Centre’s contribution to SDRF enhanced Spl. Correspondent
NEW DELHI SEP 27 (NPN): Centre has enhanced its contribution in the State Disaster Response fund (SDRF) from 75% to 90% with effect from April 1, 2018, Ministry of Home Affairs (MHA) announced on Thursday. In this regard, Centre will contribute 90 per cent and all states will contribute 10 per cent to the SDRF. The additional contribution by Centre in SDRF on this account will be Rs. 1690.35 crore for the year 2018-19 and Rs. 1774.67 crore for the financial year 2019-20. Under the Disaster Management Act 2005, a financial mechanism has been set up by way of National Disaster Response Fund (NDRF) at national level and State Disaster
Response Fund (SDRF) at state level to meet the rescue and relief expenditure during any notified disaster. SDRF has been constituted in each State in which Centre, so far, had been contributing 75% for General Category States and 90% for Special Category States of hilly regions every year. SDRF is a resource available to the States to meet the expenses of relief operations of immediate nature, for a range of specified disasters. At any point, the State Government has fair amount of funds available under the SDRF. In case of any natural calamity beyond the coping capacity of a State, additional financial assistance, as per norms, is provided by the Central Government from NDRF, in which 100% funding is by the Central Government.

Some shopkeepers and auto drivers alleged that there have been several instances of people falling into the drains besides the wheels of vehicles getting stuck in these open holes. All these point to utter neglect of years and prove that Dimapur Railway Station which is also the second highest revenue earner under NFR after Guwahati Railway Station has been given a step-motherly treatment by the railway authorities at Maligaon. NEW DELHI, SEP 27 (PTI): Declaring that adultery is not a crime, the Supreme Court on Thursday struck down a colonial-era anti-adultery law, saying it was unconstitutional, dented the individuality of women and treated them as “chattel of husbands”. The judgment was welcomed by activists, who said the archaic law should have been dumped a long time ago to keep pace with the rest of world. The apex court’s fivejudge Constitution bench was unanimous in striking down Section 497 of the Indian Penal Code dealing with the offence of adultery, holding it as manifestly arbitrary, archaic and violative of the rights to equality and equal opportunity to women. KIPHIRE, SEP 27 (NPN): Suspected measles-related disease has claimed at least three lives in Kiphire district since July 2018, state health official said here on Thursday. To take stock of the outbreak of the measlesrelated disease, the district administration Kiphire convened a meeting in the conference hall of deputy commissioner (DC) Kiphire today. At the meeting, the deputy chief medical officer (DCMO) Kiphire, Dr. Tinurenla Anichari, disclosed that around 40 children have been admitted to the district hospital Kiphire (DHK) for measles related disease and three children have died due to the disease since July 2018. DCMO, however, said that department was yet to receive laboratory test con-

Health officer said that many children were brought to the hospital during the last hours and doctors were helpless. Doctors and representatives from WHO, UNICEF and UNDP also shared their views about the vaccination. They said that only way to prevent Measles-Rubella was to get vaccination. Kiphire town ward chairmen also appealed to the gathering to disseminate the information in the churches. The meeting also discussed about upcoming Measles-Rubella Vaccination campaign.
DIMAPUR, SEP 27 (NPN): As directed by the chief minister, the Home department and commissioner of Nagaland have been requested to take all necessary actions with regard to the mass social work that would commence on September 29, 2018 and conclude on October 2, 2018. A chief minister’s office (CMO) communiqué stated that the proposed social work was being initiated with an objective to restore the damages caused due to the recent rains and landslides. It stated that directives are to be issued to all the deputy commissioners (DC) who would coordinate the work by involving all administrative officers along with officers of other line departments. Social work would be undertaken by involving elected members, police, ward/colonies of town, civil society groups, contractors and tribal bodies. In Ko-
hima, the social work will be led by chief minister. CMO said funds for the social work would be provided through the chief minster’s relief fund (CMRF). Adequate publicity for the social work has to be ensured through media, radio and TV to ensure active participation of citizens also. After the social work, removal of the debris to the dumping sites would be undertaken by trucks and vehicles of various departments and contractors who voluntarily offer their services. Manual labour for the purpose would be hired by respective municipal councils for which the concerned administrators would be personally responsible. DIMAPUR, SEP 27 (NPN): Deputy chief minister Y Patton, who is also in charge of home department, inaugurated the new Forensic Science Laboratory (FSL) building at Kachari Gaon here on Thursday. Speaking on the occasion, Patton expressed hoped that the new infrastructure and addition of five new departments – lie detector (polygraph), cyber forensic, question documents, ballistic and serology & biology – would empower Nagaland Police in discharging its duty with greater efficiency. Stating that the additional five new departments would lead to creation of nine scientific posts, Patton hoped all the new departments would be functional soon. furnishing the interiors of the new facility and increase manpower in the forensic department. He also urged them to make use of the new facility to ensure greater accuracy, efficiency and reliability and undergo trainings to keep abreast with requirements of changing times. Earlier in the programme, DGP Nagaland, T John Longkumer, in his brief address, expressed hope that the new forensic science laboratory would help the State become self reliant in medico-legal-services and ensure prompt and quick delivery of justice. He thanked Patton for his “sagacity and enduring support.” In his welcome address, IGP, Wetsope Krome stated how the forensic department inaugurated by then chief minister JB Jasokie in 1982 had steadily grown in expertise over the years.

SHILLONG, SEP 27: In a major haul, Customs sleuths seized banned methamphetamine tablets worth Rs. 19 crore destined for Bangladesh via Meghalaya, from a hideout along MeghalayaAssam border. Customs officials said they arrested Letminlun Khongsai (27), the international drug kingpin and his driver Sailesh Singh from their hideout in Killing village under Meghalaya’s RiBhoi district on Wednesday. Khongsai, who has been on the radar of the security agencies and customs officials, is from Manipur’s Moreh village bordering Myanmar.
