Rafale scam: Cong targets Modi ‘PM colluded to help Anil Ambani; compromised national security’ Staff Reporter
DIMAPUR, SEP 2 (NPN): Congress MP from Assam, Gaurav Gogoi, launched a scathing attack on Prime Minister Narendra Modi for his alleged collusion in the multi-crore Rafale fighter jet scam. Addressing a press conference alongside Nagaland Pradesh Congress Committee (NPCC) president K Therie and general secretaries Captain GK Zhimomi and Jonathan Ao here on Sunday, Gogoi termed the Rafale deal signed with France in January 2016 as “a scam involving country’s security in which the Prime Minister colluded to help Anil Ambani.” He recalled that when the deal was finalised when UPA was in power in 2012, it was agreed that India would procure 126 Rafale fighter jets from French defence firm Dassault Aviation at a cost of Rs 526.10 crore per fighter jet. The decision was reached after the defence
Cars, bikes become more expensive NEW DELHI, SEP 2 (AGENCIES): Buying a car or two-wheeler has become expensive from September 1 as long-term third-party insurance policy has been made mandatory by IRDAI following a Supreme Court order. The three-year thirdparty insurance (TP) will cost Rs 5286 for cars with engine capacity of less than 1000cc, Rs 9534 for cars with engine capacity from 1000cc to 1500cc and Rs 24305 for cars with engine capacity of 1500cc and above. In case of two-wheelers, the five year-TP insurance will cost Rs 1045 for vehicles with engine capacity below 75cc, Rs 3285 for engine capacity between 75cc and 150cc, Rs 5453 for 150cc to 350cc and Rs 13034 for vehicles with engine capacity exceeding 350cc. As regards the comprehensive insurance, which covers theft and damage among others, the vehicle buyer would have the option to buy it for one year or three years in case of cars and five years in case twowheelers. As per the court order, it is mandatory for all general insurance companies to issue a three-year TP cover for new cars and five-year TP cover for new two-wheelers as a separate product or as part of a comprehensive insurance product.

ministry assessed that the Indian Air Force required 126 such jets to upgrade its ageing fleet. Gogoi said it was hoped that the deal struck by the UPA government would be carried forward, but Modi acted on his own accord during his visit to France in January 2016. “Modi unilaterally decided to compromise the security of the country during his visit to France, when neither the defence minister nor any official from the defence ministry accompanied him but his business friends,” he alleged. According to the MP, the original deal of 126 Rafale jets at a cost of Rs 526 crore per jet made in 2012 was completely overlooked when Modi announced emergency “off-the-shelf ” purchase of 36 Rafale fighters in Paris for 7.5 billion euro (or Rs 1,670.70 crore) per aircraft and Rs 60,145 crore overall for 36 aircrafts, thereby causing a loss of Rs 41,205 crore to the public

exchequer. Gogoi alleged that when the Prime Minister announced the purchase of 36 Rafale jets, no mandatory prior approval of Cabinet Committee on Security was taken, besides not following mandatory requirement of Defence Procurement Procedure for “price discovery” through instrumentalities of Contract Negotiation Committee (CNC) and Price Negotiation Committee (PNC). He added transfer of technology to Hindustan Aeronautics Limited (HAL) for manufacture of Rafale jets in India was also “sacrificed” by Modi. The Lok Sabha member also pointed out that instead of awarding the
Fuel prices hit all-time high

Riding high on the increase in GDP growth rate, NDA’s euphoria was punctured by the Congress saying that the people of the country are paying its (Cont’d on p-7) price.
contract worth Rs 30,000 crore to a public sector defence firm HAL, which had both technical expertise and experience, the technology to design and develop was given to Reliance Defence Limited formed barely 10 days before Modi had visited France in 2015. He pointed out that Reliance Defence Limited, which had not even manufactured a wheel or wing of an aircraft then, was preferred over a public sector unit like HAL with years of experience. Gogoi said in the original tender floated by the UPA, two fighter jets were found equal on all parameters – Rafale and Eurofighter Typhoon. He informed newsmen that manufacturer of Eurofighter Typhoon had written a letter on July 4, 2014 to then defence minister AK Anthony offering to reduce price by 20%. So, when deciding to make a fresh purchase by Modi, both Dassault Aviation and Eurofighter’s manufacturer should have asked to bid afresh through inter governmental agreement (IGA) route so as to arrive at the lowest price, he pointed out.

Longleng teachers’ bodies demand Rs 5 lakh raised NRMSATA-2016 to intensify stir Changtongya town residents so far through DIMAPUR, SEP 2 (NPN): NRMSATA-2016 on Sunday threaten indefinite bandh appointment of DEO, SDEO by Sep 5 CM Relief Fund said that the association has decided to go ahead with DIMAPUR, SEP 2 (NPN): Three teachers’ bodies – All Nagaland School Teacher’s Association (ANSTA), All Nagaland Government Primary Teachers’ Association (ANGPTA), All Nagaland Hindi Teachers’ Union (ANHTU)– Longleng units have served an ultimatum to Department of School Education (DoSE) to appoint DEO and SDEO on or before September 5, which is Teachers’ Day. The associations expressed serious disappointment at DoSE for not acting on the genuine plea made by Phom Students Conference to appoint the officers. In a joint statement, Longleng unit ANSTA president Henshong Phom, ANGPTA president Phaulem Phom and ANHTU president Shumei Antony cautioned DoSE that they would not hesitate to observe black
day on Teachers Day by wearing black badges as per the stir programme chalked out by PSC from September 1 to 5. They, therefore, appealed to the department to fulfil the demand of PSC before September 5. The bodies reminded that it had submitted a joint representation to DC Longleng on July 27, seeking his intervention on the matter and to take it up with DoSE at the earliest. But, till date there was no positive response, it added. Mentioning that the two offices were being managed without head of department, the three bodies warned the department that, if it failed to provide a concrete solution before the deadline, they would be force to take their own course of action and that the department would be held responsible for any eventualities.
DIMAPUR, SEP 2 (NPN): Nagaland government on Sunday informed that an amount of Rs. 5 lakh have been raised so far though the online link that was shared on Saturday for contributions to the Chief Minister’s Relief Fund (CMRF). According to DIPR report, online payment link thorough multiple channels have been activated-- http://cmrelieffund. nowpay.co.in/ for more information. second phase of agitation-- peaceful sit-in protest at the Directorate of School Education (DoSE) from September 4, which may continue indefinitely. NRMSATA-2016 president, Sao Venuh and general secretary Haisoliabe Ndang in a press note said that despite the ongoing class boycott against the humiliating Office Memorandum, directing the teachers to either accept the reduced payment (by Rs 6315) within a month or face termination, the government has failed to address the issue. Out rightly rejecting the OM, NRMSATA said it clearly indicated that the manipulative document was nothing short of imposed slavery and severe discrimination. NRMSATA said the issue of reduction in salary arose when Ministry of Human Resource Development (MHRD), began implementing the new scheme-- Samagra Shiksha Abhiyan, a merger of erstwhile Sarva Shikhsha Abhiyan(SSA) and Rashtriya Madhyamik Shikhsa Abhiyan (RMSA) in the State. It pointed out that the document of the new scheme did not in any way distinguish SSA and RMSA teachers, salary structures etc. but strictly based on the different sections of the School taught viz, for primary teachers– upto Rs15,000, Upper Primary Teachers – upto Rs 20,000, Secondary Teachers – upto Rs 25,000. However, despite RMSA teachers falling under the category of Rs 25000, it said that the department served them OM, which was not only is discriminatory but also irrational and invalid.
DIMAPUR, SEP 2 (NPN): People of Changtongya town have threatened to enforce an indefinite bandh from October 2 by blocking national highway 62 and Longleng road, if the PDA government did not heed to their demand for posting more doctors at Community Health Centre (CHC). In a statement, T Meyi Longkumer, chairman of All Ward Union, Changtongya Town, said that while at least five doctors were required, there was only one Ayush doctor posted at the CHC currently. Stating that the people of Changtongya appreciated Dr Wapang (Ayush doctor) for his dedication and tireless service, he added there was a dentist too who visited the CHC once a week all the way from Mokokchung, which was 45 km away from the town, once a week
though she should come twice a week. And apart from the duo, there was no other doctor, he alleged. Longkumer said one doctor serving at the health centre was transferred to another place without any replacement, while, on enquiry, it was found that other doctors were attached at Kohima. The chairman claimed that people of Changtongya had submitted many applications and representations to higher authorities seeking doctors at the CHC and had even personally met the authority concerned at Kohima, but with little positive result. According to him, the general public of the town were longing to reap the benefits of Prime Minister Narendra Modi’s slogan of clean India and life saving (Cont’d on p-7)
Govt asked to streamline TDPS, curb multiple tax NPF accuses PDA govt of diverting funds DIMAPUR, SEP 2 (NPN): Pointing out alleged irregularities in which the Targeted Public Distribution System (TDPS) under National Food Security Act 2013(NFSA) is being implemented in Nagaland where items hardly reach beneficiaries despite the state receiving more than surplus items each month, Nagaland Public Rights Awareness and Action Forum (NPRAAF) has appealed to the government to do the needful and also disclosed that it would submit a memorandum demanding clarity on the TDPS under NFSA 2013. According to NPRAAF, Nagaland receives 16,625 MT of PDS items under Antyodaya Anna Yojana (meant for the poorest of the poor) per month and 1385 MT for Priority House Hold (PHH) scheme. The subsidised price under PHH is Rs. 5 for rice, Rs.2 for wheat and
Re. 1 for coarse grains. However, NPRAAF claimed that beneficiaries in most villages in Nagaland hardly received items under AAY for two or three months while in some instances, rice was sold to beneficiaries in another village at a much higher rate. Under AAY, a household was entitled to receive 35 kgs of rice per month but in most cases, many did not know anything about the scheme. NPRAAF claimed that even if each district was given 1 lakh kgs, the 13 lakh kgs of rice received under AAY was far in excess. In Dimapur, NPRAAF claimed that most villages receive 25+25= 50 kgs per household once in two months only in violation of the NFSA while AAY was unknown in rural areas where it was specially meant for. As per utilisation in the state, NPRAAF said of the population of 2,95,779
of which those ration card holders with Aadhaar totalled 54,818, a total of 602.90 quintals rice were shown as distributed under AAY and 10284.90 quintals under PHH but that thousands of beneficiaries were non-Nagas. On the allegations of village leaders being asked to sign on revenue stamps in blank papers by department officials, that they had received some unspecified quantity (left blank) under columns 9 and 10 of a document, NPRAAF said the village leaders were not told about the contents of the documents they were asked to sign on. In return, NPRAAF claimed the villager leaders were paid some cash from transportation bill @Rs.125 per bag. In view of irregularity, a small amount was paid to the village leaders out of the accumulated nine months of transportation
DIMAPUR, SEP 2 (NPN): War of words between NPF and NDPP has further intensified with the former now accusing NDPP-led PDA government of diverting public fund and deviating from issues of public importance. The opposition party also urged the ruling party’s members to identify and evaluate issues at hand instead of misleading general public with sugar-coated statements in media and idolising the government in every possible manner. In a rejoinder issued to the media by its press bureau, NPF asked NDPP to stop whining and start working on its tall promises made to people of the State at the onset of PDA government. According to the opposition party, since NDPP could not perform its duties in a way a responsible political party was expected to, its poor performance (Cont’d on p-7) and false commitment to the
bills. Besides rice, the state also receives a monthly allocation of 1179 MT of levy sugar through FCI or 13,90,041 kgs and seven racks of iodized salt (one rack carries 2500 tons of salt) annually. According to NPRAAF, levy sugar was supplied hardly four times in two years in all districts while in most districts sugar was never distributed to beneficiaries. It was also disclosed that Nagaland receives 1425 kilo liters (1 kilo litre = 1000 litres) per month but a household hardly received two to four litres once every two to three months. Under Annapurna Scheme, Nagaland identified 6727 beneficiaries under rural development for senior citizens above 65 years or those not getting pension under Old Age Pension (NOAPS).
people could not be further concealed, no matter how much clarification was issued through the media. It also termed the ruling party’s rejoinder on Saturday as yet another version of its desperate attack on NPF with an abrupt zeal to teach the party on usage of terminologies. However, the rejoinder cautioned NDPP that the opposition party was not in a classroom to learn vocabulary and grammar. Asserting that it found ridiculous the way the ruling party was trying to cover up its callous actions by justifying them, NPF pointed out that appointments made randomly, including kith and kin of highest bidders, as a way of connecting with the grassroots was not doing justice to the toiling masses of Nagaland. The opposition party said it also found NDPP’s justification that these ap-
pointments posed no additional burden to the State exchequer malicious. Moreover, these random appointments undermined the capability of the duly elected 34 MLAs in the PDA government, it stressed. NPF also appreciated NDPP for finally accepting NPF’s four-year regime marred by one crisis after another at the behest of those who were presently running affairs of the State. It also expressed its gratitude to the ruling party for acknowledging NPF as the oldest regional political party in Nagaland and the Northeast. Stating that it found no reason to apologise to the ruling party for apparently using a particular vocabulary that had upset them, the opposition party asked NDPP to instead start focusing on providing roads and helping rain-affected people in the State.
