PM defends economy, says slowdown ‘exaggerated’
NEW DELH, COT 4 (AGENCIES): Prime Minister Narendra Modi on Wednesday refuted criticism of his government’s handling of the economy, stating a “handful of people” are trying to spread a contagion of pessimism based on the slowdown of the last economic quarter, when growth slowed to 5.7 per cent, the lowest in three years. The government, Modi said, did not deny that growth had slid in the April-June quarter, but said it was “committed and capable” of reversing the setback and “ready to take decisions.” PM Modi said this while addressing company secretaries at inauguration of Golden Jubilee Year of the Institute of Company Secretaries (ICSI) in Delhi. His comments came hours after the Reserve Bank of India (RBI) sharply revised its growth projection to 6.7 per cent for the current fiscal, from 7.3 per cent earlier, due to lower kharif foodgrain production and disruptions arising from the implementations of GST. Hitting out at previous dispensation and economic slowdown critics, Prime Minister Modi said the country’s economy had witnessed a growth for three continuous years after the BJP formed the government at the Centre. “Dip in

Allaying fears of dwindling economic growth, Modi asserted that fundamentals of Indian economy remain strong and that the reform process will continue keeping financial stability in mind. “Decisions of the govt will take the country to the next league,” Modi said, referring to his government’s decisions of demonetisation and Goods and Services Tax (GST). With critics mounting pressure on the present dispensation over the ‘hasty’ implementation of the indirect tax reform, Modi assured that he has directed GST Council to review bottlenecks, technological hindrances. “Government ready for changes to ease any bottlenecks in GST,” he said. Defending his government’s decision to demonetise higher currency notes, Modi said, “The government very well understands the value of your hard earned money and our policies and schemes are focused at bettering life of poor and middle class.”
GUWAHATI, OCT 4 (AGENCIES): Union minister Ravi Shankar Prasad and Assam minister Himanta Biswa Sarma will spearhead BJP’s efforts to win at least 20 Lok Sabha seats from Northeast India in 2019, including 13 held currently by opposition parties. According to the ET report, BJP president Amit Shah has drawn up big plans for the eight states of Northeast India. The BJP had floated a platform of non-Congress parties, the Northeast Democratic Alliance (NEDA), with a roadmap to increase its seats from the region. Northeast, including Sikkim, sends 25 MPs to the Lok Sabha. BJP’s strategist for Northeast and NEDA convener, Himanta Biswa Sarma, told ET: “Ravi Shankar Prasad will look after five Lok Sabha seats in Assam which were won by the opposition in 2014, while I will look after seven Lok Sabha seats spread across the region.” He added, “Other seats are being looked after by our MPs. We have a target of winning 20 seats from the region and we are working in this regard. We are targeting our biggest ever seat tally in Northeast India.” BJP president Amit Shah will spend a considerable time in reviewing the poll preparedness in the region.

DIMAPUR, OCT 4 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has termed the clarification issued by Nagaland State Mineral Resources Development Corporation (NSMDC) Ltd as “most shocking” on the issue over alleged Double Drawal Authority for construction of RCC bridge across Tizu river in Nimi-Laluri Mineral Link Road. Maintaining that it was not a new thing for the state government to flout all rules in running the affairs of the state, NPRAAF reminded that NSMDC was a corporation and an undertaking like the NIDC, KVIB, KVIC, NH&HC Ltd etc., which are not government departments. To this, the forum demanded to know from the state government “under what norms did it allowed a non-governmental-departmental body to honour monetary claims directly from the Government
Treasury? Under which rule, state assembly resolution or cabinet decision has it been stated/passed that a corporation like NSMDC could directly claim Drawal Authority (DA) from the Treasury?” Since the Geology & Mining department had clarified that it had nothing to do with sanction/drawal and implementation of the work for construction of road/bridge, NPRAAF has asked the state government/Finance department to clarify on this issue as to how a corporation was allowed to directly draw money from the government treasury. “How can the state government allow NSMDC to act as a government?” it questioned. NSF suggests measures for strict NSVDBA rebuffs ACAUT charges implementation of ILP in Nagaland DIMAPUR, OCT 4 (NPN): Drawing the attention of the state government towards the issue of illegal immigrants and issuance of Inner Line Permit (ILP), the Naga Students’ Federation (NSF) has expressed concern over the impending threat of influx of non-locals and illegal immigrants into Nagaland and the slack implementation of Bengal Eastern Frontier Regulation (BERF) Act of 1873. In a memorandum addressed to the chief secretary, the NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that the many provisions of the BERF Act of 1873 were becoming irrelevant in present context. In this regard, the federation has submitted “terms and condition” to be incorporated in fram-
ing of a new modality for implementation of Bengal Eastern Frontier Regulation (BERF) Act of 1873, which included territorial coverage, documents to be produced while applying ILP, undertaking, validity of ILP and administrative mechanism. With regard to ILP territorial coverage, the NSF suggested that Dimapur district should come under the purview of ILP regulation. Concerning the documents required for obtaining ILP, the NSF has classified the ILP applicants into two groups – mainland Indians and applicants from Assam – and listed out documents that needed to be produced by ILP applicants. On validity of ILP, NSF said a maximum of 15 days should be granted. On administrative mechanism, the NSF sug-
gested setting up separate ILP monitoring cell in each and every district headed by additional deputy commissioner (ADC). Among others, the federation suggested installation of CCTV at main entry and exit points. Fur ther, NSF also urged the state government to initiate sensitization programmes with the village councils, town/ward/colony leaders and apex tribal bodies in all the districts. It said that the government should empower local bodies for the successful implementation of the ILP system in Nagaland. Dismayed by the lackadaisical approach of the government towards the implementation and regulation of the ILP, the federation has demanded for “a prompt and sagacious action” within 30 days.
DIMAPUR, OCT 4 (NPN): Rejecting ACAUT’s objection to the issues it had raised over the implementation of Direct Benefit Transfer (DBT) system, the Nagaland State VDB Association (NSVDBA) has termed as “most unfortunate and uncalled for” the allegation of ACAUT that association was having “nefarious intention and sinister design”. In a press release, NSVDBA general secretary, Manthungo Kikon, said the issue was discussed at the general meeting with the representatives from all the 11 districts on September 28, 2017. The association reminded ACAUT that every bona fide resident of villages was member of VDBs general body and a VDB secretary was appointed from amongst the bona fide members with the decision of the village council and VDBs general body. It said that if there was any corruption charges against the VDB secretary the village authority had every power to take action against the responsible VDB secretary. Therefore, the association said that ACAUT terming
the VDBs as corrupt implied that the whole villagers were corrupt, which it said was “not at all appropriate.” It advised ACAUT to desist from making such wild allegations that defamed the entire rural communities. NSVDBA asserted that in the first place it had not objected to state governments’ plan to implement DBT under MGNREGA in the state. However, due to practical complexity, NSVDBA said it had requested the department to give some time and not to make compulsory the implementation of DBT until such time all the job card holders were able to open their respective bank accounts. Its contention, NSVDBA said was that implementation of DBT at this juncture would have serious impact in the successful implementation programme. Seeking to validate the ground realities, the NSVDBA pointed out that the government issued a notification for opening a bank account to be linked to job card in the year 2016 and RD officials have been sensitising it for the past one year, . MoS Tribal Affairs on 3-day visit to state CCF condemns rape of minor DIMAPUR, OCT 4 (NPN): Union minister of state for Tribal Affairs, Surdarshan Bhagat, who is on a maiden three-day visit to Nagaland, held a meeting with chief minister, T.R. Zeliang where several issues concerning the state were discussed. While highlighting the recent damages caused to properties particularly bridges, due to unusual heavy rains across the state, the chief minister sought the Central assistance to put in place Bailey bridges in different parts of the state as immediate relief for the affected public. A proposal for this was submitted in written, CMO media cell stated. The union minister assured Zeliang that the matter would be examined and taken up in an appropriate manner. CMO informed that Surdarshan Bhagat is also scheduled to visit Tizit on Thursday. KOHIMA, OCT 4 (NPN): Concerned Chee Forum (CCF) comprising of four villages of Sheanghah has vehemently condemned the heinous crime of rape committed on a 15-year old minor girl of class VII. Concerned Chee Forum president Nockyam Wangnao in a condemnation note stated that the accused, Nizhalhou Kuotsu of Medziphema town had allegedly raped the minor girl and threatened her of dire consequences if she revealed the crime to anyone. Therefore, the forum has appealed to the law enforcing authority to award befitting punishment against the accused so that such crime does not occur in future. Meanwhile, when contacted, Addl. DCP & PRO Dimapur police informed that the accused identified as one Nizhalhou Kuotsu (39), a resident of Medziphema town, was arrested in this connection. Police arrested the accused on October 2 after the victim’s family filed a police compliant at Women police station Dimapur. PRO said that the medical test report was awaited. Police also informed that the accused admitted that he had committed the crime on three occasions. The victim’s family said that the 15-year old was brought to Medziphema for studies during the early part of 2017.

With only handful of employees whose qualifications were primarily related with mining and surveying, the forum said it was quite absurd that NSMDC claimed to have the requisite technical manpower to construct roads and bridges. Petrol, diesel price slashed
New Delhi, Oct 4 (PTI): Petrol price was on Wednesday cut by Rs 2.5 per litre and diesel by Rs 2.25 following the reduction in excise duty on auto fuels. The government had cut excise duty on petrol and diesel by Rs 2 per litre each on Tuesday to moderate the relentless rise in fuel prices over the last three months. IOC Director (Finance) A K Sharma said the cut in retail selling price is higher after factoring in its impact on VAT.
States urged to cut VAT on fuel
NEW DELHI, OCT 4 (Agencies): Union Oil minister Dharmendra Pradhan on Wednesday said that petroleum ministry has urged the states to slash Value Added Tax on petrol and diesel by 5%, a day after the Centre cut excise duty on fuel to protect retail consumers from high global crude oil prices. “States are the biggest beneficiary. They get all of the VAT collection plus they also get 42% of central excise collections. The amount remaining with the Centre is used to finance CSS in states,” Pradhan said. He further added that Finance minister will write to chief ministers in this regard.
DC Dmu issues directives to GBs
DIMAPUR, OCT 4 (NPN): Following growing concerns raised by various quarters over “demographic imbalance” purportedly caused by the settlement of suspected illegal immigrants, DC Dimapur, Kesonyu Yhome, through an order, has directed all GBs under Dimapur district to initiate action plan. The GBs have been asked to report of any abnormal movement/entry of group of migrants/immigrant within 24 hours to the district administration without fail. It has also directed the GBs to make an assessment of the number of non-Nagas living in respective colonies/wards/villages by way of maintaining a record of all such households and submit the report on or before November 30, 2017. The DC said that since the plains of Dimapur was “outside the purview of the ILP regime”, a proper record-keeping be prepared without causing undue harassment to genuine citizens of India.
Revamp NPSC exam system: PSAN
DIMAPUR, OCT 4 (NPN): Taking serious note of anomalies detected in the NPSC marking system, the Public Service Aspirants of Nagaland (PSAN) in a representation to the state government has asked the latter to revamp the NPSC examination process. In a letter to the chief secretary, PSAN accused NPSC of practising “unethical and random marking system”. PSAN said it was constrained to set up a committee to study the loopholes and find out areas of improvement in the NPSC examination system. After thorough research and deliberation, the committee found that the prevalent marking system in the NPSC viva-voce exams was “prejudiced, unrealistic and does not reflect the calibre of the highest recruiting body.”(Full text on p-6) K Y M C
