Challenges ahead Lease extension has been on every members’ mind for some time; the outgoing Commodore had mentioned in his address during the e AGM and in the annual report that government agencies are agreeable in principle to our lease extension request subject to our Club being supportive in allowing our facilities to be utilized for the development of elite and community sports in Singapore. We have been informed that URA are in principle supportive of an extension of the lease to 2040 (which is an extension of 13 years from the expiry of the lease in 2027). Dear Fellow Members of RSYC, By the time this edition of the magazine reaches you, it would be after the first e AGM in the history of RSYC. The number of members signed up to attend the e AGM was 97 members. Out of which, 48 logged in during the live webcast. A total of 116 votes were cast to elect the new committee members with one spoilt vote. There was a tie for the seventh general committee member position, but candidate Tan Hui Nam withdrew after the tie was announced. Join me to thank the outgoing committee Mr Rangamani Ganesh, Mr Joerg Kalisch and Mr Richard Low - for their contributions for the past year and to welcome new committee members for 2020/2021 namly Commodore Mr James Wong Teck Foo, Vice Commodore Mr Charlie Chan Wai Kheong, Rear Commodore Mr Quah Wee Keng, Honorary Secretary Mr Raymond Ng Buay Hoon, Treasurer, Mr Tan Kay Toh, Committee

In the past year, the outgoing committee had worked with various schools and institutions to promote sailing at RSYC. The new committee with club members will continue to promote and grow this activity to bring more vibrancy to the Club as well as to meet the requirements for the lease extension. The cost of lease extension is not known at this time, we will continue to engage with Sports SG to work out the final details of the lease extension. We have reviewed the club’s financial position and the conclusion is that we must raise funds as we do not have the necessary finances to pay for the lease extension. We will make our recommendations to the members in due course. The Club has been operating with a positive cash flow but not sufficient to cover the annual depreciation cost of its fixed assets, resulting in a drop in members’ equity value. We will work towards improving members’ equity value.

Upon reviewing the various operations, we note: (i) The Marina operations contribute positively to our financials, but we need to improve this further. We intend to reconfigure the berths for mega yachts (ii) Rooms were contributing well until sales were disrupted by COVID 19 and the measures implemented by the authorities. In the year ahead, the net contribution to our financials from Rooms will most likely be lower than previous years but nevertheless we will strive to improve the current room sales. (iii) Jackpot has always been a positive contributor to our financials but have become negative over the past year and is expected to remain as such. (iv) Membership drive will be one of our focus over the next three (3) years. We hope to grow the membership by one thousand members. (v) F&B has been a challenge for the House & Bar committee over the past years but with our new F&B Manager, Chris De Silva, members can look forward to improvements in their culinary experience in all F&B outlets and hopefully this will reverse the deficit trend. The baseline has been set, the committee for 20/21 will work with members to move forward to overcome the challenges and to be true to our mission statement. GENERAL MANAGER’S NOTE Dear Members, Times flies and we are now in the last quarter of the year. We are so glad to see everyone back with their family enjoying the Clubhouse facilities once again. As the pandemic is still ongoing, we would like to urge all members to stay safe, practice social responsibility and adhere to the Safe Management Measures that are in place at the Club. These Safe Management Measures are in place to secure the safety of everyone within the community. Government agencies have readily stepped up enforcement against errant organizations that have failed to execute Safe Management Measures, with actions taken including the closure of organization and imposing financial penalties. We seek your co-operation to abide to these safety measures to ensure our Clubhouse remains open for all to enjoy. Notwithstanding the difficulties and restrictions, members can look forward to many exciting virtual events and webinar which we have planned for you and your family to enjoy. Although, we are unable to celebrate Oktoberfest at the Foreshore like we used to do in the past years, Chef Benny has crafted three flavourful platters set which include the all-time favourite Pork Knuckle and Chicken & Pork Bratwurst as well as a new dish - Beer Battered Halibut Fish & Chips - to bring the German festivities to you.

ADHERING TO MANDATORY SAFE MANAGEMENT MEASURES It has been recently reported of a spike in members not adhering to Safe Management Measures at the Club. Masks should be worn at all times except when performing strenuous exercises or when eating/drinking. Singapore Land Authority (SLA) has visited our Club five times in the past 2 months and has given us an official warning. We are expecting SLA to continue their surprise visit to RSYC for the next few months. As such, we would like to reiterate to all RSYC Members and their guests to take the mandatory Safe Management Measures seriously as the authorities will not hesitate to take action against non-compliance that may result in the shutting down of the Club for at least two weeks. Members and their guests who breach any safe management measures and/or disregard staff’s instructions in enforcing them will be reported to the RSYC Committee and/or the authorities and may face disciplinary actions. Kindly find the Mandatory Safe Management Measures on page 4 to 8 for your strict compliance. Thank you for your kind co-operation.

RSYC 95TH ANNUAL GENERAL MEETING FRIDAY 11 SEPTEMBER 2020

The 95th Annual General Meeting (AGM) was held for the first time via electronic means on Friday, 11th September 2020, with voting conducted via the submission of proxy forms. The AGM was originally planned for 19 June 2020. However, the Club had to comply with existing guidelines from the COVID-19 (Temporary Measures) Act 2020 and the Registry of Societies. Members were given nine days to drop off their proxy forms via email, snail mail and by making their way to the Clubhouse to drop off at the Lobby. By the closing deadline of 7pm on 9th September 2020, 116 voting members had submitted their forms for the following: 1. To receive and adopt the minutes of the Annual General Meeting held on 21 June 2019 2. Approval to hold AGM in September instead of June as stipulated under Clause 26 of RSYC Constitution and continuation of outgoing RSYC Committee to hold office until date of AGM 3. To receive and if approve, pass the Annual Report and the Audited Accounts for the year ended 31 December 2019 4. To re-appoint Auditors Rohan, Mah & Partners until the next AGM and authorize the RSYC Committee to fix their remuneration 5. To elect Rear Commodore and seven Committee Member for the term 2020 to 2021 To ensure the counting process was independent and impartial, the proxy forms was counted by the auditors on the 10th September 2020 with the presence of 2 ordinary members and Honorary Secretary Ganesh Rangamani. The AGM itself on the 11th September 2020 was conducted via the Zoom platform with 97 voting members pre-registered to view the webcast. The meeting was called to order at 6.30pm by Honorary Secretary Ganesh Rangamani with 41 voting members logged in to view the live streaming of the AGM proceedings. The Meeting started with an opening address by Commodore Balakrishan B who explained the delay in the AGM due to the pandemic, how the pandemic has severely impacted the global economy and RSYC especially during the 3 months of Club closure.

After a brief run through the Club’s Financial performance, he shared the recent Club developments which include the completion of H, I & J berths and the proposal to build additional seabed space to host Mega Yachts in order to generate additional revenue for the Club. He also shared about the attainment of ISO certification in January 2020 which ensure that RSYC always deliver quality service to meet both Members’ satisfaction and regulatory requirement. Next, he shared about the club lease extension which was due to expire on July 2027. The government agencies are agreeable in principle to the lease extension request. The efforts RSYC put in to promote sea sports activities to schools and the public and how the Club can contribute to the community and society will be fundamental to the lease extension. As such, we need to continue our effort to reach out to the community and continue promoting sea sport to the general public. The Club also need to continue exploring ways to raise funds for the renewal of the land lease. The Club has been on West Coast Pier for over 20 years and there will be inevitable wear and tear. The club would thus need to continue upgrading our infrastructure which includes our CRM system and Club facilities. Commodore urged the incoming Committee to look into the upgrading project. Lastly, Commodore Balakrishnan end his speech by thanking the outgoing Committee Members for their hardwork and dedication. He has completed his 3rd term of being a commodore and he is glad to pass on the baton to the incoming committee to build RSYC to better future. After the Commodore’s address, Honorary Secretary Ganesh took over to announce the result of the elected flag officers and Committee Members. He shared that it has been a long while since any flag officers has a contest and he was happy that more Members are stepping forward to contribute to RSYC. He took out the sealed envelope containing the results and announce the elected Flag officers and Committee Members. It was caught off guard when there was a tie between two candidates Mr Jon Paul Dante and Mr Tan Hui Nam. Mr Tan Hui Nam decided to withdraw from the election after the tie was announced. Honorary Secretary Ganesh thank Mr Tan Hui Nam for his noble act and welcome him to join the sub-committee so he can continue to contribute idea to the Club. The newly elected RSYC Committee for 2020/2021 are as follows:

SPECIAL FEATURE Next on the agenda was matters for discussion in the AGM. First question was posted by Mr Pang Leong Kim who asked if the marina business model in Singapore & RSYC is still viable in view of the post Covid-19 changed world and the RSYC Members’ demographic age profiles. In addressing his question, Honorary Secretary mentioned that RSYC Marina is still our most profitable operation. In FY2019, the surplus ($2.17m) was about 67% higher than 2018. There is still good demand for berthing. In terms of scalability we are limited by berths and our occupancy is currently over 80%. As such, the club is trying to acquire extra seabed space to take in mega yachts. In terms of age demographic of our Members, 90% of our active paying Members are in their 40s to 70s. We have 25% boating members and 75% non-boating Members. Mr Raymond Ng asked to see the attendance record of our past meetings in the FY2019/2020. The attendance record was presented and Members are welcome to write in to the Management team if they would like to request for a copy. The last letter was sent in by Dr David Haines who questioned the Committee about the berthing availability for RSYC Members, introduction of e-billing and to look into the maintenance of RSYC facilities. In answer to Dr Haines’s question, Honorary Secretary assured Dr Haines that RSYC always give priority to Members for berthing and any request for berthing by Commercial boats are carefully evaluated on criteria such as quality of vessel, intended usage and availability before accepting the yacht. With regards to e-billing, our members can opt out of paper bills and request for e-billing to the finance team and they could log in to the Members’ portal to see their bills. In fact, some members have already opted for e-billing. The Committee is also looking into upgrading the CRM system for better efficiency. The Committee is also aware about the wear & tear of the Club facilities and seek Members’ patience as the infrastructure has been around for 20 years and upgrading of facilities will not happen overnight. Aside from the questions sent prior to the AGM, Honorary Secretary also set aside time for Q&A session where Members could submit their questions via the zoom platform. Some questions asked include but not limited to how can the Club tap on technology, any methods to raises fund for the lease extension and also concerns about the noise pollution and fuel leak from the Ferry terminal. All questions was promptly answered by Commodore and he invited the Members to write in to the incoming Committee if they need further clarification. With no other major issues discussed, the meeting was called to an end at 8pm.

GOLD RECENTLY SURPASSED ITS HISTORIC HIGH IN USD TERMS, WHAT’S NEXT? Article contributed by Dr William Gray, RSYC Member For over two decades I have been writing articles and personal forecasts on Gold, it’s reassuring to see yet another prediction proven accurate as gold surges past its previous record high. The previous high recorded on the day depends on the trading regions time zone, but to simplify gold has now exceeded both the previous record of US$1,895.0/oz set by the PM Price on 5th September 2011 and the US$1,921.2/oz intra-day high the following day during Asian trading hours. The recent price surge during July and early August had taken place rapidly, this fact, combined with markedly weaker consumer demand will almost certainly result in higher gold price volatility in the near term. It’s important to note that, recent increases were driven to a large degree by the sharp depreciation of the US dollar, the magnitude of the change is highlighted by gold’s 14-day Relative Strength which reached a high of 88 on 27th July. At the time these statistics were the first indication that gold had entered an overbought position, this, bolstered by the fact that gold had also reached a new all-time high. That said, I predict that gold’s fall in value is likely to be temporary. Looking forward, a weakening US dollar, falling returns on US bonds and fears of both the US-China divide, and a second wave will almost certainly help keep bullion in rally mode. Additional upside is also supported by the massive financial response to the crisis, with many countries printing unprecedented amounts of money, massively increasing their debt burden. For example, at the start of 2008 the US debt to GDP was circa 62%. It has since rocketed, and as of June 2020, the US government debt to GDP stood at 136%. The sensible question being, is this sustainable, and if not, will this colossal debt be the cause of the next financial crisis? If the above was not enough reason to buy safety assets, such as gold, then there’s the fact that COVID-19 pandemic continues to have a devastating effect on the global economy. At present there is a real possibility that any recovery in the second half of this year may be short lived, especially if there is a second wave of infections. In such a scenario, gold would certainly prove itself as a valuable portfolio asset, both in diversifying risk and potentially improving the overall risk-adjusted return. The market is currently witnessing an unprecedented demand and run to safety assets, such a situation will continue to be driven by low interest rates, negative returns on bonds and the risk of a major default on debts, all are compelling factors to buy and hold gold. Finally, and perhaps the elephant in the room being that we are yet to see the full effect of the global shut downs, with more and more business failures, and although we have recently seen some improvement in employment numbers, the facts are clear, retail activity has fallen, the demand in both the service and travel sectors have totally collapsed. Established in 1963, The Hebe Haven Yacht Club has been providing yachting and boating facilities as a private members club in the picturesque bay of Pak Sha Wan in Sai Kung for over 50 years. The surrounding coastline and nearby islands in Port Shelter provide some of the best sailing waters and beaches in Hong Kong. Since its inception, the Club’s main objectives are to provide first class boating facilities and yacht racing events for members together with the development of youth sailing. Members have worked hard to maintain the friendly character of the Club. Most members are water sports and boating enthusiasts and the Club’s boatyard, where members can carry out annual maintenance work on their boats, is always a centre of activity. The Club has a reputation for its friendly and welcoming atmosphere. The Restaurant is well known for its culinary delights and ambience, with a very extensive menu to suit all tastes. The bar has always been a popular venue for relaxation and meeting new friends while The Balcony, providing a touch of alfresco, has been the location of choice for “Sundowners” just before dinner. NATIONAL DAY CRAFT WORKSHOP: MINI MERLION PLUSHIE 8 AUG 2020

After months of having events through virtual platform due to the Circuit Breaker, we finally had the chance to meet up with members for our club events. Definitely a pleasure of welcoming you all back and being able to enjoy the activities that we have for you. In celebration of National Day, we held a craft workshop on 8 August 2020 with our Members’ Kids to make Singapore’s mascot i.e Little Merlion Plushie. Led by our Event Executive, Jasmine taught the kids how to make Merlion plushie from scratch using felt paper and cotton balls. Now, the kids can proudly tell their friends that they have made their own Merlion Plushie using their favourite colours. It’s not only cute but soft to touch! We are glad the kids enjoyed themselves and hope to see them soon in our next craft workshop!

RESTARTING SAILING AMIDST COVID19 Article contributed by Uncle Jevan and Aunty June of Metazone

July saw the lifting of Covid19 Circuit Breakers with everyone allowed out from their homes, but with restrictions on group size, physical distancing, contact identification, and masks. Our Big Brother Big Sister group received on average, about 75 participants on our weekly online programs during the Circuit Breaker. It is now the time to introduce this virtual group of new sailors to real sailing. With one major limitation for our safety; only 5 to a group at a time. The last weekend of July saw the restart of our BBBS Level 1 sailing classes, with an inaugural four groups of 5 student sailors in each session. The remaining young and eager new sailors would have to wait patiently for their turn when the next batch of new sailors can learn how to sail. 20 now being trained, 55 left waiting patiently. This first batch for 2020, Bbbs10, will need to accomplish being competent to safely handle a dinghy in all but the most extreme weather situations, understand water safety, capsize drills, points of sail, upwind and downwind sailing, man overboard, safe launching and recovery, rules of the road, weather and tides. And, finally complete our in house Mentoring and Facilitation module. This will start our latest Big Brother Big Sister group on their 1 year long journey in becoming full BBBS student mentors. After the sailing course, our participant will be well equipped to help out in the various Sailing & Sustainability and Community programs in a circular manner. Industry mentors are also close by to lend their experience and expertise to give our youth a lift up in understanding how the world works. I would like to encourage any RSYC member or student wishing to join our Sailing group to contact the BBBS Group for more details. Come get to know us if you would like to learn how to sail, and be part of a fun and vibrant sailing community. NO BERTHING AT FUEL DOCK We have seen an increase in Boating Members berthing their boats at the fuel dock after their boating trips in the late evening. We would like to inform all members that it is NOT ALLOWED to berth at the fuel dock for your safety. The Marina has a dedicated fuel dock for use by Vessels for refueling purposes. The fuel supply will be operated directly and exclusively by our Marina Staff. Strict compliance with the safety terms and conditions is required, which includes no berthing at the Fuel Dock. We seek your kind co-operation and strict compliance. Thank you.

NO WAKE ZONE It has been recently reported of a spike in boats speeding in/out of our marina, potentially causing damage to the pontoon structure, members’ boats as well as discomfort to fellow boaters. In a worst-case scenario, this could also cause a “Man-Over-Board” situation to unsuspecting boaters or other users of the marina. In order to prevent this, we wish to remind all boaters entering/entering our marina to adhere to the policy of “No Wake Zone”

REMINDER ON DRY STACK POLICIES We have recently seen an increase in Members engaging in activities that breach our Dry Stack policies. We would like to reiterate to all members that the policies have been established to ensure the safety, security and service efficiency for Members, Guests and Staff at the Marina. REPUBLIC OF SINGAPORE YACHT CLUB DRY STACKER POLICIES OBJECTIVE

These policies have been established to ensure the safety, security and service efficiency for members, guests and staff. The policies will be reviewed and, if necessary, revised from time to time to improve these three aspects of operations.

1. SAFETY & SECURITY • Only owners of boat that are in the dry stacker and their guests are permitted access to the dry stacker. • Members are responsible for the conduct of their guests at all times. • Entry for people other than owners of boats in the stacker and their guests must be approved by the Marina Manager or his designate. • The club, its officers and employees shall not be liable for the loss or damage howsoever caused in respect of any injury, losses or damages by a member or his guest as a result of his presence in the stacker and surrounding areas. • All batteries on boats must be switched off. • Boat covers must be safely and well secured. • Ensure fuel tanks are safe and in good state at all times. Boats suspected of leaking fuel will be removed from the stacker building. • Ensure all black/grey water tanks are emptied prior to stacking. • Ensure all bilges are dry and clean.

PROHIBITIONS • Do not enter the stacker after operational hours. • No entry for mechanics, technician, repairman etc. • Do not climb on the stacker or board boats. • The launch and recovery area is out of bound to members/guest. • Children below 12 years of age are not allowed in the stacker. • No smoking in the stacker building. • No storing of items except within boats. • No storing of excess fuel in jerry cans or other containers. Fuel must only be kept in the boat’s tanks. External or portable fuel tanks must be kept inside well ventilated compartments of the boat. • No washing, cleaning, repairing etc. of boats in the stacker. • No starting/testing of engines. • No entry of vehicles to drop off gears or equipment. • No charging of any batteries. • No hanging of loose gear outside of boats i.e. fenders, fishing equipment etc.

2. BOAT LAUNCH • Request for launching may be made up to 24 hrs before the intended launch. • Request must be made via Marine Office at 67689234 or 67689233 or via email to marina@rsyc.org.sg. • No request through dockhands or any other personnel. Such requests will not be entertained. • Last minute and unscheduled requests will be scheduled at the next available launching time, subject to not inconveniencing other Members. • All launched boats will be towed and made fast at the lay by berth or any other berth available at the discretion of the Marine Department. Members may check with the Marine Office on the location of their launched boats.

• Boats may be launched earlier than the requested launching date/time to prevent waiting time during busy periods. • Members are encouraged to be present during launching so as to take over their boat at the fuel dock immediately. • Members must inform the marine department of any cancellation of a launch request immediately. • For safety reasons, boats may not be launched due to bad weather, e.g. thunder storm, high winds, bad visibility or other situations deemed dangerous.

3. BOAT RECOVERY • Vessels in danger of sinking take priority in recovery. • Recovery requests may be booked up to 24 hours in advance. • The Recovery sequence is by bookings, then on first come - first serve basis. Boats that arrive later than the recovery booking time, join the first come – first serve queue. • Launching will be given priority over recovery. • Boats may be recovered on the next day or later in the event of bad weather, high demand and delay due to unforeseen circumstances.

• Before the boat is recovered, members must ensure that: - Trim tabs are up - Engines are down - Before the boat is moved to the stacker members must ensure and marina staff will check that: - Batteries are switched off - Boats drain plugs are closed - There is no fuel residue on the boat

4. WASHING CRADLE • Members are advised to wash their boats at the lay by pontoon prior to recovery. • Upon recovery and subject to availability, boats will be placed on the washing cradle for up to one hour for washing, cleaning and flushing of engine. • Members must keep the washing area clean. All rubbish must be disposed into waste bins.

• No discharging of grey or black water whilst the boat is on the washing cradle. • No smoking in the washing area. • Repair/servicing of engines on washing cradles during weekdays is subject to approval by marine department.

5. SERVICE/REPAIR CRADLE • Service/repair cradles must be booked in advance through the marine office. Cradles will be allocated on first come/request – first serve basis. • Management reserves the discretion to return all boats on service cradles to the stacker at the end of each day. • Members must inform the Marina Department as soon as a service cradle is no longer required, so that the cradle could be used by next member on the waiting list. • Hot work and major fiberglass works are not allowed on the cradles.

• Application of anti-fouling agents and painting are not allowed on the cradle. • Members are responsible for the conduct of their contractors and must instruct them to keep the service cradle area clean and tidy at all times. • Members must ensure that their contractors remove all rubbish and used oil from the club premises. No such items shall be disposed in the Club.

6. LIMITED LAUNCHING/RECOVERY CYCLES • To ensure members enjoy an efficient service delivery and to discourage frivolous requests for launches and recoveries, members are given six (6) free launching/recovery cycles per calendar month. Each subsequent cycle will be charged at $20 per cycle.

• Transferring and returning a boat from the stacker berth for any purpose at the request of a member is considered as one (1) cycle.
