Truckers to go on strike from Monday KO L K ATA , O C T 7 (IANS): Calling for a 36hour nationwide strike starting from 8 a.m. on October 9, truck owners and operators on Saturday protested against the disruptive policies under Goods and Services Tax (GST) and demanded the inclusion of diesel in the new indirect tax’s ambit. “The post-GST scenario has critically impaired the transport trade. The leadership of All India Motor Transport Congress (AIMTC) and other transport associations have proclaimed the two-day token nation-wide strike starting from 8 a.m. on October 9 (Monday) to 8 p.m. of October 10. We also support this,” Calcutta Goods Transport Association (CGTA) President Prabhat Kumar Mittal told reporters here. He said there was utter confusion, chaos and disruption due to varied policies under GST that are imposed on the road transport sector. “The exorbitant increase in the diesel price and daily fluctuations are affecting the road transport sector. The diesel and tolls account for more than 70 per cent of operating cost of the truck, though diesel is out of GST.
54k petrol pumps to remain shut on Oct 13 MUMBAI, OCT 7 (IANS): Around 54,000 petrol pumps all over India will go on a day long strike on October 13 in support of their long-pending demands, a petrol pump operators association official said here on Saturday. Federation Of Maharashtra Petrol Dealers Association (Fampeda) President Uday Lodh said that a decision on the issue was taken at the first joint meeting of United Petroleum Front, an umbrella organization of three nationwide organisations of all petrol dealers. The demands include implementation of the pending agreement signed with oil marketing companies on November 4, 2016, scrapping unfair penalties imposed under Marketing Discipline Guidelines, and approved but not given dealer margins. Besides, the UPF has expressed concern over the losses to both consumers and dealers over the daily changing prices of oil products and bringing petroleum products under GST, said Lodh. “As the first step, we shall stop buying and selling petrol/diesel at all the 54,000 pumps in the country on October 13. If our demands are not accepted, then from October 27, we will launch an indefinite nationwide strike,” Lodh said.

Police can’t be a brute force: HM
MEERUT, OCT 7 (PTI): The 21st century police cannot be a “brute force” but will have to be a “civilised” unit, Home Minister Rajnath Singh said Saturday and asked the police personnel to be patient in dealing with challenging situations such as riots and protests. The minister also urged the police forces, both under the Centre and the states, to use new technology and psychological solutions to “control and divert the minds” of the rampaging crowds during a protest or in a riots-like situation. Singh made the remarks while addressing the personnel of the blue dungaree-donning Rapid Action Force (RAF) at their base here on the occasion of their silver jubilee (25th) anniversary. Singh urged the security personnel to keep an effective check on the incidents in which attempts are made to break the country on the lines of casteism, religion or regionalism. “The police of the 21st century cannot be a brute force. DDGBA resolves to stop issuing RC DIMAPUR, OCT 7 (NPN): Concerned over the influx of illegal immigrants especially in Dimapur, the Dimapur District GB Association (DDGBA) on Saturday resolved to stop issuing Residential Certificate (RC) without the National Residential Certificate (NRC) and other necessary authentic documents. In a press release, DDGBA president, Tokuho Sohoi, general secretary, Kenith Sopoe, and information secretary, Akhu Naga, said it was resolved at an emergency meeting held on October 7, 2017, which adopted five-point resolutions. In the light of the above resolution, DDGBA has appealed to all the house owners to verify thoroughly or report to their respective GBs before keeping tenant in their houses.

NPRAAF asks RD deptt to disclose details of MGNREGA scheme funds DIMAPUR, OCT 7 (NPN): Suggesting possibility of “a bigger and massive mismanagement going on” in the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) on Saturday urged the Rural Development (RD) Department to reveal the details in public domain the release of MGNREGA funds for material and labour component in district wise, block wise and village wise and provide the total amount. In an attempt to prove its allegations, the NPRAAF through its information & publicity cell cited disclosure of Nagaland State Village Development Board Association (NSVDBA) on August 22, 2017 in local dailies that the Centre had sanctioned Rs 501.51 crore under MGNREGA during 2016-17. NPRAAF stated that the state finance department (FD), expenditure ‘B’ branch had released all sanctioned amount by the Centre on four different occasions: June 16, 2016; July 11, 2016; September 22, 2016 and
October 7, 2016. On July 27, 2016, NPRAAF said the FD also released Rs 40.95 crore being the 10% state matching share during 2016-17 thus totalling to Rs 542.48 crore (Rs 501.51 cr+Rs 40.95cr). Again, on April 28, 2016, it said the FD released another amount of Rs 89.58 crore as a backlog of 2015-16 thus bringing the total amount released in 2016 to Rs 632.06 crore (Rs 542.48cr+Rs 89.58cr). Further, NPRAAF said the FD on May 1, 2017 released Rs 597.68 crore under MGNREGA stating it to be “for liquidating pending liabilities of wages and materials during 2016-17” vide NO/EXPDR-B/42/201718/HY/257 with drawal authority No. 1 of 2016-17 under demand No. 42 – RD. On May 29, 2017, the FD released Rs 146.73 crore as 1st instalment of tranche 1 for implementation of MGNREGA during 2017-18. Thus, NPRAAF said the FD released a total amount of Rs 1140.16 crore (Rs 542.48 + Rs 597.68) for MGNREGA for the year 2016-17.
It said that the amount of Rs 597.68 crore and Rs 146.73 was released out of Rs 744.41 crore sanctioned by the Centre dated April 10, 2017 to Nagaland government for implementation of MGNREGA for 2017-18 and liquidating the pending liabilities of wages and materials for 2016-17. “What is shocking here is when the GoI sanctioned Rs 501.51 crore for 2016-17, how can liabilities for the same financial year be Rs 597.68 crore which is more than 100% of the sanctioned amount for implementation of MGNREGA,” said NPRAAF. Pointing out that the Centre also sanctioned Rs 5 crore (May 26, 2017) for implementation of MGNREGA for 2017-18, the NPRAAF said it was yet to be known whether the FD released the amount or not. Another amount of Rs 69.99 crore (August 23, 2017), the NPRAAF said was sanctioned by the Centre towards “wages and material & admin cost for implementation of MGNREGA for 2017-18.” (Cont’d on p-8)
State launches artificial insemination in pigs DVC reaffirms 2012 resolution demand and supply, he said it was the endeavour of the government to narrow down the import level to zero by 2025 and attain a status of self-sufficiency by 2026 and export surplus by 2030 as outlined in ‘Nagaland Vision 2030’. Longkumer informed that Nagaland had imported pigs for consumption to the tune of Rs. 73 crores during 2016-17. This made the state government push piggery production as a thrust area for development. He said funds under state plan, CSS, NEC including credit linkages were also focused towards piggery development so as to enable piggery farmers and entrepreneurs to participate in its production. Longkumer said that at present, they require about 3 lakhs quality piglets for rural piggery farmers but that, they are unable to achieve the requirement.

Chuba Longkumer said it was a long awaited programme after framing the ‘pig breeding policy’ in collaboration with International Livestock Research Institute (ILRI), National Research Centre on Pig (NRCP) and department of AH&VS under the sponsorship of Tata trust. DIMAPUR, OCT 7 (NPN): Diphupar Village Council (DVC) during its meeting held on October 5, deliberated at length the ‘Illegal Bangladeshi Immigrant’ (IBI) issue and unanimously reaffirmed to stand by the joint resolution adopted by DVC, DNYO, DNWO and VDB on March 3, 2012. In this regard, all GBs and VCMs under Diphupar village have been asked to strictly enforce the resolution in their respective khels/village. According to DVC, among several resolutions adopted in 2012, resolution no. 2 stated that any non-local desiring to work/ stay within Diphupar village jurisdiction shall compulsorily obtain ID cards issued by DVC after producing valid document evidence acceptable to the DVC-- a. permanent residency certificate issued by their native village council with photo, b. certificate from police station
of their respective jurisdiction certifying their identity, c. certificate from district administration or voter ID card, d. no non-local shall be permitted to stay in a lease plot, e. all non-local shall be permitted to stay only in rented house and the land lord shall be held responsible for the activities of their tenants. It also stated that the landlord shall mandatorily maintain bio-data of their tenants, f. no visitor shall be permitted to stay overnight at such rented houses without the knowledge of village authorities, g. The above terms and conditions shall also apply to the construction workers within the village. Resolution no.3—No land owners shall permit/ lease their empty plots to non-locals to constr uct dwelling thatch/huts/ building. Henceforth, any criminal activities found operating in such leaded plots, those plots shall be seized by the village council.
Confederation of Associations on selection of IAS from non-SCS TWD responds to NSCN (K) DIMAPUR, OCT 7 (NPN): Even as the Nagaland Civil Services Association (NCSA) has expressed disappointment over the state government’s decision to fill up the vacant IAS post from amongst the non-State Civil Service (SCS) officers, the Confederation of Associations (CoAs) including the Confederation of All Nagaland State Services Employees’ Association (CANSSEA), the Nagaland Secretariat Service Association (NSSA), the Nagaland Finance and Accounts Services Association (NFA&ASC) and the Federation of Nagaland State Engineers Services Association (FONSESA) have sought to explain on selection into the Indian Administrative Service (IAS) from other services i.e. non-SCS. DIMAPUR, OCT 7 (NPN): Thetsumi Welfare Dimapur (TWD) on Saturday issued a rejoinder to the statement issued by NSCN (K) finance secretary, Khumutsa Naga with regard to the September 18 incident at Kuda Cold storage. In a press note, TWD chairman, Neitsolo Venuh and secretary, Keve Nuh said that the members held an emergency meeting on October 7 at Kuda Cold storage, 5th Mile Model Village wherein the house made several resolutions. TWD said it welcomed and appreciated the finance secretary for claiming the responsibility on behalf of NSCN (K) for the September 18 incident. However, the claims that two NSCN (K) cadres were sent to meet the proprietor of Kuda Cold Storage in good faith seemed to differ, TWD said. TWD said that the proprietor had received two information slips from the same government-- one issued June 1, 2017 (Cont’d on p-8) with a demand amount of Rs.
50000 and the second slip issued on June 3, 2017 with a demand Rs.250000. When the NSCN (K) cadres came to the gate on September 18, TWD said the proprietor had informed them that he had received two information slips. When he enquired which was the slip issued by them, TWD claimed that the cadres started to shout at the proprietor “just to shut up and took out the gun and fired it at a very close range at his face.” TWD said that “the allegation of having any evil motive was totally uncalled for, as the elderly businessman had been contributing to all the Naga Political Groups in his own capacity all these years.” It also clarified that apart from some customers outside the gate, no other people were present, and the location of Cold Storage was at an isolated end of village.
