Continues from page 1 or sensors on the glass linked to an alarm system. Burglars are more likely to target homes where there is no burglar bars. *Aluminum window frames are particularly vulnerable as burglars know the glass are only kept in place by a snap-on frame. Ensure to fit burglar bars to these windows or hire someone to remove the glass and glue it in place with a silicone-base adhesive before placing back the snap-on frame. *Entrance doors need to be fitted with a security gate and fit additional latches on the inside. That prevents burglars from breaking open the door from outside or opening the door should they use a master key or screw driver to force open the lock. *Garages: Many homeowners have garages that locks up with a padlock. Padlocks are vulnerable in the sense it is only as strong as the latch on which it is used. *An alarm system is the preferred security measure. It is an investment in your safety, improves your home’s market value and can reduce your insurance premium. *Dogs: pay attention to your animal’s behaviour, especially at night. Dogs that are usually quite at night, but unexpectedly barking up to a point it is becoming a nuisance, are usually alerted by the presence of someone in the immediate area. Burglars often stay in hiding for hours waiting for the right moment to strike. The perfect situation is to have a smaller dog sleep inside, in order to serve as that extra warning barrier in the event of unwanted attention to your home. *House parties or during extreme weather: criminals often target homes where people are partying. Especially after the partygoers go to sleep, as they are then most probably in a deep sleep and not woken by any unusual noise. When the wind blows heavily at night it creates what is known as “white noise” which makes it difficult to hear burglars breaking a window or removing burglar bars. *Don’t place valuables like cell phones and wallets near open windows. Burglars can steal it through the window without waking the victim. *Don’t let valuables such as laptops and cameras stand around in the house. Find places to put these valuables away where burglars are most likely not to search for it. *Lock gates at night and don’t allow valuables to stay outside which draws attention. These include hose pipes, and other gardening equipment, camping chairs, bicycles etc. *Look out for your neighbours and let them look out for you. When moving around in your neighbourhood, pay attention to your surroundings. Make sure to have emergency numbers at hand. *Don’t leave valuables in your car. *When moving around in town, stay alert for thieves and pickpockets. Report suspicious persons to your nearest security guard, patrolling policeman or phone the police charge office.

Must be removed from Waterfront company The Walvis Bay town council wants two former mayors and two suspended senior municipal officials removed from the board of directors as well as the shareholders committee of Walvis Bay Waterfront Properties (Pty) ltd. Walvis Bay Waterfront Properties is a joint venture company between Afrikuumba Construction (80 % shareholding) and the municipality of Walvis Bay (20 % shareholding) for the development of a waterfront in the lagoon suburb where the cricket field (plot 4939) and municipal swimming pool (plot 4941) are currently located. The suspended CEO of the Walvis Bay municipality, Muronga Haingura, and former Swapo-mayor Immanuel Wilfried currently serve on the board of directors. Former Swapo-mayor Uilika Nambahu and suspended General Manager Community Services

and Economic Development, Agostino Victor, serve on the shareholders committee of Walvis Bay Waterfront Properties. It is believed council wants these four individuals replaced with individuals selected by the current council. Haingura’s tenure as member of the board of directors is marred in controversy since it surfaced recently he signed a bond cancellation in 2019 which does not make it compulsory anymore for Walvis Bay Waterfront Properties to re-transfer plots 4939 and 4941 back to the municipality after a period of 50 years.

All drones must be registered at NCAA Contributed Regardless of whether a drone takes off from a Windhoek backyard to catch the last glimpses of Namibia's spectacular sunsets or if it is being used to take high-definition images of a construction site, flying any drone in the country means it is subject to the laws of Namibian airspace.

In fact, the Namibia Civil Aviation Authority (NCAA) currently requires all drone operates in the country to register their drones and apply for a Remotely Piloted Aircraft Systems (RPAS) Letter of Approval (RLA) with the authority. The NCAA's Daniella Bruckert explained the ease of the drone pilot registration process, saying it can be done electronically, as all necessary forms and procedures are available on the NCAA's website. This stringent requirement comes as both private and commercial drone use around the world continues to grow, necessitating modern regulations to be developed and enforced. These laws are being designed particularly as instances

of dangerous and irresponsible drone flying are on the increase. Namibia's current regulations for drone operations, called NAMCAR Part 101, 2020, applies to RPAS (drones and other remotely piloted aircraft), as published in Government Gazette No. 7157 on 27 March 2020. Drone operators who do not adhere to these regulations face a hefty fine and possible suspension from operating RPAS in Namibian airspace. “Increasing use of RPAS and more complex operations by RPAS as well as an increased desire for enhancing safety in RPAS operations in Namibia led to the re-drafting of Part 101… The increasing complexity of RPAS and expansion of the RPAS market may have us revisit the RPAS regulations soon, espe-

cially the licensing of RPAS pilots and the operation of complex modalities in the commercial sector,” Bruckert explained in response to questions from Inside Business. Bruckert stated that while all RPAS in Namibia currently need to be registered if permanently based in the country, “there may be a need to amend the registration legislation in the future”. This is because, while drone regulations are the responsibility of aviation authorities, drones present a new problem in enforcing the regulations, as drone operators are sometimes difficult to trace. Also, with a low risk of consequences and the easy avail-ability of powerful drones, aviation authorities have found it challenging to get some drone owners to comply.

Illegal rubbish dump Eileen van der Schyff Walvis Bay residents are increasingly concerned over an illegal dumping area that is growing by the day on an open space between the Walvis Bay Golf Club and Meersig. Some residents use the area to dump garden refuse, but it is now a dumping place for household waste and building rubble. “How can the Municipality allow this? How can the Golf club allow this?” One resident asked. “Who is responsible for the cleaning up of this rubbish?”

Dog-owners’ attitudes has to change......... A resident of Walvis Bay frequenting the Walvis Bay lagoon says she is increasingly concerned and frustrated with dog-owners who don't clean up after their dogs. Many dogowners prefer to turn a blind eye when their dogs relieve themselves, much to the disgust of others. The resident wrote the following letter: drive cars. In developed countries all over the “If you walk your dog in public communal areas, world is it the most normal thing for dog owners you must clean up what your dog leaves behind. to remove their pet's poop in public areas. No matter if you ride a bike, walk or exercise on the 5 km lagoon promenade or the greens next to it– one has to constantly keep one's eyes wide open to avoid treading in the left behinds of other people's furry friends. It is not only unhygienic, but a very unsocial behaviour if you as dog owner ignore your duties. If you decide to own a dog, you must also be prepared for all the pro's and con's that a dog ownership brings with it. To remove its poop might be one of the less pleasant things you have to do, but you must not leave it behind for it to become a nuisance to others. It remains your responsibility to remove it. Baie warm bergwindtoestande heers al die afgelope paar dae aan die grootste dele van die Namibiese kus. Niemand word gespaar nie, insluitende die diere. Die goeie nuus is dat die warm weer nou gaan begin opklaar en aanstaande week word daar koeler weer vandag met selfs sprake van ligte buie.

U.S. Donates Laboratory Equipment to Test for Covid-19 U.S. Government has donated laboratory equipment to support the Ministry of Health and Social Services in its ongoing efforts to curb the Covid-19 pandemic. The high-tech equipment, valued at N$6.2mil, consists of 30 centrifuges, 15 vortex mixers, 12 biosafety cabinets, 10 refrigerators and 10 freezers.

U.S. Ambassador to Namibia, Lisa Johnson, tests a vortex mixer with the CEO of the Namibia Institute of Pathology (NIP), Kapena Tjombonde (far left), and Deputy Minister of Health and Social Services, Dr Esther Muinjangue

Celebrating the donation of high-tech laboratory equipment worth US$422,000 (approx. N$6.2mil) are (fltr): CEO of the Namibia Institute of Pathology, Kapena Tjombonde, U.S. Ambassador to Namibia, Lisa Johnson, and Deputy Minister of Health and Social Services, Dr Esther Muinjangue

The equipment will be distributed throughout Namibia and will strengthen laboratory capacity, provide a safer working environment for laboratory staff, and increase the availability of tempera-

ture-controlled storage for samples and tests. Today's lab equipment donation, funded by the U.S. Agency for International Development (USAID), is part of the N$100 million of Covid19 assistance for Namibia from the U.S. Government, which the U.S. Embassy announced in April 2020. Centrifuges and biosafety cabinets enable laboratory staff to safely process Covid-19 specimens. Centrifuges spin at highspeed to isolate the infectious material needed for testing. Biosafety cabinets provide specialised shielding and air flow to keep infectious virus away from the face of the laboratorian working with the Covid-19 specimens. Refrigerators and freezers not only allow for holding specimens at the correct temperatures before and after testing, but also provide proper storage to guarantee quality testing. Vortex mixers mix the sample to ensure that the virus is as evenly distributed as possible during the RNA extraction process. The U.S. Government is a committed partner in health with Namibia and has worked closely with the Namibia Institute of Pathology (NIP) to build Covid-19 testing capacity since the start of the pandemic. With support from the U.S. Centers for Disease Control and Prevention (CDC) and other stakeholders, including USAID, Namibia has implemented standard operating procedures for the safe collection and transport of Covid-19 specimens, safe handling of specimens in clinical and laboratory settings, and quality assurance in testing procedures. The laboratory equipment was procured by USAID's supply-chain partner Chemonics and handed over to the NIP, the largest diagnostic pathology service provider in the country, to enhance the capacity to screen and test for Covid19 nationwide. “This donation builds on the United States' promise to assist Namibia as we all battle this virus. We are in this together. America remains committed to contributing to global health security and humanitarian assistance worldwide and here in Namibia,” said U.S. Ambassador Lisa Johnson. The Ministry of Health and Social Services has laid the groundwork in making sure the country is prepared for any impact from COVID-19. The people of Namibia have played an active role in taking the required precautions and implementing regulations to help reduce the spread of the novel coronavirus.

structure in 2018, ten teams will compete. In Group A, CFC 1, CFC 2, SFC 3, SKW 3 and Deutscher Turn und Sportverein (DTS) will battle it out for maximum points. The favourites in the group are log leaders CFC 1. CFC's second team, who will have stronger defenders during match day, promise to do everything in their power to advance to the semi-finals of Category A. “It is pleasing to see that the hosts SKW are sending a third team into the race again after five years,” said Fistball Association of Namibia's Media Officer, Helmo Minz. In Group B, boosted by home turf advantage, SKW 1, SFC 1, SFC 2, SKW 2, and CFC 3 will battle it out for top honours. After a sturdy performance by SFC 1 on the first match, the young, ambitious team can also be expected to win the group. SKW, however, will still be on their guard and will not underestimate their opponents. In the group stages, two sets will be played in each set, equalling a single point. In the semi-finals and finals of both categories, the best out of three sets will apply. Two youth games between SKW 1 and SKW 2 will also take part in the second round of fixtures in the Bank Windhoek National Fistball League. “Match arrangements are in place, and we are anticipating an exciting match day come Saturday, 17 April,” Minz concluded.

NPFL to start 17 April The Namibia Premier Football League (NPFL) was officially launched Saturday at Football House and will start next weekend, 17 April at Mariental and Windhoek. The NPFL is a fully-fledged professional league that will replace the expelled Namibia Premier League (NPL) as with the NFA Statutes under Article 18.1 which states: “There shall be only one Top Tier National League in the territory of Namibia”. World football has two different legal forms of football leagues: Association Model and Separate Entity Model. For Namibia's short term, NPFL director Mabos Vries explains that the NFA Executive Committee adopted to apply the Association Model with a Member Association [MA] Management structure. In the medium to long term, the Namibia Premier Football League can easily mature into to a Self-Management model depending on the commercial success of the League. “The Namibia Premier Football League legal form will thus operate under the Association Model structure. Through this model the NPFL will be managed, controlled and administered by the NFA through the Secretariat. The League will be financially dependent on the NFA through FIFA development programs and other sources. Vries adds that a governance model for the League, that defines the processes of decision-making and club engagement, has already been developed. It is against this background that the League is supervised by the League Director and support staff. The NPFL will be funded by the NFA through FIFA funding. For the opening weekend 17 and 18 April, Group A will travel to Mariental while Group B will be in Windhoek. In Group A are: Mighty Gunners, Tigers FC, Eleven Arrows, Young African, Black Africa, Tura Magic. Tura Magic and Mighty Gunners will open the action at Mariental Stadium at 10h00 on Saturday with two more games to follow on the day while on Sunday Young African and Eleven Arrows kicks off the action at 11h00. Group B: Civics, citizens, Julinho Sporting, Orlando Pirates, Blue Waters, Young Brazilians. At the Sam Nujoma Stadium in Windhoek, Orlando Pirates will face Citizens at 13h00 to be followed by two more games as well. Sunday will see action resume at 08h0 between Julinho Sporting and Civics. Meanwhile, the national divisions and the second divisions will be playing the preliminary rounds of the MTC NFA Cup this coming weekend as the transitional season gets underway.

Kudus lost opening game Rudi Bowe

The first team of Rehoboth Rugby Club got off to winning starts by beating the first team of Kudu Rugby Club 25-13 in their premier league game last Saturday at the Jan Wilken Stadium in Walvis Bay. The game was interspersed by typical early season errors, with lots of handling errors and communication breakdowns and far too many penalties on both sides. Lorenco Calaca scored the only try for the home team with Aurelio Plato successful with a conversion and two penalties. With the Rugby league resumed after a prolonged absence due to the Covid 19 pandemic and the matches were played in the absence of spectators. Jarreth Koning from Kudus and Samile Loubscher and Titus Mathias from Rehoboth were sent to the sinbin after the referee Nicardo Pienaar warned both teams. Eighteen year old Alexander Jansen who played his first game for the Kudus first team has put up an aggressive display and showed the coaches that he belong, as he did well in the lineouts a position he is not used to play in. He normally play as flank but on Saturday he played a lock. The youngster said that he felt comfortable on the field and that he enjoyed the game. In two weeks he will be of to Windhoek to participate in a training camp for the under 20 national team of which he is a member. The Kudus team manager Mano Calaca thanked the supporters for adhering to the call from the Kudus management not to attend the games. “We know it's difficult but appreciate that our supporters respected the decision that was taken by the Namibian Rugby Union” Calaca said. Kudu Rugby Club will be up against Wanderers in Windhoek on 24 April. They then play Suburbs in Windhoek on 8 May, Reho Falcons at home on 15 May and Unam at home on 22 May.

BUCO Desert Sports festival Rudi Bowe

The 7th BUCO Desert Sports festival hosted by Walvis Bay Private High School (WBPHS) from 7 to 10 April at the school's sports field was a big success. With last year's festival canceled due to the corona pandemic the festival took a new turn with only schools from Namibia participating. These schools were the host WBPHS, De Duine Secondary School, Pro-Ed Academy, Windhoek Afrikaanse Privaatskool, Windhoek Gymnasium, Elnatan Private School, Windhoek High School, Moris Privaatskool and Windhoek Higher Technical School. All players displayed in both team and individual brilliance and sportsmanship in the age groups under 13 to under 19 in Rugby, Hockey and Netball codes. The festival was dominated by Windhoek Gymnasium as they won all their game in the deferent age groups in all sport codes. The kickboxing grading exercise at MMA was to determine how students progress throughout the year. Belt grading systems are used by kickboxing academies as a way to both inspire and demonstrate a student's advancement in the sport. The student needs to perform all required tasks and pass a number of tests and drills to earn the next colour or grade. The challenges and requirements depend on the kickboxing school with some institutions having levels within each grade to show how much the trainee has improved through the phases until he's ready to move on to the next grade. There are corresponding exercises, requirements, sparring matches and tests along the course to ensure that the trainee is well-equipped and is competent enough for the belt the trainee is wearing. Twenty two kickboxing students took part in the grading, after which all students received a certificate and a belt, and walked out proud as champions in their own right, with the youngest student only five years old. The Namibia RCFAI & Kickboxing Academy has very high standards and the Academy is producing champions and maintaining exceptional standards. The kickboxers that graded are, Aaron-Christian Mouton, Daniel Asmundsson and Jay-Cee Calaça - Blue. Ashwin Bezuidenhout, Ruben Dopazo and Ryan Almeida - Blue II with John Lestrade, Joshua Lestrade, Kurtley Jacobs, Monique Damon, Teagan Damon, Zach Jansen van Rensburg , Adrienne Damon, Bernard Mwiya, Corne Liebenberg and Cornelle Liebenberg – Red and John-Carter Mouton, Nathan Slinger, Raymundo Bowe, Tristan Green and Wade Slinger – Green with Ray Gryffenberg - Brown I.
