THE director of Barwa Ba Phaladi Mine and Projects (BBP), Erasmus Phaladi says they are waiting patiently to hear from residents of Mathibela in Zebediela if their plans to open a new mine in the area will succeed. Three weeks ago their planned meeting where they were aiming to reach a mutual agreement with residents in a form of “Public Participation” wherein they were to outline their plans about prospecting the area hit the surface with the angry residents opposing the idea. “We have been talking to some of the leaders in Mathibela with the hope that they will form a steering committee which will allow us a smooth negotiations to see if we can’t come up with a mutual understanding. While we understand some of the concerns brought forward by some of the residents, we

believe there is a lot of room which we can both explore to reach a common understanding because this project will not only provide jobs for many but it will also open doors for aspiring students through scholarships and so on,” explains Phaladi. Earlier during the failed first meeting with residents, BBP representatives left Mathibela very sad after residents dismissed their planned prospect with an intention of opening a new mine at Farm Groothoek 106 without giving them a chance to explain their reason of coming there Residents felt that they were betrayed by the tribal authority under the leadership of Kgoshi Sello Kekana who seemed to have given BBP a mandate to prospect the area without their concern. Kekana himself confirmed dur-

ing that meeting that he has mandated BBP to prospect the area. He also assured residents of Mathibela that no one would be relocated once the prospecting process and even the mining project start. “Don’t go around listening to the lies that these people here are going to relocate you once they start with their project,” said Kekana by then. Phaladi agrees that the community members might have got a wrong information about their coming there. “What happened that day was very unfair and unfortunate because community members did not give us a chance to explain reasons why we were there, but we are looking forward for the positives soon,” he says. According to consultant, Arnold Muindisi who was part of BBP representatives, the department of minerals

LEPELLE-NKUMPI MUNICIPALITY DEFENDS THEIR DECISION TO USE HALF A MILLION DURING THE SOMA EVENT

By Nakampe Lekwadu LEPELLE-Nkumpi Local Municipality has dismissed the Democratic Alliance’s allegations that they have overspent money during this year’ State Of the Municipality Address (SOMA). DA is accusing the municipality to be failing to serve the communities around this municipality with basic service delivery, yet they overspent more than half a million rand for an event that lasted for less than seven hours. The municipality is said to have spent R 563 000 for the event which was held in Mafefe outside Lebowakgomo in May this year. The event was delayed for four hours and was marred by chaos from the dissatisfied Economic Freedom Fighters who made it difficult for mayor, Nakedi SibandaKekana to deliver her keynote address. According to the records in possession of Lepelle Review, the municipality paid R180 000 on transporting community members to the event, R188 140 (catering), R118 000 (sound system), R27 000 (decorations), R17 500 (bottled water), R14 700 (radio adverts) and R16

107 (newspaper adverts) The DA was reported to have angered by these spending, citing that it was wrong to spend such a lot of money while residents in that municipality often have to go for days without water. The party has since written to the MEC for cooperative governance in Limpopo, Jerry Ndou, requesting an urgent investigation The DA wants Ndou to probe circumstances which led the beleaguered Lepelle Nkupi Municipality to spend R563 000 on the state of the municipality address, despite a poor record of service delivery to residents. “We find it unacceptable that the municipality chose to spend such an exorbitant amount of money on frivolous items, while residents wallow in poverty and lack accessto basic services such as water,” said DA MP and Limpopo provincial leader Jacques Smalle recently. Smalle said the DA was of the view that the prices quoted by service providers were inflated and the money could have been better spent elsewhere. “Failing to secure two more quotations, as required by law, shows a clear abuse of power and flouting of supply chain management processes to benefit cadres, friends and

relatives,” he said. Lepelle-Nkumpi’s Vader Maphoso has since dismissed DA’s claims that they have overspent the money during the SOMA event, saying there was nothing wrong about their spending during that event. “As municipality remains committed to quality basic service delivery through cost-effective means. We further checks and balances to ensure our Supply Chain Management processes and overall financial management is above. We must also understand that Municipality System Act makes provision for community involvement in municipality integrated development planning and performance management process. On that note advertising on radio was done to ensure participation of communities in the SOMA, and so is transport expenditure,” explained Maphoso He added that: “LepelleNkumpi can account for all the SOMA expenditure and remains committed to a corrupt-free administration, on that note we will fully cooperate with any probe by the Limpopo MEC for Cooperative Governance, Human Settlement and Traditional Affairs (COGHSTA).”

EMLM touches base with local business community

GROBLERSDAL - In move to identify strategies that will enable Elias Motsoaledi Local Municipality (EMLM) to forge mutual beneficiation partnerships with local business community, the local municipality mayor, Julia Mathebe held a mayoral business round-table discussion at the municipal library gardens on Thursday evening. According to the local municipality the business roundtable discussion, confined to business community within the Groblersdal CBD, was aimed deliberating on crucial issues the business community faced and find solutions to the latter. The engagement further sought to find answers that would finally result in the creation of a conducive environment wherein businesses will flourish and contribute significantly to the local municipality’s economic growth. The local municipality reiterated on its obligation to create an enabling atmosphere through policies and provision of infrastructure network to assist businesses to thrive. Mayor Mathebe agreed that businesses contribution was immense and positively affected social upliftment of communities. She said businesses employed multitudes of people in the local municipality, who as a result, became enabled

to feed their families. “Again, you are continuously paying property rates which enables the municipality to fulfill some of its service delivery mandate and obligation, and reduce the municipality’s reliance on grants,” reminded Mathebe. Mathebe conceded that the success of business in the local municipality and Groblersdal town in particular was sacrosanct and could not be overemphasized. She said the thriving of business and investment was the nucleus upon which the local municipality’s success was based. The mayor believed the meeting would better position the local municipality to obtain private sector input to enhance and streamline government processes and procedures, create a conducive environment for entrepreneurship and innovation, the development of public private partnership for better use of municipality assets and improved quality of services to residents as well as improve quality of life for the municipality citizens. Mathebe concluded through the call for constant meetings and round-table discussions with business to further deliberate on issues that affected them and to generate ideas to help realise the 2030 vision.

RESIDENTS of Makurung village will soon know if their grievances has been given an ear or not, and that is if LepelleNkumpi Local Municipality respond to their memorandum. This after their protest march earlier this week when they took their anger to the offices municipality’s offices in Leb-

owakgomo to hand over a memorandum of demands to the mayor, Nakedi SibandaKekana.Topping the list on their demands is the burning issue of the tarring of road D4095 that links Makurung and the Jane Furse road which is mostly used by taxis from Lebowakgomo to this village, and

the demolition of the sewerage from Lebowakgomo township that flows to their village. “We are very saddened and feel betrayed by the very same people we voted into power,” said one residents. Another dissatisfied residents said: “Makurung has been in existence for over two decades,

but still we nothing good has been done in terms of service deliveries ever since despite the fact that we have been voting for this people.” Other demands include running water per household, street lights and a community library and they have given the office of the mayor a seven day to

Ga-Mathabatha carries on well after Rastaman Nkhushu inauguration of chief welcome the decision to legalize kanga!

Kgoshi Moleke Mathabatha, left during his inauguration day in 2015 It's been three years since the community of Ga-Mathabatha rejoiced at the inauguration of their new traditional leader, Kgoshi Moleke Malegodi Mathabatha. Kgoshi, or the chief, was installed by then MEC of Cooperative Governance, Human Settlements and Traditional Affairs Makoma Makhurupetje after a period of uncertainty over this paramount position of chieftaincy for GaMathabatha people. In a colourful ceremony held at the royal place of GaMathabatha, the new chief was presented with his certificate of recognition by the Limpopo provincial government, much to the joy of the community made up of 28 villages. Kgoshi Mathabatha, now 42-yearsold, is the first-born son of Mmakgoshi Selemagae Kanyane and the late Kgoshi Malegodi Moleke Mathabatha. He was born and grew up at GaMathabatha, which is about 40km east of Lebowakgomo, the capital of Lepelle-Nkumpi Local Municipality. The new chief was initiated in 1984 with “moroto wa Melau ya Meleke”. Kgoshi Mathabatha is one of the six chiefs in the LepelleNkumpi Local Municipalities of which six of those chiefs are women. The three wom-

en chiefs are Kgoshigadi Mphahlele of Ga-Mphahlele, Kgoshigadi Seloane and Kgoshigadi Ledwaba of Ga-Seloane and Ga-Ledwaba villages respectively. The other two male chiefs in the region are Kgoshi Setlamorago Thobejane of Mafefe and Kgoshi Sello Kekana of Zebediela. The Mathabatha chiefdom originated from Motsolome Mountains under the leadership of Kgoshi Mathabatha I. After the death of Mathabatha I, his clan left Motsolane under the leadership of Mogapotji I, the first-born son of the dead chief. The clan came to settle at Mahlatji, where Mogapotji died. He too was succeeded by

his first-born son Moleke. The clan then moved from Mahlatji and settled at a place called Setlwane. Moleke later died and his son, Mogapotji II, took over the reigns. The clan is now well settled in present-day GaMathabatha, with the main village being surrounded by several other villages belonging to the clan

and others of neighbouring traditional authorities. GaMathabatha is also situated in a beautiful landscape drained by Mphogodima river, a tributary to the great Lepelle river which follows walking distance south of the royal village. GaMathabatha is also on the foothills of the majestic and beautiful Wolkberg mountains, where the Bewaarskloof Nature Reserve is situated. There are several other nature reserves closeby, with the Orrie Baragwanath Pass road linking GaMathabatha to other places of tourism of interests, such Legalameetse Nature Reserve and Serala Wilderness near Mafefe. Last year the new Malipsdrift police station in GaMathabatha was launched by then police minister Fikile Mbalula. More developments are taking place and the future looks bright for locals. With proper planning, tourism should create jobs. At the moment, with limited resources and job creation centres in the area, most villagers in the Mathabatha survive and manage to keep hunger at bay by working in the nearby mines. These include operations in Penge, Burgersfort and Atok while some work in retail and state employ in nearby towns of Lebowakgomo and Polokwane, while others are migratory workers as far as Gauteng. Overall, GaMathabatha is a pleasant place to visit and its greatest asset is its well-meaning, hard-working people. Lepelle Review wishes kgoshi Mathabatha a long years of progress and good health.

NELSON Hlagala, Aka…Rastaman Nkhushu has described decriminalisation of marijuana as victory for Rastafarians. Speaking exclusively to Lepelle Review recently after the Western Cape High Court ruling by Judge Dennis Davis to decriminalise the use and cultivation of weed, Nkushu who is known by the hit Katiba ya Lerasta said it is a case of freedom at last after donkey years of a fight to have their holy smoke to be legalised. “Although we appreciate the decision by the Cape Town High Court’s decision, for us there is nothing really new because we have been smoking privately whenever we meet during our events. We are excited by the fact that this time around we will be doing so legally after this announcement,” pointed Nkushu who has five albums under his belt. The 45 year-old zoloman from Lebowakgomo has warned kids though not to take advantage of the recent ruling and throw themselves to weed abuse as it might destroy their

future. “Weed should be respected and only be used by responsible people, so my advice to young people is to stay away from its use as it might end up destroying their lives. Moreover, users should do so with respects and not do it in public places,” warned Nkhushu. Nkhushu’s music career started back in 2004 when he released the album,Resepela boshego le Marasta of which was popularised by the hit track Katiba ya Lerasta. His other songs include Ba ntimile zolo which was somehow banned from being played on radio stations back then. The Kush Khush music Music company owner who also manages and produces the emerging Limpopo Queen of divas, Khologrey told Lepelle Review that he will be soon releasing his sixth album titled Ikhomolele Samma of which one of its track (Bosehlanyane) was nominated for the Sepedi Music Awards which were held last week in Mankweng outside Polokwane.

Maimane alleges VBS money sponsored certain political parties

DA leader Mmusi Maimane has alleged that the money invested in the troubled VBS mutual bank by various Limpopo municipalities was used to sponsor certain political parties. He was speaking in Mokopane, Limpopo, where he unveiled the party’s premier candidate. VBS came under the spotlight last year when it granted former president Jacob Zuma a R7.8 million loan to pay off his Nkandla debt. The Mutual bank

has since been placed under curatorship due to financial irregularities. Maimane says the political parties must ‘pay back the money’. He says: “Money was invested and has sponsored political parties. I believe banking licences must be brought there, the must be more banks but the fact of the matter is you cannot use banks to channel money to political parties. ”What we want is a strong financial sector. I want

a strong VBS but corruption must be investigated and we have called for it. We opened charges against people who looted it and the Reserve Bank governor is with us when we’re calling for a thorough investigation so that those people who benefited from VBS, those political parties must account or pay back the money for the people of this country,” says Maimane.

By THAPELO MOTSEO The Department of Water and Sanitation (DWS) in Limpopo calls on all water users to continue using water sparingly and adhere to water restrictions imposed by their respective municipalities. A weekly report released by the Department of Water and Sanitation, the province’s average dam levels are at 68.9% this week, showing a decline compared to last year this time when readings recorded 73.3%. Looking at the summary of the Water Management Area (WMA) for Limpopo, it reflects a decline compared to last

year this time when water levels were 83.2% compared to the current 73.3%. Olifants is at 67.6%, also showing a decline compared to last year’s 70.2 %, which should alarm Limpopo residence to continue saving water. The Polokwane Water Supply Systems is at 85.8% showing a slight decline when compared to 87.6% last week. During the same period last year, the system was at 59.4%. The Luvuvhu Water Supply Systems also has slightly declined, sitting at 96.9% from last week’s 97.2%. The Vhembe District area of the province is still in satisfac-

Mofenyi in se-Pedi means a winner, and the Makurung-born presenter tells Lepelle Review that he want to live by his surname by winning this award,

THE Office of the Premier in Limpopo is warning South African citizens anywhere in the world and especially friends and colleagues and government of an impersonator who calls himself Limpopo Premier Chupu Stan Mathabatha. The modus of the impersonator is to call the potential victim and request for urgent cash which should be deposited into Shoprite or any quick cash shop. Earlier operandis included a business deal and

a plan to get lucrative tenders. The Office is warning anyone who might receive such request to immediately report to the nearest law enforcement agency or the South African Police Services ( SAPS). Limpopo Premier has never, and will not call any of his colleagues either in the NEC, Cabinet, PEC or anywhere else for monetary assistance or tendering. Such activities are foreign to him.

THE STRUGGLING BAROKA AND LEOPARD CLASH IN LIMPOPO DERBY! THE 2018/19 Absa Premiership Season might be still in an early stage, but things doesn’t look pretty good for two of Limpopo clubs Baroka and crosstown neighbours Leopard City. With Baroka having lost the first Limpopo Derby against arch-rival neighbours, Polokwane City who beat them 2-0 on August 18, it remain to be seen as to what can fans expect at the Thohoyandou Stadium come October 3 when Leopards host them in a match expected to draw a huge support.
