Zeliang trying to usurp power: NDPP
DIMAPUR, OCT 4 (NPN): Accusing opposition NPF leader TR Zeliang of indulging in “clandestine activities” to escape the legal noose around him, NDPP alleged that the former chief minister along with a relative had met BJP central leadership in New Delhi on September 26 with the intention of and in a desperate bid to occupy the chief ministerial chair again. NDPP’s statement assumes significance in the light of the fact that the strength of the party in the Assembly has come down to 17 from 18 MLAs after the demise of Imtikumzuk Longkumer. Further, out of the 17 MLAs, the speaker is not taken into consideration except in a vote where there is a tie. Therefore, theoretically, if NPF (with 26 members) manages to woo and win over four legislators (1 Independent, 1 JD-U and 2 NPP), that will make it a 30-member group. This will leave the NDPP with 16 members (minus Speaker) and with 12 of BJP having a total of 28 MLAs in the house. A statement issued by

As you celebrate the harvest festival, may Almighty bless you with a bountiful harvest and may the festivity foster peace and harmony,” Rio tweeted. In another tweet, Rio greeted the people from Pochury community on the joyous occasion of Yemshe; the harvest festival. “May the festivity bring cheer, goodwill and harmony and may you be blessed with rich and plentiful harvest.”
NDPP media & communications committee said that Zeliang had also reportedly informed the BJP leadership that current NPF president Dr. Shurhozelie’s term was coming to an end very soon and that a new leader would be elected to replace, following which the party would align with BJP. He also assured cooperation to BJP after the end of Dr. Shurhozelie’s term citing the fact that the present NPF president was anti-BJP. While clarifying that it was neither bothered about internal problems of NPF, nor concerned about political activities of its leaders as the PDA government was firm and stable, NDPP explained that it was necessary to let the people know the truth. Alleging that the NPF leader had further informed the BJP leadership of having the support of Independent MLA, JD (U) and NPP legislators, the ruling party also accused him of claiming that some NDPP members too were willing to join him. He further assured BJP that, if he was made chief Minister, he would allocate the BJP legislators the port-
folios of their choice, besides giving both Lok Sabha and Rajya Sabha seats to BJP. NDPP said Zeliang had even assured of not fielding any candidate against BJP in the Outer Manipur Lok Sabha seat. The BJP leadership is, however, reported to have responded by saying that BJP-NDPP alliance was a pre-poll alliance with seatsharing arrangement and that it was Prime Minister Narendra Modi who had come to Nagaland to declare the chief ministerial candidate of the PDA coalition. The BJP also conveyed to Zeliang that the BJP was a responsible national party that could not betray the confidence and support of the people and that it could not go back on its political commitments just for the sake of his ambition to become chief minister. Zeliang was clearly told that the leadership of Neiphiu Rio had the mandate of the people and support of NDA leadership and that there was no question of any change of stand whatsoever. NDPP alleged that, despite being rejected by the BJP leadership, Zeliang
on his return to Nagaland continued indulging in lies by conveying to NPF leadership that he got assurance and support of BJP high command to form a new government. NDPP stated that Zeliang even informed the NPF leadership that it might be necessary for some party MLAs to merge with BJP and that NPF should not seek their disqualification as they had to take over power by any means. Despite such “clandestine activities” and “spreading of habitual lies” by Zeliang, NDPP assured the people that the PDA government was firm and stable under an environment of trust and mutual cooperation. The PDA leadership had the full confidence of the NDA leadership in New Delhi and were working under a congenial environment of collective teamwork and responsibility, it claimed. According to NDPP, NPF government in the past four years had been a miserable failure. It said poor governance, corrupt leadership and betrayal of people on all burning issues were the hallmark of the Zeliang regime.
Centre appoints Ravi as Dy. NSA

DIMAPUR, OCT 4 (NPN): Government of India (GoI)’s interlocutor for Naga peace talks, RN Ravi, has been appointed as the Deputy National Security Adviser (Internal Affairs). Highly places sources informed Nagaland Post that the official order released on Thursday stated that Ravi has been redesignated as “Deputy National Security Adviser (Internal Affairs) and as Interlocutor of Government of India in Nagaland”. The Committee has also approved that the other responsibilities of Ravi as ‘Interlocutor of Government of India in Nagaland’. NPF takes umbrage to Rio’s announcement to build roads
DIMAPUR, OCT 4 (NPN): NPF has termed chief minister Neiphiu Rio’s announcement of building good roads in the State within a year’s time as “most astonishing” as his government could not even utilise the fund sanctioned during the previous regime, nor initiate work on roads for which work orders were already issued. It claimed that work orders were already issued for two-lane GolaghatPurana Bazaar and fourlane Purana Bazaar-Chumukedima roads in August 2017, besides the two-lane New Check Gate-Lerie road in September 2017. In a communiqué issued by its press bureau, NPF asked Rio to clarify which road he was contemplating to take up as all the ongoing works were accorded approval during T.R. Zeliang’s tenure and for which work had already started in full swing, before the off-season halted the ongoing works. Claiming that improvement and development of road infrastructure in the State had been a
priority when it was in power, the opposition party said thousands of crores of rupees had been approved by the Central government for the purpose, which in itself was a record of sort and an achievement of the NPF government. It termed Rio’s announcement as “mockery”, as whatever he was claiming as his government’s achievement were projects already accorded approval by the Zeliang regime. NPF also asked Planning and Coordination minister Neiba Kronu on what ground he was stating that the State government would shell out funds from its own resources for the roads as funds from the Central government would take time. The opposition party asked the minister how much fund he would allocate from the State resources and how much he would disburse for the roads. Instead of finding “flimsy excuses to take credit of what the previous government had done”, the opposition party asked the ruling coalition to pursue
with a “missionary zeal” and complete the various road projects initiated by the previous regime judiciously within the stipulated period. Reminding the People’s Democratic Alliance (PDA) government of its promise made in the Legislative Assembly during the last Budget session to complete all roads connecting district headquarters within 30, 60, 100 days, NPF pointed out seven months had already elapsed and nothing of the sort was visible. It added that Rio had also committed to the people of completing all roads in the State within one year, while Kronu had said that the roads would be constructed before the onset of festive season. The opposition party asked the planning minister to declare the amount appropriated from the State exchequer for building the roads, as in the last budget session he had said that Rs 60 crore was set aside for road improvement in all the district headquarters. Sources said that NSCN/GPRN leaders were in touch with certain people so as to create conducive environment for further course of action. On September last, Khango Konyak-led NSCN (K) through its MIP had stated that the group was “seriously considering” the Naga people’s genuine appeal for peace and political dialogue with government of India. It may be recalled that the NSCN (K) ended the cease-fire agreement with Government of India in 2015, after which the group carried out series of attack on security forces.
DIMAPUR, OCT 4 (NPN): Naga Public Organization (NPO) has urged the two warring groups of the NSCN(K) to maintain peace and tranquillity in border area and to overcome all misunderstandings “for the sake of Nagas struggle to live as one people and nation.” In a press release, NPO deputy secretary general, Y Khomong Khiam, said the organisation after closely monitoring the present scenario has observed that Eastern Naga public were in coma. NPO added that impending situation was endangering the normal life of the people there. Reminding the Naga political groups to understand that Eastern Nagaland was the only region where one took shelter through thick and thin for decades, the organisation said Eastern Nagas do not want the region to be known as the birth place of factions. In this regard, NPO has called upon both the parties to immediately cease all forms of media war in order to prevent the situation from deteriorating further and to resolve any misunderstanding from within. Meanwhile, NPO has also expressed wonder as to why all the Naga civil society organisations (CSOs) and responsible intellectuals and citizens chose to remain silent at this juncture. NPO has, therefore, urged upon every right thinking Naga to come forward and intervene.
NEW DELHI, OCT 4 (PTI): The government Thursday announced a Rs 2.50 per litre cut in petrol and diesel prices by reducing excise duty and asking PSU oil firms to take a hit of Rs 9,000 crore, a step that was matched by BJP-ruled states by slashing VAT so as to double the reduction in retail rates. While the Centre cut excise duty on petrol and diesel by Rs 1.50 per litre and asked oil firms to absorb Re 1 a litre of prices, BJP-ruled states including Gujarat, Maharashtra, Uttar Pradesh, Madhya Pradesh, Chattisgarh, Jharkhand, Assam and Tripura announced a cut in VAT of up to Rs 2.5 per litre to effect a Rs 5 per litre reduction in pump rates. The price cuts would be effective from midnight tonight. Announcing the decision, Finance Minister Arun Jaitley asked the state governments to match the move with a similar reduction in sales tax or VAT, saying leaders who only tweet and indulge in lip sympathy
over high prices will be put to test now. Jaitley said he on Wednesday met Oil Minister Dharmendra Pradhan and inter-ministerial consultations continued on Thursday. After approval of the Prime Minister, a three-part relief is being passed on to consumers -- the Centre will cut excise duty by Rs 1.5, and oil marketing companies (OMCs) will factor in Re 1 in their pricing, and states have been asked to cut VAT as they have raked in windfall gains due to ad valorem nature of the levy that results in higher realisation whenever rates move up, he said. “The states’ revenue increases because of increased crude oil prices and hence it is easier for the states to absorb Rs 2.50 (cut),” he said. Cong ridicules: Congress on Thursday hit out at the Modi government over what it described as a “meagre” reduction in excise duty on petrol and
diesel, saying it is like applying a band-aid after inflicting a thousand wounds on the people of the country. Congress chief spokesperson Randeep Surjewala claimed it was a “panic reaction” by the government after facing public ire and an “imminent defeat” for the BJP in upcoming assembly elections in five states, and said the step will bring little relief to the people as it is like “reducing death sentence to life imprisonment”. Alleging over “Rs 13-lakhcrore fuel loot” through imposition of heavy excise duty on petrol and diesel and an equal amount through VAT by BJPruled states, he said the people “cannot be befooled” anymore by the government and demanded answers from Prime Minister Narendra Modi and Finance Minister Arun Jaitley. Congress demanded that fuel prices be brought to the 2014 level and that petrol and diesel be brought under the GST regime.

DIMAPUR, OCT 4 (NPN): In a first of its kind programme in the history of Raj Bhavan Kohima, children from various orphanages from all across Nagaland would be hosted at the Raj Bhavan from October 5-9, 2018. According to a Raj Bhavan statement, the programme is being initiated by the Governor of Na-
galand, PB Acharya and his wife, Kavita Acharya. The children along with their coordinators and caretakers from far off districts would be staying at Raj Bhavan during their visit to the state capital. Highlights of the programme include interaction, games, cultural programmes, magic show etc. There are around
56 child care homes with around 586 children in the State with Dimapur district having the highest number of homes. Governor Acharya has opined that such outreach programmes must be initiated and the people must play their role in “citizen social responsibility” to make positive change in the society.
KOHIMA, OCT 4 (NPN): Chakhesang Public Organization (CPO), during its executive council meeting held on September 28 2018 at Phek, reviewed its erstwhile position and unanimously resolved to disassociate with the Naga Hoho and recall its representative general secretary from the hoho with immediate effect till such time Chuba Ozukum relinquish the office of president Naga Hoho. In a press note jointly issued by Chakhesang Public Organization president Kekhwengulo Lea and general secretary Mutsivoyi Kotso stated that the council also deliberated on the recent Supreme Court ruling-- decriminalizing homosexuality and lesbianism which poses serious challenge to the protected provisions of Art 371A (1) (a) (i) (ii) & (iii) of the Constitution, further recapitulated the age-old traditions, religions and social practices, customary laws & procedures and expressed its discontentment that marriage or relationship of same sex was totally alien to the culture, social practices or religion, past and present of the Nagas in general and the Chakhesang in particular. Therefore, CPO said the house unanimously resolved not to accept such unnatural marriage or relationship and so long as customary law and procedure exist in Naga society. CPO further warned of strong action, as per the customary law, against any individual within the community violating the resolution.

DIMAPUR, OCT 4 (NPN): Joint Committee on Prevention of Illegal Immigrants (JCPI) under the aegis of Nagaland Tribes Council (NTC) met the state government constituted committee in Kohima on Friday and handed over supplementary points of JCPI findings to the committee headed by commissioner & secretary, Abhishek Singh. JCPI through its media cell said the commissioner & secretary, during interaction, assured the JCPI delegation that all aspects of the issues related to illegal immigration would be covered. Commissioner & secretary also reportedly stated that the government committee’s interim report was submitted to the government within 15 days of the committee’s formation and the final report would be placed within two months (within November 2018). On its part, the JCPI said
it reiterated that Dimapur should be brought under the purview of Inner Line Permit (ILP) at all cost. JPIC said the meeting ended on a very cordial note and it extended fullest cooperation to the committee. On August 18, 2018, JCPI had submitted its first representation to the then chief secretary. During their meeting, a committee was immediately formed. T h e c o m m i t t e e wa s tasked to submit an interim report within 15 days on comprehensive action plan and mechanisms to streamline ILP, to effectively curb illegal immigrants and to bring out a strong policy to safeguard the rights and security of indigenous inhabitants Nagaland.
