DISTRICT 6 2023 YEARLYREPORT Welcome to the South Fulton City Council District 6. It is my greatest honor to serve as your council member. The District 6 staff and I are dedicated to addressing the concerns of and improving our community and the City of South Fulton. As your representative, I am committed to being your voice on the city council - advocating for safer streets, thriving local businesses, great schools and activated park space. THE CITY SOUTHFULTON

Situated within a drive of 15 to 20 minutes to Atlanta and Hartsfield-Jackson Atlanta International Airport – the world’s busiest – the City of South Fulton is home to nearly 108,600 people. It represents the best of all worlds, from the bustling business districts on Roosevelt and Old National Highways to sprawling, rural scenes along the city’s picturesque southeast border. Communities such as Red Oak, Campbellton and Sandtown enjoy rich histories that have unfoldedofhundredsofyears.

The city is home to the South Fulton Parkway corridor, which is only minutes from HartsfieldJackson International Airport. The parkway serves as the largest commercial corridor within the city’slimits.

The Fulton Industrial District is recognized as one of the largest industrial and business areas in the southeast United States and is adjacent to the city. Portions of Camp Creek’s industrial commercial businesses are also within the city’s borders. The city is also home to the Wolf Creek Amphitheater(anoutdoorrecreationconcertvenue)andSouthwestArtsCenter.

The City of South Fulton will be an innovative, diverse community that is safe, environmentally conscious,healthy,transparentandfinanciallysustainableforallitscitizensandvisitors.

Mission

Each day we will exceed the expectations of our customers as we deliver municipal services with respectandprofessionalism.

Services

The city provides zoning, planning, permitting, and economic development services and manages parks, recreation, cultural, public works, sanitation, and public safety efforts. Private companies and the city of Atlanta offer utility services. Fulton County Schools educates students livinginthecity.

Operating under a city council/city manager style of government, the mayor and a sevenmember council set all policy for the city and the city manager directs day-to-day operations. The city values and ensures transparency and always seeks and applies input from residents on majorinitiatives.

NATASHAWILLIAMS-BROWN

Biography

Natasha Williams-Brown is the District 6 councilwoman for the City of South Fulton, where she has been a resident since 1978 when she moved with her mother to the Vermont Estates subdivision in District 3. Natasha is a proud 1985 graduate of Northside High School of the Performing Arts where she played the viola in the orchestra She earned her bachelor's degree in radio and television broadcasting journalism at Georgia State University in 1992 and her master's of public administration degree in public management in 1996

Professionally Natasha has enjoyed a 30-plus-year career in the public sector working in both state government and in higher education, and is currently employed at Emory University in the Rollins School of Public Health, where she works with faculty to secure sponsored programs funding for their research As well, Natasha is a member of the National Council of University Administrators (NCURA), and currently serves as the chair for Region III, the largest region in NCURA

Natasha has been active member of the South Fulton community and has served in a number of volunteer positions including service as a former parent representative on the Hapeville Charter School Board, the former secretary and vice president of the Love T Nolan Elementary PTA and the former block captain for the Woodward Estates neighborhood watch. She is a proud wife of Ricky Brown, mother of one daughter, Elizabeth, and one fur baby, Nyx.

It was a great pleasure to announce that The City of South Fulton Parks, Recreation and Cultural Affairs hosted a The Directors Public Forum. Citizens had a opportunity to have a one-on-one conversation with the Director about issues, concerns or programming ideas that they had for the City of South Fulton The space proved the accessibility for all citizens to particiapte in the meeting being held by parks within the city

MEET PARKRANGERS

Rangers are responsible for protecting our parks, natural resources and the people who visit them

South Fulton has great parks that need to be kept safe and secure so that all feel invited and welcome South Fulton Police Chief Keith Meadows and Parks, Recreation, and Cultural Affairs Director Tony Phillips recognized the public need and created a cohesive, specialized unit to take on this task Thus, they created the South Fulton Park Rangers (SFPR).

South Fulton Park Rangers provide public assistance and emergency services to the parks, recreation, and cultural facilities within the City of South Fulton. They are a team of dedicated men and women that support the Police Department’s mission by providing high quality police services in cooperation with our communities, while implementing 21st Century Policing principles and adopting a guardian mindset as we serve the public

South Fulton Park Ranges provide public assistance and emergency services in City of South Fulton parks, including first aid, park policing, search and rescue, and informational services at several parks. They monitor parks, trails, and recreation facilities across the city and also educate park goers on park regulations, city ordinances and safety measures to ensure a exciting and memorable experience

Inspections

There are several types of fire inspections that are conducted on a regular basis New construction or remodeling inspections are conducted during various phases of construction Annual inspections are also conducted daily to make sure businesses located within the City of South Fulton city limits are compliant with current adopted codes Site inspections, kitchen hood inspections, fire sprinkler inspections, fire alarm inspections and citizen complaints are types of other inspections conducted

FireInvestigation

Fire Investigation also falls under the duties of the Fire Marshal. All fires are reviewed by the Fire Marshal. For all large structure fires or suspicious fires, an Fire Investigator will respond to determine the cause and origin of the fire. The Fire Marshal also enforces the State regulated burn ban along with other city ordinances pertaining to the Fire Department.

BurnBan

Due to a burning ban by the Georgia Department of Natural Resources, beginning May 1 and continuing through September 30 of each year, City of South Fulton residents are prohibited from burning leaves, tree limbs, other yard waste or land clearing debris.

The City of South Fulton Fire Rescue Department is responsible for the enforcement of this state-issued burning ban. Enforcement will include extinguishing all unauthorized outdoor fires and/or issuing citations.

"As your newly appointed Police Chief, I will concentrate our efforts on the 21st Century Policing Model By studying and applying the recommendations of the “Task Force”, it is my hope that we are preparing South Fulton Officers to build trust, legitimacy and confidence in the future of law enforcement."

Chief Keith Meadows is the 1st Chief of Police for the City of South Fulton, he was appointed July 27, 2018. He is a successful Command Level Executive with over 33 years of Law Enforcement experience This highly accomplished visionary law enforcement executive is a strong supporter of 21st Century Policing principles and champions the guardian mindset as it relates to public safety Since being appointed Chief of Police in South Fulton, Meadows has integrated Intelligence Driven Policing as a philosophy He increased the size of the department’s Gang Unit, Narcotics Unit, developed an Assets Forfeiture Unit and created a robust crime analysis platform that will serve as a foundation for the department for years to come Meadows is committed to developing community relationships, a culture of innovative technological strategies and absolute transparency throughout the organization

During his 33-year career Meadows served in many different capacities, most recently as the Chief of Police in the City of College Park He implemented similar Intelligence Driven strategies in this jurisdiction and the city experienced an overall crime reduction of 38% During his time in College Park he also worked with the Faith-based Community to help develop the 1 Congregation 1 Precinct Initiative which is designed to help strengthen police community relationships.

Southwest Arts Center (SWAC) opened in June of 2001 This is the first facility of its kind located in the City of South Fulton built for the sole purpose of delivering arts to the community Operated by the Department of Cultural Affairs, our goal is to produce and present quality arts education, cultural activities, and events to all citizens in a welcoming and safe environment.
