AT THE HELM Dear Fellow Members of RSYC, I am sure many of you will agree that the COVID-19 pandemic situation in Singapore and the world has brought on much disruption and frustration, to both individuals and businesses. Following the extended circuit breaker measures implemented by the Government, we have had to close the Club from 7th April to 1st June (inclusive). The date that the club will resume normal operations is subject to further directives by the Authorities. Although most of our facilities are closed, The Wharf and La Pizzeria will remain open for takeaways and I hope you will continue to support our club by patronising these outlets. Despite the temporary closure of the club facility, our running costs will not be reduced significantly. Although there will be savings in variable cost such as food purchasing and energy usage, these savings will be much lesser than the revenue that will be forgone. We therefore expect a negative bottom line impact due to the closure. As such, we seek your understanding that the monthly subscriptions will continue to be levied during this difficult period. However, given the circumstances, the minimum spending levy for the month of April and May will be deferred and reviewed after the Circuit Breaker Measures has been lifted. The RSYC Constitution states that our Annual General Meeting (AGM) should be held before 30th June and we originally planned to conduct the AGM on the 19th June 2020, Friday. However, due to the extended circuit breaker, the RSYC

Committee may propose to postpone the AGM and we will keep you informed. The Covid-19 Temporary Act which was passed by the Parliament on 7th April 2020 allows teleconferencing for AGM and we are exploring on how best we can allow members to participate in the AGM through remote on-line voting. Another proposal is to hold the AGM after the circuit breaker measures are relaxed. We will continue to monitor the situation and keep you updated of any further developments. We seek your kind patience and understanding. There has been a delay in the publication of the May/June issue due to the uncertainty of the COVID-19 situation. Due to the heightened restrictions laid out by the Government, events were postponed or unfortunately cancelled and we were not able to print our bi-monthly magazine on time. We have however decided to still go ahead with our magazine via a digital format and I hope that you enjoy this special digital edition.

GENERAL MANAGER’S NOTE Dear Members, In line with the latest Circuit Breaker measures announced by the Singapore government on 3 April 2020 to minimise further spread of COVID-19, the Club and all associated facilities will be closed from Tuesday, 7 April until Monday, 4 May 2020. A further update was issued on 21 April 2020, extending the circuit breaker period until 1 June 2020. However, we are pleased to share that the following facilities will remain open with limited services during the Circuit Breaker period: F&B Outlets The Wharf Restaurant and La Pizzeria at the Bridge & Beacon Bar will remain open but only for TAKEAWAY. Karaoke Lounge and Mess Bar will remain closed till further notice. For details on operating hours, please refer to Members’ News on page 4. Marina Lodge Marina Lodge will continue to function as per normal for existing occupants. The Club will not be taking in any new bookings as local residents are encouraged to stay at home. All on-site recreational facilities such as Tennis Court, Gym, Mahjong Room, Swimming Pool, Chart Room, Jackpot Room and Children’s Room will be closed. F&B Room Service will still be available from 11am to 9.30pm daily. Breakfast will be served in the room for room guests only. No Breakfast Buffet available at Wharf Restaurant. However, we are liaising with the authorities and will keep you updated if there are any changes.

Marina staff will be deployed only to ensure safety and security of the marina, boats and facilities. There will be strictly no boats launching and recovery, no docking assistance and no buggy service. All pleasure craft movement for leisure/ cruising purposes within the port limits of Singapore will be prohibited. The issuance of cruising permits for visiting pleasure yachts to cruise within the port limits of Singapore will be suspended until further notice. Boat owners may still visit their vessels at the marina to conduct safety checks and minor housekeeping maintenance without manoeuvring the craft from the berth. In the event of urgent repair or services, please contact the Marina Office. Daily maintenance, security, cleaning and general upkeep of the Club facilities and swimming pools remain essential and will therefore continue.

If you are new to work-from-home arrangement, these tips will help keep you productive and sane. 1. SHOULD BOATING BE A NEW HOBBY? HERE’S WHAT YOU NEED TO KNOW 1. BOATING AS A HOBBY

Boating can offer a soul-stirring experience with breathtaking views, calming water, and potential for solitude. Provide yourself an escape from the stresses of work and home. Boating can also provide the memorable and family bonding one requires. Meet new friends and join a community of fellow boat enthusiasts with whom you share the water. Surrounding yourself with like-minded boat friends can provide you with a new environment of exploration and relationship building. There are two ways to enjoy your hobby, either by owning your own boat or chartering a boat or yacht.

2. DIFFERENT TYPE OF BOATS

Primarily, boats can be classified into three main sections as follows: • Unpowered or man-powered boats (like rafts, gondolas, kayaks, etc.), • Monohulled Sailboats (sail-propelled) • Motorboats or powered boats (engine-powered) In this article, we will discuss more on powered boat and sailboats.

3. COST OF OWNING A BOAT

With various options for boat and yacht size, recreational water activities, and price points, boating is a multi-faceted hobby that is available to any enthusiast. With options for buying used or new vessels, boating can be enjoyed at any budget level. Generally, prices cost from about S$50,000 onwards for a second hand boat. Do always seek a professional yacht broker for advice before investing in one. Depending on the size of your boats, wet berthing fees can range from S$610 to S$4000 per month in RSYC. Berthing for a 50ft is around S$1300 per month, and water and electricity is about S$250. Your maintenance costs will depend on how frequently and intensively you use your boat. If you use your boat every weekend, you should budget at least S$500 to S$1,500 per month. This cost includes the cost of fuel and any minor repairs or replacements that must be made. If any large repairs are needed, it will cost more. You would also need to purchase boat insurance which can start at S$1,200 a year for the basic plan and go up from there.

4. GETTING A BOAT LICENSE

In order to drive your own powerboat or jet-ski, you will need a Powered Pleasure Craft Driving Licence (PPCDL). In collaboration with The Boat Shop Asia (TBSA), RSYC offer PPCDL courses every weekend. To get your licence you will have to pass both a theory and practical test. If you are a RSYC member, set aside S$280 for the course fees, as well as about S$200 for the tests and licence fee, assuming you pass on your first try. 5. REGISTRATION OF YOUR BOAT

After the purchase of your boat, you would need to register your boat with Maritime and Port Authority of Singapore (MPA) before you could manoeuvre and start your sea adventure. The fee for initial registration of boat and change of ownership (if you are purchasing second-hand boat) is S$200. The fee for subsequent annual renewal is S$50. The Certificate of Registry (Pleasure Craft) is valid for one year and be renewed annually. Singapore-registered pleasure craft must be owned by a person who is ordinarily resident in Singapore or a Singapore business entity (whether for profit or not) and must be used exclusively by the owner, or guest of the owner, for sport or pleasure purposes only, and may not be deployed for commercial purposes. There are many types of sailing vessels; we have listed five more commonly known sailing vessels for learning how to sail in Singapore.

A. Lasers / Dinghy

B. Optimist

C. Keelboat

The Laser, is a highly popular family of small one-design sailing dinghies using the same common hull and interchangeable rigs with different sail areas. Laser pico is a 2-men craft where you can take turns in assuming the role of being a helmsman or crew together with a partner.

The Optimist, also known as the ‘opti’ is a small, single-handed sailing dinghy intended for use by children up to the age of 15.

Keelboat is a larger, more stable boat with a fixed keel which stops the boat from capsizing. They are a step up in size from dinghies, more like a small manageable yacht but generally not as big as a cruising yacht.

The J/24 is an international One-Design keelboat class built by J/Boats and defined by World Sailing. The J/24 was created to fulfill the diverse needs of recreational sailors such as cruising, one design racing, day sailing, and handicap racing. It usually has a minimum of 3 crews on the boat.

The SB20 is a strict one-design keelboat that makes close racing and performance sailing accessible to everyone. It can have up to 4 crews on the boat.

RSYC offer basic sailing courses for adults and children in collaboration with TBSA. We also offer free sailing trial in partnership with Big Brother Big Sister (BBBS) and National University of Singapore (NUS) Sailing Varsity Team so do keep a lookout for these courses. 7. CHARTERING A BOAT

TOGETHER, WE WILL OVERCOME Article contributed by Uncle Jevan of Metazone Hello Fellow BBBS and Mentors, We now live amongst an uncertainty that is unprecedented and unanticipated. We’re not sure when we will return to normal. Or if the normal that returns to us is something we will recognize. As Sailors, we sometimes start our journey in bright sunshine, but then, dark clouds appear and we in turn find ourselves engulfed in a massive tropical storm. I remember one such journey moving boats from Raffles Marina to Changi Sailing Club, we ran into a massive lightning storm. We were in the rear most boat and you could see lightning coming down near the ships anchored around us and into the sea in front of the forward boats. This is a bit like what we are going through right now. There is fear of uncertainty, an inability to change course to get away, and large doses of helpless feelings. Well, there are clearly some things we can do. Follow all the rules of social distancing, quarantine or home isolation, and practice good personal hygiene such as washing our hands and not touching our eyes and faces.

Additionally, for BBBS and mentors, let us reach out to other members and families in our community to look out for each other. Say something funny or nice to cheer one another, to keep optimistic. Find out if anyone needs food, or any other assistance. Whilst we kept our hopes up, we finally had to announce the suspension of all BBBS sailing activities last weekend. Even our gathering to do boat maintenance had to be suspended. Although we can no longer meet physically, we can still reach out online and support each other. I think we need to now remember several of our BBBS key words. 1. Stay calm and carry on. Fear, distress and depression may be overwhelming, but we need to stay calm and face the adversity. Find creative and brave solutions to overcome the challenges ahead. 2. Transform the word Impossible to I aM Possible. Push yourself to complete your daily tasks, to study, to teach or to work. If you don’t try, its never going to happen. Given the extreme situations we are going to face, never give up. 3. TEAM Together Everyone Achieves More. We all know that a community pulling together and helping each other out is able to do a whole lot more than just one individual. Resist the urge to only look after yourself. Overcome the fear and to resist hoarding medicine or food. Together we have more resources to survive and endure. We have spent over 7 years building BBBS, lets us now come together and face the uncertainty together. Above all, remember to be generous to those that don’t have. To be responsible and do the right thing. And, to be resilient not only for yourself but for your family and community. Lastly, be patient. We will overcome Covid19 and we will sail through this together. Stay healthy and be in touch.

DOCKSIDE TEMPORARY PROHIBITION OF PLEASURE CRAFT MOVEMENT TO REDUCE COVID-19 TRANSMISSION Dear Members, With reference to Maritime and Port Authority of Singapore (MPA) circular No 21 of 2020, all pleasure craft movement for leisure/cruising purposes within the port limits of Singapore will be prohibited from Tuesday, 7 April 2020 to Monday, 1 June 2020 (inclusive) subjected to extension based on government’s directive to minimise further local spread of COVID19.  The issuance of cruising permits for visiting pleasure yachts to cruise within the port limits of Singapore will be suspended until further notice. For commercial boats that intend to operate, a confirmation email or letter of the exemption from relevant authorities must be submitted to the marina office. All marina operations will also be suspended till further notice. There will be strictly no boats launching and recovery, no docking assistance and no buggy service. In the event of urgent boat repair or services, please contact the Marina Office. Social responsibility is critical in slowing the transmission of the virus. We urge everyone to play their part in the fight against COVID-19.
