SAMWU wants senior councillors and officials sacked

LIFE AND TIMES OF SEFAKO MAKGATHO (PART 1)

PLANS are at an advanced stage to rename the Lebowakgomo Stadium after struggle hero Sefako Makgatho. While waiting for the process to be finalised by the relevant authorities, Lepelle Review takes the liberty to introduce this son of the soil to our readers. Sefako Mapogo Makgatho was born in 1861 at Ga-Mphahlele near Lebowakgomo, the capital city of the now defunct homeland of Lebowa. He was the son of Chief Kgorutlhe Josiah Makgatho of the Makgatho chieftaincy at Ga-Mphahlele. Owing to lack of schools in his area, Makgatho began his education in Pretoria where he completed his primary education. In 1882, at the age of 21, he left South Africa to study education and theology at Ealing in Middlesex, England. He returned to Pretoria three years later and started his career as a teacher at the Kilnerton Training Institute, a Methodist School for African children. Kilnerton is known for some of its illustrious students, including Miriam Makeba and Lilian Ngoyi. In 1906, Makgatho and other teachers in the then Transvaal, formed the Transvaal African Teachers' Association (TATA). Makgatho later was ordained as a Methodist lay preacher. But he was not to going to disappear into pastoral work without engaging and challenging the political situation of his people. At the time, black South Africans as well as other Africans on the continent had fallen under the yoke of colonialism, with European nations extending their power over Africa and other lands in the world. As a keen student of South African affairs, Makgatho followed Sekhukhune’s struggles with the colonists, leading to the Bapedi king finally losing the independence of his

kingdom to the white settlers and subsequent humiliation to him as a person and as leader. Makgatho also observed the politics of subjugation in Africa following the signing of the General Act of the Conference of Berlin in 1885 by Britain, Germany, Belgium, France, Italy, the Netherlands, Portugal, and other lesser participants in the scramble for Africa. Accompanying these events in the 1880s was the growth of the gold mining industry from 1890s, changing patterns of economic migration in South Africa. The uprooting of young males from their rural homes led to establishment of new settlements, which meant Makgatho and other Christian ministers also had to straddle the urban and rural spaces to attend to spiritual needs of the people. But it was both as a teacher and politician that Makgatho made his mark in the first decade of the 20th century. In 1906 he was inspirational in the establishment of TATA after he resigned as a teacher. He was also the key figure in the formation of the African Political Union (APU) and the Transvaal Native Organisation, both of which merged with the SANNC in 1912. Makgatho also became involved in journalism, an occupation many African leaders found attractive during this period. Between 1912 and 1914, Makgatho teamed up with Alfred Mangena to establish a political journal, The Native Advocate. Edited by AK Soga, the publication lasted for just over a year until it was discontinued because of a lack of funds. Makgatho collaborated with Pixley ka Seme in launching the SANNC’s Abantu Batho in 1912, which was funded by the Swazi queen regent. Makgatho was enraged by the

THE South African Municipal Workers Union (SAMWU) wants charged senior officials in municipalities that invested with VBS Mutual Bank. The union moved that Mayors, Chief Financial Officers (CFO) and Municipal Managers (MM) in Elias Motsoaledi, Ephraim Mogale and Fetakgomo Tubatse local municipalities be held accountable following the entities’ investments with the controversial bank. Patrick Aphane, Provincial Secretary, said senior councillors and officials should pay back the money invested with the bank. Aphane said officials and councillors acted against the Municipal Financial Management Act (MFMA) and they must be charged. The secretary further said the call for the disciplinary actions against the mayors and senior officials started earlier this year. “The concerns were made since April but nothing happened. Hope is for necessary actions to be taken against passing of the Land Act of 1913. At the time the President of the Transvaal Congress and a National Executive Committee (NEC) member of the SANNC, he added his voice to the growing criticism of the Act. In his view: “This Act is fraught with the most momentous issues, as it infringes on the common rights of the people. In all countries and among all nations worthy of the name of a free people, these common rights to the purchase and sale of lands are recognised as resting upon the elementary principles of justice and humanity, which are the heritage of a free people” ("The Natives Land Act, 1913: The Pretoria Resolutions", Izwe la Kiti, July 2, 1913). them as the matter is now a concern for the entire South Africa,” he said. He added that mayors and officials of all affected municipalities should be held accountable including those who withdrew their money before the bank went bankrupt and placed under curatorship by the South African Reserve Bank (SARB). “That Elias Motsoaledi withdrew all their money before the bank went bankrupt is not an excuse. Fact is they violated the MFMA in investing with the bank. They must be held accountable, the same way as other municipalities,” he said. Aphane said the money should have been used to deliver services to residents. “There is currently a service

delivery backlog whereas large amounts of money are used for personal gain. Multimillions of rands that should have been used for proper roads infrastructure and water shortages challenge for villages are involved here,” the secretary said. Aphane added that SAMWU would stage a march to all affected municipalities in the province this month to urge suspensions of the CFOs, MMs and pressure the ANC to suspend Mayors. “Pickets have already started with Ephraim Mogale Local Municipality last month to call on the suspension of the CFO, MM and the Mayor,” Aphane concluded.

The passion was ignited in 2011, ten years after her parents relocated to Sedimothole section at Seleteng village, Ga-Mphahlele. Among contests she entered at her new found home was Miss Mathabe Primary then Miss Winter in Polokwane in 2011. “That was when my parents advised me to shift my focus from modeling and concentrate on my education until I complete my matric,” recalled Phoebe. Phoebe bounced back to modeling in 2016 after a five year break, this after she had just complete her matric. She entered two contents on the same year, Miss Originality and Miss Lebowakgomo where she finished as 2nd Princess on both occasions. In 2017 she was crowned 1st Princess in Miss Hope (Polokwane) before she could try her luck in MESA where she went through all the stages until she became the finalist. “Entering MESA was exciting because this has also gave me self-confidence as I can confidently speak in front of huge group of people. MASHITE RESIDENTS STRIP OFF A THIEF AND FORCE HIM TO WALK NAKED ON THE STREET By NAKAMPE LEKWADU HE has been terrorizing the residents of Mashite village by breaking into their houses and stealing, but today he ran out of luck as he was caught red handed before he could be stripped naked and shamed then handed over to the police. This is the story of a Mmasoga Phokgu who is believed to be part of a gangsters known for criminal activities in the poverty-stricken village of Mashite in the Ga-Mphahlele area outside Lebowakgomo. Last week the 24 year-old

Mmasoga broke into the house belonging to Ivy Makgoale and stole a hard cash money totaling R1 500, but he forgot one thing and that is: “Lightning does not struck twice at one place.” This after he went to the same house today unaware that this time around he has been trapped by Makgoale who pretended to be going out to work. Unsuspicious as he was Mmasoga fell to the trap, and he foolishly traced the Ivy as she left her house until he was convinced that she was gone. He then broke into the house,

but long before he could realise that he was been monitored then BOOM, the owner of the house was back while he had just finished packing food, new clothes for Christmas which Ivy had just bought for her three children. After she caught Mmasoga with stolen items in her house, Ivy wasted no time in blowing the whistle and residents came as soon as they can, and Mmasoga was stripped naked and made to walk around the village naked before police could be called to arrest him.

LIMPOPO Premier Chupu Mathabatha has learnt with shock of the criminal element currently said to be operating along the N1 between Kranskop and Mokopane. The Premier has been in touch with the Provincial Commissioner General Nneke Ledwaba who has already established a Special Task Team to investigate these unfortunate incidents. In the latest incident, a attempt to rob a truck driver during the early hours of Saturday has led to five people being killed. According to police, the incident happened at around 2.30am along the N1 between Modimolle mountain and Kranskop Tollgate in Polokwane. The truck had apparently experienced mechanical problems and stopped next to the road, when two suspects pounced on the driver, attempting to rob him. Police spokesperson Brigadier Motlafela Mojapelo said the truck driver immediately pulled off and as he was driving away,

a Toyota drove into the truck from behind. Mojapelo said the suspects then fired shots at the direction of the truck as it fled. As the shots were fired, the truck proceeded to Naboomspruit police station. “The occupants of the Toyota were in the process of getting out of the vehicle when two other vehicles slammed into them, killing five people on the spot." Cases of attempted armed robbery, attempted murder and culpable homicide have been opened for investigation and no arrests have been made. “As a Province, our concerns are with our people, we can't
