IMPHAL, JUN 12: At least five persons were injured in gunfights and a bomb blast that were reported in strifetorn Manipur on Monday.

A firing incident was reported at a village in Bishnupur district, where Manipur governor Anusuiya Uikey visited relief camps while returning from Churachandpur district headquarters.

According to reports, a gunfight took place at Nongshum, a place located at the border between Imphal East and Kangpokpi, where at least four

persons suffered bullet injuries. All the injured persons were rushed to hospitals in Imphal.

A combined team of state police commandos and paramilitary forces rushed to the spot and engaged in the gunfight with the suspected militants.

Tensions were running high in parts of Imphal East district following the gunfight as womenfolk disturbed reinforcement teams from rushing to the clash site. In their bid to disperse the crowd, security forces resorted to blank firing.

NEW DELHI, JUN 12 (PTI): The Congress on Monday asked Prime Minister Narendra Modi to break his “silence” on the situation in Manipur and send a message of goodwill besides allowing an all-party delegation to visit the violence-hit state to help restore peace.

The party also urged the prime minister to visit the northeastern state to listen to the “agony of the people there”.

The Congress demanded that if Modi is unable to visit the border state, President Droupadi Murmu should make efforts to help bring peace and normalcy in Manipur.

“The Congress party demands that the prime minister should break his silence and visit Manipur at the earliest to make all efforts to restore trust in the administration and bring

normalcy in the state,” Congress general secretary Jairam Ramesh told reporters.

“The Congress demands that a national allparty delegation should be allowed to go to Manipur to visit all the affected areas and meet all stakeholders,” he said at a press conference.

“Why has the prime minister not said anything whatsoever about Manipur since the 100th episode of Mann ki Baat? What happened to ‘Manipur ki Baat’?” he questioned.

He also sought to know why Union Home Minister Amit Shah’s appeal for 15 days of peace on May 30 completely failed.

Congress leader Mukul Wasnik said the situation in Manipur is agonising and at this time, the prime minister should visit the state to help wipe the tears of the affected people and listen to their

agony. Questioning Modi’s ‘silence’ on Manipur, Ramesh asked, “When will he speak on Manipur ki Baat?”

He said two weeks since the Union home minister went to Manipur on a three-day visit and announced a series of measures, the state continues to burn, and violence and arson continues in all peripheral areas where the two communities affected by the ethnic violence live.

Wasnik said there is cross-firing in multiple districts, NH-2 and NH-37 are still blocked and the number of displaced people is more than 1 lakh with at least 50,000 people in 349 relief camps.

DIMAPUR, JUN 12 (NPN): Khango-led NSCN/ GPRN has announced that it would check and control all forms of immoral and illegal activities and directed bootleggers/booze joins to shut their shops before 10 pm. In a statement, the group declared that racketeering and creating nuisance/disturbance in public places would not be tolerated and warned of strict action against the defaulters. The group directed Crime Monitoring Cell (CMC) staff to monitor regularly and warned that defaulters would be liable for strict action. Stating that the Ahza was in view to avoid unwanted consequences/activities and maintain peaceful atmosphere, the group sought co-operation from all concerned.

DIMAPUR, JUN 12 (NPN): State deputy chief minister TR Zeliang informed the Economic Advisory Council to the Prime Minister, that frequent change in the guidelines of Centrally Sponsored Schemes (CSS) was causing inordinate delays in implementing such schemes and

that the State was finding it difficult to keep up with the changes.

Zeliang said this while speaking with the chairman of EAC to the Prime Minister Dr Bibek Debroy and members, along with officials of various State government departments at the chief secretary’s confer-

ence hall, Kohima Monday.

Zeliang cited the examples of various road projects that had been stalled due to changes in the guidelines.

The meeting was held to discuss important issues and challenges being faced by the State while implementing CSS. Pointing out that some of the guidelines

in hill areas, as the expenditure in plain areas and the hills were completely different, Zeliang remarked that if such guidelines were strictly imposed, Nagaland would never be able to meet the requirement and would be losing out on new projects.

He claimed that some policies of the Central government were indirectly discriminatory to smaller States like Nagaland, and sought the intervention of the EAC to Prime Minister to streamline such policies.

KOHIMA, JUN 12 (NPN): Veteran Naga regional politician and one-time chief minister and long time president of Naga People’s Front (NPF) president, Dr. Shürhozelie Liezietsu has confirmed he would not stand for re-election for party president, a day after this was reported by Nagaland Post.

In an exclusive interview to Nagaland Post Monday, Dr. Shürhozelie confirmed that he will step aside and let other deserving leaders lead the party.

In the interview at his residence Khikha-Rüleizou, the 86-year-old, who took over the mantle of the party organisational leadership for nearly two decades, while confirming the report, also acknowledged the committed support and confidence reposes on him by NPF party workers.

Dr. Shürhozelie said he had earlier offered to step down as the party chief in 2014 as well as 2018, but was rejected by the party leaders. Months ahead of the forthcoming party General Convention, Dr. Shürhozelie said he felt that

he needed to take rest.

“Even if I am here in this party or even if I remain as a simple member, I am born to this party, I will die from this party and I will take the same step.

Therefore, to remain as the president or not to, it makes no difference for me,” he asserted.

Dr.Shürhozelie also informed that the party had decided to advance the general convention by one year as the convention could not be held for two consecutive terms due to the Covid pandemic.

He maintained that the collective stand of NPF was to work for the future of Naga people. While admitting that the party had performed poorly in the 2023 assembly election, yet it still remained intact.

While attributing the NPF’s electoral loss to money power, Dr.Shürhozelie cautioned people against being influenced by money power.

“We as a party discuss everything freely, share the burden together and, in spite of the poor performance in the last Assembly election, I am happy to see that the party functionaries remained intact and I have no hesitation to say that NPF is still in the hearts of the people,” he said.

Maintaining that NPF was the only regional party upholding Naga identity, Dr. Shürhozelie said that even though seven political parties from all over India participated in the last Assembly election, not one of them had spoken about the Naga issue. Dr. Shürhozelie affirmed that the collective stand of NPF was to work for the future of Naga people.

Commenting on the issue between the Naga Students’ Federation (NSF) and Naga Club, Dr. Shürhozelie emphasised that both the groups were an important part of Naga society.

NEW DELHI, JUN 12 (PTI): Students pursuing MBBS need to complete the course within nine years from the date of admission, while they will get only four attempts to clear the first year, according to the new regulations issued by the National Medical Commission (NMC).

KOHIMA, JUN 12 (NPN): Combined Technical Association of Nagaland (CTAN) and Naga Students’ Federation (NSF) have urged the Nagaland Public Service Commission (NPSC) to reconduct Combined Technical Services examination civil engineering (diploma) 2023.

CTAN through its media cell stated in the CTSE civil engineering diploma paper 1 and paper 2 recently conducted on June 7, 2023, it was found that 84 questions from paper 1 and 73 questions from paper 2 had been “repeated/copied” from

civil engineering (degree) question papers, which was conducted on June 6, 2023.

CTAN has, therefore, appealed to the responsible authority to intervene and reconduct examination at the earliest. CTAN also demanded normalisation of marks/re-examination of civil engineering (degree) 2023 papers where 22 questions in paper 1 and 54 in paper 2 were a copy from CESE 2022.

Further, CTAN urged NPSC to be more responsible “as the trend of copy pasting from the previous year question paper/single objective books is nothing new and this is not only observed in

engineering branches but in all branches under NPSECTSE.” CTAN urged the commission to exercise the authorities bestowed upon it and bring the best solution for the raised matters at the earliest.

Speaking to Nagaland Post, CTAN convenor, Meshenlo Kath, said that even after demanding the appointment of ‘Subject specialists/expert’ to set the questions for the state exam, there had been no positive response. CTAN has requested the commission to take necessary actions within seven days or before the answer keys was declared.

NSF: Naga Students Federation (NSF) through its vice president Atokiho Sumi and secretary education Medovi Rhi said the federation received complaint that the automobile diploma students were deprived of equal opportunity and fairness in the examination.

NSF said the questions were allegedly asked from other branches of engineering, which were out of the syllabus prescribed by the commission. NSF said it was informed that question 1-30 were asked from the survey diploma course, which had no connection with automobile course.

“Under no circumstances, the student shall be allowed more than four attempts for first year (MBBS) and no student shall be allowed to continue undergraduate medical course after nine years from the date of admission into the course,” the National Medical Commission in a gazette notification on June 2 said.

The student admitted into a Graduate Medical Education Programme shall not be deemed to have completed his graduation until he completes his rotating medical internship as per Compulsory Rotat-

ing Medical Internship Regulations, 2021.

“Without prejudice to anything stated in the present regulations or other NMC regulations, there shall be common counselling for admission to graduate courses in medicine for all medical institutions in India based on the merit list of the NEET-UG,” the gazette said.

Counselling shall entirely be based on the seat matrix provided by the National Medical Commission, provided the common counselling may have multiple rounds as may be necessary, it stated.

The Under-Graduate

Medical Education Board (UGMEB) shall publish guidelines for the conduct of common counselling, and the designated authority under section 17 shall conduct the counselling in conformity with the published guidelines.

The government will appoint a designated authority for the counselling and decide and notify its agency and method for all undergraduate seats.

No medical institute shall admit any candidate to the Graduate Medical Education (GME) course in contravention of these regulations, the regulations added.

ESSU flags shortage of teachers, classrooms & poor infra in 3 schools

DIMAPUR, JUN 12 (NPN): Eastern Sumi Students’ Union (ESSU) has urged the Department of School Education (DoSE) to address the shortage of teachers and classrooms, and poor infrastructure at Government Higher Secondary School Aghunato and Government Middle Schools at Aghiyili and Akhakhu.

In a representation to principal director of DoSE, ESSU president Ghuvika Yeptho and general secretary Viloka Zhimo alleged that though Aghunato GHSS had higher number of students in (Cont’d on p-8) the area, posts of teachers

for certain major subjects like Science, Maths, English, Hindi, etc. were lying vacant for long on account of retirements and transfers with no replacement.

They further stated that children eager to pursue education were facing numerous challenges due to shortage of classrooms, limited furnishing and also lack of basic facilities.

While highlighting the issue of poor infrastructure at Aghunato GHSS, which covered 52 villages, they alleged that the school building was in deplorable condition, adding the most

of the windows, doors and wall were either broken or missing, thereby endangering the lives of students and teachers. Even toilets lacked proper doors, they added.

Claiming that Aghiyili and Akhakhu GMS were among the good performing schools, ESSU however said the schools were functioning without any teacher, thereby depriving the students of their right to education. They lamented that DoSE showed no seriousness in resolving these issues despite repeated appeals by ESSU. They urged the department to address the issues on priority.

OMHP informs residents NCC cadets enjoying lunch at the annual training camp.

DIMAPUR: NCC Group Kohima, Group Commander, Brig PS Sangwan has informed that National Cadet Corps (NCC) has embarked onto the “Youth Empowerment” by way of skill development, domain specific training, placement guidance and assistance in collaboration with various corporates and skill development centres.

A press release by PRO defence informed that Brig PS Sangwan made this remark at the ongoing mega NCC Camp in Wokha.

Brig PS Sangwan also highlighted the efforts by the NCC to rope-in institutes and provide training and placement assistance under Pradhan Mantri Kaushal Vikas Yojna and

other government schemes in Airlines, Hospitality and other industries.

He informed the cadets about the tie up with ITC Hotels to select, train and employ NCC cadets under ‘We Shield - Loss prevention Training Program’.

Therefore, the Group Commander called upon the cadets to utilize the opportunities to train themselves at subsidized costs and chart their path to a successful career in wellpaying industries. DIMAPUR: Old Minsters’ Hill Panchayat (OMHP) has informed the owners/consumer of PHE/private water pipes to remove all water pipes that were obstructing the drains and culverts in the colony within 30 days.

In a notification, OMHP chairman, Kesa Sekhose and general secretary, Vesato Theluo said that that in view of onset of monsoon it was necessary to take measures and ensured that the drains were free from any obstacles that may impede the smooth passage of rainwater and drain water.

OMHP cautioned that failure to adhere with the notification will attract necessary action from the panchayat that may include removing or cutting off the obstructing pipes from the specified location.

It therefore appealed everyone to cooperate with the panchayat authority and participate in maintaining a healthy and clean environment for all residents.

PHEK, JUN 12 (NPN): Committee on Government Assurances (CoGA) 2023-2024 of the 14th Nagaland Legislative Assembly (NLA) undertook spot verification on the status of Deputy Commissioner’s Office Complex, Phek on Monday.

The inspection was led

by CoGA chairman and NPF legislator, Kuzholuzo Nienu, accompanied by other two members including, advisor of Fisheries & Aquatic Resources - A. Pangjung Jamir and advisor of Land Resources - G. Ikuto Zhimomi.

While thanking Chief Minister for the assurance in the last assembly session of the 13th House of NLA in 2022, Nienu alleged that the Committee has noticed that the EE of CAWD department has not taken the CM’s commitment seriously since some minor works had not been completed.

Nienu disclosed that

the committee noticed that the officer-in-charge (EE of CAWD) had “taken things lightly and has not attended the two meetings called by the Assurances Committee”.

“The Committee is not satisfied with the status as there had been some slight lapses like incomplete toilets and paintings.

The Committee will be recommending another spot verification which is of very serious in nature and requested the officer in charge of the department to rectify some incomplete works and finish on time,” Nienu said. He cautioned that if the officials fail again then the Committee would have to take action.

Nienu requested the department to complete the work before the golden jubilee celebration of Phek district, which is scheduled to be held in the month December 2023. During the inspection, assist engineer

Elizabeth informed that about 9% of child labour has increased after the Covid-19 pandemic and among all the cases registered till date, run away children cases were observed to be the maximum and in a month, the team received about 3-4 cases of child labour across Kohima respectively.

Child Labour and Adolescent Act 1986 which had been presented to the state government before the pandemic 2019, however, remained a bill and had not been amended even in the assembly till the present day nor given any provision to stop child labour even though it has been passed in the country in 2016, Elizabeth disclosed.

Resource person for the event, CHILDLINE Kohima coordinator, Ningu Kulnu in her address said keeping underage domestic helpers was also child labour which should be discontinued.

She pointed out that no matter the justification given to keeping young helpers at home, it still was against the law and therefore should be discouraged.

She observed that underage helpers often are vulnerable to abuse of various forms and also end up becoming victims of physical, emotional and sexual abuse cases.

Such cases leave the victims scarred for life leading to a wide range of emotional and physical traumas.

Yuva Sangam: 42 students leave for Chhattisgarh Workshop on RI and MR elimination in Mkg

DIMAPUR: As part of Ek Bharat Shreshtha Bharat, Yuva Sangam Phase-II, 42 students from Nagaland has left for Chhattisgarh on June 12.

Yuva Sangam is an initiative launched by the Indian Government on February 6, 2023 to promote the cultural and communion of the Northeast Region with the rest of the country.

A press release by PIB Kohima informed that the students along with four faculty members from the National Institute of Technology (NIT) Nagaland, which is the guest Higher Educational Institution, will be exploring the cultural heritage of Raipur and participate in various cultural, technical and entertainment events from June 15 to 19.

The host Higher Educational Institutions will exchange their students to accomplish the aim of the Ek Bharat Shreshtha Bharat. This time Nagaland has been paired with Chhattisgarh, where the National Institute of Technology, Riapur (NITRR) will be the host Higher Educational Institution.

He urged the students to take this opportunity to revitalize their culture and also propagate the good and

Meanwhile, 42 students along with four faculty members from Chhattisgarh will be arriving in Nagaland on June 15 exchange students for the Ek Bharat Shreshtha Bharat, Yuva Sangam Phase-II programme. The students will be on a week-long stay to experience and explore the culture and traditions of Nagaland, which will be hosted by NIT Nagaland.

The Ek Bharat Shreshtha Bharat Yuva Sangam is initiated in collaboration with the Ministry of Home Affairs, Ministry of Tourism, Ministry of Culture, Ministry of Information and Broadcasting, Ministry of Youth Affairs and Sports and Ministry of Development of North Eastern Region.

DIMAPUR: One day workshop on Routine Immunization (RI) strengthening, vaccine preventable Disease (VDP) surveillance and Measles and Rubella (MR) elimination was conducted

by Department of Health and Family Welfare, Mokokchung on June 12.

at session site, AEFI Investigation; role of hospitals and private practitioners, AFP surveillance: overview and updates, DPT Surveillance: overview and updates. Review of RI performance health facility wise were also deliberated.

The workshop was attended by CMO, Dy CMO, DPO (NCD), senior medical officers, medical officers, epidemiologist, BPMs, BACs and IDSP staff.

Aboi subdivision coordination meeting ATMA Mon conducts training on FAW, IFS

DIMAPUR: The monthly departmental coordination meeting of Aboi Subdivision was convened by the SDO (civil) Arhomo Yanthan on June 12, at ADC Conference hall.

A press release from APRO ABOI, informed that at the meeting Konyak Union Aboi Unit and Aboi Town Students Union took up problem of absence of HOD’s stationed at the subdivision which caused inconveniences to the public.

In this regard, SDO has directed the officials to be stationed in their respective stations.

Resource person Lensanok Tzuwar ATM spoke on integrated farming system which was a sustainable agriculture system that integrates livestock, crop production, fish, poultry, tree, crop plantation and other system that benefits

IFS improved soil fertility from appropriate crop rotation using cover crops and organic compost. He also told the farmers that it was aimed at minimizing the use of input from outside the farm by implementing variety of crop residue, crop rotation or animal excreta that can be used to soil.

IMPHAL, JUN 12: “Give peace a chance,” said Manipur chief minister N Biren Singh, in his latest appeal to the people of the strife-torn state.

Addressing a news conference in Imphal’s chief minister’s secretariat, Singh made the fervent appeal to the people of the state to give peace a chance and to have trust and confidence in the government.

“Not only the state government but the Central government is also working hard day and night to bring back normalcy in the state,” he said.

During the news conference, the chief minister highlighted a slew of steps to be taken up in the state as part of the efforts to bring peace and normalcy in the state and also a sense of security among the people.

He said the government was not silent and has been working towards bringing normalcy in the state.

The cabinet has also decided to identify locations where prefabricated houses can be installed to rehabilitate those staying in relief camps, and who

are unable to return to their original homes.

A total of 4000 prefabricated houses will be constructed for those displaced people who were not in the position of returning to their locality or villages for the time being.

Those displaced people who are willing to return to their respective homes which were totally or partially burnt down, the government will construct their houses under existing housing schemes, he said.

“Those who are willing to return to their own homes, which were damaged during the unfortunate incidents, will also be provided assistance through housing schemes and One Family One Livelihood Scheme,” he said.

The chief minister also said that a ‘No work, no pay’ system will be enforced for the government officials, and stressed that those unable to physically attend office may do so through e-office. Singh also appealed to all against being driven by emotion and acting in violent manners.

Assam CM meets rebel groups

Assam Chief Minister Himanta Biswa Sarma held a closed-door meeting with some Kuki tribal leaders and rebel groups under Suspension Of Operations in Guwahati last night, sources close to the Chief Minister said. The closed-door meeting in Assam’s Guwahati is part of the government’s efforts to resolve the Manipur crisis at the earliest.

Leaders of the Kuki National Organisation (KNO) and the United People’s Front (UPF) met Mr Sarma and discussed the prevailing situation in Manipur, which is witnessing violence since last month, sources said. The KNO and UPF are umbrella bodies of different Kuki militant groups under Suspension Of Operation (SOO) with the Centre and the Manipur government. KNO spokesperson Seilen Haokip said, “We are positive and heading in the right direction. We discussed a ceasefire and an end to any kind of offensive from both sides.”

5 Assam to get a new assembly house in August: CM Himanta

GUWAHATI, JUN 12 (IANS): Assam will get a new Assembly building in August this year, Chief Minister Himanta Biswa Sarma announced on Monday.

When the state’s capital moved from Shillong to Dispur in September 1972, a temporary house was bought for the Assam Legislative Assembly, which had previously been housed in a tea warehouse. On March 16, 1973, the current Dispur building hosted its first session.

The cost of the new assembly building in Assam was raised from its initial estimate of Rs 234 crore to Rs 351 crore due to various delays and revisions.

The main assembly building, annexe I building, and annexe II building make up Assam’s new Legislative

Assembly complex, which is spread across a 10-acre property, according to a senior government official.

Chief Minister Himanta Biswa Sarma along with assembly speaker Biswajit Daimari inspected the under-construction new Assam Legislative Assembly premises, and evaluated the progress of work on Sunday.

They visited the Vidhan Sabha Hall, Speaker’s Chamber, etc, and instructed officials to complete all works in a qualitative and time-bound manner.

It is learned that the 18,459 square metre main assembly building has a pitched roof with a glass top to allow natural illumination. There will be enough space for about 180 legislators on the first level of the main legislative building.

SHILLONG, JUNE 12: With cases of drugs trafficking on the rise, the Meghalaya government has decided to invoke stringent provisions of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act, Social Welfare Minister Paul Lyngdoh informed on Monday.

“So far, all drug-related cases have been registered under the NDPS Act in the State. However, there are certain loopholes as certain sections of the act like Sec 64 A of the Act gives space to drug users escape the clutches of the law. Therefore, we have decided to invoke PIT-NDPS to eliminate the burgeoning drugs trafficking,” Lyngdoh said.

The provisions under the PIT-NDPS Act em-

power the states and the Centre to take suspects into preventive custodies when the investigating agency is sure about their involvement in drug trade, but has not been able to book them because of lack of evidence or recoveries.

Lyngdoh further informed that retired high court judge, Shivaji Pandey, who is also the chairman of the State Consumer Council, has agreed to be the chairman of the Advisory Board for implementation of PIT- NDPS Act. Meghalaya police had sent a proposal to the State government to put habitual drug peddlers under preventive detention through sections of the PIT-NDPS as most of the drug peddlers arrested in the state are repeat offenders who obtain bail from the courts and then get back to drug peddling.

Meghalaya govt to invoke PIT- Centre to invest in inland waterways infra: Sonowal NDPS to detain drug peddlers

AIZAWL, JUN 12 (IANS): In the largest ever narcotics seizure in the recent past in Mizoram, heroin valued at Rs 31 crore smuggled from Myanmar was seized and five drug peddlers were arrested, officials said on Monday.

Officials said that the Excise and Narcotics Department officials raided two locations in Aizawl and seized 6.05 kg of the drug in the past 24 hours. The officials seized 5.8 kg of heroin from a truck in Zemabawk locality of Aizawl and over 248 gm of heroin was seized from city’s Bawngkawn are.

N. Ngolang, a 55-year-old drug peddler from Tahan area of Myanmar, was arrested from Bawngkawn, while Md Nazimul Hussain Barbhuiya (34), Abdul Kalam Laskar (23), Kutbul Alom Laskar (28) and Sukur Ali Mazumder (22), all residents of Assam’s Cachar district, were detained from Zemabawk. Last week, Mizoram Police had arrested two Assam residents and 3 kg of heroin worth Rs 15 crore seized from their possession.

According to the Excise and Narcotics Department officials, the heroin was smuggled from Myanmar. Mizoram’s 510 km unfenced international border with Myanmar, especially in the bordering Champhai district, is a major hotspot of smuggling.

Besides various illicit drugs, foreign cigarettes, a variety of other contrabands like gold, as well as arms and ammunition, exotic animals, and areca nuts are often smuggled from Myanmar into the northeastern states, especially Mizoram and Manipur.

A rude wake up call

A

few hours of downpour in Dimapur caused a huge deluge in over dozens of colonies which was also made worse when piles of garbage forced water to overflow both natural and artificial drains , affecting several hundred residents. The mass inundation and flood past Midnight Saturday was among the worst in Dimapur in recent years. It also highlighted decades of neglect on the primary need to ensure that natural watercourse flowing like arteries across Dimapur were maintained and prevented from becoming waste dumps that acted as barriers. Also a majority of the artificial drains constructed by roadsides in the early decades, were either encroached and filled up to construct houses and that drainage water could not flow due to absence of slope or gradient. These problems have been highlighted on numerous occasions in the past but there has been no response from the authorities. Inundation of drainage water is one of the chief factors responsible for premature deterioration of roads. The state government has to take up this matter seriously and undertake measures to ensure that either flooding or inundation does not take place. In addition, the discharge of effluents from thousands of latrines into the groundwater is causing a serious hazard on the health and environment. By July and August, rainfall will become more intense during the peak monsoon season and a similar condition could be repeated. What was experienced during Sunday was not unknown since scientists have been reminding the world of how the Doomsday Clock indicates how the planet earth is being driven closer to destruction owing to environmental catastrophes.

This problem is an unnatural occurrence cause by human interference with the environment through emissions of chemicals and pollutants. All these cause changes that are being witnessed through changing climatic winds, oceanic currents and rising heat and humidity. India has been battling spike in extreme weather events from heavy rainfall leading to floods to summers causing heatwaves and currently, to cold winds pushing temperature way down below average normal. A hotter than normal summer is expected in 2023 with temperatures likely to reach 2-3 degree Celsius above normal in some parts of Indo-Gangetic plains and eastern India from the last week of March. According to the weather scientists, above normal maximum temperatures are likely over most parts of northeast, east and central India and some parts of northwest India during the summer. The prediction of a hotter than normal summer is expected and states and union territories need to be adequately prepared to meet the associated challenges. The eco-system is being disturbed with dangerous consequences. Massive deforestation has also exacted great damage to the system but unfortunately, mankind will realize only too late. According to Global Risks Report 2023, released by the World Economic Forum (WEF) on January 12,2023 ‘Natural disasters and extreme weather events’ is also the second-most severe risk that the world needs to be prepared for in the next two years. Over the next 10 years or by 2033, the interconnections between biodiversity loss, pollution, natural resource consumption, climate change and socioeconomic drivers will make for a dangerous mix, alerted WEF in its flagship annual report.

It is either that you do not want to be a saint, or that you do not believe that God can make you into one. You say it would be all right if God saved you and took you straight to heaven. That is exactly what He will do! And not only do we make our home with Him, but Jesus said of His Father and Himself, “…We will come to him and make Our home with him” (John 14:23).

How AI could take over elections – and undermine democracy

C

ould organisations use artificial intelligence language models such as ChatGPT to induce voters to behave in specific ways?

Sen. Josh Hawley asked OpenAI CEO Sam Altman this question in a May 16, 2023, US Senate hearing on artificial intelligence. Altman replied that he was indeed concerned that some people might use language models to manipulate, persuade and engage in one-on-one interactions with voters.

Altman did not elaborate, but he might have had something like this scenario in mind. Imagine that soon, political technologists develop a machine called Clogger – a political campaign in a black box.

Clogger relentlessly pursues just one objective: to maximise the chances that its candidate – the campaign that buys the services of Clogger Inc. – prevails in an election.

While platforms like Facebook, Twitter and YouTube use forms of AI to get users to spend more time on their sites, Clogger’s AI would have a different objective: to change people’s voting behaviour.

How Clogger would work As a political scientist and a legal scholar who study the intersection of technology and democracy, we believe that something like Clogger could use automation to dramatically increase the scale and potentially the effectiveness of behaviour manipulation and microtargeting techniques that political campaigns have used since the early 2000s.

Just as advertisers use your browsing and social media history to individually target commercial and political ads now, Clogger would pay attention to you – and

hundreds of millions of other voters – individually.

It would offer three advances over the current state-of-the-art algorithmic behaviour manipulation.

First, its language model would generate messages — texts, social media and email, perhaps including images and videos — tailored to you personally. Whereas advertisers strategically place a relatively small number of ads, language models such as ChatGPT can generate countless unique messages for you personally – and millions for others – over the course of a campaign.

Second, Clogger would use a technique called reinforcement learning to generate a succession of messages that become increasingly more likely to change your vote.

Reinforcement learning is a machine-learning, trialand-error approach in which the computer takes actions and gets feedback about which work better in order to learn how to accomplish an objective. Machines that can play Go, Chess and many video games better than any human have used reinforcement learning.

Third, over the course of a campaign, Clogger’s messages could evolve in order to take into account your responses to the machine’s prior dispatches and what it has learned about changing others’ minds.

Clogger would be able to carry on dynamic “conversations” with you – and millions of other people – over time. Clogger’s messages would be similar to ads that follow you across different websites and social media.

The nature of AI Three more features – or bugs – are worth noting.

First, the messages that Clogger sends may or may

not be political in content.

The machine’s only goal is to maximize vote share, and it would likely devise strategies for achieving this goal that no human campaigner would have thought of.

One possibility is sending likely opponent voters information about nonpolitical passions that they have in sports or entertainment to bury the political messaging they receive.

Another possibility is sending off-putting messages – for example incontinence advertisements – timed to coincide with opponents’ messaging. And another is manipulating voters’ social media friend groups to give the sense that their social circles support its candidate.

Second, Clogger has no regard for truth. Indeed, it has no way of knowing what is true or false. Language model “hallucinations” are not a problem for this machine because its objective is to change your vote, not to provide accurate information.

Third, because it is a black box type of artificial intelligence, people would have no way to know what strategies it uses.

Clogocracy If the Republican presidential campaign were to deploy Clogger in 2024, the Democratic campaign would likely be compelled to respond in kind, perhaps with a similar machine. Call it Dogger.

If the campaign managers thought that these machines were effective, the presidential contest might well come down to Clogger vs. Dogger, and the winner would be the client of the more effective machine.

Political scientists and pundits would have much to say about why one or the other AI prevailed, but likely

no one would really know.

The president will have been elected not because his or her policy proposals or political ideas persuaded more Americans, but because he or she had the more effective AI. The content that won the day would have come from an AI focused solely on victory, with no political ideas of its own, rather than from candidates or parties.

In this very important sense, a machine would have won the election rather than a person. The election would no longer be democratic, even though all of the ordinary activities of democracy – the speeches, the ads, the messages, the voting and the counting of votes – will have occurred.

The AI-elected president could then go one of two ways. He or she could use the mantle of election to pursue Republican or Democratic party policies. But because the party ideas may have had little to do with why people voted the way that they did – Clogger and Dogger don’t care about policy views – the president’s actions would not necessarily reflect the will of the voters.

Voters would have been manipulated by the AI rather than freely choosing their political leaders and policies.

Another path is for the president to pursue the messages, behaviours and policies that the machine predicts will maximize the chances of reelection.

On this path, the president would have no particular platform or agenda beyond maintaining power. The president’s actions, guided

by Clogger, would be those most likely to manipulate voters rather than serve their genuine interests or even the president’s own ideology.

Indeed, political consultants might well see using these tools as required by their professional responsibility to help their candidates win.

And once one candidate uses such an effective tool, the opponents could hardly be expected to resist by disarming unilaterally.

Enhanced privacy protection would help. Clogger would depend on access to vast amounts of personal data in order to target individuals, craft messages tailored to persuade or manipulate them, and track and retarget them over the course of a campaign.

Every bit of that information that companies or policymakers deny the machine would make it less effective.

Another solution lies with elections commissions.

They could try to ban or severely regulate these machines. There’s a fierce debate about whether such “replicant” speech, even if it’s political in nature, can be regulated.

The US’s extreme free speech tradition leads many leading academics to say it cannot. But there is no reason to automatically extend the First Amendment’s protection to the product of these machines. The nation might well choose to give machines rights, but that should be a decision grounded in the challenges of today, not the misplaced assumption that James Madison’s views in 1789 were intended to apply to AI. European Union regu-

lators are moving in this direction. Policymakers revised the European Parliament’s draft of its Artificial Intelligence Act to designate “AI systems to influence voters in campaigns” as “high risk” and subject to regulatory scrutiny.

One constitutionally safer, if smaller, step, already adopted in part by European internet regulators and in California, is to prohibit bots from passing themselves off as people.

For example, regulation might require that campaign messages come with disclaimers when the content they contain is generated by machines rather than humans.

This would be like the advertising disclaimer requirements – “Paid for by the Sam Jones for Congress Committee” – but modified to reflect its AI origin: “This AI-generated ad was paid for by the Sam Jones for Congress Committee.”

A stronger version could require: “This AI-generated message is being sent to you by the Sam Jones for Congress Committee because Clogger has predicted that doing so will increase your chances of voting for Sam Jones by 0.0002 per cent.”

At the very least, we believe voters deserve to know when it is a bot speaking to them, and they should know why, as well.

The possibility of a system like Clogger shows that the path toward human collective disempowerment may not require some superhuman artificial general intelligence.

It might just require overeager campaigners and consultants who have powerful new tools that can effectively push millions of people’s many buttons.

Why we should rear dual purpose chicken

ntroduction Dual purpose chickens are those chickens that are reared for both eggs and meat purpose unlike broilers which are reared for meat only and layers chicken for eggs only. In most cases dual purpose chickens are primarily reared for egg purpose during its productive laying years which is around one to three years and then they are slaughtered for meat. In such cases the meat can be quite tough as the chickens are quite old at this point of time but none the less the meat is tastier than broiler meat which is considered too soft or bland for some people. On the other hand male chickens can be slaughtered for meat at any point of rearing period.

The local chicken makes up 80% of the total poultry population in Nagaland. The potential of our local chicken to produce eggs and meat production is very poor with an annual production of less than 70 eggs per hen, egg weight at 45 to 50 grams and low body weight. Therefore, rearing of local chickens in our backyards cannot fulfill our demand for poultry eggs and meat. So, to solve this problem we should rear dual purpose breed of chicken which can produce more eggs and meat in our backyards with locally available feeds like maize, broken grains, cassava, insects, kitchen leftovers, weeds etc.

What are the breeds of dual purpose chickens?

They can be reared under any system like semi-intensive, intensive and scavenging (free ranging) systems.

2. They produce more eggs and meat as compared to local chickens depending on the breed and system of rearing. Some breed produces more than 4 kilos at maturity and more than 200 eggs per

year per chicken under free ranging system.

3. They can be reared with our locally available feeds thus avoiding heavy cost of production on concentrate feeds which are costly to buy.

4. They do not need highly specialized housing but can be reared in houses made from locally available housing materials like wood, bamboo, thatch etc.

5. The eggs and meat are safer to consume than farm eggs and broiler meat which may contain residue of antibiotics and other substances in their eggs or meat that may affect our health in the long run like the risk of cancer and early onset of puberty.

6. They are less prone to parasites, metabolic disorders and other ailments without impairing their production potentials.

7. The eggs and meat of dual chicken are more in price and so a farmer can earn more from rearing it. For an example, the selling price of Kadanath chicken may be up to Rs.1000 per kilo live weight and its eggs sold at Rs.20 per egg.

Conclusions Chicken meat and eggs are a good source of protein and other nutrients which are good for human health. According to Indian Council of Medical Research (ICMR), each person needs to consume 10.5 kilos of chicken or poultry meat and 180 eggs per year. However, the meat availability in India is about 15 gram per person per day against the ICMR recommendation of 30 gram per person per day. Egg consumption is below 50 numbers in a year against the ICMR recommendation of 180 eggs per person per year. In spite of India ranking third in egg and eight in meat production in the world as per Economic Survey 2021 – 2022, we still need more production to meet our demand.

Therefore, introduction of dual purpose chickens in the backyards may provide the boost to egg and meat production as they are easier to rear and producing more as compared to our local chickens which dominates the bulk of poultry population at present.

IMPHAL, JUN 12: Manipur Governor Anusuiya Uikey on Monday visited different relief centres in Churachandpur district and interacted with the affected people, and later held a meeting with Civil Society Organisations (CSOs) leaders at Headquarters 27 Sector Assam Rifles at Tuibong of the district.

Return of normalcy, welfare measures for displaced persons with special care for children, women and elderly, provisions of education and medical facilities to children in relief camps were amongst other concerns raised by the Governor during the visit.

Talking to reporters after the meeting with CSO leaders, Uikey said that the government was making concerted efforts to facilitate the return of peace and normalcy in the state.

GUWAHATI, JUNE 12 (IANS): An 8-year-old child was killed and his parents injured in an attack by wild elephants in Assam’s Golaghat district, officials said, adding that around 50 houses were damaged.

According to a forest department officer, the incident took place in the Shyamraipur Tea Estate near Numaligarh town on Sunday night when a herd of wild elephants wandered into the region in quest for food.

The elephant herd went on the attack spree and destroyed at least 50 nearby houses. An 8-year-old boy died during the attack, and his parents suffered severe injuries.

The deceased has been identified as Rohit Kumar.

The forest officials arrived at the scene after the tragedy, and sent the body for post-mortem.

The tusker herd is currently moving through a nearby tea garden, the forest department said.

GUWAHATI, JUN 12 (IANS): A woman BJP leader was allegedly murdered in Assam’s Goalpara district and the body dumped near the highway, officials said on Monday.

The deceased has been identified as Jonali Nath who was working as the party’s district secretary. She was a resident of Matia village in Goalpara.

The body was recovered by the villagers from National Highway 17 near Shalpara area on Sunday night who informed the police.

According to locals, some miscreants might have killed her and dumped the body near the highway before fleeing the spot.

Police reached the spot around midnight and sent the body for an autopsy.

MUMBAI, JUN 12 (PTI): The rupee gained 4 paise to settle at 82.43 (provisional) against the US dollar on Monday, supported by easing crude oil prices and a positive trend in domestic equities.

At the interbank foreign exchange market, the local unit opened at 82.45 against the US dollar and settled at 82.43 (provisional), up 4 paise over its previous close.

During the day, the domestic unit witnessed an intra-day high of 82.40 and a low of 82.48.

On Friday, the rupee closed at 82.47 against the US currency.

The rupee traded on a flat to positive note on Monday on positive domestic markets and weakness in US Dollar. Weak crude oil prices also supported the domestic unit, said Anuj Choudhary - Research Analyst, Sharekhan by BNP Paribas. However, FII outflows capped sharp gains.

JABALPUR, JUN 12 (PTI): Congress general secretary Priyanka Gandhi on Monday kickstarted her party’s campaign for the year-end Assembly polls in Madhya Pradesh with a rally in Jabalpur where she accused the Shivraj Singh Chouhan government of being mired in corruption and failing to provide jobs.

She cited alleged corruption in Vyapam, ration distribution, mining, etender and the fight against coronavirus and said 225 “scams” had taken place in the 220 months of Bharatiya Janata Party rule in the state. The BJP government in the state indulges in a “new scam every month”, she said.

NEW DELHI, JUN 12 (PTI): Prime Minister Narendra Modi on Monday said rescue teams were ensuring the safe evacuation of people living in vulnerable locations in the path of Cyclone Biparjoy, which is likely to make landfall in Gujarat’s Kutch.

The prime minister chaired a high-level meeting here to review the preparedness of the Centre as well as the Gujarat government to deal with the situation arising out of the impending cyclone, which is also expected to impact Pakistan.

“Our teams are ensuring safe evacuations from vulnerable areas and ensuring maintenance of essential services. Praying for everyone’s safety and well-being,” Modi tweeted after the meeting. According to a statement by the Prime Minister’s Office (PMO), Modi has directed senior officers to take every possible measure to ensure that people living in vulnerable locations are safely evacuated by the state government.

He also directed to ensure maintenance of all essential services such as power, telecommunications, health and drinking water, and restore them immediately in the event of any damage caused to them.

Singh fled away after the murder and efforts are on to trace him, he said. Jangir said the accused is an alcoholic and works as a labourer.

KOLKATA, JUN 12 (PTI): As violence and clashes continued over filing of nominations for panchayat polls in West Bengal, the ruling Trinamool Congress on Monday accused the opposition parties of forming an “unholy nexus” to delay the elections and tarnish the state’s image due to fear of defeat. Opposition BJP, Congress, and CPI(M), on the other hand, alleged that their candidates have been prevented by TMC activists from submitting nomination papers in various districts and argued that without the deployment of central forces, it is impossible to have peaceful and fair elections in the state.

They also accused the State Election Commission (SEC), which is conducting the panchayat polls, of favouring the TMC and functioning as its frontal organisation. A senior SEC official said that unidentified miscreants attacked opposition party leaders while they were on their way to file nomination papers for the panchayat polls.

Clashes were reported at Daspur in Paschim Medinipur district, Kakdwip in South 24 Parganas, Raninagar in Murshidabad, Saktinagar and Barshul in Purba Bardhaman and Minakhan in North 24 Parganas district on Monday, an SEC official said.

TMC spokesperson Kunal Ghosh said, “The fact is that the opposition – the BJP, CPI (M), and the Congress -- were trying to delay the panchayat polls out of the fear of defeat and their inability to put up candidates in all seats. We challenge them to publish the list of their candidates for all seats.” Mocking the opposition for complaining about lack of time to file nominations, Ghosh said, “If they can’t find candidates, we will provide them with one.

The unholy nexus of the BJP, Congress and the CPI(M) is trying to malign the state by disturbing the peaceful law and order situation in the state.”

NEW DELHI, JUN 12 (PTI): As it gears up to hold Assembly polls in five states in the next few months, the Election Commission (EC) has directed the chief secretaries of Mizoram, Chhattisgarh, Rajasthan, Madhya Pradesh and Telangana to transfer the officials directly connected with elections who are posted in their home districts and those who have spent three of the last four years in one district.

Stalin questions Shah on Central initiatives for TN SALEM (TN), JUN 12 (PTI): Tamil Nadu Chief Minister M K Stalin on Monday questioned Union Home Minister Amit Shah’s assertion over Central initiatives to the state, reiterating it had not received any special schemes like it did during the Congress-led UPA regime.

He was responding to reporters’ queries here over Shah detailing the various projects and schemes delivered by the BJP-led NDA gover nment for Tamil Nadu during a public meeting at Vellore in the state on Sunday. “I had spoken clearly at a party functionaries event in Salem (recently). That is, no special schemes came to Tamil Nadu in the nine years of BJP rule. But I have already listed similar initiatives the state received during the

These included the Chennai Metro Rail project and classical language status to Tamil among others, he recalled.

Stalin said he wanted to know only about these and not the regular fund allocation being done by the Centre to Tamil Nadu, apparently referring to Shah’s remarks that devolution of funds and central grants to Tamil Nadu have increased manifold during the BJP rule.

Stalin alleged the Centre was giving “lesser funds” to Tamil Nadu while granting more to many other states and that he had flagged only this aspect.

On establishing AIIMS in Madurai, he said the Centre had announced

the hospital for Tamil Nadu and therefore “they should only do (implement) it”.

Responding to Shah’s corruption jibe at the Congress and his party DMK, Stalin pointed out at similar allegations made in connection with the purchase of Rafale fighter aircraft and the Adani issue.

Investment research firm Hindenburg Research in its January 24 report had levelled allegations of fraud, stock manipulation and money laundering against the Adani group, which the conglomerate has repeatedly denied.

The poll panel made it clear that these instructions will also be applicable to police officers such as range IGs, DIGs, commandants of the State Armed Police, SSPs, SPs, additional SPs, sub-divisional heads, SHOs, inspectors, sub-inspectors, sergeant majors or of equivalent ranks, who are responsible for the security arrangements or deployment of police forces in the district at election time.

Rly Board issues orders to fill promotional vacancies, specially in safety category NEW DELHI, JUN 12 (PTI): The Railway Board on Monday directed its zones to launch a “special drive” to fill promotional vacancies especially in the safety category, a move that comes amidst criticism over vacant posts in the transportation behemoth following the Balasore three-train accident in which 288 people lost their lives.

The internal order, accessed by PTI, has been sent to general managers of all railway zones and states that

instructions have been issued by the Board from time to time emphasising the need for filling up promotional vacancies.

“It has been reiterated that Railways should ensure making use of all modes of promotions such as Selection/Non-Selection/Trade Test/LDCE (Limited Departmental Competitive Examination)/GDCE (General Departmental Competitive Examination) liberally to fill up the vacancies timely by chalking out a

suitable action plan for the same,” it said.

The order said that zonal railways should have by now assessed their vacancies and planned for filling them up as per their fresh selection calendars. “It is reiterated that they may undertake a special drive to fill up the promotional vacancies, especially of safety category posts, through selection/General selection/ non-selection/trade test, whichever is applicable in the matter,” it said.

SHIMLA, JUN 12 (AGENCIES): BJP chief JP Nadda on Monday attacked the Congress, calling it a “dynastic” party of “maa, beta and beti” that lacks ideology and makes compromises to grab power.

Setting the tone for the 2024 Lok Sabha polls, he compared the “cadre-based BJP” with the “familyoriented non-BJP parties”, and said the focus of his party is on service, good governance and the welfare of the poor.

We will also improve the MCD schools in the next five years,” he added. The chief minister also opined that the biggest challenge is to not find any employment after completing one’s education.

“If one does not get a job after completing education, there is no use of this education. NEW DELHI, JUN 12 (PTI): Five railway employees, including the station master of Bahanaga Bazar, are being investigated in connection with the three-train accident in Odisha’s Balasore district that claimed 288 lives, official sources said on Monday. The four other employees perform signallingrelated job and were on duty at the time of the accident earlier this month, they said.

The sources said the five employees are discharging their duties at present and any future action would depend on the accident probe report prepared by the Commissioner of Railway Safety (CRS). The Central Bureau of Investigation (CBI) is conducting a separate probe into alleged criminal negligence leading to the accident at Bahanaga Bazar station on

June 2. Railway Ministry officials have indicated a possible manual tampering of the interlocking system which turned the signal for the Coromandel Express to green and guided it to the loop line where it collided with a stationary goods train. An interference with the interlocking system, which is an automated signalling system, is being seen as the major cause of the incident. “Five railway personnel are currently at the centre of the probe. A final report from the CRS is expected soon,” a senior rail official, who did not wish to be named, said.

underway in the area -- the sources said. Meanwhile, two rail workers’ unions have come out in support of the national transporter amidst harsh criticism from the Opposition parties over the accident in which more than 1,000 people were injured. In a joint statement, the general secretaries of the All India Railwaymen’ Federation (AIRF) and the National Federation of Indian Railwaymen (NFIR) said that they were “anguished” how the train tragedy has been “politicised”.

“We are deeply anguished to see how this train tragedy has been politicised and attacks are being launched in social media and print media on railways’ performance. Each such attack is an affront to our sincerity and dedication to duty.

Nitin Agarwal named new BSF chief NEW DELHI, JUN 12 (IANS): IPS officer Nitin Agarwal has been appointed as the Director General of the Border Security Force (BSF).

Thaosen is currently leading the Indian delegation in the four-day meeting being held in Delhi, while Major General A.K.M. Nazmul Hasan is leading the BGB delegation. Since this meeting will conclude on June 14, Agarwal will assume the responsibilities of the BSF chief thereafter.

Govt refutes claims of CoWIN data breach

NEW DELHI, JUN 12 (PTI): The government on Monday said reports claiming a breach of data of beneficiaries registered on the CoWIN platform were “mischievous” and “without any basis”, and that the matter has been reviewed by the country’s nodal cyber security agency CERT-In. The CoWIN portal is completely safe with adequate safeguards for data privacy, the Health Ministry said in a statement, adding an internal exercise has been initiated to review the existing security measures.

Rajeev Chandrasekhar, the Union Minister of State for Electronics and Information Technology, said the Indian Computer Emergency Response Team (CERTIn) immediately responded and it does not appear that Cowin app or database has been directly breached.

He said a Telegram Bot was throwing up Cowin app details upon entry of phone numbers. “The data being accessed by bot from a threat actor database, which seems to have been populated with previously breached/stolen data stolen from past. It does not appear that Cowin app or database has been directly breached,”

The health ministry said there are reports alleging the breach of data from the CoWIN portal, which is repository of all data of beneficiaries who have been vaccinated against COVID-19.

“It is clarified that all such reports are without any basis and mischievous in nature. Co-WIN portal of Health Ministry is completely safe with adequate safeguards for data privacy,” it said.

Furthermore, security measures are in place on CoWIN portal with web application firewall, regular vulnerability assessment, and Identity and Access Management, it said.

“Only OTP authentication-based access of data is provided. All steps have been taken and are being

At present, the statement said, individual-level vaccinated beneficiary data access is available at three levels.

The first is the beneficiary dashboard -- the

The COWIN system tracks and keeps record of each time an authorided user accesses the COWIN system, the statement said.

“Without OTP, vaccinated beneficiaries’ data cannot be shared to any BOT,” the ministry said.

It further said only the year of birth is captured for adult vaccination but it seems that on media posts it has been claimed the Bot also mentioned the date of birth.

Also, there is no provision to capture the address of beneficiary, it said.

NEW DELHI, JUN 12 (PTI): An amount of about Rs 4,500 crore under the Pradhan Mantri Jan Vikas Karyakram (PMJVK) of the Ministry of Minority Affairs is lying “unused” with the states, officials said on Monday.

Till the state governments make use of these funds and submit “utilisation certificates”, it is not possible for the Centre to make more funds available to them under the scheme, they said.

The officials also said more than 58,000 “units” under infrastructure projects that were part of the PMJVK sanctioned from 2008 to 2018-2019, which the states said were unviable, have been cancelled or dropped after the Ministry of Minority Affairs spoke to the states.

The officials said an amount of about Rs 12,000 crore was spent for the welfare of minorities under the UPA rule while in nine years of the Narendra Modi government, an amount of Rs 31,000 crore has been spent for the purpose.

Cong seeks judicial probe into alleged CoWIN data breach NEW DELHI, JUN 12 (PTI): The Congress on Monday demanded a highlevel judicial probe into the entire data management apparatus of the government to identify the extent of the danger posed to the privacy of all Indians, following claims of a data breach on the CoWIN platform.

The government has asserted that the CoWIN portal is completely safe with adequate safeguards for data privacy, dismissing as “mischievous” the claims of a data breach on the platform, and said the matter has been reviewed by the country’s nodal cyber security agency CERT-In. Congress general secretary (Organisation) K C Venugopal said the duty of any entity, especially the government, is to protect individual privacy above everything else. This responsibility also extends to destroying data which is no longer required so that it is not vulnerable to such breaches, he said.

“If not, the entity must have watertight mechanisms to protect data in its custody. No step taken by the government, be it

in managing health data through COWIN or Aarogya Setu, or in implementing any data protection framework, inspires confidence,” he said.

“It is clear that no citizen can trust this government with its private information. Only an impartial, high-level judicial probe into the government’s entire data management apparatus can identify the extent of danger that is posed to our privacy as a result of this government’s carelessness,” Venugopal said on Twitter.

He also hit out at Union Minister of State for Electronics and Technology Rajeev Chandrasekhar, saying, “I am appalled at your casual response to the breach of privacy of 1.4 billion Indians.”

can throw up COWIN details simply by inputting mobile numbers, it will not take too long for automated software to harvest all COWIN data within a matter of hours.

“This breach clearly shows that COWIN data was not encrypted. If it were, only those with the necessary authorisation will be able to access such data, and random Telegram bots will not be able to decrypt such personal data.

“Since you mention ‘previously breached/stolen data,’ you’re clearly admitting that COWIN data has already been breached. It is then baseless for you to say that it ‘does not appear’ that the COWIN app has been breached,” he said.

Venugopal said until June 2021, nearly six months after the vaccination process began, the COWIN app had no privacy policy and the government even refused to put one in place.

In 2017, the Supreme Court declared the Right to Privacy as a fundamental right, he said, noting that the government also gave an assurance that a data protection law was in the making.

Later, the AAP government moved to SC after accusing the governor of “refusing” to summon the assembly session.

When asked that CM Mann had claimed that the Governor had refused to refer to the state government as “my government” in his address in the assembly in March, Purohit said he has no hesitation in calling the AAP-led state government, “my government”.

“I am the governor. All the orders are issued in my name. Why will I not say so? I have no reservation.

Not only once, I say it 50 times, it is my government,” he said.

Later, the CM posted the video on his Twitter handle and said initially, the governor had referred to the state government as “my government” in his address.

Bhubaneswar sizzles at 440C; IMD issues orange alert

NEW DELHI, JUN 12 (PTI): Broadening its probe into attempts to vandalise the Indian Mission premises in London, the National Investigation Agency (NIA) on Monday released five videos and sought the help of the general public in identifying individuals involved in the violent protests there in March this year.

The nearly two-hourlong footage from CCTVs was posted by the NIA on its website and the link was shared on its official Twitter handle while urging people to provide any information regarding the persons seen in the videos to the agency.

The NIA said in a statement that the CCTV footage of the attack by antinational elements on the High Commission of India in London on March 19 this year has been uploaded.

Temperature above 5 degrees Celsius than the normal temperature in the coastal area is considered a severe heatwave condition.

CHANDIGARH, JUN 12 (PTI): Punjab Governor Banwarilal Purohit on Monday accused the AAP government of acting against Constitution for not responding to his letters, asserting that Chief Minister Bhagwant Mann is bound to reply to the Raj Bhavan.

Hours after Purohit’s remarks, Mann posted a video of the governor’s address on his Twitter handle to stress that Purohit has stopped referring to the AAP-led state government as “my government” at the instance of the opposition party in the House on March 3.

Mann asked the governor to explain why he had “failed” to discharge his constitutional duty by not using the word “my government” during his address.

“Our people has always used music as a tool for communication. People in the olden times used music to spread love and convey messages to one another,” Rio said.

He observed that music also has the power to change a person from bad to good. With such capabilities, he observed that singing was one of the best talents and a special gift from God.

The actress fell down a flight of stairs while returning to her home. She was rushed to a hospital, where doctors ‘declared her brain dead after resuscitating her’, reports ‘Osen’. She reportedly died just a day before her performance in Jeju Island.

In honour of the actor, her family has decided to donate her organs. Park Soo Ryun’s mother told Soompi, “Only her brain is unconscious, and her heart is still beating.

There must be someone who desperately needs (organs).

As her mother and father, we will be able to live comforted (by the thought that her heart) has gone to someone and is beating.”

Teasing his upcoming films -- “Jawan” with Atlee and Rajkumar Hirani’s “Dunki” -- the superstar said he is excited about both the projects.

Thousands of dead fish wash ashore in Texas

HOUSTON, JUN 12 (IANS): Thousands of dead fish have washed ashore on a beach along the Gulf Coast of the US state of Texas, local media reported.

The dead fish were found at the far end of Bryan Beach, near the mouth of the Brazos River, some 9.7 km down the coast from Quintana Beach County Park, said officials of the beachfront park located on the upper Gulf Coast.

The park officials, who published photos showing scores of dead fish floating in the coastal waters starting on Friday, said the combination of shallow waters and lack of sunlight created the “perfect storm” to deplete oxygen levels inshore, reports Xinhua news agency.

6 injured in Houston nightclub shooting

WASHINGTON, JUN 12 (IANS): Six people were injured with one of them in critical condition in a shooting at a nightclub in Houston, while suspects remain at large, Texas authorities said.

“We had six victims here in a shooting. Apparently there was some kind of disturbance in the club that came out into the parking lot,” Xinhua news agency quoted Police Chief Troy Finner as saying at a news conference late Sunday.

The victims ranged in age from late 20s to early 30s, he added.

Police said they aren’t sure how many shooters were involved, and so far no suspects have been taken into custody.

KYIV, JUN 12 (AP): Ukrainian military officials said Monday their troops have retaken another southeastern village from Russian forces, among the first — small — successes in stepped-up counteroffensive operations as the war drags on into its 16th month.

Western analysts and military officials have cautioned that an effort to rid Ukraine of entrenched, powerfully ar med and skilled Russian troops could take years, and the success of any Ukrainian counteroffensive is far from certain.

LONDON, JUN 12 (PTI): British Prime Minister Rishi Sunak on Monday slammed former premier Boris Johnson for asking him to overrule a panel vetting his resignation list appointments to the House of Lords, saying it was “something I wasn’t prepared to do”. The British-Indian leader’s comment at a public function stemmed from a long-running row over Johnson’s honours list, and specifically the list of people he wanted to award peerages to.

Johnson’s long-awaited honours list, approved nine months after he resigned as prime minister, included 38 honours and seven peerages. The resignation honours list is a tra-

dition that allows outgoing prime ministers to nominate people for honours.

As a departing prime minister, Johnson has the right to nominate people for seats in the House of Lords, and for other honours such as knighthoods.

Wedding bus crash in Australia kills 10

CANBERRA, JUN 12 (IANS): At least 10 people were killed and 25 others injured when a wedding bus crashed in Australia’s New South Wales (NSW) state, police said on Monday.

The accident occurred at around 11.30 p.m. on Sunday night near Greta in Hunter Valley when the passengers were returning from a wedding at a winery, the BBC reported.

The driver of the bus has been arrested, according to NSW Police Acting Assistant Commissioner Tracy Chapman She said the guests were travelling to Singleton “presumably for their accommodation”.

The number of fatalities could increase, with 25 passengers taken to hospital -- two of them airlifted from the crash, Chapman said.

PARIS, JUN 12 (AP): UN cultural and scientific agency UNESCO announced Monday that the United States plans to rejoin — and pay more than USD 600 million in back dues — after a decade-long dispute sparked by the organization’s move to include Palestine as a member.

US officials say the decision to return was motivated by concern that China is filling the gap left by the US in UNESCO policymaking, notably in setting standards for artificial intelligence and technology education around the world.

The US and Israel stopped funding UNESCO after it voted to include Palestine as a member state in 2011, and the Trump administration decided in 2017 to withdraw from the agency altogether the following year, citing longrunning anti-Israel bias and management problems.

US Deputy Secretary of State for Management and Resources Richard Verma submitted a letter last week to UNESCO Director General Audrey Azoulay formalizing the

plan to rejoin.

Verma noted progress in depoliticising debate about the Middle East at UNESCO and reforming the agency’s management, according to the hand-delivered letter, obtained by AP. Applause rang out in the solemn UNESCO auditorium as Azoulay announced the plan to ambassadors at a special meeting Monday, and delegate after delegate stood up to welcome the news.

The return of the US, once the agency’s biggest funder, is expected to face a vote by its 193 member states next month, according to a UNESCO diplomat.

Cyclone Biparjoy: Pakistani authorities begin evacuation of low-lying coastal areas in Sindh KARACHI, JUN 12 (PTI): Pakistan on Monday started evacuating thousands of people from the low-lying coastal areas in the southern Sindh province as the fastapproaching severe Cyclone Biparjoy is likely to hit the coastline later this week.

All concerned authorities have been put on high alert after Cyclone Biparjoy, located over the Arabian Sea, turned into an extremely severe cyclonic storm on Sunday.

Sindh Chief Minister Murad Ali Shah conducted an aerial inspection of the coastline and asked authorities to evacuate an estimated 80,000 people to safety as Pakistan Meteorological Department said the cyclone came roughly 600 kilometres within the range of Karachi on Monday.

Shah was informed that Biparjoy - which means disaster or calamity in the Bengali language - will hit the coast of Sindh on June 15, but its intensity will subside by June 17 to 18.

Sindh to temporary shelters in government schools and offices as the cyclone is expected to make its landfall in Keti Bandar and its adjoining areas. Keti Bandar is one of the oldest ports in Sindh.

“We are expecting the high-intensity winds, heavy rainfalls, thunderstorms and high tides to damage vulnerable structures, so we have started taking precautions and are evacuating the people at least 10 kilometres away from coastal areas,” said NDMA official Jahanzaib Khan.

ROME, JUN 12 (IANS): Former Italian Prime Minister Silvio Berlusconi has passed away at the San Raffaele hospital in Milan. He was 86.

According to Italian media reports, Berlusconi was treated for a lung infection linked to a previously undisclosed case of chronic leukaemia in April, reports the BBC. A flamboyant billionaire media tycoon, Berlusconi first came to office in 1994 and led four governments until 2011.

LA PLATA, JUN 12 (AGENCIES): Uruguay beat Italy 1-0 on Sunday to win its first Under-20 World Cup title. The Celeste’s victory ends a streak of four consecutive wins of European teams in the tournament. Luciano Rodríguez scored the winning goal in the 86th minute in a header from close range, giving Uruguay a much deserved victory after an entire match of dominance against Italy.

More than 40,000 people, mostly cheering for Uruguay, attended the match at the Diego Maradona Stadium. FIFA President Gianni Infantino was also present.

NEW DELHI, JUN 12 (IANS): The highly anticipated match between India and Pakistan during the upcoming ODI World Cup is set to take place on October 15 in Ahmedabad, as per the draft schedule of the marquee event.

According to an ESPNcricinfo report, the BCCI shared the draft schedule with the ICC, which then sent it to the participating countries for feedback before a final schedule is put out early next week.

NEW DELHI/CHANDIGARH, JUN 12 (IANS): The much-awaited elections to pick the Executive Committee of the Wrestling Federation of India (WFI) will be held on July 4, informed the Indian Olympic Association (IOA) in a letter to Justice (Retd) Mahesh Mittal Kumar, former Chief Justice of Jammu and Kashmir High Court.

In the letter, a copy of which is with IANS, the IOA has asked Justice (Retd) Mahesh Mittal to “confirm” his appointment as the returning officer to conduct the elections.

WFI President Brij Bhushan Sharan Singh, who is facing charges of sexual harassment by India’s top wrestlers, completed three tenures (12 years) in office in March this year.

The IOA on Monday started the election process by appointing a returning officer.

“I am writing in connection with conducting the election of the Executive Committee of the Wrestling Federation of India. Wrestling is an Olympic sport and WFI is the National Federation of India, which is an affiliated member of the Indian Olympic Association (IOA).”

“Due to administrative issues in the WFI, IOA has, in its Emergency Executive Council Meeting held on 27.04.2023, resolved to constitute as ADHoc Committee to take charge of affairs of WFI,” said IOA joint secretary and acting CEO Kalyan Chaubey in the letter to Justice (Retd) Kumar.

CASABLANCA, JUN 12 (AGENCIES): Egyptian giants Al Ahly won the African Champions League after scoring a late equaliser to grab a 1-1 draw against Wydad Casablanca of Morocco in the second leg of the final on Sunday that secured a 3-2 aggregate victory.

Defender Mohamed Abdelmoneim flicked on a corner from Ali Maaloul with 13 minutes remaining, with the ball looping over the home defence and into the corner of the net to hand the Cairo club a recordextending 11th title.

After losing 2-1 in the Egyptian capital in last Sunday’s first leg, Wydad had been on course to win on the away goals rule after fullback Yahya Attiat Allah scored a 27th-minute free kick to hand the home team the lead in front of an expectant 50,000-strong crowd at Casabalanca’s Mohamed

V Stadium.

Wydad were looking to complete a dream season for Moroccan football, after the heroics of their national team in reaching the World Cup semi-final in December, but the Cairo club reaffirmed their status as Africa’s top side after losing to Wydad in last year’s final.

Al Ahly have now won more than double the number of titles in Africa’s top club competition than their nearest rivals. This was their fourth successive final and sixth in the last seven editions.

Abdelmoneim’s decisive goal came as time was running out and with Wydad looking firmly in control.

Wydad’s goal evaded the defence as Attiat Allah’s free kick was missed by both attackers and defenders in the penalty area before nestling in the back of the net.

Striker Mohamed Ounajem tried to claim a touch but after watching television replays, officials credited the goal to the fullback.

Sunday’s final proved a typically testy affair, full of gamesmanship, repeated bickering with the referee and some horrendous tackling as the cacophony of noise from the Wydad fans often reached eardrum piercing decibel levels and created an intimidating atmosphere.

The smoke from flares set off in the stands caused a temporary halt midway through the second half before the game resumed against a backdrop of a green haze.

This season marked a return to a two-legged final after the last three editions had been decided by a single match. Wydad had beaten Al Ahly 2-0 in the decider in Casablanca last year.
