19 killed, 300 hurt as earthquake hits PoK
I S L A M A B A D / N ew Delhi, SEP 24 (PTI): At least 19 people were killed and more than 300 others injured in Pakistan-occupied Kashmir on Tuesday after a 5.8-magnitude quake jolted several cities in the northern parts of the country including capital Islamabad. According to US Geological Survey, the epicentre of quake was near New Mirpur in Pakistan-occupied Kashmir. Deputy Inspector General (DIG) of police in Mirpur, Sardar Gulfaraz Khan, told the media that at least 19 people were killed and over 300 injured in Mirpur and surrounding areas due to the powerful quake. Pakistan Meteorological Department’s earthquake centre said the 5.8magnitude earthquake was located near the mountainous city of Jehlum in Punjab province. Its depth was at 10 kilometres. However, Minister for Science Fawad Chaudhry said that the intensity of the quake was 7.1. Some houses collapsed in Mirpur following the earthquake, Deputy Commissioner Raja Qaiser said.
Fuel prices rise for 8th straight day NEW DELHI, SEP 24 (AGENCIES): The oil marketing companies (OMCs) on Tuesday raised the prices of petrol and diesel for the eighth straight day following drone attack on the Saudi oil plants. In the last eight days, petrol prices have risen by Rs 2.1 and diesel rates have surged by Rs 1.64. In Delhi, after Tuesday’s rate revision, petrol prices climbed to Rs 74.13 a litre while diesel price went up to Rs 67.07 per litre. A litre of petrol in Dimapur and Kohima was retailing at Rs. 72.01 and Rs. 72.45 respectively while the price of diesel in the commercial hub of Nagaland and the state capital stood at Rs. 64.81 and Rs. 65.21 respectively.
Rs.500 fine for open defecation
DIMAPUR, SEP 24 (NPN): Dimapur Municipal Council (DMC), which has declared its area as Open defecation free (ODF), Tuesday notified that anybody found defecting in the open would be penalised with fine of Rs.500. This was contained in a notification issued by DMC administrator, Albert Ezung.

Parts of a mosque also collapsed in the area, which is severely affected by the quake. Emergency has been declared in hospitals across PoK. TV channels showed the footage of heavily damaged roads in Mirpur, with many vehicles overturned. Several cars fell into the deep cracks on the roads. Army troops with aviation and medical support teams have been dispatched, the media wing of the army tweeted. Lt. Gen. Muhammad Afzal, chairman of the National Disaster Management Authority, said that most of the damage was done in Mirpur and Jhelum. “We are assessing the damage to life and property,” he said. Several cities including Peshawar, Rawalpindi, La-
hore, Skardu, Kohat, Charsadda, Kasur, Faisalabad, Gujrat, Sialkot, Abbottabad, Mansehra, Chitral, Malakand, Multan, Shangla, Okara, Nowshera, Attock and Jhang felt the tremor. Pakistan’s major water reservoir Mangla Dam located near Mirpur remained safe, officials said. Mangla dam power house has been closed, cutting off 900 MW power supply to the national grid, they said. However, upper Jhelum canal was damaged and water inundated various villages.
Mild tremors were felt in Delhi and NCR region on Tuesday afternoon after an earthquake measuring 6.3 magnitude on the Richter scale along the India-Pakistan border near Kashmir. According to the Indian Meteorogical Department, an earthquake measuring 6.3 on the Richeter scale stuck on the India-Pakistan border near Kashmir at 4.31 p.m. There was no immediate report of any loss of life or property due to the quake which occurred along the J&K region, officials said. “The epicentre was near the India-Pakistan border. The closest big city to the epicentre is Rawalpindi (in Pakistan’s Punjab province),” said J L Gautam, head of operations at the National Centre for Seismology (NCS). People rushed out of their homes and offices in panic in several parts of J&K, Punjab, Haryana, Himachal Pradesh and Rajasthan. Tremors were also felt in Shimla, Mandi, Kangra, Una and other parts of Himachal.
DoNER minister emphasises giving thrust to bamboo cultivation in NE

GUWAHATI, SEP 24 (PTI): Union Minister of State for Development of North Eastern Region (DoNER) Jitendra Singh on Tuesday said there are many unexplored potentials in the North East and one of them is bamboo cultivation, as 50 per cent of the produce of the country comes from this region. North East may be the biggest storehouse of bamboo but its market extends all over India, Singh said while inaugurating the Cane and Bamboo Technology Park-cum-Office Premises of Cane and Bamboo Tech-
nology Centre (CBTC) at Burnihat. “It is now upto us how we utilize it, what we produce, how much and how far can we reach, where we can capture market and how it can also become the source of livelihood for the youth”, he said. The Minister urged the youth of the region to utilize home grown bamboo to produce different commodities, which will help them earn livelihoods from home. The North Easter n Council (NEC) and other organizations under the DoNER ministry would al-
ways help them to facilitate their marketing beyond the region, he added. The minister highlighted the importance of creating awareness about the benefits of bamboo industry and the products being manufactured from it. NEC Secretary and CBTC Chairman- Ram Muivah-said that the Cane and Bamboo Technology park was a long awaited dream which has finally materialized. Bamboo is one of the focussed areas of NEC since last year and plans are being prepared for upgradation and strengthening of the CBTC, he added. The Union Minister also visited the Cane and Bamboo Technology workshop and the product stalls within the compound of the park. The Bamboo Technology park has been developed to deal exclusively with bamboo and cane, catering to the needs of the industries, entrepreneurs, designers, crafts persons, rural people, teachers, policy makers, technicians and technologists.
Police lament hurdles against extortion CAZRI stands tall amongst ICAR Staff Reporter
DIMAPUR, SEP 24 ( NPN): Pushed on the back foot after the PAC’s weeklong drive against rampant illegal gate collections in Dimapur, Police said low conviction rates and unwilling among witnesses to testify were the biggest hurdles to the fight against illegal collection and extortion. Addressing a press briefing held at his office, Commissioner of Police Dimapur, Limasunup Jamir disclosed that police have tackling those involved in the offence that have pushed led to upward spiral of prices of various commodities such as unions, organisations and the Naga National Political Groups(NNPGs) The Commissioner of Police held various NNPG factions for “unscrupulously and blatantly” involving in forcible collections under the cover of ceasefire rules, including the card holders.
“The degeneration into abject criminality is evident and the matter should be raised immediately with the Police Headquarters and the chairman of the Ceasefire Monitoring Group,” Jamir said while lauding the police for undertaking a relentless job to prevent and arrest those involved during the past three years. Jamir cited data to buttress his claim such as the record in 2017 where 92 cases of extortion cases were registered against 137 extortionists were arrested. In 2018 a total 137 cases registered and 207 extortionist were nabbed. Again, in 2019 (till date), he said 109 cases were registered against 157 extortionists arrested. He said that in 2017, cash recovered from illegal collectors amounted to of Rs 1, 42,000 was recovered; in 2018 Rs 9,05,000 was recovered; while in 2019 Rs 17,51,000 was recovered.
Jamir pointed out that 90 percent of the cases registered in the last three years have been made suo moto where the police apprehended and registered the cases themselves. Those apprehended were mainly members of several underground factions, middle man, civilians and over ground sympathizers. He also hinted at the nexus between transporters and the various NNPGs in which the latter got their share and the transporters hiking the charges exponentially for profits while the public has to bear the cost. Another system that has only aggravated the menace of extortion according to Jamir was the lease system. Jamir also informed that the police has pressed into action various agencies/ units, namely; Anti Extortion Team 1 and 2, Special Operating Team, a special branch of the Police Commissionerate, 8 mobile
units and e-patrolling units. He also revealed that the police have a “robust and durable surveillance systems placed at 25 strategic points where extortion activities are likely to take place.” Jamir also disclosed to media persons that he has reached out to the SP in Karbi Anglong to coordinate and eliminate illegal taxation in the “no-man” zone along the Dimapur –Karbi Anglong Border. While the Jamir lauded the efforts of the PAC in bringing to light the ugly and rampant extortion and illegal taxation in different check gates bordering Dimapur, he also admitted that the present law was insufficient to deal with extortion. He said any specialized laws that empowers the police would be welcomed citing the MCOCA Act in Maharashtra as an example.

He said CAZRI conducts research in such a way that it does not exploit the nature excessively that would impact the younger generation.
He also informed that Rajasthan being one of the highest producer of apple Ber, also supplies 42 varieties of Ber fruit across the country and abroad (Kenya). The institute conducts multi-disciplinary research to seek solutions to the problems of farming in arid regions of the country and has 32 disciplines. During the field visit Principal scientist Dr. Hansraj Mehla informed that Rajasthan itself produce 80% of cluster beans of the country’s requirement, 50% of Moong Bean and sesame and 99% moth bean. Frame guidelines to curb social media misuse: SC ABAM, DDGBA (L) laud PAC drive NEW DELHI, SEP 24 (PTI): Observing that technology has taken a “dangerous turn” and it hardly takes five minutes to purchase an AK-47 rifle on the ‘dark web’, the Supreme Court on Tuesday said the Centre must step in and inform it within 3 weeks the timeframe needed for framing guidelines to curb misuse of social media. At one stage during the hearing on a petition by popular social media platform Facebook, Justice Deepak Gupta, who was part of a two-judge bench, said the way things are going on he was even thinking of giving up his smart phone and go back to older ways. The apex court said tracing the originator of a message or content on social media platforms is a “very serious issue” as it also involves terrorism, pornography, paedophilia,
fake news and trolling. Expressing serious concern over some social media platforms not being able to trace the originator of messages, the bench, which also included Aniruddha Bose, said the Centre must step in now. “It’s a worldwide issue but it needs a answer. We are as much concerned as you are. It raises very serious issues as it involves national security, trolling, terrorism, fake news, pornography, paedophilia.” The court was hearing a petition filed by Facebook Inc seeking transfer of cases pending before various High Courts in the country which relates to linking of social media profiles with Aadhaar and tracing of originator of online messages. Facebook has sought transfer of cases to the apex court saying it involves
larger issues like that of privacy of an individual and any changes would affect its operation worldwide. Voicing concern over the unregulated online content, Justice Gupta said, “After the last hearing on the issue, with little help, I could have purchased a AK47 in five minutes on the dark web. Technology has taken a dangerous turn and it’s high time, that government comes out with some kind of guidelines”. ‘Dark web’ refers to encrypted content on internet, which cannot be accessed through conventional online search engines and is used mostly by hackers. The bench said, “Nowadays, social media is used to peddle fake news and violence is incited. There has to be some guidelines as my privacy is also important. We think the Centre should come with some kind of
policy framework to check all this. You cannot simply say that we don’t have a technology. Why should someone be able to troll me and spread lies about my character? State can look after itself but what about the individual? What remedy is there?”. “We have to accept this that there is a problem. You cannot simply say anything about anyone on social media and get away. The originator of the message has to be traced and action needs to be taken against him. Why cannot a person approach the intermediary and say look this person has defamed me and I want to know who he is?”. Solicitor General Tushar Mehta, appearing for the Centre said the issue was in active consideration but he has to take instructions, as how much time is needed to formulate a policy.
DIMAPUR, SEP 24 (NPN): Ao Baptist Church Association (ABAM) and Longerled Dimapur District GB Association (DDGBA) have welcomed the Public Action Committee (PAC) drive against illegal collection of money at check gates. In a statement, association’s executive secretary Rev Dr Mar Atsongchanger said ABAM was “very pleased” to see the general public working together for the welfare and toward changing of society. Reverend Mar said PAC has efficiently carried out the “valiant and exigent drive” in interdicting illegal activities and malpractices in and around Dimapur and giving the general public a hope for peaceful survival. Stating that success so far of PAC’s drive was conspicuous, he said taking cognisance of the impact, ABAM Social Con-
cern Committee during a meeting on September 19 resolved to give an appreciation note to PAC, he added. Though taxes paid by business agencies and companies had a direct impact on customers, he noted that yet the common people had no option but to silently bear the exorbitant rise in prices of commodities He said the association appreciated PAC, NCD for this “giant step” towards bringing change in the State. Supporting the drive, Atsongchanger said ABAM also wished PAC to continually fight against evil practices, while encouraging every district of Nagaland to start this “valiant and vigilant drive” to obliterate all illegal activities from the State and create a harmonious environment. The ABAM executive
secretary also prayed to God to help every individual and group involved in this “magnificent job” become an example till every corner of the State was cleaned. DDGBA (L): Meanwhile, Longer-led Dimapur District GB Association (DDGBA) has appreciated PAC movement and extended its moral support. In a press release, DDGBA (L) president Longer Jamir and vice president Kiyasao Lotha requested every social organisation, tribal hoho and individual to voice out and extend support as the movement was for a common cause. DDGBA (L) cautioned the business owners that prices should be looked upon as per tax deducted.
