COMMODORE’S MESSAGE Dear Fellow Members, With the 92nd AGM concluded, I am glad to be elected to serve you as the Commodore of RSYC. We are very pleased to welcome John McGugan back as Vice Commodore, and new committee members Christopher Kwa and James Wong for the coming term. I would like to sincerely thank Charlie Chan, Inez Wei and Jeyendran Naidu for their contributions to the RSYC committee. In the AGM, many views and suggestions were shared on improving and enhancing our current facilities to adapt to the requirements of our members and guests. The committee will review these suggestions and update members of our plans going forward. I request all members’ support for the events and activities the club has in store for you in the upcoming months. This year would bring us to the final phase of the club’s development programmes. It will be another exciting year for the club with the wave screen and pontoon extension of the “H” & “I” berth completing in 1Q next year. Within the next couple of years, we will also be looking forward to the most important phase, which would determine the future of RSYC’s lease extension. It is of paramount importance that RSYC continues to be an inclusive sports and recreation club. We need to ensure that the club has an active myriad of activities on water, on-shore and with the community in order to have our lease extension supported by the authorities involved.

I always believe in the merits of team work and team spirit. It is imperative that the RSYC Committee, Members and the management all work closely together and leverage each of our strengths for the overall benefit of the club. While the turnout for the AGM this year was below the previous years, I encourage all Members of RSYC to come together to help create a more vibrant environment at the club. We always welcome your constructive views and feedbacks to the management/ committee. The committee will deliberate on the vacant slots for committee member posts in the upcoming meetings and to look out for potential members who can contribute and fill current gaps and areas of opportunity with their expertise. After a lapse of many years, we are now bringing back the Charity Golf Tournament cum Dinner event in November 2017. The venue will be held at Warren Golf & Country Club. Please come and support as a golfer or diner for this charity event. The beneficiary for this event is St. Luke's Hospital. This is the Club's initiative to give back to society. The task at hand for the committee is undoubtedly daunting and demanding, but with the club at heart, I am confident we can achieve a bright future for RSYC together. We have now reached the half way mark in 2017 and before we know it, the yearend festivities would have creeped in. Our team have worked tirelessly to bring in more activities for members and their guest to enjoy and we seek your support to make these events a success with your participation.

I am pleased to announce that RSYC has been certified by the Singapore Sailing Federation (SSF) as the official course centre to offer SSF Level 1 Dinghy Proficiency and Keelboat Competent Crew (Keelboat Level 1) courses. We would like to invite members and their guests/families to take advantage of these courses and sign up to learn to sail. For enquiries, please contact our Sea Sports department, Joelle Kong at 6768 9493 or email seasports@rsyc.org.sg for more details. We would also like to highlight that our complimentary room offerings to members on their Birthday month has been well received and we seek members understanding and cooperation that these vouchers are non-transferable and valid for 3 months and no further extension is permissible.

Some of the new offerings which we will be organising are Kite Surfing classes, Tennis Lessons and many more to come. We will continue to bring in more fun filled activities to the Club as we seek members’ feedback on what activities they would like us to organise, and do feel free to contact us with your suggestion. For the second half of the year, embark on a gastronomical voyage as we introduce a new ala carte menu at The Wharf, retaining some old time favourites and adding in new items. Our 1 for 1 buffet breakfast has been very popular with members especially over the weekends. To ensure that we do not turn away/disappoint any members in this offering, we seek members understanding that with effect from 1st June 2017, members are allowed to bring in a maximum of 5 guests to enjoy this promotion over the weekends (Saturday, Sunday & Public

Our Wavescreen project is now underway and we are eagerly anticipating the completion sometime in the fourth quarter of 2017 and extension of our pontoons to accommodate more boats in the near future. We would like to thank members/boaters for their understanding and cooperation during this period for any inconvenienced caused as I am sure, with the completion of the Wavescreen project, we will experience calmer waters around our berths. Do keep in mind the upcoming activities these coming months and we hope to welcome more members patronising the Club and supporting these events. Thank you and see you at the Club soon. ANNUAL GENERAL MEETING

NEW RSYC COMMITTEE 2017/2018 ELECTED AT AGM 23 JUNE 2017 The 92nd Annual General Meeting of the Republic of Singapore Yacht Club was held on Friday 23rd June 2017 at the Quarterdeck. The meeting was called to order at 7.30pm by Honorary Secretary Inez Wei. She gave a brief introduction of the Committee of the day. Commodore Wee Keng Hwee in his opening address thanked the members who attended the AGM. He stated that the Club was sailing against stronger head winds in 2016 and did not do better than 2015, higher deficit even though the revenue was at the same level. This year would be more challenging and the only way to narrow the deficit is members’ support. He urged members to visit the Club and support the F&B outlets. He updated the members that the construction of the wave screen has been progressing well and target to complete by end October barring any unforeseen circumstances. The Design and Build tender for “H” and “I” Berth was closed on 15th June 2017 and a total of four bids were received. The consultant will be reviewing and evaluating the tender documents and a decision should be made by end July. Completing the wave screen and pontoon extension of “H” and “I” berths will mark the end of the 2nd phase of the Club development and the next phase will be planning for the future of RSYC when the lease expires in 10 years.

Members registering for the AGM. Member Mr Charlie Chan brought up the matter on Hotel Licence for discussion at the AGM. The Marina Lodge revenue has been declining and RSYC does not have a Hotel Licence to market to the public. Commodore Wee Keng Hwee highlighted to the members that the lease agreement from Sports Singapore (previously known as Singapore Sports Council) that the land be used as a sport and recreational club to promote sea sports. Approval is required for change of land use and a differential premium determined by the Government Authority must be paid. In order to apply for a hotel license, the Club has to amend its Constitution and apply for a change of land use. It was opened to the members for discussion and for members to take a vote for the RSYC

Committee to proceed with works relating to the application of a full hotel licence. After about an hour of discussions, members on the floor took a vote for applying a hotel licence. In total of 34 members voted against versus three members voted for the application of a hotel licence. Commodore Wee Keng Hwee thanked all the members for taking their time to attend the AGM. He also thanked the out-going Committee members for their time and contribution to the RSYC Committee and the Club. The meeting was called to end at 9.15pm and members adjourned to the Nautica Ballroom for refreshments.

Ahoy from the RSYC Regatta Organizing Committee! With the compliments and feedback for RSYC Regatta 2016, we are looking to bring back more than just the good old times and creating more unforgettable experiences. For this year, we hope to make RSYC Regatta 2017 this July, unique in its own way and competitors will live in their own memories for times to come. RSYC Regatta 2017 will take place over two weekends – 22, 23 & 29 July. Sailors from IRC-A, IRC-B, J24, PY & Sailability are all invited to participate. We have extended an invitation to the SB20 Class to join us this year. We have also extended our invitation to Beginner Racers from the Optimist Class to race at our Sea Front with our friends from Sailability. This sums up to a total of seven different classes of boats which will be competing in this Regatta.

RACE ROUTES & AREAS

Competitors from IRC, PY, J24 & SB20 are expected to race in the vicinity of Salu Buoy and Kuda Buoy for fleet racing. They will face exciting and challenging conditions to sail the passage race toward Raffles Lighthouse and Senang Buoy. Not forgetting our competitors from Sailability and Optimist Class, who will be racing at the Sea Front of RSYC to give audiences a better spectator view of competitive sailing.

Fire Drill Evacuation Exercise 23rd May 2017 RSYC conducted a fire drill evacuation exercise on 23rd May 2017. The fire alarm bell was activated at about 1432hrs and the 2nd Alarm bell was activated at about 1438hrs for total evacuation. All staff then proceeded to the assembly area and a roll call was conducted by the roll master from Human Resource with 90% participation by RSYC staff and 2 staff from The Bridge restaurant. Team ERT conducted the fire extinguisher training and staff participation in the practical use of fire extinguishers was overwhelmed.

ANNUAL DINNER & DANCE 2017

RSYC’s Annual Dinner and Dance 2017 had over a hundred members joining us in for a fun-filled night, themed The Great Gatsby. Many members came dressed to the theme and the night kicked off with fringe activities during the cocktail hour. We had a wine-tasting booth, sticker tattoo counter that received much attention and a band, Skyjam from NUS, playing the right blues to start off the evening. Not forgetting for the first time ever, we had two Table-tray girls that excited the members & guests with the lights and costumes.


ANNUAL DINNER & DANCE 2017 The event kicked off officially with an inspiring speech by Commodore Wee Keng Hwee where he honoured life members Dr. Harry Ho and Dr. Pauline Ang, also one of our most senior member Mr. Wong Pang Kow. Commodore also emphasized on the importance of members support and active participation during the club’s activities, thanking all members for the support they have given thus far. A sumptuous 7-course dinner prepared by RSYC Chef Benny and his team. The night was lined up with much entertainment from the Jazz Band, Snapshots and playing good music. The Emcee Jaya Kishen playing stage games with our members and lastly not forgetting a splendid performance by RSYC’s very own “Cabaret” Girls by the staff. A big thank you goes out to all who came to join us in the 191st celebration of Republic of Singapore Yacht Club.

SEAKEEPERS INTERNATIONAL 4TH JUNE 2017

RSYC: in support on creating awareness for Marine Conservation Our Singapore Reefs: Marine Clean Up and Coral Rescue mission was organized by members from the Tropical Marine Science Institute of National University of Singapore; International SeaKeepers Society, Asia and The Submersibles. The event is also supported by the Maritime and Port Authority of Singapore (MPA); National Parks Board (NParks); Raffles Marina; Hook Coffee and World Oceans Day. Two representatives from each organization was present at the flag off and 20 volunteer divers went onboard Dolphin Explorer for the Marine Clean Up and Coral Rescue on 4th June 2017 in conjunction with World Oceans Day 2017 on 8th June 2017. Kicking off the event, MPA Chief Executive, Mr. Andrew Tan encouraged the Volunteer Divers and participants acknowledging that conserving Singapore’s marine biodiversity and keeping our waters clean and green is a shared responsibility and a multi-prong effort on the part of the community, government and industry. Commented Mr. Andrew Tan, “It requires everyone to play their part. As with our efforts on land, we also need to inculcate a strong sense of environmental responsibility at sea.” All in all, the Volunteer divers ended the day’s mission on a high note with a sense of having contributed to conserving Singapore’s marine environment and expressing a commitment to regularly do more. Our Singapore Reefs: Marine Clean Up and Coral Rescue was indeed a fruitful demonstration of what a successful collaboration of citizen science, NGOs and Government can achieve. NUS SAILING TEAM AT CHANGI SAILING CLUB’S J24 NATIONALS 2017 Newly formed this year, NUS Sailing Team (NUSST) joined RSYC officially with their MOU taking effect from May 2017. They have since been sorting out administrative matters and the J24 Nationals was timely served as an opportunity for the team to orientate themselves on the J24 Keelboat. On Day 1 of the Regatta, Skipper Jonathan Yeo and his team was faced with some light air and strong currents to compete against other experienced teams such as Shengli, Jangan Main Main and Balgis. There were other greenhorns in the fleet which included Angel, Just A J and Quarterdeck. The team sailed ahead of the other greenhorns with 4 points to catch up with the 3rd place after Day 1. Nevertheless, with blessings from the Southeasterly winds on Day 2, the team continued to work hard and managed to clinch the 3rd Runner-up with 21 points for the Regatta. From all the members & staff of Republic of Singapore Yacht Club, we would like to congratulate NUS Sailing Team for their efforts for this Regatta! SECURITY PROCEDURES FOR CHARTER VISITORS / GUESTS The Club, in its efforts in ensuring everyone’s safety and security, is stepping up security measures of visitors / guests visiting the Club for the purpose of boat charter / fishing charter. BOAT CHARTER & FISHING CHARTER 1. With immediate effect, boat owners and/or captains conducting trips, will be required to submit their passenger manifest and crew list 24 hours prior to departure. 2. Subsequently, upon arrival of their visitors / guests, boat owners and/or captains are to ensure that their visitors / guests register at the security post and assemble at the tentage area next to the security post for the boat owner or captain to personally escort them to their boat. 3. Visitors / guests joining the boat charter / fishing charter arriving via private mode of transportation and taxis are to

disembark at the security checkpoint, register themselves at the security post and assemble at the waiting area. 4. Taxis will not be allowed to disembark these visitors / guests at the main Club entrance or lobby. 5. Likewise, on return, boat owners and/or captains will have to personally escort the visitors / guests back to the security post again, where they will then be checked out of the Club. FAILURE OF ADHERENCE TO PROCEDURES Failure to adhere and comply with the above procedures will result in the Club exercising its rights to refuse entry to the visitors / guests joining the boat charter / fishing charter. We seek everyone’s efforts in complying with these procedures for the benefit of all members as well as the Club. FUEL DOCK USAGE It has been brought to our attention through numerous feedback as well as from our observation, that the fuel dock is now used to embark/ disembark passengers. The purpose of the fuel dock is solely for refueling and should not be a pick up/drop off point for any boaters, especially more so for charter/fishing boats.

ACCESS RESTRICTIONS DUE TO THE BREAKWATER PROJECT We are pleased to announce that our construction of the breakwater project have taken off at the end of April 2017. Members/Boaters alike should take caution whenever using the pontoon walkways due to sections of the pontoon areas have been cordoned off for works to be carried out. Temporary floating pontoons will be in place where entire sections are not accessible to passing. We ask of all for your understanding and patience during this entire project as passing through the worksite in the pontoon areas would only be permissible with 15 minutes notice to the safety officer on site. We thank all for their assistance in planning movements within the wet berth areas.

NO WAKE ZONE

It has been reported recently of a spike in boats speeding in/out of our marina, potentially causing damage to the pontoon structure, members' boats as well as discomfort to fellow boaters. In a worst case scenario, this could also cause a “Man-Over-Board” situation to unsuspecting boaters or other users of the marina. In order to prevent this, we wish to remind all boaters entering/exiting our marina to adhere to the policy of “No Wake Zone”.

For everyone's safety, as well as boaters who are there for refuelling, please refrain from using the fuel dock for any other purposes except for fueling. All embarkation/ disembarkation should be at conducted at the Layby for boats from the dry stack and at the berths for boats at the wet berths. We seek everyone’s cooperation in making RSYC an excellent Club for all.
