KPC, DPC condemn ‘harassment’ of scribe DIMAPUR, SEP 19 (NPN): Kohima Press Club (KPC) and Dimapur Press Club (DPC) have strongly condemned the alleged harassment meted out to a news editor, who was covering a public procession in Kohima on Wednesday. In a statement issued by its acting president Atul Sarma and general secretary Alice Yhoshü, KPC claimed the incident happened after the procession got over and movement of vehicles had resumed, when a group of rowdy protesters stopped the car carrying the news editor, demanding to know where she was from. Even after she identified herself as a media person on duty, several unidentified protesters went around the vehicle and broke its rear windshield with some blunt objects. The club said it was highly unfortunate that media persons on duty were time and again “blatantly harassed and targeted for no reason” during public demonstrations, processions, protests and bandhs. According to KPC, such incidents raised questions about the safety and security of journalists, “particularly in a society and State like ours that professes freedom of the media along with rest of the country.”

In his address, the APO president Dr. Kepelhusie Terhuja strongly condemned the murder and urged every right-thinking citizen to condemn such heinous crimes. He appealed to the gathering to stand for what was right, and said “enough is enough” to such incidents in “our place”. Angami Youth Organization (AYO) president Neinguvotuo Krose, who too spoke on the occasion, wondered for how long such barbaric acts would be tolerated in the society. He urged everyone to raise a strong voice without any fear against such heinous crimes. He said united voice of the people was powerful. In his address, Chiechama village council chair-
man Neitso Sogotsu demanded that the culprits be awarded capital punishment for the heinous crime. He demanded that the accused be handed over to the village as per customary laws and tradition. Sogotsu also expressed gratitude to the people for showing up in such big numbers to show concern and solidarity to late Neiphrietuo Metsie-o. Several thousand then marched to submit the memorandum to the chief minister of Nagaland demanding justice be meted out without delay. Some carried banners and placards which read: “Justice delayed is justice denied”; “No justice no peace”. “Deliver justice to prevail peace”; “We demand death penalty for Yurre-
ingam Ronra Shimray and Ringthinchon”; “We demand justice for Lt Neiphretuo Metsieo” etc. However, the peaceful rally was marred by an ugly incident when the protesters were returning after submitting the memorandum to the chief minister. Some angry group had tried to forcibly enter the Kohima district jail. The group reportedly vandalized property, smashed window panes and vehicles belonging to the prison. However, timely intervention by the police personnel and Angami Youth Organization prevented the group from entering the jail. APO memorandum: The memorandum submitted to the chief minister by the APO condemned the murder of ABI Neiphretuo Metsieo and demanded that it would not accept anything less than “severest punishment” to the two arrested accused. APO president Dr Kepelhusie Terhuja and vice-president KT Villie also warned external forces from interfering in the investigation process or trying to bail out the culprits as those doing so would be doing at their own risk.

The police would lodge an FIR only if approached by the victim (wife), her blood relations or people who become her relatives by virtue of her marriage. Neighbours and others cannot lodge a complaint under the proposed law. The offence of instant triple talaq will be “compoundable”. Now, a magistrate can use his powers to settle the dispute between a husband and his wife. This will happen only when the wife approaches the court. Under a compoundable offence, both parties have the liberty of withdrawing the case.
Governor Acharya donates `1 Everyone living in India is Drugs worth `3 cr seized in Manipur lakh to Govt Hindi institute Hindu by identity: Bhagwat Correspondent
DIMAPUR, SEP 19 (NPN): Nagaland Governor, PB Acharya, has donated a sum of Rs. 1 lakh to the Government Hindi institute in Dimapur for establishment of Awards for merit students. According to a Raj Bhavan statement, the governor announced this while interacting with the principal and officials from the only government Hindi institute in the state at Raj Bhavan on September 19, 2018. The governor appreciated the teachers and officials of the institute for imparting training to pre service indigenous Naga candidates for Hindi teaching. Expressing the view that all languages were equal, Acharya said “our mother tongue is our identity and we should respect all languages.” He congratulated the Institute and encouraged the Teachers to continue working towards linking the people of the country through the “National language.”
Governor also acknowledged the keen interest shown by the Nagas in learning the language. Government Hindi Institute principal, Gulab Chandra, told the governor that the institute was established in 1968 and was all set to celebrate its Golden Jubilee in the month of November this year. He said the staffing pattern was managed by the department of school education, Nagaland while its curriculum was affiliated with Central Institute of Hindi Agra since its inception. Highlighting on the infrastructure, the principal said the institute urgently needed a proper building with class rooms, office and toilets as the present building was in a very bad shape. He requested the governor to extend support towards construction of a new building for the institute. Governor Acharya assured to forward the matter to the concern authority.
NEW DELHI, SEP 19 (AGENCIES): RSS chief Mohan Bhagwat today said “Everyone who lives in India is Hindu by identity, nationality.” Speaking on the last day of the Bhavishya ka Bharat - an RSS perspective”, Mohan Bhagwat said: “All those who live in India are Hindu. They hesitate to say that. All people are our own. Our tradition is unity.” Bhagwat, responding to questions on mob attacks by self-declared cow protectors, also said that “gau raksha (cow protection) should not be confused with vigilantism or mob violence”. The conclave, which featured invitees from various fields, is seen as an attempt at a makeover by RSS widely perceived as a fountainhead of pro-Hindu ideology and groups. In that theme, Bhagwat said the RSS is not against inter-caste marriage and it really is a question of compatibility between a man and woman. If there was a “census” on inter-caste marriages, he remarked, the maximum cases would be from the Sangh. On Tuesday, he had said “Hindutva” means inclusivity and accepting Muslims is a part of it.
IMPHAL, SEP 19: Sleuth of Customs Division, Imphal Wednesday seized 30,000 pieces of banned amphetamine tablet – World is Yours (WY) tablet – worth around Rs 3 crore in the international market from an individual. The sleuth detected the contraband item having trade mark “88!” weighting around 3kg from an individual later identified as David Doungel (32), son of Shigil Doungel, a resident of N Chajang village under Saikul sub-division of Kangpokpi district during an operation near Moreh Petrol Pump along Imphal-Moreh section of NH-102 Wednesday around 10.30am. Imphal Customs Division assistant commissioner, RK Dorendrajit Singh, said that sleuth of customs preventive force, Moreh led by its superintendent detected the huge quantity of contraband drug acting on specific information. He alleged that the consignment was being smuggled from

DIMAPUR, SEP 19 (NPN): Centre has approved Rs. 65.25 crore from the National Disaster Relief Fund (NDRF) towards relief necessitated by natural calamities of severe nature in Nagaland. According to Finance commission division under Finance ministry, Rs. 65.69 crore was approved by the high level committee of which the balance of Rs. 43 crore was adjusted as the amount was already made available in the SDRF account of the state for instant disaster/calamity as on April 1, 2017. In this regard, the remaining amount to be released was Rs. 65.26 crore. The amount is being released based on recommendations of the Home ministry OM dated July 7, 2018. It may be recalled the High-Level Committee (HLC) meeting chaired by Union Home minister Rajnath Singh, held in June 2018 approved Rs. 65.69 crore for Nagaland (affected by floods/landslides during 2017-18).
DUDA, AH&VS Deptt clarify on pig import
DIMAPUR, SEP 19 (NPN): Reacting to the issue of 8000 pigs to be imported from Punjab, the Department of Underdeveloped Areas (DUDA) and Animal Husbandry & Veterinary Services (AH&VS) Department have clarified that import of 8000 pigs monthly at the rate of Rs. 200 crore per annum was “wrongly” reported in the media without the knowledge of the two departments. In a joint press release, AH&VS director Dr. Aomangyang Walling and DUDA director KS Anden Konyak stated that the two departments held a joint meeting on September 19, 2018 “to make the departmental records straight and put the matter to rest.” It may be mentioned that the report was widely published by various national news agencies quoting Punjab Animal Husbandry minister Balbir Singh Sidhu, that Punjab would soon be supplying pigs to Nagaland.

NEW DELHI, SEP 19 (PTI): The Union Cabinet on Wednesday approved an ordinance to ban instant triple talaq and make it a punishable offence. Under the proposed ordinance, giving instant triple talaq will be illegal and void and will attract a jail term of three years for the husband. Seeking to allay fears that the proposed law could be misused, the government has included certain safeguards in it such as adding a provision of bail for the accused before trial. These amendments were cleared by the Cabinet on August 29. “There was an overpowering urgency and a compelling necessity to bring the ordinance as the practice continued unabated despite the Supreme Court order last year,” Law Minister Ravi Shankar Prasad told a press conference. While the proposed law makes instant triple talaq a “non-bailable” offence, an accused can approach a magistrate even before trial to seek bail. In a non-bailable of(Cont’d on p-7)

who do not have capital to start own business. Speaking to this reporter at his office in Duncan Basti here, Imsumongba explained, “This is a social initiative by Youth Lim Empowerment in collaboration with M/s Shuvo to distribute E-rickshaws to unemployed youth. It is aimed at economic welfare of unemployed youth in the State.” He added that youth driving E-rickshaws would have to deposit an amount daily based on their earning before they finally own the vehicle. “The more they deposit, the quicker they become the owners,” he stressed. He said employment and economic sustainability preceded everything. Secondly, E-rickshaws are also expected to provide relief to both commutes and drivers. Even as maintenance is comparatively easier than a conventional auto rickshaw, it can also ply for 80 km after four hours of charging.

KOHIMA, SEP 19 (NPN): Naga Students’ Federation (NSF) will be celebrating 100 years of Naga Club with the theme “Celebrating the Legacy” at Naga Solidarity Park here on October 31. The celebration is expected to be organised in a grand manner where Nagas of Arunachal Pradesh, Assam, Manipur and Myanmar are expected to attend. Informing this to media persons at his office chamber here on Wednesday evening, NSF president Christopher Kesosul Ltu said he was looking forward to celebrating 100 years of Naga Club even before taking over the reins of the students’ body. He said following a series of consultative meetings with village elders and student and tribal bodies and federal assembly, the House decided to form a committee and see the feasibility of celebrating the event. Accordingly, Ltu said a 15-member committee was constituted comprising senior NSF leaders, with Neingulo Krome as convener and Vipopal Kintso as secretary. gulo Krome explained that though the panel had traced several documents of Naga Club, the formation date was not found anywhere except the mention of October 1918. Thus, he said the committee decided to hold the event on October 31. Releasing the concept note of Naga Club during the press briefing, Krome said the club was reformed in 1982 at Kohima village and that one of its members was still alive and was more than 80 years now. To a query on separate celebrations of the same occasion being organised by different groups, committee secretary Vipopal Kintso said NSF did not have the authority to stop anybody nor claimed absolute ownership over the club. He added that everyone who felt part of the legacy could celebrate the event. Pointing out that NSF was safeguarding Naga Club’s legacy, Kintso said the federation had a bounden duty to continue safeguarding the legacy and hence decided to celebrate the event.
