PAC to check taxation at gates

DIMAPUR, SEP 15 (NPN): Public Action Committee (PAC) of the Naga Council Dimapur, will spearhead preventive measures to thwart illegal taxation being imposed by various non-state and state actors,on trucks and lorries entering or passing Dimapur. The preventive measure will be for a period of one week beginning Monday, September 16 at various check gates and till further notice. PAC has also requested the Commissioner of Police to deploy security at all check gates and escort commercial vehicles to cross Dimapur. It has also requested Police to enforce entry of all commercial vehicles into Dimapur from 5 a.m. to 7 a.m. and 7 p.m. to 10 p.m. The volunteers who will be deployed at various check gates in Dimapur are drawn from various tribe representatives who will man the check gates on two shifts- morning from 5 a.m. to 7 a.m. and evening from 7 p.m. to 10 p.m. As per PAC roster,

Petrol, diesel prices hiked again New Delhi, Sep 15 (Agencies): Petrol and diesel rates were raised again on Sunday, in major cities following the Saturday’s price hike. However, there was a marginal increase in the per litre prices of petrol and diesel on Sunday. According to the fuel rates available on the website of Indian Oil Corporation Ltd (IOCL), petrol, diesel prices were raised by 5-7 paise in all the six cities on Sunday. Petrol prices in New Delhi jumped by 6 paise to Rs 72.03 per litre. A similar price revision was witnessed in the diesel rates where a litre of diesel in New Delhi was available at Rs 65.43. In Dimapur, petrol was retailing at Rs 70.08 per litre increased by 6 paisa and diesel price stood at Rs. 63.37 on Sunday. Petrol and diesel prices in the state capital Kohima on Sunday were Rs. 70.90 per litre and Rs. 63.94 per litre respectively. State-run oil marketing companies such as Indian Oil Corporation, Bharat Petroleum and Hindustan Petroleum review the domestic fuel prices on a daily basis and any revisions are implemented at the fuel stations with effect from 6 am.

PAC Convenor Vekhosayi Nyekha explained to media persons here Sunday, that the measure was because people have been suffering a lot due to such collections, which have had a direct and indirect bearing on their economic condition. He also said the PAC is a law abiding body and not trying to take the law into its own hand to thwart illegal tax demands but only as a means to assist law enforcement agencies. He said the PAC wanted to extend cooperation for removal of illegal taxation menace. Nyekha also pointed

out that the PAC had apprised the state chief minister in its representation, about the menace and demanding enactment of stringent law to put an end to such activities where offenders are not allowed to go scot free and also to act as a deterrent. Nyekha also clarified that PAC was not against any NPG or organisation and lamented that multiple taxation arose due to division among NPGs. He said collection of tax in the name of national cause was in reality, just a pretext to fund their luxurious life style, which the general public cannot be made to fund. So it was time to put an end to such collections, he said. The PAC convenor maintained that roads were for movement of vehicles and not as means to collect illegal money. Nyekha also disclosed that PAC was aware of the fact that there were some government departments and agencies also collecting money illegally. He said that such government departments or agencies will not be

allowed to collect money illegally. He however clarified that legal tax such as DMC toll tax would be allowed. He also warned that PAC that any consequence on transport owners and drivers resulting from its checkings will be construed as an “anti- Naga” act and will take stern action against any individual or organisation involved if it came to its knowledge. Nyekha expressed optimism that the proposed movement will discourage , collection of illegal money so that price of commodities would reduced to a great extent. PAC has sought full cooperation from tribal hohos in its efforts against the menace illegal collection of money and for the betterment of society and Dimapurians in particular. Though the measures by PAC was laudable, yet it has not spell out what would be its response to taxation notices issued on various shops and business establishments in Dimapur including unlawful syndication of business in Dimapur.

(IANS): Verification of the unique identification number (Aadhaar) would be compulsory for new dealers from January 2020 to curb malpractices in paying Goods and Services Tax, said GST Network’s group of ministers’ Chairman Sushil Kumar Modi. “All new dealers will have to submit their Aadhaar number for authentication from January 1. Though currently optional, it has been made mandatory from the New Year (2020) to curb fake invoices that came to light after the new tax regime came into being from July 1, 2017,” Modi told reporters here after a meeting of the group on Saturday. Modi is also the Deputy Chief Minister in the Janata Dal-United (JD-U)-BJP coalition government in Bihar. The GST Network has also decided to complete online refunding from September 24 from the central GST or the state GST. “We have also decided to unveil the simplified new returns system from January 1,” said Modi on the occasion.

Shah’s push was also backed by prime minister Narendra Modi who tweeted that Hindi has incorporated simplicity, spontaneity and elegance beautifully. The home minister’s comments reignited the debate on the national language as southern parties said they will oppose any attempt to “impose” the Hindi language. Slamming Union Home Minister Amit Shah for his Hindi language pitch, Kerala Chief Minister Pinarayi Vijayan on Sunday said it was a “planned attempt” to stir up a controversy and divert attention from pressing problems in the country. He termed it a ‘war cry’ against the mother tongue of non-Hindi speaking people. The Chief Minister, in a Facebook post, said that despite protests erupting in

NIPF, CNSA back government on RIIN DIMAPUR, SEP 15 (NPN): With the process of preparing the Register of Indigenous Inhabitants of Nagaland (RIIN) already in progress in the state, the Nagaland Indigenous People Forum (NIPF) and Central Nagaland Student’s Association (CNSA), have extended support to the state government for its implementation. NIPF, a unit of North East Indigenous People’s Forum (NEIPF) at its executive meeting held on September 14 at the residence of its treasurer, Nongtok Jamir and chaired by convenor, Yibemo Kikon, resolved to support the notification of the State government to carry out RIIN and Inner Line Permit (ILP) in the state. Media cell of NIPF in a press release said RIIN was a necessity as it was for protection of all indigenous people and its traditions. The forum also expressed concern on the influx of illegal migrants and its threat to the indigenous people. In this regard, the

forum stated that all existing ILP check points in the state needed to be further strengthened and ILP(BEFR Act, 1873) specially in Dimapur and all other entry points in the state be enforced at the earliest. NIPF has also urged the government to implement ILP and RIIN at the earliest in letter and spirit without delay before the indigenous people were overrun by the outsiders. Meanwhile, NIPF appealed to each and every indigenous people of Nagaland to be vigilant against the influx of illegal migrants in the state. The forum further said that all the indigenous people were equally responsible to protest our land. CNSA: Extending support to the government on RIIN, CNSA demanded that the only 16 recognised tribes in Nagaland should be included in RIIN exercise while the cut off year for Kacharis and Garos should be 1963 and that the government should maintain a proper register to ascertain

their domicile in Nagaland. In a press statement, CNSA president, Himato K. and general secretary, Lipemo M Tsopoe stated that all other recognised Naga tribes should be allowed to register from any recognised village they reside after duly verified by the competent authority entrusted by the State government. The association further appealed to the government to take stringent measure to authenticate the genuine citizens of Nagaland. The association has also submitted following points to be followed for the successful implementation of RIIN in the state: It stated that government must act strictly to register only the recognized tribes of Nagaland, maintain proper record for Kacharis and Garos with a cut off year of 1963, allow the tribes from Nagaland to register from their place of residence if their village was recognised by the State government, any GB, council chairperson or government officials who certify

non-Nagas of Nagaland must be penalised, any other citizens of India if their names were included in the electoral roll of Nagaland of 1963 they must not be indigenous but they can be allowed to be a permanent resident of Nagaland but indigenous and ST certificates must not be issued to them, all other must come under ILP and any person without ILP must be arrested and deported immediately, no shop license should be issued to ILP holders, any person doing business in the name of Indigenous people of Nagaland must be arrested and the license cancelled and Naga person who allowed his or her name must also be imprisoned, labour permit for outsiders to work in Nagaland must be issued for one year only which can be renewed but should not be allowed to work in Nagaland for more than five years continuously, student associations and other civil societies of Nagaland must be permitted to check ILP and ILP office must be made online.

The party said that while diversity in languages is India’s strength, a national language is needed so that foreign languages and cultures do not overpower the country’s own. Reacting to Shah’s remarks, Congress leader Anand Sharma said, “The Constitution clearly respects India’s diversity as it recognises 22 languages spoken by a large number of people.” Sharma said no indication should be given of a rethink on the “threelanguage formula” as it will create strife and unrest in the country. The three languages formula is commonly understood to comprise Hindi, English and the regional language of the respective states. Hindi is spoken by a majority of India’s people, but equally important is the English language to be globally competent and to be a global leader, he said.

UCM to hold ‘alert meeting’ on Naga peace process Correspondent

IMPHAL, Sep 15: United Committee Manipur (UCM) on Sunday announced to hold a public “alert meeting” on September 19 to discuss on the possible settlement of the Naga peace process. “We will be holding a one-day public alert meeting on possible settlement of Naga peace accord” on September 19, UCM president Sunil Karam said. He along with other leaders of the apex body told this to media persons after offering tarpan to the “martyrs” of the infamous 2001 uprising. UCM also announced “preparatory alert campaign” all over Manipur to make people aware on the possible outcome of the peace talks. Interlocutor to Naga peace and Nagaland Governor, R N Ravi’s statement that Prime Minister Narendra Modi has expressed the need to conclude the Naga peace process within three months has put the people of the state on alert, he added. There was also apprehension that Manipur may faced the similar fate to that of Jammu and Kashmir or if at any point against the interest of Manipur’s territorial integrity was in-

cluded while concluding the peace process. While deliberating on the latest development of the Naga peace talks, UCM reaffirmed the people’s stand to object any settlement that infringe the interest of territorial integrity of Manipur and its unity, Karam said. “We do not take the recent statement of RN Ravi lightly,” he said, citing even though government of India had given verbal assurance on several occasions, still no written assurance on protecting Manipur’s territorial integrity has not been provided at any point of time. Maintaining that UCM has been fighting for a peaceful and a united Manipur, Karam reiterated that they will continue to fight for the people of Manipur and its territorial integrity. The UCM president also recalled the sacrifices made by the 18 people during the people’s uprising in June 2001 in protest against extension of ceasefire between Centre and NSCN (I-M) without territorial limit. “We never forget the sacrifices made by them for the territorial integrity of Manipur. We will not allow remapping of Manipur’s territorial boundary at any cost,” he said.

There is still a long way

to go, but the impacts of access to sanitation in India are already being realised,” The Guardian, quoted the Foundation as saying in a statement. “The Swachh Bharat Mission can serve as a model for other countries around the world that urgently need to improve access to sanitation for the world’s poorest,” the statement added. Be it Sabita Biswas from Assam’s Morigaon district, Babli of Khanna village in Punjab or the women of Nagwa in Uttar Pradesh, all recognise that the toilets built by the government under the Swachh Bharat scheme has improved their quality of lives. As Biswas narrated her story, before the toilets were made relieving herself was a harrowing everyday task which became far more difficult during the monsoons

and floods. It’s a similar story in Nagwa, Uttar Pradesh. The toilet was built after 28 years as per an old lady. She added that women used to get up as early as 3 a.m. and look everywhere to find a private place to relieve themselves. “We had real trouble if men folk were up... In the afternoons it would be difficult. So one could go only after dark, making them vulnerable to other dangers. But with the construction of a toilet, there is a reason to rejoice,” she said. “There were no toilets before. People used to defecate openly with flies and mosquitoes infesting the place. But now with a toilet in place, it is a lot more comfortable. Almost every household has a toilet and has created a world of a difference,” said a woman from Sikkim.

DIMAPUR, SEP 15 (NPN): Following directive from the Labour Commissioner office, Kohima, the office of Dimapur District Autoriskshaw Drivers’ Union (DDADU) has been dissolved w.e.f September 16. The union will elect its new president on September 24. In this connection, DDADU at its executive meeting held on September 14 has unanimously appointed Vikato Assumi as election commissioner, Temjen Longkumer and P. Chumdemo Murry as assistant election commissioners to conduct the election process. This was stated in a press release issued by election commissioner, Vikato. Election will be held as per Article XI of DDADU constitution and only the executive council members for the tenure 2016-2019 will be eligible to vote, the release stated. The nominations can be filed on September 18 and 19; scrutiny of nominations on September 20 and withdrawing of nominations on September 21. It may be noted that DDADU at its executive meeting on August 1, selected Tito Yeptho as the president with 2/3 majority. However, on August 19, the Labour Commissioner office, Kohima, has directed DDADU to conduct the presidential election. K Y M C
