Naga solution vital for regional peace: Rio Spacecraft set to attempt moon landing

DIMAPUR, SEP 6 (NPN): Nagaland chief minister, Neiphiu Rio, has asserted that a political solution to the decades old Naga political issue was imperative for sustainable peace and progress to the northeast region of the country. Rio was speaking at the valedictory session of the two-day 26th conference of Director Generals of Police (DGsP)/ InspectorGenerals of Police (IGsP) and heads of Central Police Organisations (CPOs) of North Eastern states hosted by Nagaland Police Friday at Rhododendron Hall, Nagaland Police Complex, Chumoukedima. “A political solution to the Naga political imbroglio will surely bring stability to the entire region,” said Rio. The chief minister asserted that a political solution to Naga issue would also change the dynamics of security and progress of the region as the Naga movement was considered to be “the mother of all insurgencies” in the entire region. ment of India and Naga Political Groups (NPGs) would work out at the earliest and usher in a new era of “genuine peace”, all round progress, inclusive development and economic growth in northeast region. On security of northeast region, Rio said security related issues of the north eastern region have inter-state, national and international ramifications as the region shared international boundaries with five countries. In this backdrop, Rio said it was imperative to understand the importance of the overall scenario without undermining the sensitivities and emotions of the populace. “In a democratic country like ours, we need to ap-

preciate the ethnic, linguistic and religious diversities that lie within the rich yet fragile region,” said Rio. With decline in insurgency related violence, Rio said the security situation in the northeast region has shown significant improvement in the recent years due to combined effort of security forces and government’s policies. He said some states were now “completely free” from insurgency related violence while insurgency activities have been largely contained in other states. Asserting that these situations have created invincible enemies and that these new challenges required new strategies, Rio highlighted the need to relook at the mode of training and curriculum so that law enforcing agencies were in tune with the constantly changing dynamics. The chief minister also underscored the need to evolve policies to address serious issues like police transparency, poor infrastructure, corruption, meri-

BENGALURU, SEPT 6 (PTI): As the nation awaits with bated breath for the soft-landing of the ‘Vikram’ lander on the south pole of the lunar surface, the first attempt by any country, ISRO said on Friday everything related to the much awaited touchdown is going as per plan. Joining the nation in wishing ISRO a success, Prime Minister Narendra Modi said the mission manifests the best of Indian talent and spirit of tenacity. “Its success will benefit crores of Indians,” he said in a series of tweets. “We are eagerly waiting for the event. Everything is going according to the plan,” Chairman of the Indian Space Research Organisation K Sivan told PTI on Friday. The touchdown of ‘Vikram’ lander is scheduled between 1.30 am and 2.30 am, followed by the rollout of rover ‘Pragyan’ between 5.30 a.m and 6.30 a.m. As India attempts a soft-landing on the lunar surface, all eyes will be on the lander ‘Vikram’ and rover ‘Pragyan’. The 1,471kg ‘Vikram’, named after Dr Vikram A Sarabhai, father of the Indian space programme, is designed to

execute a soft-landing on the lunar surface, and to function for one lunar day, which is equivalent to about 14 earth days. Chandrayaan2’s 27-kg robotic vehicle ‘Pragyan’, which translates to ‘wisdom’ in Sanskrit, can travel up to 500 metres from the landing spot on the Moon and leverages solar energy for its functioning. “The lander carries three scientific payloads to conduct surface and subsurface science experiments, while the rover carries two payloads to enhance our understanding of the lunar surface,” according to ISRO. ‘Vikram’ will perform a series of complex braking manoeuvres to soft-land in the South polar region of the Moon between two craters, Manzinus C and Simpelius N, on September 7. A few hours later, the rover will roll down from ‘Vikram’ and will explore the surrounding lunar terrain. Chandrayaan-2, a follow-on mission to the Chandrayaan-1 venture launched more than a decade ago, comprises an orbiter, lander (Vikram) and rover (Pragyan). The mission life of the orbiter will be one year while that of the lander and rover

will be one lunar day which is equal to 14 earth days. A successful touch-down will make India the fourth country after Russia, the US and China to achieve a soft landing on the moon, and the first to launch a mission to the unexplored south polar region. The Chandrayaan-2 is a Rs 978 crore unmanned moon mission (satellite cost Rs 603 crore, GSLV MK III cost Rs 375 crore). India’s Geosynchronous Satellite Launch Vehicle, GSLV MkIII-M1 successfully launched the 3,840kg Chandrayaan-2 spacecraft into Earth’s orbit on July 22. On September 2, ‘Vikram’ successfully separated from the orbiter, following which two de-orbiting manoeuvres were performed to bring the lander closer to the Moon. The health of the spacecraft is being continuously monitored from the Mission Operations Complex at ISTRAC here with support from Indian Deep Space Network (IDSN) antennas at Bylalu, near Bengaluru. The orbiter carries eight scientific payloads for mapping the lunar surface and study the exosphere (outer atmosphere) of the Moon, according to ISRO officials.

KU affirms stance on statehood demand DIMAPUR, SEP 6 (NPN): Konyak Union (KU) and executive board council at a meeting held at Mon HQ on September 6, 2019, which thoroughly discussed all aspects of the impending Naga political solution, has wholeheartedly welcomed it in principle. In a press statement, KU president S Howing and general secretary Wango Konyak asserted that the executive body, however, “accorded the demand of the Frontier State moved by the ENPO and so long pending with the G.o.I; Centrality to the concept of the solution and grant of statehood should form part and parcel of the same.” KU stated that erstwhile “Tuensang Division” of the then NEFA comprising the present four districts of Eastern Nagaland amalgamated to the then Naga Hill districts of Assam to form Nagaland state. NPRAAF says CIHSR flouting MoU DIMAPUR, SEP 6 (NPN): Claiming that Referral Hospital Dimapur, has become more of ‘commercial centered’, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has urged the Christian Institute of Health Science and Research (CIHSR) board to ensure that rates of treatment were revised to serve the objective it espoused. NPRAAF through its information & publicity wing stated that the government of Nagaland entered into tripartite agreement by signing a Memorandum of Understanding (MoU) with Emmanuel Hospital Association (EHA) New Delhi and Christian Medical Centre (CMC) Vellore on January 25, 2005 to establish CIHSR. Pointing out flaws in the MoU, the NPRAAF asserted that MoU must be rectified to make EHA ac-

countable for any financial mismanagement or any legal liability arising in management of the hospital. Though tripartite MoU was entered just for a period of 30 years, the NPRAAF said that the EHA has already established a nursing college and now it was in the process of establishing a medical college inside the hospital perimeter. Querying whether EHA was undertaking such steps with the state government approval, the forum said EHA in the cover of CIHSR should not venture something that could go beyond its contract term unless it has an ulterior motives to serve its interest. It stated neither EHA nor CMC Vellore had invested anything in cash or in kind in the hospital as spelled out in the MoU. NPRAAF said that the hospital was expected to render better health care

at an affordable cost without profit motive as envisaged in the MoU. It also appealed to the state government to ensure employment of local in the referral hospital. NPRAAF affirmed that it would remain vigilant and take the matter to a logical end if the EHA dominated CIHSR failed to respect the MoU and worked unilaterally pushing its sole interest. The forum also affirmed to continue monitoring and scrutinizing CIHSR working system for the larger interest of poor patients of the state. On the state government’s proposal to established medical college in Kohima, the forum suggested that feasibility of public medical college would be best at the premises of Referral hospital Dimapur, which has all the facilities for the students.
