The Public Works Department is pleased to release the Project Updates Report for the various divisions- Planning, Capital, TSPLOST, and Engineering, Construction Operations and Maintenance, Traffic Operations & Maintenance, and Solid Waste.
The report is a reference document for all active projects in the City of South Fulton that are in various stages of implementation that include procurement, design, right-of-way acquisition, construction, and maintenance. Also, it outlines other standalone activities/programs, i.e., streetlights, utilities, and traffic calming.
The document is broken into four sections as outlined below:
• SeeClickFix allows residents and business owners to provide City of South Fulton staff with pictures, specific descriptions, and other valuable information needed to get the job done efficiently.
• The Transportation Section contains information related to Construction Operations & Maintenance, Traffic Operations & Maintenance, and Utilities. A summary of the Capital Improvement (CIP) and TSPLOST projects is included; however, the fact sheets are omitted from this report. Instead, the department launched a web-based real time project reporting tool using this link available on the Public Works homepage.
• The Stormwater Section briefed the reader on the conditions of the infrastructure, and maintenance needs.
• The Solid Waste section updates the reader on the r esidential collection program in the city.
Noteworthy accomplishments
• On August 7th, Public Works, in coordination with Mayor Council, and the Department of Public Affairs, held a groundbreaking ceremony for the Rivertown Road at Cedar Grove Road Roundabout project
• Multi-road full depth reclamation project in the Fulton Industrial Boulevard area is nearing completion.

The Department is managed and operated through Local General Fund, T-SPLOST I&II, State and Federal funds. The administrative team is responsible for providing financial services support to ensure effective, efficient and accurate financial information is maintained for the Department. Performing this task in an effective and efficient manner will ensure that the department finances are accurate and up to date, assuring vendors and suppliers are paid within the established time limits.
In FY 2025, the total budget (Purchased Contracted Services, Supplies, and Capital outlays) for the department is $64.7M. The Solid Waste Division accounts for 15% of the budget. PO encumbrances and paid Invoices for the month of August are depicted below.

The City of South Fulton (COSF) 311 platform provides City officials with a centralized issue management system to manage issues from creation to resolution, engaging City of South Fulton residents throughout the process. The COSF mobile app and web tools allow residents and business owners to provide City of South Fulton staff with pictures, specific descriptions, and other valuable information needed to do the job efficiently. In addition, residents may seek information about city services or report non-emergency incidents by calling the city’s 24hour 311 Call Center at (470) 552-4311

The City of South Fulton has a Capital and TSPLOST Program for implementing design projects that have been identified by City staff and stakeholders as a priority. Funding comes from the General Fund, TSPLOST sales tax collections and some Federal money.
TSPLOST-I tax collections started on April 1, 2017, and ended on March 31, 2022. TSPLOST-II tax collections started on April 1, 2022, and will end in 2027. TSPLOST-I projects are being prioritized for completion, and all TSPLOST-II projects will be in the concept or preliminary design stage.
The delivery of projects is centered around GDOT’s Plan Development Process (PDP). This process typically consists of the four major phases: Design, Environmental Clearance, Right-of-Way (Services and Acquisition) and Construction (including CEI). Additional details of these phases are depicted below, which detail the project development process utilized by Public Works.

SU-700 – Flat Shoals Road ATMS – The lowest responsible bidder will be presented at the next Council meeting for approval before executing a contract and starting construction.
OSI-617 – Welcome All at Jailette Road – Pending final utility certification the city will prepare and advertise an ITB.
B-500/OSI-601 Butner Road at Camp Creek (bridge replacement and intersection improvement) – Final design, utility coordination and ROW acquisition continue in advance of advertisement later this year.

RG 160 – Jones Road – The consultant has been granted NTP for developing the design.
RG 161 – Hall Road – The consultant has been granted NTP for developing the design.
RG 162 – Rocky Head Road – The consultant has been granted NTP for developing the design.
RG 163 – Thames Road -– The consultant has been granted NTP to proceed with preliminary design.

Bridge Repairs and Maintenance – Work is nearing completion on three bridges from the 2021 GDOT bridge repair set. Two of these (Mallory and Cascade) are in coordination with the CSX railroad and are requiring extra days of CSX flagman coordination to complete. They are 90% complete. One bridge (Burdett) will require a partial wing wall repair that has been designed and that design is under review by the contractor. All 2023 GDOT bridge work is complete.

Recommendation for FDR at Mendel Court is forthcoming
Right of Way Maintenance is required to provide safe and multi-use roadsides. A wellmaintained right of way promotes a positive quality of life and is integral to the other functions such as utility installations, vehicle emergencies and sign placements. The Traffic Operations Crew is on constant patrol in the City of South Fulton to ensure that all signs and signals are clear to see and work properly. This consists of approximately 35,000 static signs, 69 Traffic Signals, 14 Traffic Beacons, 42 School Flashers and numerous Solar Flashing signs.
The following is what each category is used for and what they represent.
• Sign – Other Sign Down/Missing is used for missing signs, installing new signs, replacing or upgrading signs. If there are other signs on that post, the crew will clean them.
• Sign – Preventative Maintenance is used for the cleaning and straighting of signs.
• Sign - Stop/Yield Sign Down/Missing is used for responding to or finding STOP sign or YIELD sign that has been knocked down or missing. This category is responded to as an emergency.
• Signal - In Flash or Dark is used to let us know that the traffic signal is flashing all RED lights, or no lights are visible. This category is responded to as an emergency.
• Signal - Other Issues is used to let us know if there are any other problems with the Traffic Signal, this can include a LED bulb not working, if the crosswalk is being problematic, or the signal not changing.

UPGRADING SIGNS THROUGHOUT THE CITY

Traffic studies are conducted based on the evaluation of day-to-day traffic concerns and considering requests from the residents in the City of South Fulton. Recommendations are made for the installation of traffic control and traffic calming devices. Types of traffic studies include All-Way Stop Warrant Studies, Traffic Signal Warrant Studies, and Traffic Calming Studies. These studies follow the federal Manual on Uniform Traffic Control Devices (MUTCD) standards and Georgia Department of Transportation (GDOT) standards. The goal of these studies is to improve the mobility, safety, and capacity of the city’s infrastructure.
During the week of August 23, 2025, staff:
• Conducted an Intersection Control Evaluation (ICE) Analysis to evaluate the need for alternative traffic control measures at the intersection of Fulton Industrial Boulevard and Tradewater Parkway/Riverside Drive. The traffic signal was recommended for the intersection. This option is expected to mitigate existing and future delays while providing greater flexibility in signal timing to better accommodate fluctuations in traffic volumes.
• Developed conceptual plans to identify traffic calming measures that can be implemented to mitigate the speeding problem in the Stonewall Manor subdivision. Staff are in the process of scheduling a community meeting to present the traffic study findings and traffic calming measures proposed for the roadways in the subdivision.
Purpose of utility permits is to help the City of South Fulton staff track and manage construction operations more efficiently. Each utility permit contains a unique reference number, special requirements before/ during operation, procedures, and contact information in case of emergencies. All this information is essential when dealing with construction operations in our Right of Way.

Overview: Public Works staff completed a comprehensive review of the COSF’s stormwater to evaluate infrastructure conditions, estimate maintenance needs, and support the feasibility of adopting a stormwater utility. Tasks include reviewing existing stormwater assets, assigning Structural Integrity (SI) grades, prioritize repairs, estimate costs, and project 10- and 20-year operation and maintenance (O&M) budgets.
Storm Asset Summary: The City has mapped over 19,400 storm structures and 300 miles of pipe, including catch basins, manholes, junction boxes, pipes, headwalls, and outfalls. Assets were cataloged in GIS with details on condition, material, and performance.
Condition Assessment: A uniform SI grading scale (0–100) was applied based on material, deterioration, sediment buildup, erosion, and structural damage. Grades below 60 indicate poor to critical conditions requiring scheduled maintenance.
Results:
• Pipes: 1,674 pipe segments (24.7 miles) scored below 60. Recommended actions include Jet Vac cleaning, trenchless rehabilitation, or full replacement. Estimated cost: $29.6 million.
• Total Maintenance Need: Nearly $38 million, with projected O&M budgets of $1.9M per year over 20 years or ~$3.8M per year over 10 years.
Key Recommendations:
1. Adopt a Stormwater Utility Fee – Establish a dedicated, equitable revenue stream based on impervious area, ensuring reliable funding for maintenance, compliance, and flood preparedness.
2. Revise Extent of Service (EOS) Policy – Clarify COSF’s responsibility for stormwater assets on private, commercial, or jurisdictional property to reduce liability, improve transparency, and align expectations.
The Streetlight Program was established to address the need for adequate illumination of public streets or roadways within the City of South Fulton. The goal is to aid in the safety and systematic movement of vehicular traffic within the public travel roadway. Lighting on roadways is not provided for personal security, such as lighting of yards, driveways, or private property. In-house staff assesses requests from residents, conducts field visits and works with power companies to address inquiries about new lights, repairs, and upgrades.
Last year, Mayor and Council approved a resolution adopting the Streetlight Masterplan. The masterplan provides options for street and pedestrian light poles, styles, spacing, lighting technology and control, and appropriate lighting levels for various locations such as state roads, arterials minor residential streets, major street corridors including those with existing and proposed bike lanes, controlled intersections, roundabouts, uncontrolled pedestrian crossings, transit station street areas, and parks.
Additionally, the city is looking at various alternatives to upgrade the infrastructure, including solar lights. The city has spoken with a vendor with good experience in providing high-quality solar lighting solutions. Two TSPLOST projects where the city has investigated the possibility of solar lighting are the:
The feasibility study looked at the lighting requirements; analyzed the last 10 years of local weather data to determine how much energy is needed; calculated what size and how many fixtures to install; and lastly developed a cost estimate for the project.
Based on the photometrics, the corridor would need (107) 4000K-LED 14foot-high solar fixtures, spaced 100 feet apart, with a 624-Watt battery capacity. Materials, installation, and shipping are quoted at $475,363.
Staff are working with Greystone to obtain a quote for comparison purposes. Upon receipt, staff will advise on the recommended technology.
• 1.75-mile long New Hope Road Sidewalks-Staff received a quote from Georgia Power to install (246) 101-Watt LED Post Top Fixtures. The lighting services agreements outline two payment options:
1. No pre-payment and a monthly cost of $24,998.68
2. A pre-payment of $1,300,000 with a monthly cost of $8,381.33 Recently, the solar power company has agreed to provide photometrics along with a cost estimate for comparison purposes. Upon receipt, staff will complete their analysis and advise on the best course of action.
Lastly, the department is developing a priority list to install and/or upgrade streetlights on all corridors with proposed and existing sidewalks, State routes, and intersections. All sidewalk projects will also include pedestrian lights. Upon completion, staff will meet with the power companies to draft an implementation plan that will include costs and schedules.
Requests for streetlights- new and upgrades- received to date are detailed in Exhibit A There is an ample number of streetlights proposed during the construction of our capital and TSPLOST projects. The estimated number of lights, by project id, are listed in Exhibit B.

Solid Waste Group Purpose and Responsibilities
The City of South Fulton Solid Waste Group is responsible for managing and regulating solid waste services within the city limits. Solid Waste is supported through the Solid Waste Enterprise fund. Specific responsibilities include managing residential solid waste, residential bulk collections, commercial collections, convenience cans, education and outreach. The group also operates the Merk Miles Citizens Convenience Center. This report covers the period of July 26 through August 25th .

Residential service includes weekly garbage and monthly bulk collection. In August, most service request categories decreased compared to July, with the exception of bulk scheduled service requests, which showed an increase.

Service complaints remained elevated in July (295) and increased further in August (313). The most significant change was in Missed Curbside Garbage, which spiked from 4 in July to 205 in August. Damaged Cart requests stayed high in both months, while Missed Back Door Garbage declined sharply from 203 in July to 39 in August.

Deliveries and Maintenance
In July and August, internal staff maintained steady service levels, averaging 128 containers per month. Convenience can servicing remained on schedule, replaced carts slightly decreased, and repaired carts increased, reflecting continued support for citywide waste management. The Recycling Container Service, an internal Fire Department program, is currently active at Stations #4, #7, and #11, with plans to expand to all nine stations following the current pre-trial and education phase.

Merk Miles Citizens Convenience Center
The City of South Fulton operates the Merk Miles Citizens Convenience Center through a thirdparty vendor. This facility accepts Municipal Solid Waste (MSW), Construction Debris (C&D) and recycling. Data is reported through June 2025. Recycling continues to grow. The total number of carts service remains flat but the amount per weight per vehicle continues to grow.

Special Events
The Solid Waste Department successfully hosted the District 5 Recycling Event at the Burdette Tennis Center on August 9, 2025, from 9:00 AM to 12:00 PM. 48 participants utilizing shredding services and 39 engaging in recycling efforts. This initiative not only provided a convenient way for the community to properly dispose of materials but also reinforced the City’s commitment to keeping our neighborhoods clean, green, and environmentally responsible.
