ChakabamaZbto road works suspended DIMAPUR, SEP 22 (NPN): Shivalaya construction company Pvt. Ltd. has informed that highway construction works from Chakabama to Zunheboto (km 0.000 to km50.000) has been suspended since September 14, 2019. In a press release, company manager Sandeep Dhiya claimed that all construction works and services have been affected and completely stopped by residents of Thenyizu village and local people. “Villagers and local people are threatening construction workers and forcefully stopped all construction activities,” Dhiya claimed, adding that contractor’s machineries at several locations have also been seized. He also said all staff members/workers of contractor were living in fear as their accommodations/ camps were situated near Thenyizu village. According to the manager, the villagers were raising compensation dispute against acquisition of their land by NHIDCL and demanding more “illegal compensation.” Dhiya stated that such suspension of works would have adverse effect on National Highway development works throughout Nagaland as contractors would leave construction sites and abandon the partly constructed highway.

National Intelligence Grid to be ready by early 2020 NEW DELHI, SEP 22 (PTI): The NATGRID—a robust intelligence gathering mechanism related to immigration, banking, individual tax payers, air and train travels—is likely to be operational by January 2020, officials said on Sunday. The work on the National Intelligence Grid (NATGRID) set up to track any terror suspect and prevent terrorist attacks with real time data, has been accelerated after Union Home Minister Amit Shah recently reviewed the progress of the Rs 3,400 crore project, conceptualised following the 26/11 Mumbai terror attacks. “In all probability, the NATGRID will start functioning from early next year,” a Home Ministry official told PTI. The NATGRID will have data related to all immigration entry and exit, banking and financial transactions, credit card purchas-

es, telecom, individual tax payers, air flyers, train travellers besides others to generate intelligence inputs. In the first phase, 10 user agencies and 21 service providers will be connected with the NATGRID while in the later stages 950 organisations and in subsequent years another 1,000 organisations will be connected with it. The 10 agencies which will be able to access the NATGRID data on real time basis are: Intelligence Bureau (IB), Research & Analysis Wing (R&AW), Central Bureau of Investigation (CBI), Enforcement Directorate (ED), Directorate of Revenue Intelligence (DRI), Financial Intelligence Unit (FIU), Central Board of Direct Taxes (CBDT), Central Board of Excise and Customs (CBEC), Directorate General of Central Excise and Intelligence (DGCEI) and Narcotics Control Bureau (NCB).

Initially, no state agencies will be given direct access to the NATGRID data. However, whenever any relevant information is required, they can approach the NATGRID through any of the 10 user agencies, the official said. While the NATGRID has finalised the process for getting the data on about eight crore tax payers from the Income Tax Department, talks are on with the Civil Aviation Ministry, Director General of Civil Aviation and airlines to get information about domestic passengers. “The NATGRID can also have readily available data on banking transactions and immigration as both sectors are equipped with real time mechanism,” another official said. The necessity for the NATGRID came after India’s worst terror attack in its commercial capital in 2009 exposed the deficiency that

security agencies have no mechanism to look for vital information on real time. Lack of real time information was considered to be one of the major hurdles in detecting US terror suspect David Headley’s movement across the country during his multiple visits between 2006 and 2009. Headley had provided key information and videos of terror targets to Pakistan-based Lashkar-e-Toiba, which carried out the attacks that claimed 166 lives. The Cabinet Committee on Security had given approval to the Rs 3,400 crore project on April 8, 2010 but its work slowed down after 2012. However, Prime Minister Narendra Modi directed its revival. Modi had held a review meeting on the NATGRID on June 10, 2016 when the then Union Home Secretary Rajiv Mehrishi gave a detailed presentation on the ambitious project.

Govt to respond to gate collections Dima p u r , S e p 2 2 (NPN): After the conclusion of the week-long drive against illegal, multiple and unabated taxation especially at check gates on Saturday night, Nagaland Post contacted state chief secretary Temjen Toy on the issue. Toy reiterated that the state government was seized of the matter and would respond after getting inputs. Toy, however made it clear that after obtaining the required information, the government would respond effectively against those involved in illegal practises. The chief secretary however lamented over the attitude of people who he said, were ever ready to blame the government for anything. He said the government cannot jump up to conclusion merely on complaints till facts were ascertained. Toy also made it clear, that the reports in the media were serious and urged the public to come forward with specific details so that the government could take necessary action. He also appealed to public to extend cooperation with the authorities to end the menace of illegal collections. When asked if the gov-

ernment would ban departments from continuing with gate collections, he said as far as multiple taxations involving some departments, the issue will have to be sorted out at the earliest in order to effect transparent restrictions. On the issue of Forest department and department of geology and Mining collecting money on the same goods, he said it was an issue which was needed to be resolved at the soonest possible time. The week-long drive against illegal gate collections was spearheaded by the Public Action Committee (PAC) of Naga Council Dimapur (NCD) through volunteers of tribe-affiliates of NCD. The district administration in Dimapur has put on hold the collections by various government departments till further notice. The PAC volunteers also exposed how multiple taxations were being collected by various government departments under ‘royalty tax’ or civic or livestock taxes. The PAC had restricted its vigil at check gates in Dimapur- New Field, Dillai and Burma Camp but taxes on shops and business establishments were yet to

Nok Air launches Guwahati-Bangkok flight GUWAHATI, SEP 22 (PTI): Assam Chief Minister Sarbananda Sonowal on Sunday flagged off Nok Air’s Guwahati-Bangkok flight here and hoped that the introduction of the service will help in strengthening bilateral relations between Assam and Thailand. The introduction of the flight is not just an extension of airline route but more importantly a futuristic gesture, which will go a long way in strengthening bilateral relations between Assam and Thailand, Sonowal said at the flagging off ceremony at the Lokapriya Gopinath Bordoloi International Airport here. The Nok Air flight will reach Don Mueang Airport near Bangkok in three hours time and offers a convenient connection twice a week for both business and leisure travellers.

PAC had also submitted a representation to DC Dimapur demanding control and regulation on price of various items in the market, within the stipulated period of one week. PAC warned that in the event of the district administration failing to comply, it would be compelled to resort to harsher means of agitation, such as imposing indefinite bandh in Dimapur.

NNC (PB) proposes NCF to bring unity DIMAPUR, SEP 22 (NPN): Naga National Council (Parent Body) led by Yilow Humtsoe, Zhiongba Yimchungrii and V Nagi has proposed the Nagaland Christian Forum (NCF) for bringing all the groups to “genuine unity” without leaving anyone. NNC (PB) through its information & publicity wing stated that the group has been seriously watching the political situation in the homeland, adding that unity and inclusiveness of all the Naga political groups was the “top most priority and necessity at this moment.” Maintaining that unity of all the groups was a welcome step for “Naga political freedom”, the group said that bringing the groups together must be done without further delay “with true spirit of Christian sincerity and honesty without any bias”.

Dimapur & Jodhpur rail stations: A study in contrast Petrol, diesel prices jump Correspondent

Jodhpur, SEP 22 (NPN): Despite being the secondhighest revenue grosser under Northeast Frontier Railway (NFR), Dimapur railway station continues to wallow in apathy and neglect of authorities concerned as it lacks in basic passenger amenities, including sanitation. On the other hand, if a railway station has to be emulated in terms of passenger amenities, comfort and cleanliness, then it has to be the Jodhpur non-suburban railway station in Rajasthan. It earned the distinction of being the cleanest railway station in the country in 2018 from Quality Council of India out of 407 assessed railway stations. And, as expected, Dimapur railway station regrettably was not on the list.

Nagaland Post had been continuously highlighting the travails of travellers and the need for a drastic improvement in sanitation and infrastructure as well, but of little consequence. A team of seven media persons from Nagaland are currently in Jodhpur and Jaisalmer in Rajasthan as part of a press tour organised and sponsored by Union information & broadcasting ministry through Press Information Bureau (PIB). During a visit to Jodhpur railway station, it was found that the reason behind its success in emerging as country’s cleanest station stemmed from the fact that every system was in place and every set of rules was strictly enforced. The railway station was established in 1885 and was operating as Jodhpur Rail-

ways under the then princely State, before being taken over by Indian Railways post India’s independence. The station had undergone massive transformation since 2017 when the authorities decided to outsource cleanliness and sanitation works to bidders. Led by deputy director, PIB Imphal and in-charge of PIB Kohima, Abdul Hamid, the team of journalists interacted with Jodhpur railway station chief health inspector (CHS) SS Rajpurohit and his supporting staff on September 21 evening. During the interaction, Rajpurohit revealed that following the ban on appointment of new cleanliness staff, the authorities decided to contract out work to private bidders in 2007. In the meantime, the Central government also launched Swachh Bharat

Mission (SBM). Rajpurohit informed that the contractor engaged for cleanliness and house-keeping engaged at the railway station also implemented SBM, adding that the consistent measures finally resulted in the station being placed 187th in 2016 in the survey conducted by Quality Council of India under the railways ministry. He said initially it was difficult for the authorities and contractors to create awareness among the general public, but continuous awareness campaigns at various levels, besides imposition of fines for open urination, defecation, spitting on walls, etc, helped in attaining the current status. Mentioning that the entire station was put under CCTV surveillance, the CHS added that total fines collected from defaulters amounted to Rs 1,95,600

He said the authorities had now entered into a new contract for cleanliness and sanitation drive for a period of four years at an amount of Rs 18 crore. He revealed that the contractor had engaged 150 cleanliness staff, both male and female, who worked in three shifts of eight hours from 6 am. Women workers were engaged during the day time, while males worked through the evening and night, he said. Rajpurohit informed the visiting journalists that 27 mechanised machines were being used while the workers were provided with all forms of safety gears, including shelter house for them to rest and have food.

NEW DELHI, SEP 22 (PTI): Petrol prices have soared by Rs 1.59 a litre and diesel by Rs 1.31 in the last six days -- the most since daily price revision was introduced in 2017, as a massive strike at Saudi Arabian oil facilities jolted oil markets. Petrol price was on Sunday hiked by 27 paise to Rs 73.62 a litre in the Delhi market -- the benchmark for national rates, according to a price notification by stateowned oil firms. Price of diesel was increased by 18 paise to Rs 66.74 per litre in Delhi. This is the sixth straight daily increase and has taken the cumulative price hike since September 17 to Rs 1.59 per litre in case of petrol and Rs 1.31 for diesel. Global oil prices shot up the most since the Gulf (Cont’d on p-7) war in the immediate after-

math of the unprecedented drone missile strikes on key oil facilities in Saudi Arabia that disabled 5% of the global supply. Oil prices have cooled since the spike on September 16 but remain on the edge. Attackers using low-flying drones and cruise missiles knocked out 5.7 million barrels of production, or about 60% of what Saudi Arabia currently produces. It was the largest supply disruption in history. On Monday, Brent oil futures soared 15%. Analysts have warned that the style of the attacks on Saudi Aramco’s Abqaiq and Khurais oil facilities may add a permanent risk premium to oil and gasoline prices. While Saudi Arabia is saying it can quickly bring supply back online, experts say the shock to the global oil market will be felt for years. K Y M C
