, followed by the Marina Lodge expansion project from 32 to 60 rooms. These projects do not end here as our next expansion will be the completion of wet berths & pontoons, expanding of H & I Rows and remodelling of J Row to accommodate along-side berthing for vessels up to 80 feet in length. Following a protracted design & tendering process, we have secured a reliable pontoon system supplier and are expecting work to commence in early 2018. In parallel with the RSYC Committee, we have decided that RSYC Marina operations should proceed to attain accreditation in Gold Anchor International Rating Scheme for Marinas.

This industry accreditation scheme provides a customer focus framework for our Marina Management & Staff to improve their level of performance and consistency. A major upgrade of the existing wet berth infrastructure at RSYC will be in progress to attain the highest rating possible. More details will be reported in the next issue of magazine & notice boards. During the upgrading works at the Marina, some disruption to services such as water & electricity can be anticipated but we will try to give as much notice as possible to boat owners in our wet berths. Member’s patience and understanding will be greatly appreciated. I would also like to draw Members’ attention to the RSYC Committee’s concern about disturbing reports of members & their guests failure to observe the Government laws on smoking in public places. There has even been evidence of smoking in the vicinity of our fuel distribution & boat storage areas. I need to remind members that they are responsible for the behaviour of their guests & that the Club is required to observe the regulations with regards to smoking in public areas. Private clubs are not exempt from these rules & we shall take necessary action against people who fail to obey them.

Do your bit for the charity by joining in our Charity Golf event on the 1st December and Charity Cruise on the 9th December respectively. REPLACEMENT OF CAR DECALS

The Club will be introducing new car decals to facilitate smooth entry and to tighten security measures. The existing decals will be phased out by 31 December 2017, and Members are required to display the new car decal prominently for easy identification.

CELEBRATING MID AUTUMN AT PASIR PANJANG RSYC was glad to be part of the celebration again this year at PPPEA’s (Pasir Panjang Private Estate Association) Lantern Night held at the Breakthrough Mission Ground. The event was a great success featuring multi-cultural performance, mooncakes, lantern painting and traditional lantern walk. The residents and children were also happy feasting the popcorn and candy floss that we brought along for our booth.

OKTOBERFEST CELEBRATION 2017 Despite the light rain earlier in the day, members and guests came together on Friday 6 October 2017 for a night of drinking, eating and merry-making at The Wharf Restaurant. Emceed by Mr Nigel Ho, the Oktoberfest celebration kicked off to a great start with members indulging in pork knuckles, sausages and other sumptuous food that were washed down with ice cold Erdinger beer while enjoying the live band performance. As the evening continued, members tested their limits through a sausageeating and beer-drinking contest, and entertained themselves with ‘chicken’ dance, keeping the Oktoberfest ambience going. Everyone ended the night on a good note with lots of good memories and perharps a little hangover the next day. See you all at next year’s Oktoberfest!

TEAM RSYC-NUS CLAIMS VICTORY AT THE WESTERN-CIRCUIT SAILING REGATTA 2017 Team RSYC-NUS sailed the perfect regatta to claim its first victory at the 20th Western Circuit Sailing Regatta 2017 in the J24 class. The team, comprising of 5 sailors — crewed by Cheah Wen Chong, Jolie Koh, Yi Fei Lim, Dillon How, and helmed by Jonathan Yeo — students from various faculties in NUS, had been anticipating this moment, after closely missing out on first place at the RSYC Regatta 2017 back in July. Such progress is quite an achievement for the development of the recently inaugurated team, especially when faced with constraints in resources. This achievement deserves recognition of the support given by RYSC, NUS, and the student-athletes who put the pieces together. Things have only just begun for this team—and given the immense support from RSYC, they look forward to help build the sailing scene back in RSYC and NUS. - Jonathan Yeo

KEELBOAT LEVEL 1 COMPETENT CREW COURSE Join us for this Singapore Sailing Federation certified Competent Crew Course. This 4-day (2 weekends) course is designed for novices who want to learn the basics of keelboat sailing; and will qualify you to become a competent and useful member of the crew, learning basic safety and seamanship skills. Course will run from 10am to 6pm on each of the 4 days.

PREREQUISITES & CERTIFICATION Course attendees need to have a reasonable swimming ability, being able to swim 50m without a life vest. Upon successful completion of the course and assessments, attendees will awarded their Keelboat Level 1 Competent Crew certification. During the course, our instructors will take you through a mixtures of theory and practical sessions, covering: • Boat familiarisation, learning the terms and functions of the various parts of the boat, rigging, sails and equipment • Learn the points of sail and basic sailing manoeuvres including Man Overboard, docking, anchoring and getting underway • Understand the usage and rules of wearing personal safety equipment • Learn the challenges and practicalities of sailing in tropical conditions • Learn basic ropework skills, use of VHF radio, basic fire protection and firefighting skills • Seamanship – learn the basic rules of the road, use of burgees and ensigns, be able to keep an efficient lookout and understand common courtesies observed in marina and at anchor • Be able to steer the boat and trim sails to maintain a course, learn how to steer a compass course. • Familiarisation with basic weather forecasting and the Beaufort scale Attendees should expect to enjoy both theory and practical sessions each day. Do bring adequate clothes. We highly recommend the use of suitable hats, sunglasses and sailing gloves. All participants must wear non-slip, white soled shoes on board. TEAM BUMBLEBEE IS BACK! Team Bumblebee started back in 2012 where the first generation of Autonomous Underwater Vehicle (AUV) was developed to participate in the inaugural Singapore Autonomous Underwater Vehicle Challenge (SAUVC) in March 2013. Currently, the 3rd Generation of AUV has been developed and further upgrades are done. Previously, with the help of RSYC, the first generation of Autonomous Surface Vessel (ASV) was developed and tested within a short time frame of four months. Furthermore, they managed to clinch 3rd Runner’s Up position in the RobotX 2016 competition in Hawaii. This group of students envision building autonomous systems of the future - designing a multi-vehicle platform that is capable of performing a series of tasks both on the surface and underwater without any human control. Initially, only the ASV has been tested in RSYC but Bumblebee is looking to do combined vehicle configuration where both the ASV and AUV will work together. One major component that will enable this is the Launch and Recovery System (LARS). Their rough testing plans are as follows: ASV testing between January to March, AUV testing between April to July, and the combined configuration with the help of LARS will be tested between August to December. Stay tuned for more in January, they will be more than willing to share their knowledge!

REVISION IN WATER USAGE CHARGES The authorities had recently announced in February 2017 that the tariff on water prices will be increased by 30% from 1 July in two phases. The first 15% hike will be from 1 July this year, and the second 15% hike will be from 1 July next year. In line with the hike in water tariff, the water charges with effect from 1 September 2017 will increase by $0.37 (first 15%) and another $0.37 (second 15%) from 1 July 2018 in line with the Government recommendation. With regards to the dry berth boat users, a 5% maintenance fee shall be levied to cover the water usage at the washing bay and lay-bay with effect from 1 September 2017. We look forward to your continuous support and appreciate your kind understanding and cooperation.

FUEL DOCK USAGE It has been brought to our attention through numerous feedback as well as from our observation, that the fuel dock is now used to embark/ disembark passengers. The purpose of the fuel dock is solely for refueling and should not be a pick up/drop off point for any boaters, especially more so for charter/fishing boats.

ACCESS RESTRICTIONS DUE TO THE BREAKWATER PROJECT We are pleased to announce that our construction of the breakwater project have taken off at the end of April 2017. Members/Boaters alike should take caution whenever using the pontoon walkways due to sections of the pontoon areas have been cordoned off for works to be carried out. Temporary floating pontoons will be in place where entire sections are not accessible to passing. We ask of all for your understanding and patience during this entire project as passing through the worksite in the pontoon areas would only be permissible with 15 minutes notice to the safety officer on site. We thank all for their assistance in planning movements within the wet berth areas.

NO WAKE ZONE It has been reported recently of a spike in boats speeding in/out of our marina, potentially causing damage to the pontoon structure, members' boats as well as discomfort to fellow boaters. In a worst case scenario, this could also cause a “Man-Over-Board” situation to unsuspecting boaters or other users of the marina. In order to prevent this, we wish to remind all boaters entering/exiting our marina to adhere to the policy of “No Wake Zone”.
