RANCHI, SEP 23 (IANS): Prime Minister Narendra Modi on Sunday launched the ‘Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY)’ here, hailing it as the “World’s biggest state-run healthcare scheme”. Launching the scheme, Modi said the intended beneficiaries outnumber the total population of the European Union or that of the USA, Canada and Mexico put together. Modi said that the scheme, which targets more than 50 crore people, will be a subject for research for medical and social scientists and a model for the world to follow. He had announced
PDR accuses tourism deptt of bending rules to appoint kin DIMAPUR, SEP 23 (NPN): A fter accusing the Tourism department of flouting State government norms while condemning vehicles, People for Democratic Rights (PDR) has now charged four senior officials of the department of circumventing rules while appointing their kin in the department during their tenure. In a press statement issued by its media & publicity affairs cell, PDR alleged that five out of the seven appointments made in the department were children of two officials of the department, one retired officer, and another official, now serving in another department. Mentioning that the matter would be brought to the notice of the Governor, PDR warned of initiating legal action, if the State government or Vigilance Commission did not initiate appropriate action against the erring officials. PDR pointed out that though the entry level in the department was tourist assistant, two tourist officers were appointed by allegedly flouting all service rules and without getting mandatory approval from P&AR department and necessary clearances from Nagaland Public Service Commission and finance department.

-- creation of 150,000 health and wellness centres which will provide Comprehensive Primary Health Care (CPHC) and the PMJAY which provides health protection cover to poor and vulnerable families for secondary and tertiary care. The first Health and Wellness Centre was launched by Modi at Jangla, Chhattisgarh on April 14. PMJAY primarily targets the poor, deprived rural families and identified occupational category of urban workers’ families as per the latest Socio-Economic Caste Census (SECC) data for both rural and urban areas as well as the active families under the Rashtriya Swasthya Bima Yojana (RSBY). The objectives of the scheme are to reduce out of pocket hospitalisation expenses, fulfil unmet needs and improve access of identified families to quality inpatient care and surgeries. The scheme allows states enough flexibility in terms of packages, procedures, scheme design, entitlements as well as other guidelines while ensuring that key benefits of portability and fraud detection are ensured at a national level.
States have the option to use an existing trust/ society or set up a new trust/society to implement the scheme as State Health Agency and will be free to choose the modalities for implementation. It can implement the Scheme through an insurance company or directly through the trust/society/ implementation support agency or a mixed approach. Pilot launch of the scheme has already been done in around 22 states and Union Territories. About 30 states and union territories have signed a Memorandum of Understanding and started working on implementation the mission.
Five states reject PM’s health-care scheme
As Prime Minister Narendra Modi launched his government’s ambitious healthcare scheme on Sunday, five states remained unconvinced. Telangana, Odisha, Delhi, Kerala and Punjab said they will not implement the programme till their concerns are addressed since they have better health assurance schemes.

DIMAPUR, SEP 23 (NPN): Rich tributes were paid to late Imtikumzuk, whose body arrived Dimapur Sunday from New Delhi, where he passed away on Saturday following a sudden cardiac arrest. He was 51. Late Imtikumzuk leaves behind his wife Imkongzenla, four daughters and one son. On arrival at Dimapur airport, chief minister Neiphiu Rio including several cabinet ministers, NDPP and PDA alliance party workers, NPF legislators and mourners received the coffin containing the dead body of late Imtikumzuk where a brief prayer service was held. DIMAPUR/KOHIMA, SEP 23 (NPN): Along with rest of the country, the NDA government’s ambitious Ayushman Bharat - National Health Protection Mission/ Pradhan Mantri Jan Arogya Yojana (AB-NHPM/PMJAY) was launched across Nagaland on Sunday. The mission aims to cover over 10 crore vulnerable families (approximately 50 crore beneficiaries) and provide health cover of up to Rs 5 lakh per family per year.

The State launch of the health scheme, considered the largest in the world, was held at Naga Hospital Authority, Kohima (NHAK) and it was formally launched by health minister S Pangnyu Phom in the presence of director of health & family welfare Dr VikeyieLosu. In his speech, the minister said the scheme was aimed at achieving universal access to quality healthcare services, irrespective of financial status, as every citizen has the right to a healthy life. He urged everyone to check their entitlement eligibility status from the nearest empanelled hospital or common service centres. He said the scheme aims to reduce the burden of out-of-pocket
expenditure on hospitalisation by providing entitled beneficiary households a benefit cover up to Rs 5 lakh per family per year for hospitalisation expenses with no cap on family size and age of family members. About 1,550 health packages comprising of treatment for almost all secondary and tertiary ailments are covered under the scheme. The benefits will be cashless and paperless and can be availed from any of government hospitals or empanelled private hospitals across the country. Families featuring in the defined Socio Economic & Caste Census (SECC) 2011 database of the State as well as existing enrolled Rashtriya Swasthya Bima Yojana (RSBY) 2016 beneficiary families are entitled for this scheme, covering about 2.33 lakh poor and vulnerable families in the State.

V I S A K H A PAT NA M , S E P 2 3 (IANS): A ruling TDP MLA and a former legislator of his party were shot dead on Sunday by Maoists in Andhra Pradesh’s Visakhapatnam district, police said. K Sarveswara Rao, 45, Telugu Desam Party (TDP) MLA from Araku (Reserved-Scheduled Tribe) and his party colleague and former MLA Siveri Soma, 52, were attacked near Thutangi village, about 125 km from the coastal city of Visakhapatnam, while they were returning from a programme at a village in Araku, a tribal area. They were intercepted by a large group of armed Maoists, including women, while they were returning in two vehicles. After ordering others to leave, they began talking to the MLA and the former MLA about the mining in agency areas. They later pumped bullets into the two leaders, killing them on the spot. Both were shot in the head and chest. Senior police officials rushed to the spot. Police said both Rao and Soma had received threats from Mao(Cont’d on p-7) ists in the past.
DIMAPUR, SEP 23 (NPN): Bombay Stock Exchange, under its CSR Integrated Foundation, on Sunday donated Rs. 5,00,000 towards the CM’s Relief Fund. The cheque was handed over to chief minister Neiphiu Rio Sunday by BSE executive, Surajit Banerjee, accompanied by Shrawan Jain. Further, the All Nagaland Private School Association (Dimapur Unit) led by its president Andrew Ahoto also called upon the chief minister and handed over two cheques of Rs. 1,50,000 each, totalling to Rs. 3,00,000, towards CM’s Relief Fund. NEW DELHI, SEP 23 (PTI): Police stations in the country will soon have special kits to collect blood and semen samples, besides other evidence, to carry out immediate investigation into sexual assault cases, officials said Sunday. The Sexual Assault (Cont’d on p-7) Evidence Collection Kits (SAECK) or ‘rape investigation kits’ are designed to carry out immediate medico-legal investigation and aid in furnishing evidence in sexual assault and rape cases. The Home Ministry, as part of a pilot project, will initially procure 3,960 SAECK and to begin with, and 100 such kits will be given to each state and union territory, a ministry official said. Police and medical officers will be given training on how to use the kits in the event of any sexual assault and rape case happening in their area of jurisdiction. Each of these kits comprises essential items that will aid in furnishing evidence such as blood and semen samples in sexual assault and rape cases, the official said. The kit has a set of test tubes and bottles, which mention about contents and specifications. These kits also contain instructions on collection of evidence from the crime scene. The SAECKs would be sent to the closest laboratory and within two months the results would be out. “We are planning to keep at least three ‘rape kits’ in each of the police stations in the country, and when the full project is implemented the number will go up gradu-
ally,” another official said. There are around 15,640 police stations in 29 states and seven union territories in the country. The ‘rape investigation kits’ will be procured by the respective states with financial support under the central government’s ‘Nirbhaya Fund’, which was named after the 2012 Delhi gang-rape victim. The cost of the project would be shared between the central government (from the Nirbhaya Fund) and respective states in the ratio of 60:40. The kits are expected to help the law enforcement agencies to ensure effective investigation in a timely manner for better prosecution and convictions in sexual assault cases. The first lot of such kits was procured by the Bureau of Police Research and Development (BPR&D) and it has already started
imparting forensic training to some police officers, the official said. The Directorate of Forensic Sciences (DFSS), a wing of the Home Ministry, has issued two guidelines -- one for investigators and prosecutors for collection, storage and transportation of forensic evidence in sexual assault cases; and the second for medical officers dealing with sexual assault cases. The Delhi-based Lok Narayan Jai Prakash National Institute of Criminology and Forensic Sciences (LNJP NIC&FS) would be undertaking training of medical officers from states and union territories on medico-legal procedures, including evidence collection and handling of forensic material in sexual assault cases. This is likely to cost Rs1.38 crore and is also being funded from the ‘Nirbhaya Fund’.

KOHIMA, SEP 23 (NPN): All Nagaland Ad hoc Teachers’ Group (ANATG)-2015 batch has threatened to once again resort to protest if the proposed meeting convened by School Education advisor, KT Sukhalu on September 25, fails to resolve the issue of regularisation of 1,166 grade-III ad hoc teachers. Speaking to Nagaland Post, ANATG -2015 batch president Ruguotsolie said the organisation’s leadership will likely take a decision in this regard after generating a consensus within. He said the group’s members were left with no other option but to press ahead with agitation demanding regularisation of service as they had fulfilled all the criteria as per rules. Accusing the State gov-
ernment of ignoring their genuine demand though the ad hoc teachers had fulfilled all criteria laid down by the department, the ANATG -2015 batch president regretted that submission of numerous representations, memorandums and ultimatums to the government on the issue failed, to yield any possible result. According to Ruguotsolie, the ad hoc teachers had completed the minimum three-year service and appeared a suitability test in May 2017, which all of them had passed, and subsequently necessary clearance from the school education as well personnel & administrative reforms departments were received for their regularisation. The ANATG president said its plan to stage a dharna at civil secretariat on Sep-
tember 21 was prevented by Kohima district administration and hence its members converged at NSF Solidarity Park. After a meeting there, they decided to resume their demonstration and once again marched towards the civil secretariat, but were barred by police personnel, leading to a commotion. At the intervention of Naga students’ Federation, Eastern Naga Students’ Federation and All Nagaland School Teachers’ Association, after hours of a face-off, a letter was received by ANATG from the school education advisor who proposed a meeting for September 25.
